Narrative:

Suspect-1: Ramiro Salas Munoz, 31 years out of the Lindsay area.

Suspect-2: Andrew Carl Bassett, 31 years out of the Visalia area.

On 7-15-10 during the early morning hours, the above listed suspects entered the property of a Visalia area residence and removed several antique signs as well as a antique gas pump. A two week investigation performed by Deputies from the Visalia, Headquarters Station developed leads that were taken over by The North County Investigations Unit. Further investigations conducted by North County Detectives resulted in the arrest of the two above mentioned suspects.

This case is currently under investigation by the Tulare County Sheriff’s Office as there is property from this theft that is still outstanding. Narrative:

Three Known Male Juveniles

On Thursday, 08-05-10 at approximately 1800 hrs. Tulare County Sheriff’s detectives responded to the Porterville Police Department where they met with Porterville Police detectives who had arrested three juveniles for being in possession of a stolen vehicle. Through their investigation it was determined that the stolen vehicle was taken during a burglary that occurred in the 14600 block of Walker, Rd., Poplar.

Detectives interviewed the three male juveniles who were arrested for being in possession of the stolen vehicle. The juveniles admitted to stealing the vehicle as well as property from inside the residence during the commission of the burglary. The juveniles were arrested for burglary, possession of stolen property, and vehicle theft. They were later transported to the Tulare County Juvenile Detention Facility where they were booked on the aforementioned charges.

Detectives later responded to multiple residences located in the Poplar area where they recovered additional stolen items that were taken during the burglary. The items include but are not limited to articles of clothing and miscellaneous electronic equipment. The recovered property was later positively identified as belonging to the victim(s) and was returned.

Narrative:

Detectives with the Tulare County Sheriff’s Gang Violence Suppression Unit conducted an investigation into a gang related shooting that occurred last Friday, 7-30-10, in the town of Orosi. A 17 year old male victim was shot once in his left leg by possible rival gang members.

The investigation culminated today, 8-5-10, in the service of three Search Warrants at residences in Cutler and Orosi. One Search Warrant was served at a residence in the 12700 block of 2nd Drive in Cutler, a second Search Warrant was served at a residence in the 12500 block of Aceves Avenue in Orosi. The third Search Warrant was served at a residence in the 12600 block of Avenue 424 in Orosi.

As a result of the investigation and Search Warrants, Gang Unit Detectives arrested two suspects. Both suspects were charged with the listed violations and booked into the Tulare County Main Jail.

Narrative:(S)#1: 17 yr. old male juvenile, Earlimart

(S)#2: Rolando Tut, AKA Mariano Escovar, 25 yrs, Earlimart

On 8-2-10 at approx. 0730 hours, Wilson farms reported the theft of approx. $15,000 worth of grape harvesting equipment. This case was referred to the Agricultural Crimes Unit for follow up. During this investigation AG Crime Detectives developed information of subjects in the Earlimart area selling some of the victims stolen property. Ag Crime detectives set up an undercover operation and made arrangements to meet with the suspects and purchase the stolen items. Upon meeting with the suspects they were immediately taken into custody without incident. One of the suspects was found to be in possession of a loaded and concealed handgun.

(V)s property was located in the suspects vehicle and a search warrant was authored for the suspects residence where additional property was located. During this investigation, additional stolen property from a previous robbery/kidnapping case was located and an additional male juvenile suspect was identified in that case. On 8/3/10 at 1000 hrs. detectives of the Sheriff’s Tactical Enforcement Personnel (S.T.E.P.) Team responded to an Okra field in the area of Ave. 324 and Rd. 160 for a suspected marijuana garden. Detectives located 16,004 plants growing among the Okra crop on a 5 acre parcel. The plants had been tied down to grow close to the ground to avoid detection from passers-by. **Update**

On 08/02/10 an autopsy was performed by the Tulare County Coroners Office and the cause of death was determined to be by multiple penetrating gunshot wounds. The investigation is continuing and no further information is being released at this time.

