Narcotic Arrest - Federal Charges

Suspect:  Shaw, Yassin Ali    age 37 of Hanford

 

On 03-24-11, at approximately 0800 hrs., Detectives from the Tulare County Sheriffs Department Narcotics Task Force, Inter-agency Narcotics Task Force (Farmersville PD, Lindsay PD, Visalia PD, Exeter PD and Tulare Co Probation), Sheriff’s Gang Violence Suppression Unit, Sheriff’s Tactical Enforcement Personnel, and Agents from the Drug Enforcement Administration concluded a 12 month narcotics investigation by serving a federal arrest warrant and a federal search warrant on the above suspect.

 

Detectives arrested the suspect in the area of highway 198 and road 80 in the city of Visalia with approximately one pound of methamphetamine in his possession.  Shaw was arrested on the federal arrest warrant as well as new charges of transporting and sales of a controlled substance.  Detectives and Agents then served a federal search warrant on Shaw’s residence located in the 1100 block of East Florinda St., in Hanford.

 

Through the course of the twelve month undercover operation, detectives purchased a total of approximately two pounds of methamphetamine from suspect Shaw in various locations throughout Tulare County.  DEA Agents transported Shaw to Fresno where he was subsequently booked on federal charges of Sales of a controlled substance and transportation of a controlled substance for sales.

 

The case is still under investigation.

Missing Person Adult

**UPDATE**

03-30-11 at approximately 2000 hours, the Sheriff's Office was notified that missing person Geronimo Hernandez was located in Amador County by the California Highway Patrol.  The patrol officer that located Hernandez stated he was on Highway 88 near Bear River Road heading in the direction of the Kirkwood Ski Resort.  Hernandez told the officer he was trying to get home to his family in Orosi, but could not remember their name or address.  The officer ran a record check on Hernandez and it was revealed he was a Missing Person from Tulare County.  California Highway Patrol made contact with the family who immediately left to pick up their father.

The Tulare County Sheriff's Officer would like to thank the California Highway Patrol for their assistance in locating Mr. Hernandez.

 

(V) Geronimo Hernandez 69 yrs

On the above date/time the victim’s family reported Geronimo gave his son a ride to the area of Mooney Blvd / Hwy 198 in Visalia. Family stated Geronimo was given directions to  his brother's Juaquin’s home in Delft from Visalia. Family said that was the last time they saw Geronimo and he did not make it to his destination in Delft.

Geronimo has been known to have some issues with memory loss and is currently taking medication.

Geronimo drives a distinct looking 1992’ red 2 dr GMC Sierra single cab pickup truck with a white roof top and red rims lic. Plate # 8J20331 and there is a “La Campasina”  bumper sticker on the right rear bumper.

Update to Terra Bella Shooting

UPDATED INFORMATION:

During the investigation it was discovered this shooting was gang related. The victim remains in a local hospital suffering from a gun shot wound. His condition remains the same.

Suspect George Hernandez, 19 years old from Terra Bella was arrested for Attempted Murder and Commission of a Gang crime. He was booked at the Porterville Substation without incident.

PREVIOUS RELEASE:

Detectives from the Tulare County Sheriff's Department Violent Crimes Unit and Gang Violence Suppression Unit responded to the community of Terra Bella regarding a subject down as a result of a gunshot wound. The victim, a male juvenile, was transported to the hospital with life threatening injuries where he is currently undergoing treatment.

The investigation revealed that the victim was approached on foot by two subjects when shots were fired. Units from the Gang Violence Suppression Unit were in the area when the incident was reported and were able to detain two subjects who are considered investigative leads at this time. Narrative:

 

On 03-29-2011, Deputies with the Tulare County Sheriff’s Department were dispatched to the area of Wheatland and Francis Ave regarding a physical altercation between several subjects. Upon arrival it was determined a two subjects were struck by gun shots and two subjects were struck by bats.  All subjects were transported to Delano Hospital with non life threaten injuries.

 

Detectives with the Investigation Unit responded to the crime scene and took over the investigation. This case is currently under investigation by the Tulare County Sheriff’s Violent Crime Unit.

