Cultivation of Marijuana

Tulare County Sheriff's Deputies from the Porterville Substation Patrol Division were called to the area of Road 244 and Avenue 200 in Strathmore regarding a clandestine marijuana growing operation.  The illegal marijuana was discovered by the property owner during an inspection of the ten acre property. The owner was confronted by an unidentified Hispanic male adult who was tending the marijuana plants. This individual stated he had permission to be on the property and demanded the owner leave. When the actual owner corrected him, the individual fled the scene on foot.

During the investigation, Deputies contacted adjacent property owners who all provided statements that they were unaware of the concealed marijuana grow site. Deputies eradicated 300 marijuana plants in various stages of growth and maturity. If processed, the marijuana would have an estimated street value of approximately $1,000.000. Deputies also had to contend with a large pitbull which was tethered within the grow. The dog was removed by Tulare County Animal Control Officers.

On 6-13-12 at about 1:30 pm, personnel from the Tulare County Sheriff Department’s Gang Violence Suppression Unit responded to a residence in the 400 block of north Arroyo Visalia to serve a felony arrest warrant upon a man identified as Jim Sanchez (43 years).

Personnel arrested Sanchez for the warrant without incident and also located about one ounce of cocaine, a quarter ounce of methamphetamine, several pounds of marijuana, a scale, “pay/owe” records and more than $10,000 in U.S. currency, which was seized for asset forfeiture proceedings.  Sanchez was later booked into the Tulare County main jail with bail set at $70,000.

On the above date and time Detectives from the Tulare County Sheriff’s North End Investigations Unit responded to the 12000 block of Ave 400 in Cutler regarding a report of an interrupted burglary. While en route to the scene Detectives were advised two Hispanic male suspects had fired multiple shots at the scene; however none of the residents were injured as a result of the assault. A family member had fired one round in return at the suspect’s vehicle. The suspects fled the scene prior to Deputies arrival. The case is currently under investigation by the Tulare County North End Investigations Unit. Suspicious Package

Narrative:

On 06-12-12 at approximately 1400 hours the reporting party returned home from work and discovered a suspicious package next to a recreational vehicle. Tulare County Sheriff’s Office was contacted and Deputies responded to the residence.

Deputies arrived on scene and contacted area neighbors who had no information about the suspicious package. Assistance of the Tulare County Consolidated Explosive Ordinance Disposal Unit was requested.

The EOD Unit responded and examined the suspicious package and determined that it was not a hazardous device. The suspicious package was found to contain decals for the recreational vehicle. During the investigation it was learned that the prior owner of the recreational vehicle had located the extra decals and left the package for the current owner, the reporting party.

The Tulare County Consolidated Explosive Ordinance Disposal Unit is comprised of law enforcement staff from the Tulare County Sheriff’s Office and the Visalia City Police Department.

Marijuana Cultivation Case

On 6/11/12 detectives from the Tulare County Sheriff’s Department S.T.E.P. unit and Narcotics Unit responded to a wilderness area near Badger in regards to a large marijuana garden. This garden had been located on a routine over flight earlier in the month. The marijuana was planted among native vegetation and under trees in an attempt to camouflage it from the air and any passers-by.

Suspects in the grow site fled into heavy brush and thick forest surrounding the location as officers approached. A search of the immediate area was conducted with negative results. Detectives found a sophisticated growing operation utilizing drip irrigation. A natural spring had been dammed and diverted to provide water for the grow site.

 An extensive campsite and firearms were found and processed for evidence. A total of 8,537 marijuana plants were eradicated from the site. If allowed to grow to maturity these plants would have produced in excess of 8,500 pounds of processed bud. If sold to dispensaries or on the streets the total value of the crop would be in excess of $25,000,000. Also located were rat poison, various insecticides and fertilizers used to spray the plants.

This case is still under investigation by the TCSO STEP Unit.

Suspected California Cockfighting Operation Raided

The Humane Society of the United States Assists in Investigation and Rescue of 388 Birds, Seizure of More Than 1,100 Cockfighting Knives

 (June 12, 2012) -- The Humane Society of the United States’ Animal Rescue Team assisted the Tulare County Animal Control in a cockfighting investigation and raid in Visalia, Ca., resulting in the arrest of two suspected cockfighters and the seizure of 388 birds. Suspected cockfighting paraphernalia was also found on the property, including more than 1,100 cockfighting knives; making this the largest seizure of cockfighting knives in U.S. history. The Tulare County Sheriff’s Office was also on scene to assist with the raid.

 Juan Carlos Gonzalez and his wife, Leticia Aguilar Gonzalez, were arrested and each charged with 1,107 counts of possession of animal fighting paraphernalia, conspiracy and multiple other charges related to cockfighting. Juan Carlos Gonzalez is a confirmed U.S. distributer for Sanchez-Mendoza, a Mexico-based company suspected of selling cockfighting paraphernalia.

