On 6-8-10 at approximately 0500 hours, Detectives from the Tulare County Sheriff’s Department Gang Violence Suppression Unit and Agents from the Department of  Alcohol, Tobacco and Firearms conducted a Narcotics Search Warrant at a residence in the City of Earlimart.  
 
Upon execution of the search warrant, quantities of Methamphetamine, Cocaine and Marijuana were located along with other items consistent with the sales and distribution of Narcotics.   A 17 year old male juvenile was taken into custody and charged with Possession of Narcotics for Sales and Distribution.  The juvenile was booked at the Tulare County Juvenile Detention Facility, pending formal charges by the District Attorney’s office.

Update to Seville Homicide

The Tulare County Sheriff's Office is actively seeking the suspect on this case.  If anyone has information regarding the location of this subject or information regarding the case please contact the Sheriff's Office immediately.

 

Suspect:  Jose Fedrico Ruiz Jr. , age 23 of Woodlake.  Also know to have lived in the areas of Visalia and Orosi.  The suspect has a mole on his face under his right eye and a tattoo on his right forarm with the letters OGS.  The suspect is wanted for homicide.

 

On 6-5-10, 1934 hours, deputies were dispatched to a gun shot victim at a convienience store in the 15600 block of Ave 384, Seville.  Upon arrival the deputies found the victim unconsious and suffering from apparent gun shot wounds.  He died at the scene.  An autopsy will be performed by the Coroner's Unit.

 

Detectives from the Violent Crimes Unit and Gang Unit were called in to investigate.  It was discoverd the suspect saw the victim at the store.  The suspect shot at the victim and left the scene on foot.  The incident occurred outside.  Surveillance video is being reviewed.  The incident appears to be gang related at this time.  Anyone with information about this case is encouraged to contact Det. Home Invasion
LOCATION:  6000 block of S. Hills Valley Road, Orange Cove          DATE:  06-07-2010          TIME:  0845 hrs
CASE NUMBER:  10-6867         VICTIM:  Not Being Released          CITY:  Orange Cove

On 6-7-2010 at 0939 hours, Tulare County Sheriff's Office received a call regarding a possible home nvasion.  Upon arrival deputies were advised at approximately 0845hours, three hispanic male adults entered an occupied residence displaying firearms and demanding money.  The victim was detained in one area of the house while two suspects searched through the rest of the residence.  The victim was retrained and the suspects left the residence.  Detectives from the North County and Forensic Investigations Units were called in to investigate the incident.  An inventory of the home is still being conducted to determine property loss.  The victim did not sustain any notible injuries other than a small abrasion to the wrist from the restraint. 

 

The three suspects were described as hispanic, male adults approximately 21 years of age.  A vehicle was described as a white, 1990's model  Honda Accord or Nissan.

On Saturday, 06/05/2010, 1934 hours, Deputies were dispatched to a gun shot wound victim at a convenience store in the 15600 block of Ave 384 in the town of Seville. Upon arrival, deputies found the victim, listed above, unconscious and suffering from gun shot wounds. He died at the scene.

Detectives from the Violent Crimes Unit and Gang Unit arrived to investigate. During the investigation, it was discovered that the suspect saw the victim at the store. The suspect fired at the victim and left the scene on foot. The incident appears to be gang related at this time. Sex Offender Registration Checks PC 290

On 06/05/10 the Tulare County Sheriff's Department's SAFE Team along with the California Department of Corrections and Rehabilityation Visalia Parole Office conducted a sex registrant compliance detail for registered sex offenders in the unincorporated communities (areas) of Southeast Tulare County around Porterville.  The detail focused on registered sex offenders from the Megan's Law web site.  Parole and probation contacts were also conducted.  During this detail 53 registered offenders were identified.  Of these 53 Offenders, One (1) of them was found to be possibly out of compliance and this case is being investigated and prepared for forwarding to the Tulare County District Attorney's Office.  One (1) subject was arrested for a violation of his parole requirements and was booked at the Porterville substation. 

 

Arrested: Johnathon Preston 24 years old, Porterville, CA.

Missing Person Adult

On 6-3-10 The Tulare County Sheriff’s Department continued searching for the missing boater at Kaweah Lake.   Search efforts included the use of two scent canines that were provided by the State Office of Emergency Services based out of San Diego, CA. 

