Narrative:

On the above date and time, deputies responded to the above location regarding a theft. Upon arrival, the victim told deputies he observed the suspect, Dale Garrett (44 years) stealing a spool of metal wire from the above location. The victim estimated the total value of the wire to be approximately $50.00.

Garrett was contacted and arrested at the scene for 488 PC and 496 PC. The spool of wire was recovered at the scene and released back to the victim. Garrett was later transported to the Porterville substation and booked for the above charges.

04-12-10 the Tulare County Inter-Agency Narcotic Enforcement Team consisting of personnel from Farmersville Police Department, Exeter Police Department, Lindsay Police Department, Visalia Police Department, Tulare County Probation Department and the Tulare County Sheriff Department concluded a four week investigation by serving a narcotic search warrant in the 400 Block of E. Tulare, Farmersville. Suspect William Kenneth Goss was arrested and booked into the Tulare County Jail for Possession of a controlled substance, possession for sales of a controlled substance, transporting a controlled substance. Suspect Goss’s bail was set at $30,000.00. Suspect Betty Annette Ashford was arrested for possession of drug paraphernalia, Possession of a controlled substance. Suspect Ashford’s bail was set at $50,000.00. Suspect Margaret Rodriguez was arrested for being under the influence of a controlled substance and possession of a controlled substance. Suspect Rodriguez’s bail was set at $10,000.00.

On 04/11/10 at approximately 1625 hrs deputies from the Tulare County Sheriff’s Department Cutler / Orosi substation were in area of First and Orosi Drives when they heard several shots being fired in the area. The deputies were flagged down by a citizen advising of a Male Hispanic that was suffering from a gunshot wound. First Aid was rendered and the victim was transported to a local hospital by ambulance where he was pronounced deceased upon arrival.

Detectives from the Sheriff’s Department’s Violent Crimes Unit were called to investigate the incident. The ensuing investigation revealed that the victim was involved in an argument with an unknown individual and was shot in the upper torso and succumbed to his wounds.

The investigation is in its early stages and no other information is being released at this time. Cause of death is pending an autopsy by the Tulare County Coroners Office. Anyone with information is encouraged to contact Det. Bari Molyneux at (559) 735-1898 or (800)808-0488.

Detectives with the Tulare County Sheriff's Gang Violence Supperssion Unit responded to th 12700 Block of Avenue 424 for a report of a gunshot vicitm.  Orosi Patrol deputies and Gang Unit detectives discovered a 19 year old male with a gunshot wound to the leg. The victim was transported to Kaweah Delta District Hospital for treatment.  The victim was treated and released for a non-life threatening wound to his leg.

 

Detectives are conducting an investigation into this case, but at this time do not have anyone in custody. Detectives are asking if anyone has information concerning this case, please contact Detective Sanchez at 1-888-363-4264.

On 03-15-10 the Tulare County Inter-Agency Narcotic Enforcement Unit consisting of personnel from Farmersville Police department, Exeter Police Department, Lindsay Police Department, Visalia Police Department, Tulare County Probation Department and the Tulare County Sheriff Department concluded a four month long narcotic investigation by serving a narcotic search warrant in the 200 block of W. Cedar in the city of Exeter. Upon searching the residence detectives located approximately 18 grams of methamphetamine and approximately one pound of marijuana. Detectives with the Tulare County Sheriff’s Office South County Gang Violence Suppression Unit, Tulare County Sheriff’s Community Based Deputies, US Marshals Office, U.S. Immigration and Customs Enforcement (ICE) Office of Investigations, California Highway Patrol, Lindsay Police Department, TRATT Auto Theft unit, Porterville Police Department, Tulare County  Probation, State Parole, and State Investigative Unit conducted a series of warrant service, probation, parole searches and a high profile suppression operation in the south county including Strathmore, Lindsay, Planview, Woodville, Poplar, Porterville, Terra Bella, Ducor and Richgrove areas. As a result of the gang operation conducted, approximately thirty one gang members were identified and thirteen people were taken into custody on the charges listed below.  An assault rifle, two other firearms, narcotics and gang indicia were also recovered during the operation.