On 7-31-10 deputies were dispatched to a shots fire call in Tulare. On arrival deputies located the victim suffering from gunshot wounds. The victim was transported to local hospital and is listed in critical condition. Detectives with the Violent Crimes Unit and the North End Property Crimes Unit responded to investigate the case further. During the course of the investigation witnesses provided information regarding the shooting and the shooter. Mike Minjarez was arrested at the scene, while Mark Anthony Herrera is still outstanding.

The victim was transported to Kaweah Delta District Hospital and is currently in stable condition. The case is currently under investigation by the Tulare County Sheriff’s Department.

On 07/29/10 at approximately 2110 hrs Deputies from the Pixley Substation were dispatched to the 1000 blk of S. Maple in Pixley in regards to a shots fired call with a man down. Upon the deputies arrival they found a male Hispanic later identified as the victim deceased on the roadway and it appeared as if he has been shot.
    Detectives from the Sheriff’s Departments Violent Crimes Unit were called to investigate the incident. The ensuing investigation revealed that the victim had met unknown subjects and that during a conversation several shots were fired and the victim succumbed to his wounds at the scene. No suspects are in custody. The investigation is still in its early stages and no further information is being released at this time.

On 7-29-10 at approx. 1200 hours, Deputies from the Tulare County Sheriff’s Porterville Substation responded to the above location to assist Tulare County Animal Control officers with a possible animal cruelty/neglect investigation. Tulare County Animal Control officers advised that they had been contacted by the Kern County Animal Control office and a referral was made to check the above location due to a subject adopting numerous animals from Kern County, and reportedly operating an animal rescue center.
    Upon arrival Animal Control officers and TCSO deputies observed a horse on the property with no food or water and numerous deceased animals in various stages of decomposition around the property. Upon further investigation they observed dogs, cats, birds and other animals inside the residence both inside and outside of cages which appeared to be in various stages of neglect. Officers observed several of the animals fighting with each other and felt their safety and well being were in jeopardy. Detectives from the Tulare County Sheriff’s Ag Crimes Unit responded to assist with the investigation.
    A search warrant was obtained for the residence and Officers entered the residence to  secure the animals. Upon entering the residence approximately 140 live animals (dogs, cats, chickens, ducks, rooster, cockatoo, parakeets, cockatiels, chinchilla) were located throughout the residence in various stages of declining health. Officers also located approximately a dozen deceased animals throughout the residence, also in various stages of decomposition. Additional Animal Control Officers were summoned to assist with the removal of all animals from the residence.
    Further investigation led to the identity of the property owner as Linda L Baker-Corsiglia, who later returned to the residence with a 16 year old juvenile. It was then determined that the parties were residing in the residence and Child Welfare Services were contacted due to the extremely poor living conditions.The above suspect was arrested without incident and booked on charges of Animal Cruelty/Neglect and Child Endangerment and the juvenile was placed into the custody of Child Welfare Services.

Sheriff to Promote Operations Sergeant

Sheriff Bill Wittman will be holding a ceremony to promote Detective Mark Wallace to the rank of Operations Sergeant on Friday, July 30, 2010 at 10:00 am.  The ceremony will be held at the Tulare County Sheriff’s Headquarters Lobby.  Friends and family will also be present to show their support.

Det. Wallace was born and raised in Exeter. His formal education includes graduating from Exeter High School in 1985 and attending the College of the Sequoias from 1986-1988 graduating with his Associates degree in Liberal Arts as well as Criminal Justice.

Det. Wallace’s off duty interests include raising his children, fishing and hunting, not to mention Mark has also been in the study of Martial Arts since the age of 14.  

Det. Wallace began his Law Enforcement career in 1989 when he attended and graduated from the College of the Sequoias Police Academy.  In December of 1989, he was deputized with the Tulare County Sheriff’s Office and assigned to the Detentions Divisions where he was responsible for the safety and security of inmates. 

In 1994 he was transferred to the Operations Division assigned to the Orosi Substation.  In 1996 Det. Wallace attended Field Training Officer School and was assigned as an FTO.  In 1999 Det. Wallace transferred to the Headquarters station where he continued to hold the position of FTO.  Mark was also assigned the VIP unit while at Headquarters. 
 