Possession of a firearm on school grounds, Unlawful possession of a firearm

On the above date and time a School Resource Officer with the Tulare County Sheriff’s Office was contacted by a student at the Orosi High School who advised a known student was in possession of a handgun on campus. The School Resource Officer requested additional assistance and Orosi Substation Deputies responded to the school. Deputies located and detained two students with the assistance of Vice Principles and other school officials. A 9mm handgun was recovered hidden on campus. Two juvenile males were booked into the Juvenile Detention Facility, both charged with unlawful possession of a firearm on school grounds.

On 3-22-11 at 0445 hours, the Tulare County Sheriff's Department Headquarters Patrol responded to the Kaweah Lake Marina in Three Rivers in regards to an interrupted burglary of a houseboat.  Upon deputies' arrival, they were informed by a private citizen he had interrupted a burglary to a houseboat and the suspects were still at that location.  Upon searching the houseboat, the suspects were not located.  A short while later, with the assistance of Farmersville Police Department K9, the above named suspects were located hiding in a different houseboat.  They were taken into custody without incident. 

 

North End Detectives responded and took over the investigation. A subsequent search of the suspects' residence resulted in the recovery of property taken from a houseboat burglary from the previous night at the Kaweah Lake Marina.  The search also resulted in the seizure of a small amount of crystal methamphetamine and five immature marijuana plants.  The suspects have been booked at BWDF and the Main Jail.  The bail is $190,000.

 

The suspects have been linked to a total of four houseboat burglaries over a two day period.

Narrative:

On 03-18-11 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Farmersville Police Department, Visalia Police Department, Lindsay Police Department, Exeter Police Department, Tulare County Probation and the Tulare County Sheriff’s Department concluded a three week narcotic investigation by serving a search warrant in the 800 Block of West Front in the City of Farmersville.

  

Upon securing the residence detectives searched the residence and located approximately 31.6 grams of methamphetamine and approximately 14.8 grams of cocaine. Detectives also located a small digital hand scale and extra packaging material. Detectives seized five vehicles (that were at the residence and registered to the suspects) and $ 4,587.00 U.S. Currency.

 

Suspect Espindola, Gustavo was arrested for possession of a controlled substance (methamphetamine/cocaine), possession of a controlled substance for sales (methamphetamine/cocaine), transportation of a controlled substance for sales (methamphetamine/cocaine), maintaining a residence for use/sales of narcotics, sales of a controlled substance within 1000 feet of a school, child endangerment. Suspect Espindola was transported and booked into the Tulare County Sheriff’s Main Jail. An immigration hold was placed on Suspect Espindola.

 

Suspect Aguilera, Maria Elena was arrested for possession of a controlled substance, possession of a controlled substance for sales, transportation of a controlled substance for sales, maintaining a residence for use/sales of narcotics, child endangerment. Suspect Aguilera was transported and booked into the Bob Wiley Detention Facility with her bail set at $ 100,000.00.

Sierra K9 Trials

The Sierra K-9 Trial is a law enforcement canine and handler competition hosted by the Tulare County Sheriff's and Visalia Police Department K-9 Units. Portions of this competition are open to the public to watch as each handler demonstrates their K-9 partners agility, obedience and training.

The competition takes place this year on March 19th. Officers from around the state come to compete and recieve their awards at the annual award banquet and dance.

Sheriff and Police Explorers and Volunteers in Patrol are also a large part of the event as they provide food and merchandise booths, parking and assistance with the set up and breakdown for the event. Money raised from the food and merchandise booths help support the explorer programs.

The 2011 Sierra K-9 Trials is scheduled for Saturday, March 19th, 2011 at the Plaza Park Raceway in Visalia, CA. Admission is free.

On today’s date at approximately 1752 hours, Deputies from the Pixley substation responded to a call for service regarding a subject who had sustained multiple gunshot wounds to the body.

Personnel from the Tulare County Sheriff Department Detective Bureau arrived on scene to assist patrol personnel. The Victim was subsequently airlifted to a local area hospital for treatment where he remains in stable condition.  Since the investigation is on going,  no further information is being released at this time.