 "Aggressive investigation of allegations of animal fighting is essential to maintaining community safety," said Eric Sakach, senior law enforcement specialist for The HSUS. "We are grateful for the leadership of the Tulare County Animal Control and the Tulare County Sheriff’s Office for their dedication to this case."

 "Animal fighting has no place in Tulare County," said Paul Grensemen, manager of Tulare County Health & Human Services Animal Control Shelter. "Abuse of this nature attracts additional elements of criminal activity and only serves to compound already unethical and illegal conduct. We're pleased to work with The Humane Society of the United States and the Tulare County Sheriff's Department in the eradication of animal fighting in Tulare County."

The HSUS assisted law enforcement in examining and documenting the birds on the scene. Experts from The HSUS and the Tulare County Sheriff’s Office were on hand to help identify and document evidence and coordinate the rescue effort.

Facts

·         Cockfighting is outlawed in all 50 states and is punished as a felony in 40.

·         Cockfighting is a felony in California, but only on second offense.

·         The HSUS offers rewards of up to $5,000 for information leading to the arrest and conviction of any person involved in illegal animal fighting. The HSUS asks anyone with information about animal fighting criminals to call 877-TIP-HSUS (877-847-4787). Tipsters' identities are protected.

On 6-10-12 at approx. 0858 hrs, Deputies were dispatched to the area of Ave 72 and Rd 140 Earlimart,  regarding a deceased person found in a field.  The deceased person had been found by a farm employee working in the area.

 Deputies arrived on scene and discovered a burnt body.  The victim was subsequently transported to the Tulare County Morgue for an autopsy and an investigation by the Violent Crimes Division. Determination of death is pending an autopsy.

On 6/9/12 at approximately 0721 hours, Tulare County Sheriff Deputies were dispatched to the 7200 Block of Ave 306 in Goshen in regards to kidnapping. Deputies arrived on scene and contacted witnesses who advised the female victim had been kidnapped by a former boyfriend Richard Molano.

Detectives with the Violent Crimes Unit responded to the scene and took over the investigation. The suspect was later found in the Goshen area where he was taking into custody. The female victim was also located and found to be uninjured. The suspect was arrested and later booked at the Tulare County Main Jail for kidnapping and parole violation.

Arrests Made on Narcotics Case

Suspect 2: Jennerfer Youngblood, age 33 of Exeter

After an approximate four (4) month investigation into illegal narcotics trafficking in the unincorporated area of Exeter, investigators from the Sheriff’s Office Narcotics Division were lead to a residence in the 20400 Blk of Ave 256 where a search warrant was served.  The ensuing investigation and search revealed approximately .5 grams of Methamphetamine, 1.5 pounds of processed marijuana, 28 live Marijuana plants and indicia related to the use of illegal narcotics as well a controlled substance. The residence was deemed uninhabitable and three children ages 14, 10 and 8 yrs old were taken into protective custody. The narcotics located during the search warrant were within reach of the children, wich added the child endangerment charges to the case. The children were released to the care of Tulare County CWS and both suspects were booked at their respective facilities within the Tulare County Jail system for the listed charges.

On the above date and time Deputies from the Orosi substation responded to the 5000 block of Ave 400 in Kingsburg regarding a report of a burglary. Upon arrival Deputies contacted the victim who reported unknown person(s) had made forced entry into the residence and removed a gas stove. During the course of the investigation Deputies located and arrested three males who committed the burglary. The gas stove was subsequently recovered. The three males were booked into the Tulare County Main jail without incident

On 06-05-12 at approximately 1850 hours the Tulare County Sheriffs Department was informed of 4 missing back packers in the Jenny Lake area up above Badger Mountain. Tulare County Search and Rescue personnel along with the Mounted Patrol and SMR (Sequoia Mountain Rescue) were dispatched to the area at approximately 0230 hours on the morning of 06-06-12. All four subjects were located at approximately 0930 this morning by rescue searchers on the ground. All four are in good condition and are being escorted out by the rescue team.

On 06/03/12, at 1820 hours, Tulare County Sheriff Deputies responded to the 10400 block of Avenue 416, Sultana regarding an assault with a deadly weapon.

   Upon arrival, Deputies located the male victim with a stab wound to his body.  They further learned that while the victim was at this location, he was confronted by two Hispanic male adults.  It was reported an altercation occurred and the victim was stabbed.  The two suspects fled on foot to an unknown location.

   Once the victim was located, he was contacted by EMS and transported to Kaweah Delta District Hospital and found to be in critical condition, though he is currently in stable condition.

