On 1/7/11 at approximately 2127 hours, Tulare County Sheriff’s Patrol Deputies responded to the area of Rd 140 and Ave 408 in Orosi in regards to shots heard in the area. Upon arrival Deputies located a 23 year old deceased male, who had sustained a gun shot wound to his upper torso. Violent Crimes Detectives responded to the scene and took over the investigation.

At approximately 0730 hours, January 7, 2011.  Deputies from the Sheriff's Office located Kira Fenske in the Bagder area in the area being searched by Search and Rescue.

Fenske was transported to KDDH as a precaution to be checked for exposure.  Fenske is currently in good condition.

On 1-5-11 at approximately 1700 hours Patrol units from the Tulare County Sheriff's Office were dispatched to the area of Dry Creek and Mile Marker 10 near Badger for a female that was screaming for help, units contacted the female who ran away form the Deputoes, toward the creek and would not come out.  Deputies searched for the female with negative results.  At approximately 0200 hours, on 1-6-11 deputies had verbal communication with the female who told them to go away and she would come out, however they were not able to make visual contact with her.  Search and Rescue was called and the search is continuing.  Female is possibly at risk and last seen wearing red sweat pants with white stripes, a green jacket and flip flops.

Possession of Methamphetamine, Possession Drug Paraphernalia, Under the Influence of a Controlled S

On the above date and time, deputies conducted a traffic stop on a vehicle at the above location for an equipment violation.  During a search of the vehicle, a methamphetamine pipe containing a small amount of suspected methamphetamine was located inside.  The vehicles driver, Francisco Astorga (35 Years), was evaluated and found to be under the influence of a controlled substance.  Astorga was placed under arrest and booked at the Porterville substation on the above charges.

 

            This case is currently under investigation by the Tulare County Sheriff’s Department.

UPDATED INFORMATION

On 12-29-2010 at 2200 hours, Detectives from the South County Gang Unit we conducting an investigation on an unrelated gang shooting in Tipton (TCSO Case number 10-16427). They contacted suspect Carlos "Chucks" Cervantes at a residence in the 300 block of south Adams in Tipton. Cervantes gave a false name, but was recognized by detectives and was arrested on an unrelated outstanding felony arrest warrant for carrying a concealed firearm.

 

During the Tipton investigation, it was discovered Cervantes was also wanted in this Robbery, Kidnapping, and Homicide investigation that occurred in Lindsay on 9/14/2010. After being booked in on the Concealed weapon warrant, Cervantes was also booked in for Robbery, Kidnaping, and Assault with a Deadly Weapon in regards to the Lindsay case. Cervantes was not arrested in relation to the Tipton shooting. For details of the Lindsay case, see the information previously reported, listed below.

AS PREVIOUSLY REPORTED:

Deputies responded to the area of Rd 244 and Ave 216, Lindsay in regards to report of shots heard and located a juvenile male who was bleeding from the head. The juvenile, Jaime Sanchez, provided some information prior to becoming unconscious and being transported to the hospital. Sanchez, died on 9/21/10 as a result of the injuries he received during this incident.

 

During the investigation, Violent Crimes detectives discovered Sanchez; along with 3 other suspects, arrived in the area of Road 144 and Ave 216 and contacted victims Jacinto Gomez and Justin Jolly. The suspects were armed with handguns and the stole marijuana from Gomez’ legal marijuana garden.

 

At one point during the robbery the suspects fled on foot with stolen marijuana. During the robbery, Geoustin Craven, a neighbor received a call and was told his neighbors were being robbed. Craven came outside armed with a handgun to assist Jolly and Gomez.

 

Craven came across the suspects who were still armed. Sanchez, while armed, grabbed Craven and Craven fired one round resulting in the juvenile’s injury.

 

Victim Gomez received an abrasion to his elbow during the incident. One of the handguns the suspects were using was recovered near the scene. Craven’s handgun was also turned over to detectives.

 

On Monday, 9/20/10, S-1: Gustavo Gonzalez 21 years from Porterville and S-2: Jorge Mendoza 32 years, out of Poplar, were both arrested and charged with Robbery and kidnapping. Gonzalez was already in custody at the Tulare County Main Jail on unrelated charges. Mendoza was arrested at his residence without incident. A search warrant was served at Mendoza’s residence and gang indicia were located. This did appear to be a gang crime.

 

S- Carlos “Chucks” Hernandez was outstanding and was wanted for questioning.

Upon detaining the occupants and securing the residence detectives located several small plastic baggies containing methamphetamine. Additionally detectives found packaging materials and scales consistant with sales of narcotics.

