On the above date and time deputies responded to a 911 call for shots fired in the area of Avenue 152 and Road 208. Within minutes after receiving the 911 call a GSW victim arrived at Sierra View Hospital in a personal vehicle. Upon further investigation it was learned that the GSW victim, a fifteen year old Hispanic male was shot one time by an unknown suspect. The victim was transported to Fresno Regional Medical Center for treatment. His injuries are non-life threatening.

On 5-30-11 at about 0015 hrs. Tulare County Sheriffs Deputies responded to the Ivanhoe area regarding a car jacking case. Investigation revealed the suspects brandished a firearm at the victims and demanded their vehicle.

The vehicle was located in the 15600 block of Ave 296 with two suspects still inside it. The suspects were apprehended after a short foot chase.

On Friday, 5-27-11 at about 6:00 p.m., through on-going investigation, personnel from the North End Gang Violence Suppression Unit, along with patrol were able to identify, locate and apprehend a second suspect involved in an attempt homicide case that originally occurred on 5-01-11 near the intersection of Ave. 392 and Rd. 120 Cutler, Ca.

The second suspect taken into custody was 19 year old Hector Flores. He was picked up from his residence in the 38700 block of Rd. 140 Yettem, Ca. He was later booked into the main jail without incident for the charges of attempted homicide, assault with a deadly weapon, conspiracy to commit a crime and criminal street gang activity.

This case remains under investigation and it is believed there may be additional suspects.             After a six month investigation into the trafficking of illegal narcotics in the Lindsay and Porterville areas by the Southern Tri-Counties High Intensity Drug Trafficking Area Task Force, the suspects in this investigation were contacted and arrested on traffic stop in the unincorporated area of Porterville. The investigation then led to the service of a search warrant in the 300 blk of Locke Ave in Lindsay. The STC-HIDTA Task Force was assisted by the Tulare County Sheriff’s Clandestine Laboratory Unit, Inter Agency Narcotic Enforcement Team and the STEP Team.  The search warrant revealed approx. 4.65 ounces of Methamphetamine and 2.68 pounds of processed Marijuana. Also seized was scales, packaging material, a handgun and other items detailing the illegal sales of controlled substances.

            The suspects were arrested on the listed charges. Suspect Ayala and Sandoval are being held in lieu of $30,000.00 bail. Romero is being held in lieu of $10,000.00 bail.  Suspects Sandoval and Romero are also being held on an Immigration Detainer issued by the Immigration and Customs Service.

On the morning of 05/24/11 the victim who resides in the Exeter area contacted the Tulare County Sheriff’s Department to report the theft of a Kubota tractor.

Later in the afternoon the victim was in the Orosi area and located his stolen tractor. He contacted the Tulare County Sheriff’s Department to report that he had located his tractor. Deputies from the Orosi sub station responded to the area of Rd. 144 and Ave. 420, where they detained the two subjects. Detectives from the Ag Crimes Unit responded to assist in the investigation.

Both subjects were subsequently arrested for possession of stolen property and were booked at the Tulare County main Jail.

Arrest made in narcotic investigation

On 05-18-11 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Visalia Police Department, Farmersville Police Department, Lindsay Police Department, Exeter Police Department, Tulare County Probation and the Tulare County Sheriff’s Department concluded a three week narcotic investigation by serving a search warrant in the 1400 Block of North Court in the City of Visalia. 

Suspect: Contreas, Julian  age 30 of Visalia
Arrested for the following chargers:

11377 H&S       Possession of a controlled substance.
11550 H&S       Under the influence of a controlled substance.
11364 H&S       Possession of drug paraphernalia.

Suspect Contreas’s bail was set at  $ 20,000.00.


This case is still under investigation.

Exeter Police Department releases autospy results on Acosta case

Attempted Homicide in Poplar - Two Victims

On 05-11-11 at 2058 hours Tulare County Sheriff's Office received a call of a possible assault with injuries.  Deputies arrived and two victims were transported and treated for injuries. 

Detectives were called out to investigate the assault.  During the course of the investigation it was learned that the two victims were walking down the street when they were approached by five subjects who confronted them.  The five subjects assaulted the two victims causing apparent stab wounds to the victims. 

All five suspects were detained and booked for attempted homicide.

On Wednesday, 05/11/2011 an autopsy was performed on Olmos. The cause of death was determined to be exsanguination due to multiple gun shot wounds.