Assault with a Deadly Weapon

On 3/14/11 at approximately 1600 hours, Tulare County Sheriff’s Deputies responded to the Kaweah Delta District Hospital in Visalia regarding an assault report.

Violent Crimes Detectives also responded and the investigation revealed the victim had been assaulted by unknown suspect(s) and later transported by private vehicle to the hospital for treatment.  The victim sustained non life threatening injuries and is in stable condition.

Search and Rescue Operation in the Blue Ridge Area

The Tulare County Sheriff's Department Search and Rescue Team conducted search operations on 3-10-11 and 3-11-11 for Kelley Phillips who had been reported missing to the Porterville Police Department on 3-10-11. On 3-10-11, Porterville Police Detectives had tracked Phillips' location through her cell phone and  dispatched deputies to a location on Blue Ridge Road above Springville where her vehicle was located. A search was conducted, the cell phone signal was lost and Phillips was not located. The search was temporarily suspended due to darkness with Deputies remaining on scene. On 3-11-11 search operations were resumed and Phillips was located on Kramer Creek approximately 1/2 mile from the location of her vehicle. Phillips was transported to the Sierra View District Hospital for observation.

Agencies involved in the incident were The Porterville Police Department, California Highway Patrol Air Operations, California Emergency Management Agency, CARDA (California Rescue Dog Association), United States Forrest Service, Tulare County Fire, T-CAD (Tulare County Consolidated Ambulance Dispatch) American Medical Response Mobile Life Support, Tulare County Sheriff's Department Search and Rescue and Canine Units.

Grand Theft - Receiving / Possession Stolen Property - Conspiracy

On 02-07-11 Zulim Farms reported that unknown suspect(s) entered a plum orchard located in the 8400 block of Ave. 428, Dinuba, and stole a 20 horsepower irrigation pump and approximately 54 brass irrigation valves resulting in an estimated loss of $8,890.00

Sheriff’s deputies from the Orosi substation and detectives from the Tulare County Sheriff’s Department's Agricultural Crimes Unit conducted a month long investigation where numerous metal recycling facilities and metal recyclers were contacted.  The investigation ultimately led to the apprehension of Francisco Ramos, 31 years from Dinuba, who confessed his involvement in this crime.  Ramos was booked at the Tulare County Main Jail on charges of Conspiracy and Receiving/ Selling Stolen Property and Grand Theft.

None of the stolen property has been recovered at this time.

The Tulare County Sheriff's Department Violent Crimes Division continued their investigation after locating victim Monserrat Caracoza and the infant son. 

Based on that investigation, it is determined that the suspect, Pedro Mosqueda, removed a security screen from the victims bedroom window and opened the window gaining access to the interior.  The suspect made contact with Caracoza who was asleep and pleaded with her to see the infant despite the circumstances and hour of the night. 

During that contact, Mosqueda was able to gain physical control of the infant and flee to his vehicle.  Caracoza then alerted family members and pursued Mosqueda into the front yard of the residence.  Caracoza attempted to stop the fleeing vehicle by holding a windshield wiper and side mirror while being dragged a short distance by the moving vehicle.  Caracoza then complied with Mosqueda's verbal order to get in the vehicle in order to stay with her infant child.  Following the recovery of both victims, neither one were found to have been physically injured during the commission of the crime.

Mosequeda was booked on charges of:

207 PC - Kidnapping  $100,000 Bail

277 PC - Child Abduction

460 PC - Forced Entry into an Occupied Dwelling

273A PC - Child Endagerment

***Update***

03-08-11 at approximately 2100 hours Sheriff Bill Wittman announced that the victims have been safely located.  At approximately 2030 hours, Deputies from the Tulare County Sheriff's Office went to a residence in the 14700 block of Rd 190 in Poplar.  There they located victim Monserrat Caracoza and victim Sebastian Mosqueda in good health with no injuries.  Also located in the residence was suspect Pedro Gonzalez Mosqueda.  Suspect Mosqueda was taken into custody without incident.

A resident of the Poplar area flagged down a deputy in the Poplar area providing information to the possible location of the victims and suspect.