Suspect Pilar Lomeli was arrested and booked on the following charges:

11377 H&S Possession of a controlled substance. 11378 H&S Possession of a controlled substance for sales.

Update to Terra Bella Homicide
LOCATION:  9600 Block of Avenue 96          DATE:  12-27-2010          TIME:  1715 hrs

On Wednesday, December 29, 2010 an autospy was performed on the 14 year old male that was located deceased at the 9600 block of Avenue 96 in Terra Bella.  Teh juvenile was identified as Victor Lopez.  Cause of death was determined to be exsanguination due to gun shot wound.

 

The case is under investigation by the Tulare County Sheriff's Office Violent Crimes Unit.  Anyone with information in regards tot his incident is encouraged to contact Detective Maria Garcia or Sergeant Harold Liles at (800) 808-0488.

On 12-26-10 at 0640 hrs, Bail Enforcement Agents reported being fired upon, by unknown occupants of a residence, while attempting to take a fugitive into custody in the 12000 Block of E. Joanne, Pixley.

 

A subsequent investigation by the Tulare County Sheriff Department resulted in the apprehension of a felony warrant suspect and seizure of several firearms.

 

The case is currently under investigation by the Tulare County Sheriff’s Department.

Upon Detectives arrival, they found one male juvenile deceased from apparent gunshot wounds.  A second male juvenile was also located at the scene and found to have sustained a gunshot wound and was transported by ambulance to a local hospital for treatment.

On 12/26/10, at approximately 1330 hours, Deputies responded to an address in the 400 block of east Date in Porterville in regards to a shooting. Upon arrival it was discovered (2) adult subjects were shot at and struck while they were in the front yard of the residence by an unknown subject(s). The unknown subject(s) drove off in a dark colored sedan. Both victims’ injuries were not life threatening and they were treated and released the same night.

Sunday, December 19, 2010 at 0010 hours, Deputies were dispatched to a residence in the 19100 bloc-k of Ave 95, Pixley for a home invasion robbery that just occurred. When Deputies arrived they contacted victim, Jose Barajas who was bleeding from the head.
Medical aide also arrived and assisted the victim at the scene.

Detectives from the Investigations Bureau responded to assist. During the investigation, it was discovered that the victim was in his residence when approximately 4 male subjects kicked in his back door and entered his residence, wearing ski masks carrying guns. The victim was tackled to the ground and struck in the head with a firearm. The suspects took a rifle, a wallet, several hundred dollars in cash, his cell-phone, and a pound of medical marijuana, and then fled the scene, possibly in a dark colored sedan.

Subsequent investigation revealed three females were on scene when the robbery occurred. Investigation indicated females were implicated with the suspects for supplying information. Two of the females were taken into custody and booked into the Bob Wiley Detention Facility.   The third female is outstanding.

Victim identified as Vincent Clevenger, age 17 from Orosi.
Autopsy is being conducted this afternoon, news release to follow.
Victim was on foot at the time of shooting.  Detectives are looking into the possibility of incident being gang related.  Anyone with information is encouraged to call 1-800-808-0488

 

PRIOR:
On 12-18-10, at approx. 2120 hours, Orosi Patrol deputies responded to the corner of Birch and Ash in the town of Orosi, regarding a subject suffering from a gun shot wound. Upon arrival, deputies located a subject that was non-responsive and was confirmed deceased. Members of the Tulare County Violent Crimes Unit responded and took over the investigation.

The victim’s identity has not been released pending notification of the next of kin. The Tulare County Coroners Office will conduct an autopsy to determine the exact cause of death.

During the week of December 15th through December 18th 2010, personnel from the North End Gang Violence Suppression Unit conducted suppression patrol in the North County communities of New London, Traver, Ivanhoe, Goshen, Cutler and Orosi. A parole and arrest warrant detail was also done during the week with assistance from State Parole.

During the detail, there were 11 parolee locations checked and 29 arrest warrant attempts. Personnel also made numerous traffic stops and completed 24 field identifications. In all, 15 subjects were arrested and booked into the Tulare County main jail and Bob Wiley detention facility for the following charges and/or warrants;

On 12-15-10 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Visalia Police Department, Exeter Police Department, Lindsay Police Department, Farmersville Police Department, Tulare County Probation and the Tulare County Sheriff’s Department concluded a six month narcotic investigation at the Lincoln Oval Park in Visalia. During the six month narcotic investigation, undercover officers on several occasions had purchased tar heroin from an individual that was identified as Miguel Angel Madrigal. Today, undercover detectives purchased tar heroin from Suspect Madrigal and uniform officers approached Suspect Madrigal and arrested him without incident.

Suspect Miguel Angel Madrigal was transported and booked into the Tulare County Jail for three counts of 11351 H&S, Possession for sales of a controlled substance. Suspect Madrigal’s bail was set at $ 30,000.00.  

During the detail officers also made several other arrests on unrelated charges.