Narrative:
At 1815 hours, patrol deputies were dispatched to the area of Putnam and Dogwood in Porterville regarding a possible man down from a gunshot wound.  Upon arrival deputies located an adult male lying on the shoulder of the roadway. Ambulance Personal arrived and the victim was pronounced deceased at the scene.   The victim suffered injuries to his upper torso. 
The Tulare County Violent Crime Unit is actively investigating this incident and anyone with information is asked to contact the Violent Crime Unit at 559-735-1898.

Burglary to a residence

On 5/10/11 a concerned citizen in the Earlimart area called 911 to in regards to a suspicious vehicle and persons at a neighbors' residence. Deputies responded to the area and observed a vehicle that matched the description given by the citizen. A traffic stop was conducted and two male subjects fled on foot. Two other male subjects were contacted inside the vehicle and detained. Upon further inspection of the vehicle it contained numerous household items. The owner of the residence was notified and responded to the area. The household items were identified by the homeowner as hers. Through investigation it was determined the four subjects had burglarized the residence. All of the victim's property was recovered and returned. One male adult was taken into custody and one male juvenile was taken into custody. Two other male suspects are still outstanding.

During the week of 5-04 through 5-07-11, members from the sheriff

s departments Gang Violence Suppression Unit, Sheriffs Tactical Enforcement Personnel, Narcotic Division and patrol combined their efforts to reduce criminal violence and nuisance by serving search warrants on known gang member locations and by saturation patrol throughout the county communities of New London, Goshen, Cutler, Orosi and Visalia. The search warrant locations were in the 37700 block of Kate Road and 5900 block of Avenue 378 in New London, Ca.

Personnel were able to seize a sawed-off shotgun, associ

ated ammunition, approximately ¼ ounce of cocaine, a small amount of methamphetamine, scales, packaging materials, and gang related indicia.

In addition, on 5-07-11 during the afternoon, three suspects were apprehended in the area of Avenue 264 and Road 164 for shooting a firearm from a vehicle in the direction of an inhabited dwelling. The residence was not struck and there were no injuries. One large caliber handgun was recovered. This case remains under investigation, and it does not appear to be gang related.

Taken into custody were:

Hermelando Garcia (21 years) possession of cocaine and methamphetamine for sale, possession of an illegal firearm during the commission of a felony, transportation of a controlled substance, distributing within a school zone and criminal street gang activity.

Luis Gomez (29 years) shooting towards an inhabited dwelling, negligent discharge of a firearm, possession of a loaded firearm, allowing others to shoot from a vehicle, conspiracy, driving while intoxicated and an outstanding misdemeanor arrest warrant.

Manuel Alaron (25 years) negligent discharge of a firearm

Eduardo Delvillor (23 years) negligent discharge of a firearm and a no bail misdemeanor arrest warrant

Luis Garibay (28 years) felon in possession of ammunition

Jorge Rodriguez (32 years) possession of a concealed weapon and parole hold

Fortino Herrera (21 years) possession of cocaine

Robert Hart (42 years) driving while under the influence of a controlled substance

On 5-8-11 at approximately 2044 hours Deputies from the Pixley Substation were dispatched to the area of Earlimart and Sierra, in the community of Earlimart, regarding a victim with multiple gunshot wounds to the upper body.  Upon arrival, they located the victim lying on the floor with wounds.  Emergency medical personal arrived on scene and transported him to a local area hospital for treatment.

Detectives from the Sheriff’s Department Violent Crimes Unit were called to investigate the incident.  The investigation is in the beginning stages and more information will be released when available.

Sheriff's New Anonymous Tipline for Text or e-mail

Tulare County Sheriff's Office is launching a new service allowing county residents to send anonymous cell phone text messages, e-mail or voicemail to report suspicious activity.

TipNow is a tip collection and management system for anonymous tips originating from electronic mail, voice mail, cell phone,personal digital assistant, SMS or text messages. TipNow receives the information then encrypts the reporter's cell phone number or email id thereby guaranteeing the anonymity of the reporting user. TipNow then facilitates automated notification of Sheriff's personnel regarding non-emergency suspicious activity which in the future could lead to human caused emergencies.
 
This system will allow people to call, text or e-mail the Sheriff's Office with very useful information and genuinely remain anonymous. 
 
It is extremely common to see people texting no matter where they are.  It is easier for a person to text a tip without anyone knowing what was sent.  With a phone call or verbal report, others may hear and become aware of who sent in the information.  This also provides some relief to the person providing the tip that their name may not appear in a report for fear of retaliation or be called to testify in court.
 
 
The Sheriff's Office is excited to see the types of information this TipNow system may bring in. 
 