On 6-01-12 at about 6:10 pm, personnel with the Tulare County Sheriff’s Department’s Gang Violence Suppression Unit responded to a residence in the 7100 block of Avenue 308 in Goshen to check a subject based on the terms and conditions set forth by probation.
During the investigation, a loaded handgun was located, along with personal body armor and a small amount of purported methamphetamine.  Angel Uriarte (24 years) was arrested for felony possession of a firearm, being an ex-felon in possession of a firearm, illegal ammunition possession, obstruction of justice and criminal street gang activity with bail set at $40,000.00.  Carlos Villarreal (33 years) was arrested at the scene for possession of a controlled substance with bail set at $20,000.00.

Poss of a loaded/concealed firearm and poss of a loaded firearm while under the influence

On 6-01-12 at about 7:00 pm, personnel with the Tulare County Sheriff’s Department’s Gang Violence Suppression Unit were working in conjunction with members from the Tulare Police Department due to a recent increase in gang violence and contacted a group of individuals in the 1200 block of W. Kern Tulare, Ca.

 

While there, detectives made contact with Michael Rubalcaba (35 years) and discovered him to illegally be in possession of a concealed loaded handgun while under the influence of a controlled substance.  Rubalcaba was subsequently arrested and booked into the Tulare County main jail with bail set at $35,000.00

On 6-01-12 at about 7:30 pm, an undisclosed (26 year old) male was leaving the Hillcrest Cemetery in Porterville by vehicle and was contacted by two unknown suspects at the north entrance.  One of the two suspects produced a firearm and began shooting, which caused injury to the victim and damage to his vehicle.  The victim drove to a nearby area hospital where he was treated and later released with non life threatening injuries.  The suspects fled the scene on bicycles to an unknown area.

 

The case remains under investigation by the department’s gang violence suppression unit.

Upon service of the warrant the subsequent investigation revealed that the suspects had valid medical recommendations; however they were growing over the number of plants needed for their legitimate medical needs. It was also discovered that the above listed suspect had attempted to destroy the excess marijuana plants when she observed detectives in her neighborhood serving another marijuana search warrant. She had her minor child assist her in this evidence destruction. The pulled plants were discovered hidden in her vehicle. (543) marijuana plants were eradicated from this location. If allowed to mature each plant could produce product with a street value in excess of  $2,172,000. Several suspects are still outstanding. This case is still under investigation

This location was checked as part of a routine compliance check in the Allensworth area. The above listed suspect was contacted at an earlier grow site, found to be undocumented and had been detained by Immigration officers for immediate deportation. Grows on this property were separated into several blocks. 250 marijuana plants were eradicated from this location; some were left as the property owner was in compliance with state laws. If allowed to mature each plant could produce product with a street value in excess of  $1,000,000.  Tulare County Code compliance officers issued a 10 day cease and desist notice of compliance due to zoning and county ordinance issues. This location is still under investigation.

On the above date STEP detectives were called to the above listed location for a reported Indoor marijuana grow. Patrol officer were at the location on an unrelated call when they observed the indoor grow. Patrol officers called detectives to conduct a compliance check. Upon arrival detectives found that the above listed suspect had attempted to destroy and hide over a hundred small marijuana plants due to being significantly over her allowed amount for medical purposes. Further investigation showed S-Acosta was out of compliance with state law and had attempted to destroy evidence. She was arrested on the above listed charges. 275 marijuana plants were eradicated from the location. If allowed to mature each plant could produce product with a street value in excess of $ 1,100,000. This case is still under investigation

On 5/31/12 Detectives from the S.T.E.P. served a search warrant at the above location. This location came to detectives attention after complaints from local residents  and the school. A routine overflight and investigation was conducted to confirm the presence of marijuana plants and suspicious activity. Upon service of the warrant the above suspects, excepting S1 and S2 were contacted and detained.  S1 and S2 were detained later when they were observed in the area. Subsequent investigation found that this 20 acre parcel contained (20) separate grow enclosures,  run by the same group, containing a total of 4,011 marijuana plants in various stages of growth from seedlings to partially budded. Each enclosure had one to fifty recommends present. The investigation found that the suspects present and the individual grow sites were out of compliance with state laws. S4, contacted in the single largest enclosure, claimed to be part of a collective from the San Jose area and unaffiliated with the other grower/sites present. This site was also found to be out of compliance with state law. 

It is believed that a single criminal organization is responsible for all the grow sites. Additionally it was found that suspects 1&3 were allowing their underage child to participate in the cultivating, processing and sales of the marijuana. Suspects 6, 7, 8 & 10 were found to be in the country illegally and had Holds placed on them for deportation after their criminal cases are completed.
 