Sheriff Bill Wittman has supported the Police Activities League for over 30 years. This year the Sheriff’s P.A.L. program has involved over 500 children in activities that unite law enforcement with youth in the communities of Tulare County.  The Sheriff’s P.A.L. program is a non-profit chapter of the California Police Activities League. The Sheriff’s PAL board consist of approximately 25 members ranging from community based officers to civilian volunteers. The program targets underprivileged and at risk youth who demonstrate good character while keeping them involved in safe activities that reduce the risk of juvenile delinquency.  PAL brings law enforcement, community volunteers and children together. This program provides coaches, mentors role models and friends to children in a safe environment with planned activities. P.A.L. also provides self esteem, mutual trust and respect between children and adults while rewarding children for making good choices.

 

At today's event twenety children, five from each of the Sheriff's Substation, were chosen to receive a bicycle at the Sheriff's Open House in a special ceremony.  These children were brought to the Sheriff's Substation where they met with their community based officer, Sheriff's Personnel, County Officials, PAL Board Members and donors who sponsor and support the program.  The children each received a helmet to use while riding their new bikes. 

 

Sheriff's Community Based Officers and members of PAL will disbuse the reaminder of the bicycles totoalling over 100 to the rest of the chosen children throughout the week.

On 12-13-10 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Exeter Police Department, Visalia Police Department, Lindsay Police Department, Farmersville Police Department, Tulare County Probation and the Tulare County Sheriff’s Department concluded a three week narcotic investigation by serving a search warrant in the 400 Block of South “F” St. in the City of Exeter. 

Detectives searched the residence and located methamphetamine, a small scale and packaging material. Upon arrival Deputies contacted the victim who reported unknown person(s) had removed cash and other items totaling $15,000. Detectives from the Tulare County Sheriff’s Office conducted the investigation and subsequently arrested a former employee for the theft. On 12/14/10, Detectives from the Sheriff’s Department Narcotics Unit served a search warrant at a residence in Strathmore.  While conducting the investigation, Detectives located evidence prevailing to the possible manufacturing of a control substance.  Further investigation revealed amounts of controlled substances along with other drug paraphernalia and ammunition.   Suspect Timothy Pierce was arrested without incident and booked at Main Jail regarding this incident.

On 12-07-10, at 1259 hours, the Tulare County Sheriff’s Department was dispatched to an address east of Earlimart regarding a burglary in progress. Upon arrival it was discovered that the victim and owner of the property caught two suspects exiting his storage shed. The victim detained the suspects until the Sheriff’s Department arrived. Upon further investigation it was found that one of the suspects gained entry into the locked shed and took several items. All the stolen items were recovered and the suspects were arrested without incident.

Possesion and Transportation of Meth and Marijuana for Sale and Under the Influence

On the above date and time, a deputies conducted a traffic stop on a vehicle at the above location for a minor traffic infraction.  Deputies contacted the vehicles driver, who identified herself as Kimberly Moore (39 Years).  A records check revealed Moore had (2) active warrants for her arrest.  Moore was found to be under the influence of a controlled substance and in possession of a small amount of methamphetamine.  A search of the interior of the vehicle revealed over (2) ounces of marijuana inside.  Moore was placed under arrest for the (2) warrants as well as the above charges and booked at the Bob Wiley Detention Facility.

    This case is currently under investigation by the Tulare County Sheriff’s Department.

Home Invasion

On 12-1-10 at 0314 hrs, deputies were dispatched to a reported home invasion robbery at 22000 block of Ave 344 Woodlake, Ca. Three victis were in the home at the time of the incidend, one adult male age 57, one adult female age 48 and one juvenile male age 17.  The Suspects demanded money and marijuana (medicinal). 

 

Several suspects stood guard over the victims, while others ransacked the residence. The victims reported the suspects took TV’s, camera’s, computer, weapons, papers and medical marijuana.The suspects were described as numerous (five or more) hispanic male adults, possibly in their mid twenties. 

No injuries were reported.

    On today’s date at approximately 0700 hours, Detectives from the Tulare County Sheriff’s Office, Gang Violence Suppression Unit, STEP/SWAT, Narcotics, Patrol and Detectives units, with the assistance of State Parole and CDCR Special Services Unit, served Search and Arrest Warrants at four locations in the above listed areas.  These warrants were the result of an ongoing  investigation of a shooting that occurred in the early morning hours of Thanksgiving day, where one victim sustained a single gunshot wound.  
    During the execution of these Search Warrants, numerous items of possible evidence were seized as the items are suspected to be Gang related.  All suspects are suspected to be involved in Gang activity and this case is believed to be a Gang motivated crime.   All of the above listed suspects were arrested and booked without incident for charges ranging from Attempted Homicide, to outstanding misdemeanor arrest warrants.  A Hispanic adult male is still outstanding at this time.