"We have always said the residents are the eyes and ears of our communities.  This system will help prove that.  The community now has a valuable safety tool right in the palm of their hand."  - Bill Wittman, Sheriff

Arrest made on cultivation case

S-1 Fabian Floreszarco 47 yoa of Visalia,  Charged with 11358 H&S, 11359 H&S

 

On the above date and time members of the Tulare County Sheriff’s Dept. S.T.E.P. responded to the 42700 block of Rd. 124 in Sultana in regards to reports of marijuana cultivation. Upon arrival detectives contacted resident Fabian Floreszarco. Subsequent investigation led investigators to write a search warrant for the location.  The search found a large indoor/outdoor grow of marijuana.

 

S-Floreszarco held a medical marijuana recommend allowing him to grow enough medical marijuana to cover his current medical needs.  He was found to be growing 115 marijuana plants in various stages of growth from seedlings to fully budded. In addition approx. 10  pounds of processed marijuana packaged for sales was discovered in the residence. This ammount of marijuana was clearly in excess of his medical needs.

 

He was arrested and charged with cultivation of marijuana and possession for sales. The marijuana, if allowed to mature would have a street value in excess of $3,000 per plant

 

It has been an ongoing problem that persons are obtaining  medical marijuana recommends from doctors who allow them to grow plants in excess of their medical needs. Growers then sell their excess marijuana to dispensaries or directly to buyers on the street. 

 

This case is still under investigation by the TCSO STEP Unit.

On 05-01-2011 at 0036 hours, Deputies with the Tulare County Sheriff's Department responded to the area of Rd 120 and Ave 392 in Cutler for a report of a shooting at an inhabited dwelling. While responding to the crime scene, Deputies observed a vehicle matching the suspect description and attempted a traffic stop. The suspect vehicle failed to stop and a pursuit ensued. After a brief pursuit, the suspect vehicle failed to maneuver a turn at Rd 136 and Ave 392 and wrecked intoa canal. (S) Becerra was identified as the passenger and fled from the vehicle.

During a follow-up investigation, Deputies responded to Becerra's residence and took him into custody. Deputies also located a firearm which was believed to be used in the shooting. After further investigation, it was determined (S) Becerra had fired several rounds at the residence during a gang related drive by. No injuries were reported during the shooting. Becerra was transported and booked at the Main Jail.

The two victims were shot as they drove their vehicle on Rd 168. The driver lost control and crashed the vehicle as a result of his injuries. Both victims were transported to KDDH for their injuries.

During the course of the investigation Detectives develop leads that resulted in a search warrant served in the 16000 Block of Claremont in Woodville. As result of the search conducted, detectives located several items possible used in the assault.  Three subjects were taken into custody, on the below listed charges.

Sheriff's Office Investigates Alleged Inmate Assualt

On Thursday, April 14, 2011 the Tulare County Sheriff's Office initiated an investigation regarding an allegation that an inmate had been assaulted by staff.  As a result of the complaint, one Sergeant and eight Correctional Deputies assigned to the Main Jail were placed on paid administrative leave while conducting the investigation into the case.  The case is still under investigation and four deputies have been returned to regular work status.

During the week of 4-21 through 4-23-11, Goshen and Tulare Community Based Officers, patrol and personnel from the North End Gang Violence Suppression Unit, along with narcotic detectives and probation, combined forces and commenced efforts to curb criminal activity and violence within Goshen and its neighboring areas.

As a result, there were 11 arrests, including but not limited to 13 gang field interviews, 23 pedestrian contacts and 30 vehicle enforcement stops, coupled with some probation and parole searches.

Also, on 4-23-11 at about 10:30 pm, uniformed deputies were in an unmarked vehicle near Commercial Rd. and Ave. 308 in Goshen preparing to contact a couple subjects who were on foot impeding vehicle traffic. As the deputies started to address the problem, one of the two subjects, later identified as Francisco Felix, produced a knife and started to charge at the deputies with it. The deputies held Felix at gun point, at which time he complied with their orders to drop the weapon. According to Felix, he thought the deputies were Southern Gang members who were going to attack him. This incident will remain under investigation.

Taken into custody were:

1. Francisco Felix (30 years) assault with a deadly weapon, possession of a deadly weapon, criminal street gang activity and possession of a controlled substance.