The above operations point out the ongoing problem of persons obtaining medical marijuana recommends from doctors who allow them to grow plants well in excess of their medical needs and encourage them to sell the excess to a dispensary. Much of the excess marijuana also goes to street sales in California or is shipped to other states where it can be sold for up to $12,000 per pound on the street. The above suspects are believed to be part of a criminal conspiracy; they were arrested and charged with cultivation of marijuana, possession for sales and conspiracy.

Additionally we are finding that it has become common for Drug Trafficking Organizations to hide behind California’s poorly written medical marijuana laws by using friends, family members or undocumented persons to get medical recommends to cover their large scale marijuana grows. UPDATED INFORMATION

On Tuesday, 05/29/2012, at 1600 hours detectives from the Violent Crimes Unit contacted Oracio Adame, (18 years old, from Orosi) at Kaweah Delta Hospital, where he had been admitted since May 9th, with a gun shot wound to the upper body. Detectives arrested Adame there without incident for the murder of  Huber Barron at the Sulatana Cemetery on May 6th, 2012. Adame was released from the hospital and booked at the Main Jail on 05/30/2012. He is currently charged with 187PC  Murder, 186.22 PC Participation in a gang crime, and 12022.53 PC Use of a firearm during the commission of a serious crime.

On Friday, 06/01/2012, Detectives from the Tulare County Sheriff's Department Violent Crimes Unit, with the assistance of the Fresno County Sheriff’s Department SWAT Team, served a search warrant and an arrest warrant  in the 100 block of S. Hills Valley in Orange Cove. There they arrested Nicholas Salazar 22yrs without incident on charges of 187PC  Murder, 186.22 PC Participation in a gang crime, and 12022.53 PC Use of a firearm during the commission of a serious crime in relation to the murder of Huber Barron.

During the search of Salazar’s  residence a .22 caliber semiautomatic pistol was located. Salazar was booked for additional charges of being a felon in possession of a weapon. This firearm is not believed to be related to the murder of Barron.

Both subjects are documented Sureno gang members.

On 5-31-12 at approx. 2224 hrs., Deputies with the Tulare County Sheriff’s Office were dispatched to the Goshen Supermarket in the 30900 block of Camp Drive, Goshen for a report of a Robbery.  The victims, (2) store clerks, told deputies that a male subject entered the store and walked out with  (2) 30 packs of beer without paying for them.  When the (S) was confronted by the store clerk, the suspect produced a handgun and pointed it at him.  The store owner retreated and the (S) fled in an awaiting vehicle. 

During the course of the investigation Deputies were able to identify the (S).  The suspect was later located in front of his residence and taken into custody.  The suspect was booked at the Main Jail for robbery, assault with a deadly weapon and Burglary.

On the above date and time deputies from Headquarters were dispatched to a child abduction incident that occurred in an unincorporated area of Tulare. As a result, Deputies arrived on scene and learned that Victim #1 was taken by force from Victim #2. Suspects Kailean McGarrah, Rebecca McGarrah, Sandro Lopez and a white male adult were identified as individuals involved in the kidnapping of the 2 year old child and the physical assault upon Victim #2.

Detectives from the Violent Crimes Unit arrived on scene and assisted with the investigation. As a result, the child was located unharmed, the suspects were identified, and three of the four suspects were taken into custody on the above listed charges.

 On 05-31-12 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Farmersville Police Department, Lindsay Police Department, Exeter Police Department, and the Tulare County Sheriff’s Department concluded a month long narcotic investigation by serving a narcotic search warrant in the 600 block of South Rose Street in the City of Farmersville. Detectives secured the residence and detained several people inside the house. Detectives searched the residence and located methamphetamine that was individual packaged for sales. The total weight of the methamphetamine located was approximately 6.6 grams. Detectives also located more packaging material, a digital hand scale and drug paraphernalia.

 

Suspect Lopez, Mary Ida was arrested and booked into the Tulare County Bob Wiley Detention Facility for the following charges:


11378 H&S           Possession of a controlled substance for sales.
11366 H&S           Maintaining a location for the sales/use of narcotics.
11364 H&S           Possession of drug paraphernalia

 

Suspect Lopez, Rachel Maria was arrested and booked into the Tulare County Bob Wiley Detention Detention Facility for the following charges:

Update to homicide of Jorge Luis Nunez Ayon

On 05/28/2012 at approximately 8:00 am Detectives contacted Parrish Jones (29 years old from Porterville CA) at a friend’s residence, in regards to 4 outstanding warrants and to speak to him in regards to this investigation. During the investigation it was learned that Jones was contacted by one of the suspects after Ayon had been killed, and assisted by helping burn the body and by destroying other evidence. He was booked without incident into the Porterville Substation on charges of 32/187 PC, Accessory to murder, a “No Bail” charge.