In 2001 Mark was promoted to Detective and assigned to the Sheriff’s Tactical Enforcement Personnel Unit.  Mark was also one of the team members that responded to the Exeter Bank Robbery in 2006.  Mark was the third man into the bank at the conclusion of that incident, taking the suspect into custody without any loss or damage to life.  After six years in STEP, Mark transferred to the Property Crimes Unit were he has worked for the last three years.  

Sheriff Bill Wittman offers his sincere congratulations to Sergeant Mark Wallace, and wishes him well in his new assignment as a supervisor.  The public is welcome to join the Department, friends and family in the Sheriff’s Headquarters Lobby Friday, July 30, 2010 at 10:00 am to witness the ceremony and celebrate his promotion.  Refreshments to follow.

On 7-28-10 deputies were dispatched to a possible kidnaping near Delano.  It was determined that the victim had been kidnaped during a car jacking.  The victim was later released several miles away with minor injuries and reported the incident.  Detectives with the Violent Crimes unit responded to investigate further.  During the course of the investigation the victim’s vehicle was located and recovered.

On 07-23-10, Detectives with the Tulare County Sheriff’s Department South County Gang Violence Suppression Unit and Tulare County Community Base Officers conducted a series of probation searches and warrant services in the South County towns of Pixley and Earlimart.

As a result of the gang operation conducted, approximately ten gang members were identified and four people were taken into custody. During one of the searches in the 600 block of Bobbi in the town of Earlimart detectives located two outstanding subjects that were wanted for a recent kidnaping and assault on a female. One of the subjects a validated gang member was located in the attic of the residence. It was also discovered that the subject had removed his electronic ankle monitor. The listed subjects were taken into custody, on the below listed charges.

The victim advised that for some unknown reason her mail was being forwarded to an address in Lindsay. Deputies responded to the Lindsay address and contacted the home owner Rosana Burdusco. Burdusco later admitted to forging the child support check and cashing it at the market in Poplar. Burdusco was arrested and booked for PC470 and PC459.

Detectives from the Tulare County Sheriff’s Sexual Assault Felony Enforcement conducted a sex offender compliance check in the Poplar area.  Detectives contacted and arrested James Floyd, 67 of Poplar, for failure to register as a sex offender.

Floyd was booked and is being held at the Tulare County Main Jail.  Bail was set at $25,000.00.

On 07-22-10, an autopsy was performed by Tulare County Coroner’s Office.  The cause the death was determined to be exsangunation, caused by gunshots.

 

 

Suspect: Karl Todd, 22 year old male from the Goshen area.

On 07-21-10 at approximately 0002 hours, Tulare County Sheriff’s Deputies were dispatched to a report of shots fired in the area of Farr Rd. and Ave 310, in the community of Goshen.

Upon arrival, deputies located the Victim, who had been determined to have been shot.  The Victim was transported to the Kaweah Delta District Hospital where life saving measures were taken without success.  The Victim was pronounced deceased by Kaweah Delta medical staff as a result of the gunshot wounds.

Tulare County Detectives were requested and responded to the scene to investigate this incident.  During the investigation, it was learned that a domestic dispute ensued between the victim and his girlfriend.  During the altercation, the suspect who is the brother of the victims girlfriend and who was also present, produced a handgun, firing two to three shots at the victim, striking him in the upper body.  As indicated above, the victim expired due to the result of his injuries.

The suspect was taken into custody without incident and later booked into the Tulare County Main Jail, held without bail.

Narrative:

On 7-18-10 at approximately 0822 hrs., the Tulare County Sheriff's Department was called to an address in the City of Dinuba were an alleged kidnaping, sexual assault, rape and domestic violence incident, involving a juvenile female and an adult male, was being reported to have had occurred in the 43300 block of Road 112 in the community of Orosi.

TCSO Detectives responded to the Dinuba address and took over the investigation. A search for the suspect was performed but he was not located. Due to the nature of this incident and the early stage of investigation, no further information is being released at this time. Anyone with information on this case is asked to contact Sgt. Detectives with the Tulare County Sheriff's Gang Violence Suppression unit patrolled the towns of Cutler, Orosi and Dinuba over the weekend.  During their contacts, Detectives arrested 10 people for various Penal Code, Vehicle Code and Health & Safety Code violations.  Detectives also seized suspected controlled substances including Methamphetamine, Marijuana and Prescription drugs without a doctors prescription, and a loaded firearm.  Detectives also towed 3 vehicles, and contacted and identified several suspected gang members. 