Narrative

Detectives with the Tulare County Sheriff’s Gang Violence Suppression Unit conducted a traffic stop on a vehicle in the 21600 block of Avenue 296 in the county area of Exeter. The stop was for a minor traffic violation, but upon contacting the three occupants, detectives located an undisclosed amount of a controlled substance on two adult females. The adult male passenger was found to be under the influence of a controlled substance and in violation of his parole. All three subjects were booked at the Main Jail and the Bob Wiley Detention Facility.

Detectives from the Tulare County Gang Suppression Unit responded to 23300 Block of Parsons in Ducor in regards to an assualt with a deadly weapon.  Detectives contacted the victim who stated they were driving in the 5400 block of Braly with 2 other subjects in the vehicle including a 2 year old child when the suspect, a known gang member, fired 2 shots at the vehicle's driver side nearly missing the juvenile. Suspect: Raymond Shackelford, 42 years old, Dinuba

On Monday, 03-08-10 at approximately 1717hrs. Tulare County Sheriff's deputies responded to the above location for a report of stolen agricultural harvesting equipment. At the scene deputies met with the victim who stated between 03-05-10 and 03-08-10 unknown suspect(s) unlawfully stole miscellaneous harvesting equipment constructed out of steel from his agricultural property. The stolen items were valued at approximately $2,000.00.

This case was later assigned to agricultural crime detectives for investigation. Over the course of their investigation numerous metal recycling facilities were contacted where (S) Raymond Shackelford was identified as a potential suspect. (S) Shackelford was later contacted at his residence and was found to have part of the stolen property in his possession,. (S) Shackelford was arrested and booked at the Tulare County Main Jail on charges of grand theft, possession of stolen property, and obstructing justice.

Detectives from the Tulare County Sheriff’s Department South End Investigation Unit  responded to the area of Hwy 99 and Avenue 384 regarding a Carjacking.  The investigation revealed the victim was standing next to his vehicle in Poplar when the suspects struck him with an unknown object and took his vehicle without permission. 

    The victim had minor injuries and did not require medical treatment.

    CHP later got into a pursuit with the suspects who were driving the victim’s vehicle. The suspects crashed the vehicle and were detained without further incident.

    Detectives identified and arrested two subjects who were later booked into Tulare County Main Jail for Carjacking and Battery.

On 03-25-2010 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Farmersville Police Department, Lindsay Police Department, Exeter Police Department, Visalia Police Department, Tulare County Probation and the Tulare County Sheriffs Department concluded a four week investigation by serving a search warrant in the 1100 Block of North Matthew in the city of Farmersville.

During the initial search detectives located a moderate amount of methamphetamine and a scale on the premises. Suspect Danny Taff was arrested and booked into the Tulare County Jail for the following charges: Possession of a controlled substance, Possession for sales and Maintaining a location for narcotic use/sales. Suspect Tamura Taff was arrested and booked into the Tulare County Bob Wiley Detention Facility for the following charges: Possession of a controlled substance, Possession for sales, Maintaining a location for narcotic use/sales and Under the influence of a controlled substance. Suspects Chad Taff was arrested for being under the influence of a controlled substance and Suspect Jeff Proctor was arrested for a warrant, both suspects were also booked into the Tulare County Jail.

Burglary in Three Rivers

At the above date and time, a civilian noticed damaged to the Village Market and contacted the owners of the property.  The owners determined the business had been burglarized and contacted the Tulare County Sheriff's Office for investigation.  A deputy responded to the scene and determined approximately $2000 of product had been stolen from the business and aproximately $30,000 of property damage had occured.  Detectives from the Property Crimes and Forensic Investigations Units responded and are currently investigating the case.

