On the above date and time members of the Tulare County Sheriff’s Dept. S.T.E.P. responded to the 800 block of Teddy Ave. In Farmersville in regards to reports of possible marijuana cultivation and theft of power. Upon arrival detectives contacted resident Danny Lane. Subsequent investigation by S.C. Edison personnel found tampering with their power lines going to the residence. Based on the power line tampering and the overpowering smell of marijuana a search warrant was obtained for the residence. The subsequent search found a large indoor/outdoor grow of marijuana.

S-Lane held a medical marijuana recommend allowing him to grow 80 plants, he was found to be growing 300 in various stages of growth from seedlings to fully budded and several pounds of processed marijuana packaged for sales. He was arrested and charged with cultivation of marijuana, possession for sales and tampering with powerlines pending theft of power charges. The marijuana, if allowed to mature would have a street value in excess of $3,000 per plant

It has been an ongoing problem that persons are obtaining  medical marijuana recommends with unjustified plant allowances from doctors who know nothing about plant yields. These persons then grow excessive amount of marijuana with the product either being sold to dispensaries or directly to buyers on the street. 

S-2 Athey was contacted at the scene and found to be in possession of hashish. He was arrested without incident.

This case is still under investigation by the TCSO STEP Unit.

Attempt Kidnap at Earlimart School

On the above date and time, the Sheriff's Office was notified of an attempted kidnap on school grounds.  Detectives from the Sheriff's Violent Crimes Unit responded to investigate the situation.  Detectives learned that a 7 year old Hispanic female, in the second grade was confronted by a hispanic female who grabbed the young girl in the hallway and attempted to take her off campus.  The young girl was able to get away and fled to her classroom where she told her teacher what had happened.  The teacher contacted the office to request law enforcement respond.

 

Detectives were able to get a description of the person who came on campus.  The person was described as a Hispanic, female adult, wearing a purple shirt, orange skirt, black shoes and gold watch.  The female had brown shoulder length hair and was driving a red , 2 door sedan with tinted windows.

Arrest Made in Narcotics Case

Suspect:  Rolando Herrera, age 49 of Dinuba

 

On 04-13-11 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Visalia Police Department, Farmersville Police Department, Lindsay Police Department, Exeter Police Department, Tulare County Probation, Tulare County Sheriff’s Department was assisted by the Dinuba Police Department, where they concluded a three week narcotic investigation by serving a search warrant in the 1300 Block of Whitaker in the City of Dinuba.
Detectives searched the residence and located a small amount of methamphetamine and packaging material. Detectives located two hand digital scales and drug paraphernalia. Suspect Herrera was arrested and booked into the Tulare County Jail for the following charges:

 

11377 H&S     Possession of a controlled substance.
11378 H&S     Possession of a controlled substance for sales.
11364 H&S     Possession of drug paraphernalia.
11366 H&S     Maintaining a residence for use/sales of narcotics
11353.6 H&S  Sales of a controlled substance within 1000 feet of a school.
243 d P.C.       Battery on a police officer.
273 A P.C.      Child endangerment.
135 P.C.          Destruction of evidence.

 

Suspect Herrera’s bail was set at $ 50,000.00.

Sherriff's Volunteer Appreciation BBQ

Sheriff Bill Wittman and the staff of the Tulare County Sheriff’s Department will be honoring all of their volunteer groups with a celebration at Mooney Grove Park.  A barbeque in their honor will be held today, Wednesday, April 13th, 2011 at noon in Arbor #9.

“These men, women and teenagers provide an invaluable service to this department and the communities of Tulare County.  We want them to know how much we appreciate what they do for us” stated Sheriff Bill Wittman.

Three in custody for kidnap, robbery, assault with deadly weaopn

On 4-12-11 Detectives responded to the 16800 Block of Avenue 288 in Exeter. The victim stated known suspects struck him several times with sticks, tied him up, and took his wallet after a verbal argument over a female subject. The victim had swelling and minor scrapes, but refused medical attention.

