Narrative:

 

On 03-29-2011, Deputies with the Tulare County Sheriff’s Department were dispatched to the area of Wheatland and Francis Ave regarding a physical altercation between several subjects. Upon arrival it was determined a two subjects were struck by gun shots and two subjects were struck by bats.  All subjects were transported to Delano Hospital with non life threaten injuries.

 

Detectives with the Investigation Unit responded to the crime scene and took over the investigation. This case is currently under investigation by the Tulare County Sheriff’s Violent Crime Unit.

During the week of 3/23/11 through 3/26/11, personnel from the sheriff’s departments Gang Violence Suppression Unit, along with members from the Sheriff’s Tactical Enforcement Personnel team conducted saturation patrol in the rural communities of Cutler, Orosi, Tulare, Goshen, Pixley, Earlimart, Poplar and Plainview.

Overall, there were ten subjects arrested and booked into sheriff’s Porterville substation and Main Jail for various felonies, misdemeanors and outstanding arrest warrants.

Taken into custody were:

Emmanuel Mora (18 years) Attempted Homicide

Alba Morgan (18 years) Attempted Homicide

Alberto Barron (38 years) Deported Felon, Assault on Peace Office, Resisting Arrest

Andrew Hernandez (24 years) Possession of a controlled substance

Mark Mota (31 years) Possession of a controlled substance, Parole violation

Raul Flores (25 yrars) under the influence of a controlled substance, Resisting arrest

Susanna Aguirre (30 years) under the influence of a controlled substance

Luis Rodriguez (27 years) misdemeanor arrest warrant for Domestic Violence charges

Possession of a firearm on school grounds, Unlawful possession of a firearm

On the above date and time a School Resource Officer with the Tulare County Sheriff’s Office was contacted by a student at the Orosi High School who advised a known student was in possession of a handgun on campus. The School Resource Officer requested additional assistance and Orosi Substation Deputies responded to the school. Deputies located and detained two students with the assistance of Vice Principles and other school officials. A 9mm handgun was recovered hidden on campus. Two juvenile males were booked into the Juvenile Detention Facility, both charged with unlawful possession of a firearm on school grounds.

Suspects Info:
S-1: Thomas Hagler, 43 years of Three Rivers.
S-2: Ophelia Cain,   46 years of Three Rivers.

 

On 3-22-11 at 0445 hours, the Tulare County Sheriff's Department Headquarters Patrol responded to the Kaweah Lake Marina in Three Rivers in regards to an interrupted burglary of a houseboat.  Upon deputies' arrival, they were informed by a private citizen he had interrupted a burglary to a houseboat and the suspects were still at that location.  Upon searching the houseboat, the suspects were not located.  A short while later, with the assistance of Farmersville Police Department K9, the above named suspects were located hiding in a different houseboat.  They were taken into custody without incident. 

 

North End Detectives responded and took over the investigation. A subsequent search of the suspects' residence resulted in the recovery of property taken from a houseboat burglary from the previous night at the Kaweah Lake Marina.  The search also resulted in the seizure of a small amount of crystal methamphetamine and five immature marijuana plants.  The suspects have been booked at BWDF and the Main Jail.  The bail is $190,000.

 

The suspects have been linked to a total of four houseboat burglaries over a two day period.

Narrative:

On 03-18-11 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Farmersville Police Department, Visalia Police Department, Lindsay Police Department, Exeter Police Department, Tulare County Probation and the Tulare County Sheriff’s Department concluded a three week narcotic investigation by serving a search warrant in the 800 Block of West Front in the City of Farmersville.

  

Upon securing the residence detectives searched the residence and located approximately 31.6 grams of methamphetamine and approximately 14.8 grams of cocaine. Detectives also located a small digital hand scale and extra packaging material. Detectives seized five vehicles (that were at the residence and registered to the suspects) and $ 4,587.00 U.S. Currency.

 

Suspect Espindola, Gustavo was arrested for possession of a controlled substance (methamphetamine/cocaine), possession of a controlled substance for sales (methamphetamine/cocaine), transportation of a controlled substance for sales (methamphetamine/cocaine), maintaining a residence for use/sales of narcotics, sales of a controlled substance within 1000 feet of a school, child endangerment. Suspect Espindola was transported and booked into the Tulare County Sheriff’s Main Jail. An immigration hold was placed on Suspect Espindola.