UPDATE:  The female child was located in the vehicle and is three months old. The deceased are the biological parents of the child.  There was a troubled relationship between the couple and were originally discovered by a passerby.  The vehicle was there for several hours, less than 24.  The couple was from Delano.  If anyone has any addtional information please contact the Sheriffs' Office at 800-808-0488.

Tulare County Sheriff’s Deputies responded to an orchard near road 148 and County Line Road where people located two deceased adults, one male and one female, and a live infant inside a vehicle. The infant was transported by ambulance to Delano hospital where she was treated and released to family.

The deceased adults each suffered from a single gunshot wound in an apparent murder/suicide in which the male, identified as Victor Mota, shot and killed the female, identified as Vanessa Mojarro, before turning the gun on himself and taking his own life. A handgun was located in the vehicle with the deceased.

The two adults and the infant were last seen by family members on 11/25/2010 at 1930 hours. It is unknown just how long they were in the orchard but it appears they were there for several hours before being discovered.

Narrative:

On 11-26-10, Deputies were dispatched to a reported home invasion robbery in the 15000 Block of Ave 288, Visalia. The victim reported a white female and three black males forced entry into the residence and bound her. Victim stated one black male suspect was armed with a handgun and demanded money, while the other two black male suspects searched the residence. Victim stated suspects fled with jewelry, cash and a half pound of medical marijuana.

The victim and witnesses described the suspects as follows:

S1 White female adult, 5'2" tall, 190 Lbs with brown hair

S2 Black male adult 6'2" tall, medium build, shoulder length dread locks, wearing black hoodie sweat shirt and black pants.

S3 Black male adult 6'2" tall, medium build, short hair, wearing black hoodie sweat shirt and black pants.

S4 Black male adult 6'2" tall, medium build, short hair, wearing black hoodie sweat shirt and black pants.

 

Suspect Vehicle described as a dark colored four door compact vehicle.

The victim sustained a non- fatal wound.

In Custody Death

On 11/24/2010 at 1334 hours deputies at the Tulare County Main Jail found Mario Lopez hanging in his cell and unresponsive, in an apparent suicide attempt. Deputies immediately initiated first aid, called for on duty medical staff and called for an ambulance. Lopez was treated by jail and medical staff until ambulance personnel arrived on scene. He was pronounced deceased at the scene at 1346 hours.

Detectives from the Sheriff’s Department’s Violent Crimes Unit were called to the Jail to investigate the suicide.  Lopez had been arrested on 08/27/2010 for making criminal threats towards family members and was awaiting court proceedings. Lopez was housed by himself in a single cell during the time of his incarceration. 

    The case remains under investigation at this time. An autopsy will be conducted at a later time to determine the cause of death.

Six subjects were arrested and booked into the Main Jail and the Bob Wiley Detention Facility for fresh charges and warrants. An additional subject was cited to appear in court for outstanding arrest warrants

5. Male Juvenile (16 years) violation of a court order / gang injunction

As previously reported, on 01-25-10 at 1926 hours deputies from the Pixley Substation responded to a report of 2 gun shot wound victims in the 300 block of North Church in Earlimart. Victim #1, Alejandro Esparza, 24 years old, from Delano was found deceased at scene. Victim #2, Arturo Sanchez, suffered from gun shot wounds and was air lifted to an area hospital. He survived his injuries.

UPDATED INFORMATION
During the investigation, detectives from the Sheriff’s Violent Crimes Unit discovered that the suspect in the case was Tomas Antonio Medrano Corrales, 19 years old from Delano.

In September, 2010, detectives developed information that Corrales was in a rural area in Hidalgo County Texas. They obtained an arrest warrant for Corrales for charges of Murder, Attempted Murder, and Possession of a Firearm during a Street Gang Crime, Use of a Firearm during a Serious Felony, Carrying a Concealed Firearm, and Participating in a Criminal Street Gang. Detectives then began working with the US Marshalls Office in both Fresno and Southern Texas District as the investigation continued.

On 11-19-2010, Deputy US Marshals from the Gulf Coast Violent Offender Fugitive Task Force conducted a search of a residence in Elsa Texas, where they located Corrales and took him into custody without incident. He was booked into the Hidalgo County Jail on the murder warrant, and is being held without bail, pending extradition.

On November 3rd, 2010, Det. Cathy Garcia was awarded “Patrick Sullivan Investigator of the year Award”. Det. Garcia has been a member of the Tulare County Sexual Assault unit since 2008. Det. Garcia is a very passionate about her assignment and has proven time and time again her dedication to the arrest and prosecution of sexual predators. She was selected from a pool of very qualified applicants for this award. On one of the specific cases she was nominated for the award with, she received a conviction for a suspect that resulted in 711 years to life in prison. The Tulare County Sheriff’s Department is proud of Det. Garcia accomplishments as she continues to serve the citizens of Tulare County.