The above three suspects were arrested and booked into Tulare County Main Jail for the above charges.

UPDATE 4-13-11: The decedent has been identified as Elias Santillian, age 18 of Exeter.  An autopsy was performed on the victim and the cause of death was determined to be exhanquination due to single gunshot wound to the torso.  This case is still listed as an active investigation.  Anyone with information regarding the incident is asked to contact the Sheriff's Office at (800)808-0488.

UPDATE 4-12-11: Detectives have learned that four teens were in an alley in the area of Morgan in Spurce when they heard shots fired in their direction and fled.  Three of the four teens were unharmed and left the area.  The fourth teen, a hispanic, male age 18 was injured from an apparent gunshot and is deceased.  The three tees who fled the area are all hispanic males, (2) are age 17, (1) is age 18.
Detectives are currently still investigating the case and attempting to determine if the case is gang related.  Anyone with information is urged to please contact the Sheriff's Office at (800) 808-0488.

Infant accidental drowning death

On 1121 hours the Tulare County Sheriff's Office received a call regarding a woman screaming.  Deputies responded to the location along with medical personnel.  Deputies learned a  one year and four month old boy was located by his parent in the family pool, unresponsive.  The boy was medically treated and transported to the local hospital where he was pronounced deceased at 1225 hrs.

On 4-11-11 at about 8:02 p.m., three subjects were having a conversation in the carport of a residence in the 20800 block of Francis Avenue in rural Richgrove, Ca.  During that time, at least four suspects dressed in dark clothing approached the residence on foot from the roadway and fired numerous shots towards the victims and residence.  The suspects then fled on foot westbound on Francis Avenue to an unknown location.  An 80 year old female who was visiting from Delano was struck from the gun fire.  She was transported to an area hospital with non-life threatening injuries and later released.  The 37 year old female and the 19 year old male were not struck by the gun fire.  Personnel from the sheriff department’s Gang Violence Suppression Unit were called out to take over the investigation.  This case remains active and citizens with any information are encouraged to call the Sheriff’s Department at 559-733-6218 or 1-888-End-Gang.  Persons who call may remain anonymous.

Arrest made in burglary
LOCATION:  12700 block of Alta Ave, Cutler          DATE:  4-11-11          TIME:  0900 hrs

 On the above date and time Detectives from the North End Investigations Unit were dispatched to the 12700 block of Alta Ave in Cutler regarding a report of an interrupted burglary. Upon arrival Detectives contacted the victim who reported a known person had made entry into her residence and removed miscellaneous items valued at approximately $300.00. Detectives and Deputies from the Orosi Substation responded to the 12700 block of Avenue 413 in Orosi and contacted the suspect and were able to take him into custody without incident.

Over the last thirty days Investigators from the Sheriff’s Departments Clandestine Laboratory Enforcement Unit have been conducting investigations into the illicit narcotic sales in the Goshen area. These investigations led to the service of a search warrant in the 6800 blk of Ave 306.

 

Detectives from the Sheriff’s Departments Tactical Enforcement Unit made a forced entry, detained the occupants and secured the residence. The residence was turned over to the Narcotics detectives, who with the assistance of the Inter Agency Narcotic Enforcement Team, subsequently located approximately 5.6 grams of suspected methamphetamine, 11.1 grams of suspected marijuana, all of which was packaged for sales.  Packaging materials used for narcotics and an amount of U.S. Currency were also located. All these items were seized as being consistent with the sales of narcotics. The combined street value of the narcotics would have been approximately $860.00.
During the service of the search warrant, a male juvenile was located at the residence. The residence was deemed uninhabitable as it had no electricity or food. The child was released into the custody of Child Welfare services.

 

Both Suspects were booked at their respective facilities and are being held on the listed charges.

Update to Terra Bella Shooting - Victim Deceased

UPDATE:
On Friday, 4/1/2011 Doctors at the Community Regional Medical Center declared victim, Jerry Garcia, deceased as a result of his injuries from this shooting. On Monday, April 04, 2022 an autopsy was conducted. The cause of death was determined to be a gun shot wound to the head.