Victim Caracoza was taken to South County Investigations Office at the Porterville Substation to be interviewed by Detectives from the Violent Crimes Unit.

Suspect Mosqueda was transported to Porterville Substation where he will be interviewed by Detectives from the violent Crimes Unit.  At the conclusion of the interview, Mosqueda will be booked at the Porterville Substation.

An updated news release will be posted with charges and bail.  A mugshot will also be available at that time.

At 2 AM this morning, the parents of Monserrat Caracoza were awakened to screams from their daughter that suspect Pedro Gonzalez Mosqueda had taken the baby, Sebastian Mosqueda.

 

The suspect was driving a red 1991 Honda Civic with license plate 5VOY539.  The vehicle stopped as it was leaving the scene at which point, Monserrat Caracoza entered the vehicle either forcefully or willingly through the window.  The vehicle was last seen leaving the property.


The suspect entered the residence through the security window to abduct the child.

9.    Hugo Delgado (32 years) driving while intoxicated.

The above listed suspects approached the victim while he was seated in the driver’s seat of his vehicle and stabbed him several times with a knife.  The suspects were later located and arrested at their residence.

The victim was treated at KDH for multiple stab wounds.

On 3-03-11 the Tulare County Inter-Agency Narcotics Enforcement Team consisting of personnel from the Visalia Police Department, Farmersville Police Department, Exeter Police Department, Tulare County Probation Department and the Tulare County Sheriff Department, along with the Sheriff’s Tactical Enforcement Personnel Team and Porterville Police Department ended a six month investigation by serving two narcotic search warrants at the following locations: 12600 block of Orange Belt in Tulare County near the City of Porterville and the second location is at the 600 Block of Oakview in the City of Porterville. Detectives located approximately 14.2 grams of methamphetamine on two of the suspects detained.
Suspect Manuel Montenegro was arrested and booked into the Porterville Sheriff Sub Station for two counts of possession of a controlled substance for sales, two counts of transportation of a controlled substance for sales and conspiracy. An Immigration hold was placed on the Suspect Montenegro. 
Suspect Brandy Argullo was arrested and booked into the Tulare County Bob Wiley Detention Facility for two counts of possession of a controlled substance for sales, two counts of transportation of a controlled substance for sales and conspiracy. Suspect Argullo’s bail was set at $30,000.00.
Suspect Jorge Medina was arrested and booked into the Porterville Sheriff Sub Station for three counts of possession of a controlled substance for sales, three counts of transportation of a controlled substance for sales and conspiracy. An Immigration hold was placed on Suspect Medina. 
Suspect Jose Gonzalez Flores was arrested and booked into the Porterville Sheriff Sub Station for possession of a controlled substance for sales, transportation of a controlled substance for sales and conspiracy. Suspect Flores was also was arrested on a felony warrant for a previous charge of transportation of a controlled substance for sales. An Immigration hold was placed on Suspect Flores.

A reverse detail was conducted during the service of these search warrants and detectives arrested six more suspects for attempting to buy purported methamphetamine from an under cover detective. The following suspects were arrested:
 Roley Taylor Age: 60, Horace Flemming Age: 69, Vicki Bordagaray Age: 47, Anastacia Delson Age: 44
Ruben Deleon Age: 54, Miguel Perez Age: 41.

Coroner Case

UPDATE: On 03/01/2011 the examination of the decedent was completed at the coroner’s office. The cause of death was determined to be positional asphyxiation. The manner of death was ruled accidental.

PRIOR RELEASE:  On 2/24/11 at approximately 2228 hours, Tulare County Sheriff’s Patrol Deputies responded to the 12600 Block of Miller Rd in Orosi in regards to an unresponsive infant. Deputies and Medical personnel arrived on scene and found the child not breathing. The child was later transported to a local area hospital where she was later pronounced dead.

There were no visible signs of trauma nor is the death listed as suspicious.

On 02-28-2011 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Farmersville Police Department, Lindsay Police Department, Exeter Police Department, Tulare County Probation and the Tulare County Sheriff’s Department concluded a three week narcotic investigation by serving a search warrant in the 1000 block of East Ash in the City of Farmersville. Suspect Luis Cervantes was arrested and booked into the Tulare County Main Jail for the following charges:

11359 H&S        Possession of marijuana for sales.

12316 b 1 P.C.   Convicted felon in possession of ammunition.