2. David Halstead (44 years) under the influence of a controlled substance and illegal possession of ammunition.

3. Eddie Vantassel (43 years) under the influence of a controlled substance and a misdemeanor arrest warrant.

4. Rodolfo Bejarano (44 years) felony arrest warrant.

5. Carlos Alvarez (31 years) under the influence of a controlled substance.

6. Jose Rojas (42 years) two misdemeanor arrest warrants.

7. Andrew Hernandez (22 years) felony arrest warrant.

8. Ruben Abila (34 years) under the influence of a controlled substance.

9. Daniel Torres (19 years) public intoxication and infraction cite.

10. Michael Campos (20 years) public intoxication and misdemeanor cite.

11. Carlos Rodriguez (22 years) under the influence of a controlled substance.

On 04-20-11 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Exeter Police Department, Visalia Police Department, Lindsay Police Department, Farmersville Police Department, Tulare County Probation and the Tulare County Sheriff’s Department concluded a four week narcotic investigation by serving two search warrants in the 100 Block of South “H” St.  and the 300 Block of North Orange St. in the City of Exeter. 
Detectives secured the residences and searched the houses. Detectives arrested Lorena Salsedo for being under the influence of a controlled substance and was transported and booked into the Tulare County Bob Wiley Detention Facility. Suspect Flores, Esaul was arrested for possession of hashish and was transported and booked into the Tulare County Main Jail.

Pixley Honicide Investigation

On 4-20-11 at 0843 hours TCSO received a call of a man down at the above listed location.  Deputies arrived and located an elderly Hispanic male with visible trauma to his torso.  The man was located on his back outside the residence on the property.  Detectives were called to investigate the scene.  Cause of death with be determined at the autopsy.  The identity of the victim will be released after next of kin has been notified.  Anyone with information regarding this case is encouraged to call the Tulare County Sheriff's Office at 800-808-0488.

On the above date and time Deputies were dispatched to a residence located at the 41000 block of Rd 124 in Orosi regarding a report of a burglary that had just occurred. During the coarse of the investigation Detectives from the North End Investigations Unit located and arrested an 18 year old male identified as Jorge Torres from Dinuba for the burglary. Torres was found to be in possession with some of the stolen property. The loss was reported to be $1,550. The estimated value of the recovered items is $450.00

On the above date and time members of the Tulare County Sheriff’s Dept. S.T.E.P. responded to the 800 block of Teddy Ave. In Farmersville in regards to reports of possible marijuana cultivation and theft of power. Upon arrival detectives contacted resident Danny Lane. Subsequent investigation by S.C. Edison personnel found tampering with their power lines going to the residence. Based on the power line tampering and the overpowering smell of marijuana a search warrant was obtained for the residence. The subsequent search found a large indoor/outdoor grow of marijuana.

S-Lane held a medical marijuana recommend allowing him to grow 80 plants, he was found to be growing 300 in various stages of growth from seedlings to fully budded and several pounds of processed marijuana packaged for sales. He was arrested and charged with cultivation of marijuana, possession for sales and tampering with powerlines pending theft of power charges. The marijuana, if allowed to mature would have a street value in excess of $3,000 per plant

It has been an ongoing problem that persons are obtaining  medical marijuana recommends with unjustified plant allowances from doctors who know nothing about plant yields. These persons then grow excessive amount of marijuana with the product either being sold to dispensaries or directly to buyers on the street. 

S-2 Athey was contacted at the scene and found to be in possession of hashish. He was arrested without incident.

This case is still under investigation by the TCSO STEP Unit.

Attempt Kidnap at Earlimart School

On the above date and time, the Sheriff's Office was notified of an attempted kidnap on school grounds.  Detectives from the Sheriff's Violent Crimes Unit responded to investigate the situation.  Detectives learned that a 7 year old Hispanic female, in the second grade was confronted by a hispanic female who grabbed the young girl in the hallway and attempted to take her off campus.  The young girl was able to get away and fled to her classroom where she told her teacher what had happened.  The teacher contacted the office to request law enforcement respond.

 

Detectives were able to get a description of the person who came on campus.  The person was described as a Hispanic, female adult, wearing a purple shirt, orange skirt, black shoes and gold watch.  The female had brown shoulder length hair and was driving a red , 2 door sedan with tinted windows.

Arrest Made in Narcotics Case

Suspect:  Rolando Herrera, age 49 of Dinuba

 

On 04-13-11 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Visalia Police Department, Farmersville Police Department, Lindsay Police Department, Exeter Police Department, Tulare County Probation, Tulare County Sheriff’s Department was assisted by the Dinuba Police Department, where they concluded a three week narcotic investigation by serving a search warrant in the 1300 Block of Whitaker in the City of Dinuba.
Detectives searched the residence and located a small amount of methamphetamine and packaging material. Detectives located two hand digital scales and drug paraphernalia. Suspect Herrera was arrested and booked into the Tulare County Jail for the following charges:

 

11377 H&S     Possession of a controlled substance.
11378 H&S     Possession of a controlled substance for sales.
11364 H&S     Possession of drug paraphernalia.
11366 H&S     Maintaining a residence for use/sales of narcotics
11353.6 H&S  Sales of a controlled substance within 1000 feet of a school.
243 d P.C.       Battery on a police officer.
273 A P.C.      Child endangerment.
135 P.C.          Destruction of evidence.