The suspect, George Hernandez, 19 years old, from Terra Bella, remains in custody on charges of committing a gang crime and attempted murder related to this incident. The Sheriff’s Department will be asking the one count of attempted murder be upgraded to murder.

On 4-3-11 at approximately 4:09 pm, the Tulare County Sheriff’s Office, Porterville Substation, received a 911 call for assistance regarding an elderly Hispanic female who had been car-jacked at gun point while driving in the area of Road 192 near Ave 64.  The victim was then driven to a remote area where she was robbed of her possessions.

Detectives from the Tulare County Sheriff’s Office Detective Bureau responded to the scene and took over the investigation.  Due to the nature of the crime and the early stages of the investigation, no further details are being released at this time.  The suspects are still at-large.

The Sheriff's Office was able to locate next of kin to notify and identify the victims of the collison.  They have been identified as;

Ruben Mendoza, 52 from Visalia

Gloria Mendoza, 54 from Visalia

Ruben Mendoza Jr., 17 from Visalia

Autopsies are pending.

On 03-31-11, at approximately 2143 hours, a Deputy from the Tulare County Sheriff's Office was traveling north on Highway 99 south of Avenue 280 and attempted to stop a vehicle for a traffic violation.  The vehicle exited the highway and continued East on Aveune 280 (Caldwell) in Visalia at a high rate of speed.  The suspect vehicle continued eastbound and entered the intersection of Caldwell at Akers where a collision occurred with other vehicles.  The Sheriff's Deputy was not involved in the collision.  The driver of the suspect vehicle attempted to flee the scene on foot following the collision, but was apprehended by the deputy following a short foot chase.

Visalia Police was contacted and responded to investigate the collision.

The collision resulted in three fatalities.  The Coroner's Office was contacted and responded to investigate the fatalities.  Release of the names of the victims are pending the notification of the next of kin.

Suspect Head was arrested and booked into the Tulare County Jail for 2800.2 CVC (Evading -Failure to Yield) and 3056 PC (Parole Violation).

On 3-28-11 members of the Rural Crime Task Force responded to the 18900 blk of Rd 24 (Waukena) to serve an arrest warrant. Upon arrival a stolen vehicle and stolen quad were located on the property and members of T-RATT (Tulare-Regional Auto Theft Task Force) responded to assist. The stolen vehicles were recovered and the wanted subject was not located at that time. On 3-31-11 Detectives returned to suspect's residence and located suspect in the yard area. Suspect attempted to flee on a quad and then on foot and was quickly apprehended. Suspect was found to be in possession of illegal narcotics and is currently in custody on charges of grand theft, possession of stolen property, possession of a controlled substance and resisting arrest. Arrested was Javier Martin, 40 yrs. Waukena.

On 03-31-11 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Visalia Police Department, Farmersville Police Department, Lindsay Police Department, Exeter Police Department, Tulare County Probation and the Tulare County Sheriff’s Department concluded a three week narcotic investigation by serving a search warrant in the 1000 Block of North Manzanita in the City of Visalia.
Detectives detained four adults in the residence and one juvenile. During the search of the residence detectives located a small amount of methamphetamine, drug paraphernalia and a firearm in the house. Detectives discovered a marijuana grow in a bedroom and several starter plants in the garage and backyard.
Suspects Jerry Phillips and Thomas, Leta were arrested for possession of a controlled substance, illegal cultivation of marijuana plants, possession of drug paraphernalia, under the influence of a controlled substance and possession of a firearm during a commission of a felony. Suspect Phillips was transported and booked into the Tulare County Jail with his bail set at $ 50,000.00. Suspect Michelle Ellington was arrested for possession of a controlled substance, possession of hashish,  being under the influence of a controlled substance and  possession of drug paraphernalia. Suspect Ellington was arrested on two arrest warrants for possession of drug paraphernalia and under the influence of a controlled substance. Suspect Ellington was booked into the Tulare County Bob Wiley Detention Facility with her bail set a $80,000.00.
Suspect Ken Deal was arrested for 11550 H&S and two arrest warrants for under the influence of a controlled substance and possession of a controlled substance. Suspect Deal was booked into the Tulare county Jail with his bail set at $ 25,000.00.