12021 b P.C.      Convicted felon in possession of a firearm.

11353.6 H&S     Possession of a controlled substance for sales with 1000 feet of a                           

                           school.

 Suspect Cervantes’s bail is set at $ 50,000.00.

Through further investigation, personnel from the North End Gang Violence Suppression Unit were able to identify, locate and apprehend the second suspect involved in a robbery that occurred on 2-24-11 near the intersection of Ave. 378 and Rd. 57 London, Ca.  The second suspect taken into custody was a 17 year old male juvenile.  He was booked into the Juvenile Justice Center for robbery without incident.

Crime- 166.4 gang injunction violations, 11378 HS, 11377 HS and a felony warrant for drug sales cited out to Fresno County.

 

On 2-26-11, during the evening hours, personnel from the North End Gang Violence Suppression Unit concentrated their efforts in the Cutler-Orosi communities of Tulare County and arrested four subjects.  Two were arrested for gang injunction violations, one for possession of a controlled substance for sale, and one for a felony warrant which was cited out to Fresno County on drug charges.

 Taken into custody were:

Raul Gomez (18 years) Cutler-Orosi  Charges: 166.4 PC – violation of court order / gang injunction (no bail)  

 Christopher Carreon (18 years) Cutler-Orosi Charges: 166.4 PC – violation of court order / gang injunction (no bail)

Salvador Guevara-Soto (33 years) Charges: 11378 HS – possession of a controlled substance for sale (bail $20,000)

Desirae Garza (23 years) Charges: Felony arrest warrant for drug sales and transportation in Fresno County.  Subject was cited to Fresno County on $50,000 bail.

Coroner Case

UPDATE:  Violent Crimes Unit responded to the case as the death was listed as undetermined and VC staff was on duty and available.  This unit is under the same supervision as the Coroner Unit.  There were no visble signs of trauma nor is the death listed as suspicious.  The death is currently listed as undetermined until the autopsy is completed next week.

Robbery & Criminal Street gang activity

   On 2-24-11 at about 1455 hours, a 22 year old male was riding his bicycle near the intersection of Ave. 378 and Rd. 57 in the community of London, Ca.  At that time, he was approached by two suspects east of the intersection and physically assaulted.  The suspects then took possession of the bicycle by force and the victim fled the scene to report the incident.

Through further investigation, suspect Alejandro Perez (23 years) was arrested and booked into the Tulare County Main Jail for robbery and criminal street gang activity.  The bicycle was recovered by law enforcement and returned to the victim.  The second suspect is still at large and personnel from Patrol and the Gang Violence Suppression Unit are continuing their efforts to identify and apprehend this person.

On 2/20/11, at approximately 11:00 p.m. Bakersfield Police received information that subjects, possibly associated with the homicide which occurred on 2/19/11, at approximately 1:37 a.m., in the 200 blk of 22nd Street, were at the Togas Motel 99 Inn & Suites, 26442 North Highway 99, Tulare, Ca.

 

Bakersfield Police officers went to the motel and attempted to contact the subjects.  Officers confirmed that the room was occupied but received no response from the occupants.  The Tulare County Sheriff Department responded to assist and a SWAT operation was initiated.  The SWAT operation was conducted by the Tulare County Sheriff Department which resulted in the surrender of the four occupants in the room.  For details on the SWAT operation contact the Tulare County Sheriff Department.

 

The subjects were transported to the Tulare County Sheriff Investigations Bureau where they were interviewed by Bakersfield Police detectives.  Following the interviews all four were arrested. 

Arrested:

Rey Robert Avellanoza, H/M, 22, of Earlimart, Ca. for violation of PC 187, Murder, PC 148, Resisting an officer, and PC 186.22, Gang participation.

 

Semein Cruz, H/M, 18, of Earlimart, Ca. was arrested for violation of PC 32 Accessory after the fact, PC 182, Conspiracy, PC 148, Resisting an officer and PC 186.22, Gang participation.