He was also booked on the four misdemeanor warrants for charges of being under the influence of a controlled substance and being in possession of drug paraphernalia. His bail on the warrants totaled $40,000.

     Deputies were dispatched to the area of 800 E Date, Porterville, in regards to subjects striking a horse in the head with a sledgehammer.  Upon arrival in the area two subjects were contacted at a residence on this block.  There was a white horse that had been tied down to a flatbed trailer in the driveway of a residence.  The horse was suffering from head trauma, but still living.  Tulare County Animal Control was contacted and they responded along with an on call vet.  The injuries to the horse were such that it had to be euthanized.  Both subjects involved in this were arrested for cruelty to animals and booked at the Tulare County Sheriff’s Dept. Porterville Substation. 

This case under investigation by TCSO Porterville Patrol.

Kern River Detail

Beginning 5-25-2012, The Tulare County Sheriff's Office has started a special detail in the Kern River area educating campers on water safety.  The detail began with the updating of the Kern River Sign indicating the number of deaths Kern County had in the Kern River.  This detail will run through Memorial Day.

Tulare County Sheriff's Lieutenant Chris Wenzing, Sergeant Keven Kemmerling and Sergeant Lance Heiden were present with a number of Dpeuties who belong to the Sheriff's Search and Rescue and Swift Water/Dive team to show their support.

"This detail is a joint effort between the all of the enforcement agencies in the area to educate and keep our visitors safe."  Stated Lieutenant Chris Wenzinger, Station Commander for the Porterville Substation which covers the Tulare COunty Portion of Kern River.

Last year, Tulare County had eight deaths involving the Kern River.  Only one of these was a Tulare County resident and seven involved alcohol of some sort.

On 5-25-12 and 5-26-12 between the hours of 4:00 pm and 2:00 am, personnel from the sheriff departments gang violence suppression unit with assistance from community based officers, focused their efforts in the communities of Cutler, Orosi, Yettem, Ivanhoe and Patterson Tract in northern Visalia by way of saturation patrol, coupled with searches of residences through terms and conditions of their parole and/or probation.  Approximately, 11 grams of suspected methamphetamine was seized along with associated paraphernalia, in addition to items used for identity theft.    

 

Seven subjects were arrested for various felony and misdemeanor crimes, in addition to warrant arrests.  The following subjects arrested were booked into the Tulare County Main Jail and Bob Wiley Detention Facility without incident.

 

Virgen Lomeli (45 years) possession of materials to commit identity theft, felon in possession of ammunition and committing a crime while released on bail

Kern River Canyon Sign to be Updated

On 5-24-12 at about 4:45 pm, personnel from the sheriff department’s gang violence suppression unit initiated a search warrant in the 12900 block of Ledbetter Drive in Orosi to further an existing investigation stemming from patrol on 5-22-12 where a loaded handgun was seized from a documented gang member who is still in custody.

 

While on scene, detectives located Alberto Herrera (26 years) and found him to be in possession of a small amount of methamphetamine and narcotic paraphernalia.  He was also under the influence of a controlled substance.  Herrera was arrested and later booked into the Tulare County main jail for possession of a controlled substance, possession of narcotic paraphernalia and for being under the influence of a controlled substance.  His bail was set at $10,000.00

Plane Crash

On May 24, 2012, at approximately 1342 hours, the Tulare County Sheriff's Office received a call of a plane crash in the area of Avenue of 264 and Road 28.  Units responded to the area and located a 1974 Cessna 150L, blue and white in color in the field.  The pilot, an adult male, was located uninjured.  A 10 year old female was in the plane at the time.  The child was also uninjured.  The FAA was notified and an incident report was taken.

Update to Homicide of Maria Alcantar Ceballos

UPDATE:

On 05-24-2012, an autopsy was conducted on Victim Ceballos.  Cause of death has been listed as exsanguination due to multiple gunshot wounds to the upper body.

 

PRIOR RELEASE:

On the above date and time The Tulare County Sheriff Dept. received a 911 call of shots fired in a residence.
at the Woodville Labor Camp located at Road192 and Avenue 160.
Deputies from the Porterville SubStation responded to the scene and learned the following.

Earlier in the day there had been a domestic dispute between the husband and wife.  The husband left the
residence and returned a short while later.  While in the residence, for unknown reasons, the husband shot
the wife at least one time.  During the shooting, two of the couple's adult children were in the residence.
One of the children, fled out of the residence, while the other confronted his father.  The father instructed
the child to leave the residence, which he did, unharmed.

Arriving deputies made verbal contact with the suspect through a door. The suspect barricaded himself in the
residence, refusing to exit, or allow deputies to check on the welfare of the victim.  A prolonged dialog continued
with the suspect, until he refused to continue speaking with the deputies.