The US Army Core of Engineers who has continuously helped provide their underwater SEABOT, which is a submersible unit with video and sonar capabilities.  The SEABOT has been used for several days.   In addition, The Tulare County Boat Patrol Unit assisted as vessels scouted the lake.     

Members of the Sheriff’s Department Dive Team searched multiple locations and made specific dives in various areas of the lake.  But, so far all efforts to locate the victim have been unsuccessful.  The Sheriff’s Department will resume the search operation tomorrow.

On Wednesday, June 02, 2010 at approximately 1115 hours, Mrs. Victoria Porter, Charter Alternatives Academy Principal, notified the School Resource Officer of several students that had been slashed multiple times with a small edged weapon.  The student assailant managed to assault, causing superficial lacerations to their arms, to three (3) student victims during the course of one (1) hour prior to victims notifying school officials.   The three (3) victim students were treated on scene by EMT personnel and released to parents.  The suspect juvenile was arrested, transported and booked into the Tulare County Juvenile Hall charged with three (3) counts of Assault with a Deadly Weapon.


The case is currently under investigation by the Tulare County Sheriff’s Department.

Update to Boating Accident
LOCATION:  Lake Kaweah / Greasy Cove Area          DATE:  05-30-10          TIME:

On 05/30/2010 at approx. 1845 hrs. Deputies from the Tulare County Sheriff’s Department, Visalia Patrol Division as well as Lake Patrol officers from the Department of Parks Boating Safety unit responded to a reported boating accident on Lake Kaweah, Greasy Cove area.

 

The ensuing investigation revealed that a collision occurred between two vessels and as a result of the collision an occupant of one of the vessels is missing. One vessel was a personal water craft occupied by two people.  The second vessel was a pleasure boat occupied by five people.  No other injuries were reported.  The name of the missing person has not been released yet.

 

The investigation is continuing as to the cause of the collision and no other information is being released at this time.

 

DUE TO THE LARGE NUMBER OF PEOPLE WHO WERE IN THE AREA AT THE TIME OF THE INCIDENT THE SHERIFF'S OFFICE IS SEEKING THEIR ASSISTANCE.  ANYONE WHO MAY HAVE WITNESSED THE INCIDENT OR MAY HAVE INFORMATION, NO MATTER HOW SLIGHT, IS REQUESTED TO CALL DETECTIVE MARIA GARCIA OR SGT. On 5/29/10 at 0849 hours, Tulare County Sheriff’s Patrol Deputies were dispatched to the area of County Line, Delano in regards to a robbery and attempted kidnapping.

Violent Crimes Detectives responded and the investigation revealed four unknown Hispanic males robbed the victim of an undetermined amount of cash at gun point and attempted to kidnap him. The victim managed to escape the assailants and the suspects fled in an unknown white Lincoln Towncar type vehicle, possibly a 1990's model. The victim did not sustain any injuries.

The suspect was identified as Sammy Sanchez 18 years of age. Sammy was taken into custody without incident and transported to the Porterville Substation for booking on the charges of attempted car jacking and robbery.

On 05-27-10 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Exeter Police Department, Visalia Police Department, Lindsay Police Department, Farmersville Police Department, Tulare County Probation and the Tulare County Sheriffs Department concluded a three week narcotic investigation by serving a search warrant in the 600 Block of Citrus in the city of Farmersville. Detectives searched the residence and located methamphetamine, and drug paraphernalia.

Suspect Lozano, Danny was arrested for possession of a controlled substance, Possession of a controlled substance for sales, Maintaining a location for sales/use of a controlled substance.

Charges: Manufacture of Controlled Substance, Utilizing Structure to Suppress Entry and Conspiracy

On 5-27-10 at about 9:03 a.m., detectives from the Tulare County Sheriff’s Department Clandestine Laboratory Enforcement Unit, along with members from the Interagency Narcotic Enforcement Team and Southern Tri-County HIDTA, served a narcotic search warrant at a residence in the 14500 block of Road 191 Poplar, Ca.