 

Suspect Herrera’s bail was set at $ 50,000.00.

The victim stated known suspects struck him several times with sticks, tied him up, and took his wallet after a verbal argument over a female subject. The victim had swelling and minor scrapes, but refused medical attention.

The above three suspects were arrested and booked into Tulare County Main Jail for the above charges.

UPDATE 4-13-11: The decedent has been identified as Elias Santillian, age 18 of Exeter.  An autopsy was performed on the victim and the cause of death was determined to be exhanquination due to single gunshot wound to the torso.  This case is still listed as an active investigation.  Anyone with information regarding the incident is asked to contact the Sheriff's Office at (800)808-0488.

UPDATE 4-12-11: Detectives have learned that four teens were in an alley in the area of Morgan in Spurce when they heard shots fired in their direction and fled.  Three of the four teens were unharmed and left the area.  The fourth teen, a hispanic, male age 18 was injured from an apparent gunshot and is deceased.  The three tees who fled the area are all hispanic males, (2) are age 17, (1) is age 18.

Infant accidental drowning death

On 1121 hours the Tulare County Sheriff's Office received a call regarding a woman screaming.  Deputies responded to the location along with medical personnel.  Deputies learned a  one year and four month old boy was located by his parent in the family pool, unresponsive.  The boy was medically treated and transported to the local hospital where he was pronounced deceased at 1225 hrs.

On 4-11-11 at about 8:02 p.m., three subjects were having a conversation in the carport of a residence in the 20800 block of Francis Avenue in rural Richgrove, Ca.  During that time, at least four suspects dressed in dark clothing approached the residence on foot from the roadway and fired numerous shots towards the victims and residence.  The suspects then fled on foot westbound on Francis Avenue to an unknown location.  An 80 year old female who was visiting from Delano was struck from the gun fire.  She was transported to an area hospital with non-life threatening injuries and later released.  The 37 year old female and the 19 year old male were not struck by the gun fire.  Personnel from the sheriff department’s Gang Violence Suppression Unit were called out to take over the investigation.  This case remains active and citizens with any information are encouraged to call the Sheriff’s Department at 559-733-6218 or 1-888-End-Gang.  Persons who call may remain anonymous.

 On the above date and time Detectives from the North End Investigations Unit were dispatched to the 12700 block of Alta Ave in Cutler regarding a report of an interrupted burglary. Upon arrival Detectives contacted the victim who reported a known person had made entry into her residence and removed miscellaneous items valued at approximately $300.00. Detectives and Deputies from the Orosi Substation responded to the 12700 block of Avenue 413 in Orosi and contacted the suspect and were able to take him into custody without incident.

Over the last thirty days Investigators from the Sheriff’s Departments Clandestine Laboratory Enforcement Unit have been conducting investigations into the illicit narcotic sales in the Goshen area. These investigations led to the service of a search warrant in the 6800 blk of Ave 306.

 

Detectives from the Sheriff’s Departments Tactical Enforcement Unit made a forced entry, detained the occupants and secured the residence. The residence was turned over to the Narcotics detectives, who with the assistance of the Inter Agency Narcotic Enforcement Team, subsequently located approximately 5.6 grams of suspected methamphetamine, 11.1 grams of suspected marijuana, all of which was packaged for sales.  Packaging materials used for narcotics and an amount of U.S. Currency were also located. All these items were seized as being consistent with the sales of narcotics. The combined street value of the narcotics would have been approximately $860.00.
During the service of the search warrant, a male juvenile was located at the residence. The residence was deemed uninhabitable as it had no electricity or food. The child was released into the custody of Child Welfare services.

 

Both Suspects were booked at their respective facilities and are being held on the listed charges.

Update to Terra Bella Shooting - Victim Deceased

UPDATE:
On Friday, 4/1/2011 Doctors at the Community Regional Medical Center declared victim, Jerry Garcia, deceased as a result of his injuries from this shooting. On Monday, April 04, 2022 an autopsy was conducted. The cause of death was determined to be a gun shot wound to the head.

The suspect, George Hernandez, 19 years old, from Terra Bella, remains in custody on charges of committing a gang crime and attempted murder related to this incident. The Sheriff’s Department will be asking the one count of attempted murder be upgraded to murder.