The sheriff's department SWAT team, and hostage negotiators responded, and attempted for several hours to make
contact with the suspect. At 2130 hours the SWAT team forced entry into the residence. They took the suspect into
custody without incident.

The female victim was located deceased inside the residence from a gunshot wound.  The suspect was transported
to a local hospital for a precautionary jail clearance and later booked at the Tulare County Main Jail, on
charges of homicide.

Arrests made on homicide of Jorge Luis Nunez Ayon
LOCATION:  24000 block of Ave 184          DATE:  03-29-2012          TIME:  0824 hrs

On 3-29-12 at approx. 0824 hrs, Deputies were dispatched to an abandoned building located in the 24000 block of Ave 184, in the community of Strathmore, regarding a deceased subject.  Deputies arrived on scene and discovered a burning body.  The victim was subsequently transported to the Tulare County Morgue for an autopsy and investigation by the Violent Crimes Division. 

 

On 4-4-12, the burnt remains were identified as those belonging to Jorge Luis Nunez Ayon of the Bakersfield area. 

 

On 5-23-12 The Tulare County Sheriff's Office continued the investigation into the murder of Jorge Luis Nunez Ayon with the service of four search warrants and the arrest of three suspects in the communities of Strathmore and Porterville.

Suspects
1)      Eric Jimenez, 28 years of age from Strathmore. Charges (187 PC) no bail.
2)      Matthew Campos, 23 years of age from Strathmore. Charges (187 PC) no bail.
3)      Raquel Espinoza, 25 years of age from Porterville. Charges (187 & 32 PC) no bail.

 

The search warrants were served based on information obtained during the two month long investigation.  Detectives learned, on the evening of March 28, 2012 the victim was at a residence in the City of Porterville visiting with Raquel Espinoza.  While there, the victim was confronted by Jimenez who accused Ayon of dating Espinoza, whom Jimenez believes is his own girlfriend.  A fight ensues at which time Jimenez and Campos repeatedly beat the victim about the head and body then strangled to death. All three suspects loaded the victim into his own vehicle and transported him to the 24000 block of Ave 184, Strathmore where he was set on fire.

 

The victim's vehicle was then hidden for several days until it was located burnt in an olive grove north of Strathmore.

Sheriff Bill Wittman to Promote (3) Lieutenants and (2) Sergeants

Sheriff Bill Wittman will be holding a ceremony to promote Sergeant Alfred Galafate, Sergeant Robert Moore, and Sergeant Juan Garza to the rank of Lieutenant. The Sheriff will also be promoting Deputy Santos Salgado and Deputy Gerald Calderon to the rank of Sergeant on Thursday May 24, 2012 at 2:00 PM. The ceremony will be held at the Tulare County Board of Supervisors Board rooms A and B. Friends and family will also be present to show their support.

Lieutenant Alfred Galafate grew up in Earlimart California and has resided in Tulare County his entire life.  He began his career with the Sheriff's Office as a Deputy in November of 1993. Lieutenant Galafate worked through the detentions facilities and was assigned to the patrol division in 1998.  While in patrol he was a Field Training Officer and a Community Based Officer.  Lieutenant Galafate is also involved in the Police Activities League where he is a board member.  Lieutenant Galafate also worked in the Detective Division assigned to the South end Property Crimes Unit.  Alfred was promoted to the rank of Sergeant in 2005 where he worked in detentions and patrol and was the Administrative Sergeant for the Pixley and Porterville Substations. 

During his eighteen years with the department, Lieutenant Galafate has worked in the Detention, Patrol and Detective Divisions.  He has been instrumental in the Police Activities League for the youth and the Sheriff Explorer Program.  He has also represented the Department at the Police and Fire Games for the past ten years. 

Lieutenant Alfred Galafate is supported in his new career path by his wife, Melissa his 20 year old son Jonathon, his 15 year old son Christopher and his 11 year old son Matthew.

Lieutenant Juan Garza grew up in Dinuba and has resided there his entire life.  He began his career with the Sheriff’s Office as a Detention Services Officer in October of 1996.  He attended the Police Academy in 2000 and was sworn in as a Deputy in May of 2001.  Lieutenant Garza has worked at numerous stations in the detentions divisions including time as a Jail Training Officer.  In May of 2006, he promoted to the rank of Correctional Sergeant stationed at the Adult Pre-Trial Facility.  Lieutenant Garza was requested to be in charge of administration at the facility and has held this post since 2008. 

Lieutenant Juan Garza is supported in his new career path by his wife Patricia, his son John Daniel “JD”.  He is also the oldest of eight brothers, five of which are also in law enforcement.