 

Francisco Delgado, H/M, 18, of Earlimart, Ca. was arrested for violation of PC 32, Accessory after the fact, PC 182, Conspiracy, and PC 186.22, Gang participation.

 

Alejandro Amariz Navarro, H/M, 20, of Earlimart, Ca. was arrested for violation of PC 148, Resisting an officer, and PC 186.22, Gang participation.

 

Avellanoza, Cruz, and Delgado were arrested on charges related to the homicide.  Navarro was arrested on unrelated charges.

 

All four subjects were booked into the Tulare County Main Jail.

 

The investigation is continuing.

SWAT Call out for baracaded subjects

UPDATE: At approximately 1035 hours, the Tulare County Sheriff's SWAT team and hostage negotiators deployed a communication devise into the Motel 99 Room in an attemp to communicate with the subjects inside.  At that time, the room door opened and four hispanic males exited the room with the hands in the air.  The four subjects were detained without incident.  The Bakersfield Police Deprtement advised they were actively seeking three of the four subjects as part of a homicide investigation that occurred on 2-18-2011.  All four subjects were taken to the Tulare County Sheriff's Investigations Office where Bakersfield Police Department can speak with the subjects.  Bakersfield Police Department advised they will provide a press release regarding their investigation.  The identities of the subjects are pending the outcome of the questioning.  Additional information will be posted as it is ready to be released.

 

The Sheriff's Office utilized approximately 35 staff members including detectives from STEP, Narcotics, Gang, Patrol and support staff.  The Tualre County Mobile Command Center was utilized on scene.  Visalia Police Department also responded to assist with equipment and staffing.  Approximately 45 civilians were evactuated from the area including patrons of Motel 99 and workers from the neighboring plant.

 

PRIOR RELASE:Tulare County Sheriff's Office SWAT team was called to assist the Bakersfield Police Department in ragards to a homicide investigation that led them to subjects located in the area.  Bakersfield Police Department advised Tulare County they were in the area doing follow up on their homicide investigation.  Tulare County Sheriff's Office offered assistance if needed. 

The Sheriff's Department SWAT team and hostage negotiators responded to the location and are currenlty working on communication with three possible subjects who are barracaded in one of the Motel 99 rooms.

All civilians have been evacuated as well as workers from the neighboring plant A&P Growers.  A team of approximately 25 personnel from the Tulare County Sheriff's Office are currently on scene with equipment such as the Urban Rescue Vehicle, robot and mobile command center.

Gang Violence Suppression Detail

During the week of 2/16/11 through 2/19/11, personnel from the Tulare County Sheriff’s Department Gang Violence Suppression Unit made suppression efforts throughout the rural communities of the county as a means to curb violence and other related nuisances.

Overall, there were 14 arrests, five citations and more than 40 field interviews.
Those arrested were;

1.    Stephanie Sheppard (25 years) under the influence of a controlled       
        substance and two misdemeanor arrest warrants.

2.    Sergio Pugo (31 years) out of county misdemeanor arrest warrant.

3.    Male Juvenile (16 years) violation of court order – gang injunction.

4.    Alejandro Millares (25 years) false information to peace officer and parole hold.

5.    Erick Sherrill (22 years) felony warrant out of New Mexico.

6.    Anthony Shirk (45 years) under the influence of a controlled substance.

7.    Jacqueline Leal (27 years) possession of a controlled substance and driving while unlicensed to           operate a motor vehicle.

8.    Conception Rangel (34 years) under the influence of a controlled substance and possession of     narcotic paraphernalia.

9.    Eduardo Abundis (18 years) under the influence of a controlled substance.

10.    Juan Gutierrez (21 years) under the influence of a controlled substance.

11.    Eddy Luna (47 years) felony arrest warrant.

12.    Daniel Ramos (19 years) under the influence of a controlled substance.

Attempt Murder, Burglary, Robbery

On 2/14/11 at approximately 2011 hours, Tulare County Sheriff’s Patrol Deputies responded to a report of gunshot wound victims in the town of Traver. 