The female juvenile was turned over to Child Welfare Services.

Sheriff Bill Wittman Announces Retirement of Captain David Williams

Sheriff Bill Wittman announced the retirement of Captain David Wayne Williams after a 35 year long career in law enforcement.

"David has been an integral part of this department since 1981. We wish him the best in his retirement" stated Sheriff Wittman.

Captain David Williams was originally hired as a Cadet by Sunnyvale Public Safety Department. Soon after, he attended and graduated from a California POST Basic Police Academy in October of 1975 which allowed him to be hired as a Public Safety Officer for Sunnyvale Police and Fire. On March 31, 1981 David Williams joined the ranks of the Tulare County Sheriff’s Office as a Deputy II assigned to the Jail Division. He worked his way through a variety of assignments including Orosi and Headquarters Patrol, the Sheriff’s Tactical Enforcement Personnel Unit (STEP) and Detectives Unit.

 

In July of 1986 David was promoted to the rank of Sergeant and remained in the Detectives Unit. He later spent time in assignments at the Correctional Center, Personnel and Training Units.

Within one year and eight months, David was promoted to the rank of Lieutenant. David’s assignments varied from Administration, Personnel and Training, Crimes Against Persons, Narcotics, Pixley Substation and Court Services.

David Williams was promoted to his current rank in December of 1998. He has spent the last twelve and one half years managing various divisions of the Department including Detentions Administration, Operations Administration and Investigations.

During David’s career with the Tulare County Sheriff’s Office, he has received numerous commendations and awards. He has shown dedication not only through his work but also through his extracurricular activities. David has been a member of the Baker to Vegas Challenge Cup Relay Team since the Department’s second year of participation and has been a runner every year. He also attended flight school where he obtained his Commercial Instrument Multi-Engine Pilot’s License and has assisted with the purchase and utilization of the Sheriff’s Office planes. Captain David Williams will remain a Reserve Officer with the Department and assist with the Sheriff’s Aviation Unit as needed.

"We just don’t want to let him go. We are very lucky to have someone with the training and experience he has that wants to continue his involvement with this Department. We will keep him as long as we can." Said Sheriff Wittman.

Captain Williams will retire with a career that spanned three decades. His training includes aviation, Cal-ID, court security, investigation in homicides, officer involved shootings, sexual assaults, narcotics, and internal affairs. He has also attended specialized schools such as Flight School, FBI Academy, Tactical Command School, Command College, Human Resource Management, Financial and Training Managers seminars. He has obtained his POST Basic, Intermediate, Advanced, Supervisory and Management Certificates. His expertise and training allowed him to coordinate several statewide Jail Managers Training Conferences and Statewide Narcotics Officer Update Conferences. David Williams is also a force behind the technological advances implemented throughout the department.

Captain David Williams is supported in his retirement by his wife Brenda, son Alex and his wife Virgina, son Mathew and his wife Amber and son Jess. He is also grandfather to Aliyah, Charlotte Nathan and Sadie.

Sheriff’ Bill Wittman offers his sincere congratulations and appreciation to the hard work and dedication Captain David Williams has given in his years of service to Tulare County.

Narcotic Arrest - Federal Charges

Suspect:  Shaw, Yassin Ali    age 37 of Hanford

 

On 03-24-11, at approximately 0800 hrs., Detectives from the Tulare County Sheriffs Department Narcotics Task Force, Inter-agency Narcotics Task Force (Farmersville PD, Lindsay PD, Visalia PD, Exeter PD and Tulare Co Probation), Sheriff’s Gang Violence Suppression Unit, Sheriff’s Tactical Enforcement Personnel, and Agents from the Drug Enforcement Administration concluded a 12 month narcotics investigation by serving a federal arrest warrant and a federal search warrant on the above suspect.