 

Gang Unit Detectives also investigated an Assault With a deadly Weapon that occurred in the 12700 block of Avenue 424, Orosi on 7-15-10.  With the assistance of Sheriff's patrol Deputies, a suspect was identified and arrested.  The suspect, a 17 year old from Orosi, was booked into the Juvenile Detention Facility and charged with Assault With a deadly Weapon and Participation in a Criminal Street Gang.

 On 07/15/2010 at approximately 1633 hours, Deputies from the Tulare County Sheriff’s Department responded to a residence located within the 14700 block of Road 190 in Poplar, regarding a report of a home invasion.  Upon arrival it was discovered while the victim was asleep, a suspect entered into the residence and removed approximately $329.00 of property from the occupied residence, without permission.   During the Deputies investigation, $154.00 of the property was located and two subjects were subsequently arrested for involvement in the crime.

Also in the vehicle Detectives located approximately 6.5 grams of crystal methamphetamine and packaging material.  Eric Zamora and a juvenile Female were taken into custody.

On 07-15-2010, Deputies with the Tulare County Sheriff’s Department were dispatched to the area of Rd 128 and Ave 424 for a report of a stabbing victim. Upon arrival, Deputies located the above victim suffering from a stab wound to his left elbow. The victim was transported to Kaweah Delta Hospital for medical treatment and was later released.

Detectives with the Gang Violence Suppression Unit responded to the crime scene and took over the investigation. This case is currently under investigation by the Tulare County Sheriff’s Department Gang Unit.

Suspect in custody:  Stees, Earl  57 years, Dinuba, CA

On 07/14/2010 The Tulare County Sheriff’s Department’s Sexual Assault Felony Enforcement (SAFE) Team, the Dinuba Police Department and with assistance from the Fresno ICAC Task Force served a search warrant at the Stees residence in regards to a possession of child pornography investigation. After a five month investigation which began when Stees took his home computer to a computer repair shop for a computer virus the repair technician noted child pornography on the computer and turned the computer over to Law Enforcement.

The ensuing investigation determined Stees was in possession of child pornography which culminated in the search warrant. Stees was taken into custody without incident and booked at the Tulare County Main Jail on Possession of Child Pornography and is being held in lieu of $40,000.00 bail at this time.

On 07/13/2010, detectives from the Violent Crimes Investigations Unit and the South County Gang Unit served two search warrants in the 1800 block of West Sierra in Earlimart. There, suspect Robert Rivera, 20 years old, was arrested at his residence. The vehicle used in the crime was located and taken as evidence, along with gang indicia. Two marijuana plants were located at the residence and seized. Rivera was arrested without incident and booked into the Tulare County Main Jail on the following charges: 664/187 PC Attempted Murder, 32 PC Accessory after the fact, 182.66 PC Participating in a Gang Crime, and 11358 HS Cultivation of Marijuana.

As previously reported, on 7/01/2010 at 1850 hours, deputies from the Pixely substation responded to a call of shots fired at Church and Sutter, and 1 block west at State and Sutter. Deputies arrived and found three gun shot wound victims, listed above, on scene. Victim #1 was air lifted to an area hospital for the above listed injuries. He underwent surgeries and remains stable in an area hospital at this time. Victims 2 and 3 were transported by ambulance to another area hospital for non life threatening injuries. Both were treated and released

Detectives from the Violent Crimes Unit responded to investigate. During the investigation it was discovered that victims 1 and 3 were walking in the area of Church and Sutter when the suspects arrived in a vehicle and fired at the victims. As the suspects were leaving they fired at Victim #2 at State and Sutter.

On 07-08-10, Detectives with the Tulare County Sheriff’s Department South County Gang Violence Suppression and Tulare County Inter Agency Narcotics Team served a search warrant in the 300 block of Spani Way in the town of Pixley.

As a result of the search conducted, detectives seized an automatic assault rifle, sawed off shotgun, a rifle and a handgun. Detectives also located a large mass of ammunition, gang paraphernalia and a bullet proof vest.