Coroner Case - In Custody Death

CASE NUMBER:  10-3284         VICTIM:  Robert Espinoza Jr., age 24          CITY:  Lindsay

On 3-23-10 at approx. 0749 hrs. Deputies contacted Robert Espinoza Jr. who was incarcerated at the Adult Pre-Trail Facility. Espinoza had a medical issue and was transported to a local hospital for treatment via ambulance. Espinoza expired while at the hospital. Detectives were called to assist in the investigation. An autopsy has been scheduled to determine the exact cause of death.

Espinoza was arrested on 3-21-2010 by Porterville Police Department for narcotics related charges.

Tulare County Sheriffs Detectives were dispatched to the Orosi area for a report of two male juveniles engaging in various lewd acts with a 9 year old female. During the course of the investigation information and evidence was obtain which led to the arrest of the two male juvenile. Both male juveniles were subsequently booked at the Tulare County Juvenile Detention Facility.

Sex Offender Registration Violations / Parole Violations

On March 23, 2010 The Tulare County Sheriff’s Sexual Assault Felony Enforcement (SAFE) Team in collaboration with the California Department of Corrections and Rehabilitation (CDCR) Visalia Parole Division, Sex Offender Tracking Unit, conducted a sweep of sex offender registrants that were in violation of their compliance and search conditions. Eight subjects were contacted and arrested without incident and either booked at the Tulare County Main Jail or North Kern State Prison.

Car Jacking, Possession of Stolen Property

Narrative

On 03/19/10 at approximately 2047 hrs , deputies from the Tulare County Sheriff's Department responded to the 4500 block of Ave 384 regarding a victim of a car jacking. Upon contacting the victim deputies determined that the car jacking had taken place in the area of Rd 60 and Ave 384. Deputies were able to obtain a positive identification of the suspect identified as Michael Jump (DOB: 11/13/1979).

On 03/20/10 the suspect was located in the city of Fresno by the Fresno Police Department and was subsequently taken into custody without incident. Tulare County Sheriff's Department North End Investigations unit responded to Fresno to make contact with the suspect. Upon arriving Detectives found the suspect to be in possession of the victim's vehicle and property.

The suspect was transported to the Tulare County Main Jail and was booked for possession of stolen property, and car jacking.

On 3/18/10, during the investigation three subjects have been arrested, Juan Perez 17 years for Attempted Murder, Discharging a Firearm from a Vehcile and Gang Crime, John Galvan 23 years arrested for Possession of a Stolen Firearm and Antonio Valdez 21 years was arrested for an outstanding Felony Warrnt.

On 3-19-10 at 1421 hours, Detectives from the Tulare County Sheriff's Department Gang Violence Suppression Unit responded to an address on N. State in Earlimart to conduct a probation search. 

 

Upon completion of the search, Detectives found the subject to be in possession of several rounds of live ammunition in violation of PC 12316, Felon in possession of ammunition.  The subject was also found to be in possession of other contraband, in violation of his probation terms and conditions.

 

The subject was taken into custody and booked at the Tulare County Main Jail without incident.  This case is being filed with the Tulare County DA's Office for further prosecution.

Sierra K-9 Trials

Media is welcome to come out Friday, March 19, 2010 to get footage of officers practicing for tomorrow's competition.  The raceway will not be open to the public until 3-20-2010.  Some officers will be competing in the evidence search and narcotics phase so please do not provide footage of those officers without their approval.  The agility obstacles are already in place and officers who arrive early may take their canines through that course for practice.  TCSO PIO Sgt. Douglass will be on scene after 1500 hrs.

PRIOR RELEASE:

The Tulare County Sheriff's Department and Visalia Police Department K-9 Units are asking your assistant to advise the community of the 25th Annual Sierra K-9 Trials.  Due to the great turnout we had last year (standing room only) we have moved the event from the softball fields into the Plaza Park Raceway for better public viewing. 

 

This is a special event as we are celebrating the 25th year of the trials.  The event is open to the public on March 20th, 2010 from 7:30 am to 4:30 pm.  Admission is free.