 

Detectives arrested the suspect in the area of highway 198 and road 80 in the city of Visalia with approximately one pound of methamphetamine in his possession.  Shaw was arrested on the federal arrest warrant as well as new charges of transporting and sales of a controlled substance.  Detectives and Agents then served a federal search warrant on Shaw’s residence located in the 1100 block of East Florinda St., in Hanford.

 

Through the course of the twelve month undercover operation, detectives purchased a total of approximately two pounds of methamphetamine from suspect Shaw in various locations throughout Tulare County.  DEA Agents transported Shaw to Fresno where he was subsequently booked on federal charges of Sales of a controlled substance and transportation of a controlled substance for sales.

**UPDATE**

03-30-11 at approximately 2000 hours, the Sheriff's Office was notified that missing person Geronimo Hernandez was located in Amador County by the California Highway Patrol.  The patrol officer that located Hernandez stated he was on Highway 88 near Bear River Road heading in the direction of the Kirkwood Ski Resort.  Hernandez told the officer he was trying to get home to his family in Orosi, but could not remember their name or address.  The officer ran a record check on Hernandez and it was revealed he was a Missing Person from Tulare County.  California Highway Patrol made contact with the family who immediately left to pick up their father.

The Tulare County Sheriff's Officer would like to thank the California Highway Patrol for their assistance in locating Mr. Hernandez.

 

(V) Geronimo Hernandez 69 yrs

On the above date/time the victim’s family reported Geronimo gave his son a ride to the area of Mooney Blvd / Hwy 198 in Visalia. Family stated Geronimo was given directions to  his brother's Juaquin’s home in Delft from Visalia. Family said that was the last time they saw Geronimo and he did not make it to his destination in Delft.

Geronimo has been known to have some issues with memory loss and is currently taking medication.

Geronimo drives a distinct looking 1992’ red 2 dr GMC Sierra single cab pickup truck with a white roof top and red rims lic. Plate # 8J20331 and there is a “La Campasina”  bumper sticker on the right rear bumper.

Update to Terra Bella Shooting

UPDATED INFORMATION:

During the investigation it was discovered this shooting was gang related. The victim remains in a local hospital suffering from a gun shot wound. His condition remains the same.

Suspect George Hernandez, 19 years old from Terra Bella was arrested for Attempted Murder and Commission of a Gang crime. He was booked at the Porterville Substation without incident.

PREVIOUS RELEASE:

Detectives from the Tulare County Sheriff's Department Violent Crimes Unit and Gang Violence Suppression Unit responded to the community of Terra Bella regarding a subject down as a result of a gunshot wound. The victim, a male juvenile, was transported to the hospital with life threatening injuries where he is currently undergoing treatment.

The investigation revealed that the victim was approached on foot by two subjects when shots were fired. Units from the Gang Violence Suppression Unit were in the area when the incident was reported and were able to detain two subjects who are considered investigative leads at this time. On 03-29-2011, Deputies with the Tulare County Sheriff’s Department were dispatched to the area of Wheatland and Francis Ave regarding a physical altercation between several subjects. Upon arrival it was determined a two subjects were struck by gun shots and two subjects were struck by bats.  All subjects were transported to Delano Hospital with non life threaten injuries.

 

Detectives with the Investigation Unit responded to the crime scene and took over the investigation. This case is currently under investigation by the Tulare County Sheriff’s Violent Crime Unit.

Possession of a firearm on school grounds, Unlawful possession of a firearm

On the above date and time a School Resource Officer with the Tulare County Sheriff’s Office was contacted by a student at the Orosi High School who advised a known student was in possession of a handgun on campus. The School Resource Officer requested additional assistance and Orosi Substation Deputies responded to the school. Deputies located and detained two students with the assistance of Vice Principles and other school officials. A 9mm handgun was recovered hidden on campus. Two juvenile males were booked into the Juvenile Detention Facility, both charged with unlawful possession of a firearm on school grounds.