 

Suspect Aguilera, Maria Elena was arrested for possession of a controlled substance, possession of a controlled substance for sales, transportation of a controlled substance for sales, maintaining a residence for use/sales of narcotics, child endangerment. Suspect Aguilera was transported and booked into the Bob Wiley Detention Facility with her bail set at $ 100,000.00.

 

This case is still under investigation.

Sierra K9 Trials

The Sierra K-9 Trial is a law enforcement canine and handler competition hosted by the Tulare County Sheriff's and Visalia Police Department K-9 Units. Portions of this competition are open to the public to watch as each handler demonstrates their K-9 partners agility, obedience and training.

The competition takes place this year on March 19th. Officers from around the state come to compete and recieve their awards at the annual award banquet and dance.

Sheriff and Police Explorers and Volunteers in Patrol are also a large part of the event as they provide food and merchandise booths, parking and assistance with the set up and breakdown for the event. Money raised from the food and merchandise booths help support the explorer programs.

The 2011 Sierra K-9 Trials is scheduled for Saturday, March 19th, 2011 at the Plaza Park Raceway in Visalia, CA. Admission is free.

Attempted Murder

On today’s date at approximately 1752 hours, Deputies from the Pixley substation responded to a call for service regarding a subject who had sustained multiple gunshot wounds to the body.

Personnel from the Tulare County Sheriff Department Detective Bureau arrived on scene to assist patrol personnel. The Victim was subsequently airlifted to a local area hospital for treatment where he remains in stable condition.  Since the investigation is on going,  no further information is being released at this time.

Assault with a Deadly Weapon

On 3/14/11 at approximately 1600 hours, Tulare County Sheriff’s Deputies responded to the Kaweah Delta District Hospital in Visalia regarding an assault report.

Violent Crimes Detectives also responded and the investigation revealed the victim had been assaulted by unknown suspect(s) and later transported by private vehicle to the hospital for treatment.  The victim sustained non life threatening injuries and is in stable condition.

Search and Rescue Operation in the Blue Ridge Area

The Tulare County Sheriff's Department Search and Rescue Team conducted search operations on 3-10-11 and 3-11-11 for Kelley Phillips who had been reported missing to the Porterville Police Department on 3-10-11. On 3-10-11, Porterville Police Detectives had tracked Phillips' location through her cell phone and  dispatched deputies to a location on Blue Ridge Road above Springville where her vehicle was located. A search was conducted, the cell phone signal was lost and Phillips was not located. The search was temporarily suspended due to darkness with Deputies remaining on scene. On 3-11-11 search operations were resumed and Phillips was located on Kramer Creek approximately 1/2 mile from the location of her vehicle. Phillips was transported to the Sierra View District Hospital for observation.

Agencies involved in the incident were The Porterville Police Department, California Highway Patrol Air Operations, California Emergency Management Agency, CARDA (California Rescue Dog Association), United States Forrest Service, Tulare County Fire, T-CAD (Tulare County Consolidated Ambulance Dispatch) American Medical Response Mobile Life Support, Tulare County Sheriff's Department Search and Rescue and Canine Units.

Grand Theft - Receiving / Possession Stolen Property - Conspiracy

On 02-07-11 Zulim Farms reported that unknown suspect(s) entered a plum orchard located in the 8400 block of Ave. 428, Dinuba, and stole a 20 horsepower irrigation pump and approximately 54 brass irrigation valves resulting in an estimated loss of $8,890.00

Sheriff’s deputies from the Orosi substation and detectives from the Tulare County Sheriff’s Department's Agricultural Crimes Unit conducted a month long investigation where numerous metal recycling facilities and metal recyclers were contacted.  The investigation ultimately led to the apprehension of Francisco Ramos, 31 years from Dinuba, who confessed his involvement in this crime.  Ramos was booked at the Tulare County Main Jail on charges of Conspiracy and Receiving/ Selling Stolen Property and Grand Theft.

None of the stolen property has been recovered at this time.