The residence was also being used for the sales of narcotics. Detectives located approximately 44 grams of crystal methamphetamine. The listed subjects, validated gang members, were taken into custody, on the below listed charges

Alexander, Wesley David, 45 years old from Fresno area

On the above date and time Deputies from the Tulare County Sheriff’s Office were dispatched to the area of Hwy 99 north of the City of Tulare regarding a report of a male passenger who stated he was armed with a handgun and made threats to kill the driver. There were 23 other passengers on the bus including a juvenile child. The male suspect also grabbed the steering wheel of the bus, causing the bus to swerve slightly. The driver was able to force the suspect back away from the drivers compartment. The driver called 911 on his cellular telephone. The bus was located at the 27200 block of north bound Hwy 99 in Tulare by Officers from the California Highway patrol and Deputies from the Tulare County Sheriff’s Office. A traffic stop was conducted and the suspect was taken into custody without incident. No injuries were reported at the time of the incident. During the incident the suspect had vandalized the bathroom causing $100.00 in damage. The case is currently under investigation by the Tulare County Sheriff’s Office. During the search of the residence, detectives located approximately 22.0 grams of crystal methamphetamine.

Suspect Rodriguez was arrested for possession and possession for sale of methamphetamine, maintaining a place of narcotic use/sales and booked into the Tulare County Sheriff’s Main Jail with bail set at $30,000.00. In addition to the drug charges, state parole placed a parole hold on Suspect Rodriguez.

A group of Green Acres Middle School students will be honored Thursday for completing the Middle School Cadet Corps program.

The Middle School Cadet Corps is a program designed and implemented by five Charter Alternatives Academy students participating in the Charter Cadet Opportunity Program (CCOP). The five CCOP students provided academic tutoring/mentoring to 10 Green Acres Middle School students, as well as gang and drug prevention education and career awareness. In addition, the Green Acres students were trained in drill and deportment exercises by the Tulare County Sheriff's Department.

At 11 a.m. on Thursday at the Murphy Center on the Green Acres Middle School campus, a graduation ceremony will be held for the Middle School Cadet Corps students, who will also demonstrate drill and deportment exercises.

This is just one project funded by a Step Up Service Learning Grant, a Tulare County Board of Supervisors-funded program that aims to support service-learning projects that address gang activity and youth at-risk of joining a gang. The grant program provides participating schools $5,000 for project materials and stipends for advisors and youth.

"I commend the Middle School Cadet Corps participants for their hard work this summer," Supervisor Allen Ishida said. "Hopefully the lessons learned will last a lifetime."

In addition to the Middle School Cadet Corps program, the following high schools are completing Step Up Service Learning Grant programs:

Farmersville High School, Farmersville - Farmersville High students will complete upgrades at the Farmersville Senior Center.

Visalia Charter Independent Study, Visalia - Students will learn about marine biology through a field trip.  Students will then discuss gang and violence issues with 3rd grade students through biology analogies.

Orosi High School, Orosi - Orosi students will mentor incoming freshmen by providing information about school activities and clubs.

La Sierra High School, Porterville - Citrus High students will use video to record the history of local community heroes and make multiple documentaries.
 
Citrus High School, Porterville - Students will design and establish two community gardens at Porterville elementary schools.

Granite Hills High School, Porterville - Granite Hills students will design and participate in a camp to teach middle school and elementary students how to produce an online newspaper.

Water Safety VERY Important This Fourth of July

Sheriff Bill Wittman will be at the 1st boat ramp at Kaweah Lake on Thursday, July 1, 2010 at 10:00 am to discuss water safety and continued support of the Operation Dry Water Program this holiday weekend.

The Tulare County Sheriff's Office will join a nationwide effort this weekend to enforce boating under the influence infractions. 
 
California boating law enforcement officers, as part of a national coordinated effort of stepped-up enforcement known as Operation Dry Water, will be out in force the weekend of June 25-27 looking for boat operators whose blood alcohol concentration exceeds the state limit of .08 percent.

In 2009, 41 percent of all reported California boating fatalities were alcohol related, according to the California Department of Boating and Waterways.
 