On 3-22-11 at 0445 hours, the Tulare County Sheriff's Department Headquarters Patrol responded to the Kaweah Lake Marina in Three Rivers in regards to an interrupted burglary of a houseboat.  Upon deputies' arrival, they were informed by a private citizen he had interrupted a burglary to a houseboat and the suspects were still at that location.  Upon searching the houseboat, the suspects were not located.  A short while later, with the assistance of Farmersville Police Department K9, the above named suspects were located hiding in a different houseboat.  They were taken into custody without incident. 

 

North End Detectives responded and took over the investigation. A subsequent search of the suspects' residence resulted in the recovery of property taken from a houseboat burglary from the previous night at the Kaweah Lake Marina.  The search also resulted in the seizure of a small amount of crystal methamphetamine and five immature marijuana plants.  The suspects have been booked at BWDF and the Main Jail.  The bail is $190,000.

 

The suspects have been linked to a total of four houseboat burglaries over a two day period.

On 03-18-11 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Farmersville Police Department, Visalia Police Department, Lindsay Police Department, Exeter Police Department, Tulare County Probation and the Tulare County Sheriff’s Department concluded a three week narcotic investigation by serving a search warrant in the 800 Block of West Front in the City of Farmersville.

  

Upon securing the residence detectives searched the residence and located approximately 31.6 grams of methamphetamine and approximately 14.8 grams of cocaine. Detectives also located a small digital hand scale and extra packaging material. Detectives seized five vehicles (that were at the residence and registered to the suspects) and $ 4,587.00 U.S. Currency.

 

Suspect Espindola, Gustavo was arrested for possession of a controlled substance (methamphetamine/cocaine), possession of a controlled substance for sales (methamphetamine/cocaine), transportation of a controlled substance for sales (methamphetamine/cocaine), maintaining a residence for use/sales of narcotics, sales of a controlled substance within 1000 feet of a school, child endangerment. Suspect Espindola was transported and booked into the Tulare County Sheriff’s Main Jail. An immigration hold was placed on Suspect Espindola.

 

Suspect Aguilera, Maria Elena was arrested for possession of a controlled substance, possession of a controlled substance for sales, transportation of a controlled substance for sales, maintaining a residence for use/sales of narcotics, child endangerment. Suspect Aguilera was transported and booked into the Bob Wiley Detention Facility with her bail set at $ 100,000.00.

Sierra K9 Trials

The Sierra K-9 Trial is a law enforcement canine and handler competition hosted by the Tulare County Sheriff's and Visalia Police Department K-9 Units. Portions of this competition are open to the public to watch as each handler demonstrates their K-9 partners agility, obedience and training.

The competition takes place this year on March 19th. Officers from around the state come to compete and recieve their awards at the annual award banquet and dance.

Sheriff and Police Explorers and Volunteers in Patrol are also a large part of the event as they provide food and merchandise booths, parking and assistance with the set up and breakdown for the event. Money raised from the food and merchandise booths help support the explorer programs.

The 2011 Sierra K-9 Trials is scheduled for Saturday, March 19th, 2011 at the Plaza Park Raceway in Visalia, CA. Admission is free.

On today’s date at approximately 1752 hours, Deputies from the Pixley substation responded to a call for service regarding a subject who had sustained multiple gunshot wounds to the body.

Personnel from the Tulare County Sheriff Department Detective Bureau arrived on scene to assist patrol personnel. The Victim was subsequently airlifted to a local area hospital for treatment where he remains in stable condition.  Since the investigation is on going,  no further information is being released at this time.

Violent Crimes Detectives also responded and the investigation revealed the victim had been assaulted by unknown suspect(s) and later transported by private vehicle to the hospital for treatment.  The victim sustained non life threatening injuries and is in stable condition.