The Tulare County Sheriff's Department Violent Crimes Division continued their investigation after locating victim Monserrat Caracoza and the infant son. 

Based on that investigation, it is determined that the suspect, Pedro Mosqueda, removed a security screen from the victims bedroom window and opened the window gaining access to the interior.  The suspect made contact with Caracoza who was asleep and pleaded with her to see the infant despite the circumstances and hour of the night. 

During that contact, Mosqueda was able to gain physical control of the infant and flee to his vehicle.  Caracoza then alerted family members and pursued Mosqueda into the front yard of the residence.  Caracoza attempted to stop the fleeing vehicle by holding a windshield wiper and side mirror while being dragged a short distance by the moving vehicle.  Caracoza then complied with Mosqueda's verbal order to get in the vehicle in order to stay with her infant child.  Following the recovery of both victims, neither one were found to have been physically injured during the commission of the crime.

Mosequeda was booked on charges of:

207 PC - Kidnapping  $100,000 Bail

277 PC - Child Abduction

460 PC - Forced Entry into an Occupied Dwelling

273A PC - Child Endagerment

Warrants:

243(E)(1) PC - Spousal Battery $10,000

12500 VC - Traffic Violations $2,500

***Update***

03-08-11 at approximately 2100 hours Sheriff Bill Wittman announced that the victims have been safely located.  At approximately 2030 hours, Deputies from the Tulare County Sheriff's Office went to a residence in the 14700 block of Rd 190 in Poplar.  There they located victim Monserrat Caracoza and victim Sebastian Mosqueda in good health with no injuries.  Also located in the residence was suspect Pedro Gonzalez Mosqueda.  Suspect Mosqueda was taken into custody without incident.

A resident of the Poplar area flagged down a deputy in the Poplar area providing information to the possible location of the victims and suspect.

Victim Caracoza was taken to South County Investigations Office at the Porterville Substation to be interviewed by Detectives from the Violent Crimes Unit.

Suspect Mosqueda was transported to Porterville Substation where he will be interviewed by Detectives from the violent Crimes Unit.  At the conclusion of the interview, Mosqueda will be booked at the Porterville Substation.

An updated news release will be posted with charges and bail.  A mugshot will also be available at that time.

At 2 AM this morning, the parents of Monserrat Caracoza were awakened to screams from their daughter that suspect Pedro Gonzalez Mosqueda had taken the baby, Sebastian Mosqueda.

 

The suspect was driving a red 1991 Honda Civic with license plate 5VOY539.  The vehicle stopped as it was leaving the scene at which point, Monserrat Caracoza entered the vehicle either forcefully or willingly through the window.  The vehicle was last seen leaving the property.


The suspect entered the residence through the security window to abduct the child.

Tulare county Gang Violence Suppression Detail

During the week of 3-2-11 through 3/5/11, personnel from the Tulare County Sheriff’s Department Gang Violence Suppression Unit and South County Community Based Officers made suppression efforts throughout the rural communities of the county as a means to curb violence and other related nuisances.

Overall, there were 12 arrests, four moving violation citations and more than 50 field interviews.  Those arrested were;
1.    Manuel Nunez (22 years) under the influence of a controlled substance, one misdemeanor arrest warrant and one felony arrest warrant
2.    Rudenio Ricafort (20 years) misdemeanor arrest warrant.
3.    Jose Robles (37 years) felony arrest warrant.
4.    Jaime Ulloa (24 years) under the influence of a controlled substance.
5.    Manuel Montenegro (37 years) possession of a controlled substance for sales.
6.    Rosario Agueda (25 years) under the influence of a controlled substance and possession of narcotic paraphernalia.
7.    Jose Trujillo (26 years) under the influence of a controlled substance, one misdemeanor warrant arrest and one felony warrant arrest.
8.    Tomas Moreno (34 years) misdemeanor arrest warrant.
9.    Hugo Delgado (32 years) driving while intoxicated.
10.    Rosario Rodriguez (44 years) felony arrest warrant.
11.    Pedro Lemus (38 years) driving while intoxicated.
12.    Everardo Rosas (32 years) possession of a dangerous weapon.