 

Violent Crimes Detectives responded and the investigation revealed the victims were home when three unknown suspects forcefully entered their home and shot V1 and V2 while demanding money.  The suspects then approached V3 and V4 and took their personal property.  The suspects fled the scene by unknown means with approximately $180 in US currency.   

 

V1 and V2 sustained gunshot wounds as a result of the incident and were transported to local hospitals for treatment to their injuries and are in stable condition at this time.

Burglary, Possesion of Stolen Property, Wreckless driving, DUI & other charges

On Thurs. / 02-10-11 / 2325 Hrs., Tulare County Sheriffs Sergeant was conducting a patrol check in the area of Road 33 and Ave. 396, in Kingsburg.  Deputy noticed a green VW Bug, traveling Northbound on Road 33, with no lights on.  Deputy attempted a traffic stop, and suspect vehicle accelerated and fled. Suspect turned Eastbound onto Avenue 400 from Road 33 and did not yield.

 

Suspect vehicle then crashed into an orange orchard at Road 40 and Avenue 400, when the suspect driver failed to negotiate the turn, due to his unsafe speed.  Tulare County Sheriffs Department unit then struck the driver side door of the suspect vehicle.  Two occupants of the suspect vehicle fled on foot. Passenger ran into orange orchard south of Avenue 400.  Driver fled on foot into North orange orchard.  Deputy gave foot chase, suspect was arrested after a brief struggle in orchard. No one injured.

 

Suspect:  Jose Francisco Guadalupe Ibarra    DOB: 06-20-91 - 19 yrs., of Traver, on active Tulare County Probation for Burglary.

 

Inside of suspect Ibarra's vehicle, a  set of Fresno County Sheriffs Department tactical equipment and duty gear, was located inside the vehicle.  Further investigation revealed a Fresno County Deputy, who lives in Tulare County, just outside of Kingsburg, was found to be the victim of a fresh vehicle burglary, where her Fresno County Sheriffs Department vehicle was broken into and the items stolen.   The items were recovered and turned over to the victim.

 

Assisting units from the Tulare County Sheriffs Department - Orosi Substation, and Dinuba PD, responded to check the orchard for the second suspect, with negative results.

During the week of Sunday, February 6 through Saturday, February 12, 2011, the Tulare County Gang Violence Suppression Unit along with The Tulare County Sheriff’s Tactical Enforcement Personnel, joined forces on the fight against gang violence in Tulare County.  These efforts included Parole and Probation compliance checks, arrest warrant services and zero tolerance patrol, suppression and saturation enforcement.  This type of enforcement is greatly due to a recent spike in criminal gang violence in Tulare County.  Assisting agencies consisted of State Parole and Tulare County Probation.

During the week long detail, investigators recovered and seized more than (8) grams of crystal methamphetamine, approximately (28) grams of marijuana, as well as packaging materials, a small amount of Cocaine, (5) firearms with associated ammunition. (9) Traffic citations issued and (134) Field Interviews were also completed most of which are suspected or known gang members. (10) Vehicles were also towed as the result of traffic violations.

Assault With a Deadly Weapon

On 02/10/11, at approximately 1615 hours, Deputies responded to the 500 block of S. Reservation Road on the Tule River Indian Reservation. It was learned that the victim and suspect had been in a physical confrontation. The suspect produced a knife and cut the victim on his neck area. The victim was air lifted to Fresno Regional Medical Center where he was treated and released with non life threatening injuries. The suspect had fled the scene prior to Deputies arrival. He was later contacted on the Reservation and arrested for assault with a deadly weapon.

On Wednesday 02-09-2011, Deputies from the Tulare County Sheriff's Department South County Gang Unit assisted the Tulare County Regional Auto Theft Task Force in attempting to locate the suspect(s) of a recent auto theft. Deputies contacted the suspect, who was in possession of a loaded handgun. The suspect was taken into custody and was later booked in at the Tulare County Main Jail without incident.