During the service of the warrant, detectives were met with suspected structural reinforcement to prevent law enforcement entry. Once inside, personnel located two suspects and a small-scale methamphetamine lab, capable of producing about an ounce or more of the controlled substance per cook. The suspects were identified as Michael James (51 years) and Flordeliza Kramer (41 years). Both suspects were transported and booked into the sheriff’s Porterville substation with each bail set at $75,000.00

As previously reported, Deputies and Detectives from the Tulare County Sheriff's Department responded to the area of Avenue 224 and Road 148 for a report of a traffic collision with shots fired. Two adult males were located deceased in a white passenger vehicle.
On 05/27/2010 autopsies were performed on both subjects. Victim #1 had previously been identified as Ruben Rocha, 30 years old, from Porterville. V-2 was identified as Jose Manuel Figueroa, 22 years old, from Woodville.
Rocha's cause of death was determined to be exsanguination due to a gun shot wound to the upper body. Figueroa's cause of death was determined to be gun shot wounds to the neck and head.

Offence:  Taking drug paraphernalia into a jail facility, under the influence of a controlled substance, possession of drug paraphernalia, driving on a suspended license.

On the above date and time, deputies performed a traffic stop on a vehicle at the above location. During the traffic stop, it was discovered the driver, Lucina Miranda (30 Years), was driving on a suspended license. Lucina was arrested for driving on a suspended license. Lucina was transported to the Porterville substation where she was found to be under the influence of a controlled substance and found to be in possession of drug paraphernalia. Lucina was later transported to Bob Wiley Detention Facility and booked for the above charges.

This case is currently under investigation by the Tulare County Sheriff’s Department.

On the above date and time Detectives from the Tulare County Sheriff’s SAFE (Sexual Assault Felony Enforcement) team served a search warrant in 1900 block of Bridge St, Visalia, after a two month investigation revealed someone was in possession of child pornography and distributing child pornography. Arrested was Jaime Florendo. He was booked at Main Jail on charges of possession and distribution of child pornography. The SAFE unit is a member of the Fresno Internet Crimes Against Children Task Force.

 

The Safe unit is grant funded by the California Emergency Management Agency.

While on routine patrol in the town of Poplar, a Tulare County Sheriff's Deputy was contacted by a citizen who reported seeing a subject brandishing a firearm from a vehicle.  The reporting party was able to provide a vehicle description and the deputy began searching the area for the vehicle.
 
Shortly after, at approximately 2039 hours, the deputy located the vehicle west of the town of Poplar and initiated a traffic stop.  The deputy was immediately encountered with two subjects fleeing from the vehicle and noted one subject armed with a handgun.  The suspect, identified as Joel Quintero of Pixley, turned the weapon on the deputy.  The deputy then discharged his firearm in response to the immanent threat.  As a result, Quintero was struck once and was transported to Kaweah Delta Hospital where he is being treated for non life threatening injuries.  The suspect's weapon was also located while processing the scene.  As a matter of policy, the deputy has been placed on paid administrative leave and will remain unidentified pending the investigation. 
 
The second occupant of the vehicle remains outstanding at this time and the case is currently under investigation by the Tulare County Sheriff's Department Violent Crimes Unit.  Joel Quintero is currently in Sheriff's Department custody and is being charged with various charges including Assault on a Peace Officer.  Anyone with information is encouraged to contact Detective Cesar Fernandez at (559) 733-6218.

Domestic Violence/Possession of a controlled substance

5-21-10 at approximately 0701 hours Tulare County Deputies were dispatched to Eagle Mountain Casino regarding a domestic violence in which the victim reported that her boyfriend pulled her by her neck after an argument then left the area in a vehicle. While en route Deputies observed the suspect vehicle had been pulled over by Tribal Police in the 30000 blk of Reservation Rd. Deputies contacted the suspect who was in possession of methamphetamine. Deputies also located a glass pipe, used to smoke narcotics, in the vehicle. The suspect was taken into custody and booked into the Porterville Substation on the listed charges.

This case has been forwarded to the District Attorney’s Office for review.

On 05-20-2010 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Exeter Police Department, Visalia Police Department, Lindsay Police Department, Farmersville Police Department, Tulare County Probation and the Tulare County Sheriff’s Department concluded a three week narcotic investigation by serving a search warrant in the 300 Block of North “E” Street, Exeter. Detectives searched the residence and located methamphetamine, prescription pills and drug paraphernalia. Suspect Robinson, Tammy Marie was arrested for possession of a controlled substance, unlawful possession of prescription pills, under the influence of a controlled substance and possession of drug paraphernalia. Suspect Merriott, Ashley was arrested for possession of a controlled substance, unlawful possession of prescription pills, and possession of drug paraphernalia. Suspect Robinson, Cortnie was arrested for unlawful possession of prescription pills and possession of drug paraphernalia.