Search Warrant Served - Suspect In Custody

In January of 2010, Tulare County Fire Officials requested the assistance of the Sheriff's Office regarding a subject inpersonating a firefighter / arson investigator.  Sheriff's Detectives concluded a two month investigation with the search warrant that lead to the arrest.  Various items were seazed during the execution of the search warrant, including radio equipment, uniform equipment and miscelaneous weapons.

 

The subject was taken into custody without incident.

On 3-17-09 at 1145 hours, Detectives from the Tulare County Sheriffs Department Gang Task Force responded to investigate a shooting which had occurred on the 12400 block of Ave 419 in Orosi.

 

The victim (Confidential) had suffered at least one gunshot wound. The victim was treated at Kaweah Delta Hospital for the gunshot wound(s) and was later released.

 

Upon further investigation, detectives identified two suspects involved in this shooting. Detectives from the Sheriffs Department Gang Suppression Unit conducted a search warrant at the suspects residence. Both suspects were taken into custody without incident. Both suspects were later transported to the Tulare County Main Jail for booking on charges of attempted homicide.

2nd Annual Central Valley Explorer Competition

The Second annual Central Valley Law Enforcement Explorer Competition will be held at the Tulare County Fairgrounds located in Tulare, South of Visalia on March 19-21, 2010.  The Event Center is conveniently located just off Highway 99.

 

The Central Valley Law Enforcement Competition started in the year 2009 with approximately 22 Law Enforcement agencies participating in daytime and nighttime events.  The competition is designed to be very demanding on the physical and mental capabilities of each Explorer.  Events are designed to test the strengths and limitations of a person's intelligence, personality, demeanor and physical abilities, as well as dedication and conviction to the Explorer Program.  Explorers are given the opportunity to test their skills in real life situations including Felony Stops, DUI Stops, Vehicle Searches, Building Searches, and a Domestic Violence situation, just to name a few. These events will be held both in daylight and night time scenarios.  The competition will test the Explorers physical abilities and teamwork through obstacle courses, relay races, and a tug of war.  Mental abilities are tested through a variety of events including a Medical Scenario, a Law Enforcement Entry Level Written Exam and an Oral Board Panel. 

 

Up to 10 scholarships will be awarded to successful applicants and competition participants.  Scholarship interviews will be conducted of the top ten qualifiers to determine who and in what order the scholarships will be awarded.

 

Trophies are awarded for 1st through 5th place in each event with 1st through 5th place for overall scores.  Participants are encouraged to participate in every event as points are earned for each event toward the overall trophies. 

 

The Coordinators, Sponsors and all volunteers hope to make our 2nd event a special one for everyone.  Please help us in this endeavor and pass the word to all Explorer POST’s in your specific areas.

On 3-14-2010, at approximately 1200 hrs., deputies from the Tulare County Sheriff's Dept. Orosi Substation were dispatched to a call of shots being fired.  Upon arrival in the area deputies noted damage to a vehicle in the area and upon closer examination determined this vehicle to be stolen.  Pedro Pinedo was standing at a residence close to this vehicle and upon contact deputies noted injuries to his arms and hands.  Pinedo's residence was checked and a female there advised she and Pinedo had argued.  Northend Investigations Unit detectives were contacted and responded to assist with the investigation. 

 

The female was contacted by Northend Detectives and she advised that Pinedo had physically assaulted her inside the residence, outside the residence, and inside the stolen vehicle.  During this physical altercation a weapon was fired.  The victim and suspect sustained minor injuries not requiring medical aid. 

 

Pinedo was arrested for spousal abuse and booked into the Tulare County Main Jail.

On the above date and time the suspect was contacted during a suspicious vehicle investigation.  Subsequent to the investigation (1) plastic zip lock bag containing a white crystal like substance believed to be methamphetamine was located outside the suspects vehicle.  The suspect was booked into the Tulare County Main Jail for HS 11377, Possession of a Controlled Substance.

 

This case is currently under review by the Tulare County D.A.'s Office.