Lieutenant Robert Moore was born in Tulare and raised in the Visalia area where he currently resides.  He began his career with the Sheriff’s Office in 1988 working at the Return to Custody Facility and Main Jail.  He worked for the Farmersville Police Department from 1989 to 1995.  Lieutenant Moore returned to the Sheriff’s Office in 1995 and was assigned to Headquarters Patrol where he also became a Field Training Officer.  In 1996, he was assigned to the Gang Suppression Unit as a Detective until he promoted to Sergeant in 1999.  As a Sergeant, Moore has worked at the Bob Wiley Detention Facility, Main Jail, North County Property Crimes and his most recent station with the South County Gang Suppression Unit.

Lieutenant Robert Moore is supported in his new career path by his wife Diana and five children, Alyssa, Kayla, Taylor, Cheyann and Justin.

Sergeant Santos Salgado came to us from the Orange County area in 2001.  Sergeant Salgado began his career with the Sheriff’s Office stationed at the Tulare County Correctional Center.  He was also given the opportunity to work at the Men’s Correctional Facility, and the Day Reporting Center.  Sergeant Salgado was an asset to the department as one of the Sheriff’s Jail Training Officers taking in new recruits and training them on department policy and procedure and the jail facilities.
 
Sergeant Santos Salgado is supported in his new career path by his wife Ruth and two children, Miranda and Diana.

Sergeant Gerardo Calderon began his seventeen year career with the Sheriffs’ Office in February of 1994 as a Detention Services Officer.  In August of 1995 he was promoted to Detention Specialist.  Sergeant Calderon attended the POST Basic Police Academy in August of 1999 and was promoted to Deputy upon graduation in December.  During his career as a Deputy he has worked at Orosi Patrol, Men’s Correctional Facility, Bob Wiley Detention Facility and the Adult Pre-Trial Facility.  Sergeant Calderon was also a Jail Training Officer, and currently a member of the Sheriff’s Honor Guard, SSERT Team and Search and Rescue Team. 

Sergeant Gerardo Calderon served in the U.S. Marine Corps as a Corporal and went on to serve as a 1st Lieutenant in the California Army National Guard.  While in the service, Sgt. Calderon served in the Gulf War, Los Angeles Riots, Operation National Eagle (9/11) and Hurricane Katrina.  Sgt. Calderon is a graduate of the Visalia Chamber of Commerce Leadership class and currently serves as the President of the Latino Rotary Club of Tulare County.

Sergeant Gerardo Calderon is supported in his career by his wife America and his two children, Audrey and Andrew.

Sheriff Bill Wittman offers his sincere congratulations to Lieutenants Alfred Galafate, Juan Garza, Robert Moore and Sergeants Santos Salgado and Gerald Calderon.  The Department wishes them well in their new assignments.

Narrative:

Suspect-    Christian Carreon 19 years old from Orosi

On  05-22-12 at approximately 2050 hours deputies from the Orosi Substation contacted (S)Carreon in the 12900 block of Miller Avenue in Orosi.  Upon contact with Carreon, He was found to be in possession of a loaded and concealed handgun.  Carreon has previously been served with the Sureno Gang Injuntion, which prohibits him from committing any crime with in the safety zone.  (S)Carreon was subsequently taken into custody and booked at the Tulare County Main Jail with no further incident.

 

The case is currently under investigation by the Tulare County Sheriff’s Office.

ASSAULT WITH A DEADLY WEAPON

On 05/22/2012 at 0600 hours TCSO Deputies responded to the 34500 block of Rd 124 regarding an assault. Deputies contacted the victim, who sustained severe injuries to his face and head. The suspect Ignacio De Loera was later identified and subsequently arrested.

The case is currently under investigation by the Tulare County Sheriff's Department.

FURNISHING MARIJUANA TO A MINOR , CHILD ENDANGERMENT

On 05/22/2012, at approximately 0950 hours, Deputies from the Porterville Substation responded to a local Hospital regarding a seventeen year old juvenile who appeared to be under the influence of narcotics. The juvenile stated he and another seventeen year old juvenile had eaten a cookie baked with marijuana. During the investigation, Deputies learned that Keisha Sparling, twenty-four years old of Lindsay provided the juveniles with the marijuana cookie as a graduation present. Sparling, who possesses a medical marijuana recommendation was arrested for furnishing marijuana to minors and child endangerment. The juvenile was released from the hospital later that day. This case is still under investigation by the Tulare County Sheriff's Department, Porterville Division.

Homicide 187pc
LOCATION:  Woodville Labor Camp 16153 Road 192, Woodville          DATE:  05212012          TIME:  1829 hrs

On the above date and time The Tulare County Sheriff Dept. received a 911 call of shots fired in a residence.
at the Woodville Labor Camp located at Road192 and Avenue 160.
Deputies from the Porterville SubStation responded to the scene and learned the following.