Operation Dry Water may include increased patrols, breathalyzer tests, and checkpoints, as well as boater education. Impaired boaters caught this weekend can expect penalties to be severe. According to California State Law, a person convicted of operation of a vessel while intoxicated could receive up to a $1,000 fine, six months in jail or both.
 
Alcohol can impair a boater's judgment, balance, vision, and reaction time. It can increase fatigue and susceptibility to the effects of cold-water immersion. Sun, wind, noise, vibration and motion - "stressors" common to the boating environment - intensify the side effects of alcohol, drugs and some prescription medications. 
 
Boaters should also think twice about designating a sober operator. The concept works well in cars, but drunken passengers on boats can easily fall overboard, swim near the propeller or cause loading problems by leaning over the side or standing up in small vessels, causing vessels to capsize. Everyone who drinks alcohol on board is at risk.
 
Last summer, agencies and organizations from 46 states and five territories participated in the first ever Operation Dry Water weekend. Over that three-day weekend, 2,442 marine law enforcement officers made contact with 17,454 recreational vessels and issued 5,320 boating safety warnings, 283 boating under the influence citations and 1,127 citations for other violations. This year, all 56 states, trusts and territories are expected to participate, searching for boat operators whose alcohol or drug impairment makes them a danger to other boaters.
 
DBW will be hosting Operation Dry Water for California in cooperation with the National Association of State Boating Law Administrators, the U.S. Coast Guard, Department of Fish and Game, California State Parks, California Boating Safety Officers Association and participating law enforcement agencies.

On 6/28/10 at approximately 1120 hours Tulare County Sheriff’s Patrol Deputies responded to the Kaweah Delta District Hospital in regards to an assault report.

    Violent Crimes Detectives also responded and the investigation revealed the victim’s, Manuel Montiero and Nichole Arjona were at home when unknown suspect(s) entered the residence and robbed them bound and assaulted them.  The suspect(s) fled in an unknown vehicle. The victim’s sustained moderate non life threatening injuries which consisted of minor lacerations and bruises.  The victim’s had been transported by private vehicle for treatment at a local clinic and then by ambulance to the hospital.

Deputies of the Porterville substation responded to the town of Terra Bella on a report of a vehicle fire.  Deputies arrive to learn that the vehicle was set on fire by an explosive device and shots were fired  into the residence. During the investigation there were three other reports of shootings into a dwelling and explosive devices. Detectives with the Tulare County Sheriff’s Department South County Gang Unit along with Tulare County Fire Arson Investigation Unit responded to the scene.  During the investigation a report of a stolen vehicle was reported in the area. Deputies located the vehicle in the area. The vehicle attempted to evade deputies and crashed into a power pole in the area of Ave 95 and Road 239 in Terra Bella. The subjects attempted to flee the scene and discard a loaded firearm. All five subjects were taken into custody.  A probation search was conducted on the suspect’s residence in the 800 block of Forrester in the City of Porterville.

 As a result of the search conducted, detectives seized a loaded rifle, ammunition and gang paraphernalia.  The listed subjects, validated gang members, were taken into custody, on the below listed charges.

On 06-26-10 at approximately 0212 hrs. deputies responded to an address in the 21500 Block of Rd. 216, Lindsay in regards to a fight.  Upon arrival the victims stated the listed suspects arrived at the residence uninvited to a party and refused to leave.  Prior to suspects leaving, they assaulted several party goers, broke windows to the residence and tried to hit one of the victims with their vehicle. 

Responding deputies observed the suspect vehicle southbound highway 65 at Ave. 196 at a high rate of speed.  A traffic stop was conducted at highway 65 and Linda Vista in Porterville.  The above suspects were taken into custody at this location.  During a search of the vehicle, three handguns were recovered one which had been previously reported stolen in the City of Porterville.

All subjects were booked at the Visalia Main Jail and Bob Wiley Detention Facility.  The minor juvenile was booked at the Juvenile Justice Center.

on 06/24/10 at approximately 1900 hrs Deputies responded to a confidential address in the Terra Bella area regarding a possible sexual assault victim. Upon arrival Deputies determined that a crime had taken place. The Tulare County North End Investigations Unit responded to the scene and resumed the investigation. A suspect was identified as James Riedstra of Terra Bella. Riedstra was arrested and booked at the Porterville Substation