Search and Rescue Operation in the Blue Ridge Area

The Tulare County Sheriff's Department Search and Rescue Team conducted search operations on 3-10-11 and 3-11-11 for Kelley Phillips who had been reported missing to the Porterville Police Department on 3-10-11. On 3-10-11, Porterville Police Detectives had tracked Phillips' location through her cell phone and  dispatched deputies to a location on Blue Ridge Road above Springville where her vehicle was located. A search was conducted, the cell phone signal was lost and Phillips was not located. The search was temporarily suspended due to darkness with Deputies remaining on scene. On 3-11-11 search operations were resumed and Phillips was located on Kramer Creek approximately 1/2 mile from the location of her vehicle. Phillips was transported to the Sierra View District Hospital for observation.

Agencies involved in the incident were The Porterville Police Department, California Highway Patrol Air Operations, California Emergency Management Agency, CARDA (California Rescue Dog Association), United States Forrest Service, Tulare County Fire, T-CAD (Tulare County Consolidated Ambulance Dispatch) American Medical Response Mobile Life Support, Tulare County Sheriff's Department Search and Rescue and Canine Units.

Grand Theft - Receiving / Possession Stolen Property - Conspiracy

On 02-07-11 Zulim Farms reported that unknown suspect(s) entered a plum orchard located in the 8400 block of Ave. 428, Dinuba, and stole a 20 horsepower irrigation pump and approximately 54 brass irrigation valves resulting in an estimated loss of $8,890.00

Sheriff’s deputies from the Orosi substation and detectives from the Tulare County Sheriff’s Department's Agricultural Crimes Unit conducted a month long investigation where numerous metal recycling facilities and metal recyclers were contacted.  The investigation ultimately led to the apprehension of Francisco Ramos, 31 years from Dinuba, who confessed his involvement in this crime.  Ramos was booked at the Tulare County Main Jail on charges of Conspiracy and Receiving/ Selling Stolen Property and Grand Theft.

None of the stolen property has been recovered at this time.

The Tulare County Sheriff's Department Violent Crimes Division continued their investigation after locating victim Monserrat Caracoza and the infant son. 

Based on that investigation, it is determined that the suspect, Pedro Mosqueda, removed a security screen from the victims bedroom window and opened the window gaining access to the interior.  The suspect made contact with Caracoza who was asleep and pleaded with her to see the infant despite the circumstances and hour of the night. 

During that contact, Mosqueda was able to gain physical control of the infant and flee to his vehicle.  Caracoza then alerted family members and pursued Mosqueda into the front yard of the residence.  Caracoza attempted to stop the fleeing vehicle by holding a windshield wiper and side mirror while being dragged a short distance by the moving vehicle.  Caracoza then complied with Mosqueda's verbal order to get in the vehicle in order to stay with her infant child.  Following the recovery of both victims, neither one were found to have been physically injured during the commission of the crime.

03-08-11 at approximately 2100 hours Sheriff Bill Wittman announced that the victims have been safely located.  At approximately 2030 hours, Deputies from the Tulare County Sheriff's Office went to a residence in the 14700 block of Rd 190 in Poplar.  There they located victim Monserrat Caracoza and victim Sebastian Mosqueda in good health with no injuries.  Also located in the residence was suspect Pedro Gonzalez Mosqueda.  Suspect Mosqueda was taken into custody without incident.

A resident of the Poplar area flagged down a deputy in the Poplar area providing information to the possible location of the victims and suspect.

Victim Caracoza was taken to South County Investigations Office at the Porterville Substation to be interviewed by Detectives from the Violent Crimes Unit.

Suspect Mosqueda was transported to Porterville Substation where he will be interviewed by Detectives from the violent Crimes Unit.  At the conclusion of the interview, Mosqueda will be booked at the Porterville Substation.

An updated news release will be posted with charges and bail.  A mugshot will also be available at that time.

At 2 AM this morning, the parents of Monserrat Caracoza were awakened to screams from their daughter that suspect Pedro Gonzalez Mosqueda had taken the baby, Sebastian Mosqueda.