All three suspects were booked into the Tulare County Bob Wiley Detention Facility with their individual bail set at $ 10,000.00.

On 5-18-2010 Tulare County Sheriff’s Deputies contacted the suspect in the area of Ave 308 and Camp. The suspect was found to be in possession of a hypodermic needle. Incident to arrest the suspect was found to be in possession of two small bindles of a black tar substance believed to be Heroin. The suspect was displaying the objective symptoms of being under the influence of a controlled substance. Suspect also had an outstanding felony warrant. The suspect was booked into the Tulare County Main Jail.

This case is still under investigation by the Tulare County Sheriff’s Department.

Detectives with the Tulare County Sheriff’s Gang Violence Suppression Unit investigated a report of an armed robbery and assault with a deadly weapon that occurred on May 4 th , 2010 in the 12500 block of Avenue 408 in Cutler. During the course of their investigation, detectives contacted and arrested 6 subjects, not related to the armed robbery case, for various Penal Code and Health & Safety Code violations.

As part of their investigation, detectives served a Search Warrant at a residence in the 13000 block of Quinto Ct., Cutler and assisted Tulare County Probation on a Probation search of a residence in the 12600 block of First Drive in Cutler. As a result of their investigation, detectives arrested two juvenile suspects and recovered some of the stolen property taken in the armed robbery.

All suspects were transported and booked at the Juvenile Detention Facility, Bob Wiley Detention Facility or the Main Jail in Visalia.

Third Arrest Made on Kidnap Case

 On 5-13-10 Detectives contacted Mark Cline, a 40 year old resident of Porterville, in regard to this case.  Information developed during the course of the investigation resulted in the arrest of Cline for kidnapping.  Cline was the subject identified with Robert Lee during the kidnap of the victim. This makes it the third arrest directly related to this incident.  Robert Earl Lee had previously been arrested for kidnapping and William Hart had previously been arrested for being an accessory after the fact.

 

The case remains under investigation by the Tulare County Sheriff’s Office, Violent Crimes Unit.  Anyone with information in regards to this incident can contact Detective Maria Garcia or Detective Bari Molyneux at (559) 733-6218. 

 

Prior Release:On 5/8/10 at approximately 1830 hours, Tulare County Sheriff’s Patrol Deputies responded to the area of Poplar regarding a report of a possible abduction of victim Shyann Magee as she was reportedly on her way to the store.

 

Detectives from the Violent Crimes Investigations Unit also responded. Detectives worked on the investigation 24 hours a day from the time of the abduction until the victim and suspect were found today, 05/12/10 at 5:00 PM. They were located in a motor vehicle parked beside a residence in the 1200 block of south Harvard, just outside of the city of Lindsay. The victim suffered minor injuries as a result of the abduction.

 

During the investigation it was learned that after the victim was abducted, she was brought to the motor vehicle and kept against her will. The suspect reportedly was asking subjects known to the victim for the return of items he accused the victim of stealing, in exchange for her return.

 

Information eventually led Detectives to believe the victim and suspect may be at the residence on Harvard. A search warrant was obtained for the residence and Sheriff’s Detectives along with members of the California Department of Corrections Fugitive Apprehension Team and the Lindsay Police Department served the warrant. The suspect and victim were found in the motor home and the suspect was taken into custody without incident. William Hart was also arrested for being an accessory after the fact. Evidence was located at the residence was including the suspect’s brown 1994 Ford Ranger Pick up, CA License plate number 6A66774, which was in the yard, covered with a tarp.

 

During the investigation, Detectives requested and gained the assistance of the following agencies:

The suspect was booked into the Tulare County Main Jail for HS 11377, Possession of a Controlled Substance.

On the above date and time deputies performed a traffic stop on a vehicle at the above location. Upon contacting the vehicle’s driver, Ernesto Herrera (32 Years), it was determined he had no valid driver’s license. During the traffic stop, Herrera was found to be possessing a small amount of marijuana, a methamphetamine pipe and a small amount of methamphetamine. Herrera was arrested and booked at the Porterville substation on the above charges.

This case is currently under investigation by the Tulare County Sheriff’s Department.

On 5-8-10, detectives from the Tulare County South End Investigation Unit were assigned a case involving an assault with a deadly weapon. During the investigation, detectives determined a known subject stabbed the victim with a knife during an altercation.

The victim was taken to Sierra View Hospital and later transported to Fresno Regional Hospital.