LOCATION:  14000 BLOCK OF IMPERIAL RD POPLAR CA          DATE:  02-07-11          TIME:  1835 HRS
CASE NUMBER:  11-1739         VICTIM:  CALIFORNIA, STATE OF          CITY:  POPLAR

On the above date and time, deputies responded to the 14000 block of Imperial Road in Poplar to serve (2) active arrest warrants on James Michael Cline (46 Years).  Deputies contacted Cline at the residence and placed him under arrest for the warrants.  Cline was found to have a small amount of methamphetamine on his person.  A methamphetamine pipe and prescription medication were also found in Cline’s room.  Cline was evaluated and found to be under the influence of a controlled substance.  Cline was transported to the Porterville substation and booked for the above charges.

 

            This case is currently under investigation by the Tulare County Sheriff’s Department.

Assault With a Deadly Weapon
LOCATION:  1000 BLOCK SOUTH CRYSTAL STREET PORTERVILLE, CA          DATE:  02-07-11          TIME:  2025 HRS
CASE NUMBER:  11-1746         VICTIM:  ORTIZ, JOSE          CITY:  PORTERVILLE

On the above date and time, deputies responded to the 1000 block of South Crystal Street in Porterville regarding a family disturbance.  Upon arrival, the victim told deputies that Carlos Ortiz (20 Years) broke the window to his bedroom and began throwing large pieces broken glass at him.  The victim stuck by the pieces of glass, however, he was not injured during the incident.  Carlos was arrested at the scene without incident and later booked at the Tulare County Main Jail.

 

            This case is currently under investigation by the Tulare County Sheriff’s Department.

Incident Report
LOCATION:  Avenue 24 Between Rd 128 and Rd 136          DATE:  01-30-2011          TIME:  1059 hrs
CASE NUMBER:  11-1338         VICTIM:  N/A          CITY:  N/A

On the above date and time, deputies responded to the above location regarding a possible cockfight.  Upon arrival, numerous subjects fled the area.  Deputies located an area that contained items identified with cockfighting, as well as living and dead roosters.  Deputies contacted animal control to assist with the animals and collected items from the scene.  No suspects were taken into custody.

The Tulare County Sheriff's Department was later contacted by the Kern County Coroner's Office regarding a subject who was deceased and possible connected to the cockfight. Deputies investigated the incident further an obtained information that the decedent obtained an injury possibly from a rooster while fleeing the area and was transported by private party to the Kern County hospital for treatment where he passed away.

Please contact Kern County Coroner for information regarding the release of information regarding the decedent.

On the above date a time, Sheriff's Deputies were dispatched to a call of a hispanic male adult located in an orange orchard.  The subject was located deceased with an apparent gun shot wound.  Detectives from the Violent Crimes and Forensic Investigations Unit have been called in to investigate.  The decedent has been identified as 54 year old Gonzalo Ochoa Urquieta.

During the week of 2-02-11 through 2-05-11, personnel from the Tulare Co. Sheriff’s Department North End Gang Violence Suppression Unit conducted a series of probation searches, checked for subjects having outstanding arrest warrants and made numerous enforcement stops, coupled with several citizen contacts.

Overall, there were (17) individuals arrested and booked without incident for the following charges;

Christopher Grajeda (41 years) felony arrest warrant

Benjamin Lopez (37 years) under the influence of a controlled substance, driving while unlicensed to operate a motor vehicle

Male Juvenile (17 years) violation of court order / gang injunction and one felony arrest warrant

Male Juvenile (17 years) violation of court order / gang injunction and recovered as a missing person

Arturo Hernandez (41 years) under the influence of a controlled substance, possession of narcotic paraphernalia

Israel Lopez (27 years) possession of a concealed weapon, vandalism/graffiti, resisting arrest and criminal street gang activity

Carlos Gonzalez (39 years) possession of a controlled substance, under the influence of a controlled substance, and unlicensed to operate a motor vehicle

Marcel Fuentes (42 years) possession of a controlled substance, possession of narcotic paraphernalia and under the influence of a controlled substance

Rafael Ortega (22 years) possession of a concealed firearm, driving on a suspended license and possession of an open alcoholic beverage while driving a motor vehicle and criminal street gang activity

Johnny Garza (18 years) possession of a concealed firearm and criminal street gang activity