 

The suspect was driving a red 1991 Honda Civic with license plate 5VOY539.  The vehicle stopped as it was leaving the scene at which point, Monserrat Caracoza entered the vehicle either forcefully or willingly through the window.  The vehicle was last seen leaving the property.


The suspect entered the residence through the security window to abduct the child.

Tulare county Gang Violence Suppression Detail

During the week of 3-2-11 through 3/5/11, personnel from the Tulare County Sheriff’s Department Gang Violence Suppression Unit and South County Community Based Officers made suppression efforts throughout the rural communities of the county as a means to curb violence and other related nuisances.

Overall, there were 12 arrests, four moving violation citations and more than 50 field interviews.  Those arrested were;
1.    Manuel Nunez (22 years) under the influence of a controlled substance, one misdemeanor arrest warrant and one felony arrest warrant
2.    Rudenio Ricafort (20 years) misdemeanor arrest warrant.
3.    Jose Robles (37 years) felony arrest warrant.
4.    Jaime Ulloa (24 years) under the influence of a controlled substance.
5.    Manuel Montenegro (37 years) possession of a controlled substance for sales.
6.    Rosario Agueda (25 years) under the influence of a controlled substance and possession of narcotic paraphernalia.
7.    Jose Trujillo (26 years) under the influence of a controlled substance, one misdemeanor warrant arrest and one felony warrant arrest.
8.    Tomas Moreno (34 years) misdemeanor arrest warrant.
9.    Hugo Delgado (32 years) driving while intoxicated.
10.    Rosario Rodriguez (44 years) felony arrest warrant.
11.    Pedro Lemus (38 years) driving while intoxicated.
12.    Everardo Rosas (32 years) possession of a dangerous weapon.

The above listed suspects approached the victim while he was seated in the driver’s seat of his vehicle and stabbed him several times with a knife.  The suspects were later located and arrested at their residence.

The victim was treated at KDH for multiple stab wounds.

On 3-03-11 the Tulare County Inter-Agency Narcotics Enforcement Team consisting of personnel from the Visalia Police Department, Farmersville Police Department, Exeter Police Department, Tulare County Probation Department and the Tulare County Sheriff Department, along with the Sheriff’s Tactical Enforcement Personnel Team and Porterville Police Department ended a six month investigation by serving two narcotic search warrants at the following locations: 12600 block of Orange Belt in Tulare County near the City of Porterville and the second location is at the 600 Block of Oakview in the City of Porterville. Detectives located approximately 14.2 grams of methamphetamine on two of the suspects detained.
Suspect Manuel Montenegro was arrested and booked into the Porterville Sheriff Sub Station for two counts of possession of a controlled substance for sales, two counts of transportation of a controlled substance for sales and conspiracy. An Immigration hold was placed on the Suspect Montenegro. 
Suspect Brandy Argullo was arrested and booked into the Tulare County Bob Wiley Detention Facility for two counts of possession of a controlled substance for sales, two counts of transportation of a controlled substance for sales and conspiracy. Suspect Argullo’s bail was set at $30,000.00.
Suspect Jorge Medina was arrested and booked into the Porterville Sheriff Sub Station for three counts of possession of a controlled substance for sales, three counts of transportation of a controlled substance for sales and conspiracy. An Immigration hold was placed on Suspect Medina. 
Suspect Jose Gonzalez Flores was arrested and booked into the Porterville Sheriff Sub Station for possession of a controlled substance for sales, transportation of a controlled substance for sales and conspiracy. Suspect Flores was also was arrested on a felony warrant for a previous charge of transportation of a controlled substance for sales. An Immigration hold was placed on Suspect Flores.

A reverse detail was conducted during the service of these search warrants and detectives arrested six more suspects for attempting to buy purported methamphetamine from an under cover detective. The following suspects were arrested:
 Roley Taylor Age: 60, Horace Flemming Age: 69, Vicki Bordagaray Age: 47, Anastacia Delson Age: 44
Ruben Deleon Age: 54, Miguel Perez Age: 41.

This case is still under investigation.