Earlier in the day there had been a domestic dispute between the husband and wife.  The husband left the
residence and returned a short while later.  While in the residence, for unknown reasons, the husband shot
the wife at least one time.  During the shooting, two of the couple's adult children were in the residence.
One of the children, fled out of the residence, while the other confronted his father.  The father instructed
the child to leave the residence, which he did, unharmed.

Arriving deputies made verbal contact with the suspect through a door. The suspect barricaded himself in the
residence, refusing to exit, or allow deputies to check on the welfare of the victim.  A prolonged dialog continued
with the suspect, until he refused to continue speaking with the deputies.

The sheriff's department SWAT team, and hostage negotiators responded, and attempted for several hours to make
contact with the suspect. At 2130 hours the SWAT team forced entry into the residence. They took the suspect into
custody without incident.

The female victim was located deceased inside the residence from a gunshot wound.  The suspect was transported
to a local hospital for a precautionary jail clearance and later booked at the Tulare County Main Jail, on
charges of homicide.

Personnel from the sheriff department’s gang violence suppression unit, along with its community based officers attempted to curb violence and nuisance within the towns of Cutler, Orosi and Sultana by way of saturation patrol.  In doing so, there were eight arrests for various felony and misdemeanor crimes, which included warrant arrests.    

 

Arrested were;

Ray Pimental (22 years) under the influence of a controlled substance, possession of narcotic paraphernalia and a misdemeanor arrest warrant

 

Alejandro Milares (26 years) possession of a controlled substance, obstruction of justice and an accompanying parole hold

 

Jessica Fuentes (44 years) out of county felony arrest warrant

 

Delilah Echavarria (28 years) under the influence of a controlled substance

 

Sara Rodriguez (25 years) possession of stolen property and under the influence of a controlled substance

 

Saul Jimenez (26 years) driving while under the influence of alcohol

 

Sergio Villarreal (30 years) misdemeanor arrest warrant

 

Michael Gomez (31 years) domestic violence and assault with a deadly weapon

207 PC-Kidnapping
LOCATION:  1100 block of south Crystal          DATE:  5-18-12          TIME:  1700 Hrs
CASE NUMBER:  12-06259         VICTIM:  27 yr old female (Confidential)          CITY:  Porterville

On 05-18-2012 at approximately 1700 hours, Deputies with the Tulare County Sheriff’s Department responded to a residence in the 1100 Block of S. Crystal Street in Porterville for a report of a possible kidnapping. After further investigation, it was determined a 27 year old female had been kidnapped from the residence by her estranged boyfriend. Detectives with the Sheriff’s Department responded to the scene and took over the investigation. A search of the surrounding area was conducted with the assistance of Porterville Police Department and Cal-Fire. At approximately 2130 Hours, the victim was located in the Porterville area by Detectives and was found to be uninjured.

CRIMINAL THREATS & BRANDISHING A KNIFE

On 5/16/2012 at 1800 hours deputies responded to the area of the 41300 block of Road 128 regarding a subject brandishing a knife. Following a brief search of the area a Sheriff’s Department canine located the suspect hiding nearby in the overgrown banks of Sand Creek. The suspect was taken into custody and booked at the Main Jail for making criminal threats and brandishing a weapon.

The case is currently under investigation by the Tulare County Sheriff’s Office.

POSSESSION OF STOLEN PROPERTY
LOCATION:  5200 BLOCK AVE 400          DATE:  05-16-12          TIME:  1445 HRS

On 05-16-12 at approximately 1445 hours deputies from the Orosi Substation responded to an address at the 5200 block of Avenue 400 regarding a report of a theft. Deputies determined that a theft had occurred which resulted in an approximate $70.00 property loss. A description of the property, suspects, and suspect vehicle was collected.

At approximately 1550 hours, a vehicle matching the description was located at the 1600 block of Ave.400 in Kingsburg. The vehicle contained equipment matching the property stolen and was occupied by a Hispanic female adult. The victim responded to the scene and identified her property, the vehicle and the suspect. The suspect was taken into custody and charged with possession of stolen property. The suspect was booked at the Bob Wiley Detention Facility.

 

The case is currently under investigation by the Tulare County Sheriff’s Office.

BURGLARY
LOCATION:  SACRAMENTO & CARTMILL          DATE:  05-14-12          TIME:  1142 HRS

Deputies were dispatched to a residential burglary in the area Sacramento and Cartmill in Tulare. Deputies arrived on scene, located and detained two supects. Deputies located property inside the suspects’ vehicle. The victim arrived on scene and confirmed his residence had been broken into then identified the property in the suspects’ vehicle as belonging to him. Victim estimated the loss to be $20,000.00. Suspects were arrested and booked at the Tulare County Main Jail.
