On 11-9-11 and 11-10-11, Deputies took Burglary reports in the Lindsay area where several items were stolen. On 11-12-11, Detectives located Oscar Perez in Lindsay and recovered several items from the Burglary. Detectives later located a second suspect, Jose Martinez, in the Lindsay area and recovered more property from the Burglary. Total recovery was approximately $2,000. Both suspects were arrested and booked into Tulare County Jail for Burglary and Receiving Stolen Property.

PC 245/ Assault with a deadly weapon

CASE NUMBER:  11-15093         VICTIM:  Confidential Juvenile          CITY: 

Deputies responded to a gas station in the 800 blk of S. State, Earlimart on a report of a victim of a gunshot wound. The suspect vehicles, a Chevy vehicle and a Honda vehicle fled the scene prior to Deputies arrival. The victim was also gone prior to Deputies arrival. Witnesses said the 17 year old victim and another subject were engaged in a physical fight. During the fight another unidentified subject ran up to the victim and shot him once. The suspects fled the scene in a Chevy vehicle and a Honda vehicle. The victim was transported by a private vehicle to Delano ER, where he was in stable condition. The victim was then later transported to a Bakersfield area Hospital for further evaluation.  One of the vehicles was eventually pursued by Delano PD, but the suspects were able to get away. The Chevy vehicle was later found in the Delano area, and it was determined to be a stolen vehicle out of Delano.      

Suspects are unknown. Case is still under investigation by the Tulare County Sheriff's Department.

Possession of Marijuana for sale

On 11-10-11 at approx. 0700 hrs. the Tulare County Sheriff’s Office, with the assistance of the  Tulare Police Department, served a search warrant in the 500 block of N. “H” St., Tulare.  During the service of the search warrant Fernando Chavez was found to be in possession of several pounds of marijuana.  He was subsequently arrested for possession of marijuana for sales and booked at the Main Jail.

CalSIEC Central Planning Area (CPA) to Conduct Regional Interoperability Exercise

On November 9, 2011 at 9:00 AM, Tulare, Kings and Kern County emergency first responders, including law enforcement, fire departments and emergency medical providers, will meet in Corcoran at the corner of Whitley Avenue and Pickerell Avenue to participate in a large simulated emergency incident to test each agencies emergency interoperable communications plan.

 

Visalia, California, November 8, 2011: The CalSIEC Central Planning Area (CPA) and RCC Consultants, Inc. will conduct a three day exercise series across the Central Valley region of California to further advance their collaboration on interoperable communications and incident management. The exercise will help validate emergency response plans and protocols for a simulated disaster by continuing to advance the level of proficiency and expediency in establishing command, control and communications for multi-jurisdictional, multi-disciplinary incidents.

Using Department of Homeland Security grant funding from the Public Safety Interoperable Communications Grant Program and the Interoperable Emergency Communications Grant Program, the CPA and RCC have committed to a multi-year effort to integrate interoperability with incident management. In October, the seven county CPA region comprised of Fresno, Kern, Kings, Madera, Mariposa, Merced and Tulare Counties conducted a tabletop exercise. The interoperability exercise being conducted this month provides additional opportunities to practice the target capabilities of Interoperability and Onsite Incident Management in accordance with the Homeland Security Exercise and Evaluation Program (HSEEP) building-block approach. The exercise also represents yet another significant milestone and accomplishment of the three year program to advance the governance, operational competency and technology capabilities in the region. More than 100 participants from Law, Fire, EMS, Emergency Management, Education and Healthcare are expected to participate.

The exercises will commence at 9:00 A.M. on Tuesday, November 8, 2011 through Thursday November 10, 2011 in various locations throughout the Central Planning Area.

Funding for part of this exercise is provided from a grant through the California Emergency Management Agency.

On 11-07-11 the Tulare County Sheriff’s Department Narcotics Division along with the Inter-agency Narcotics Task Force (Farmersville PD, Lindsay PD, Visalia PD, Exeter PD and Tulare Co Probation) and personnel from the Tulare County Sheriff’s Tactical Enforcement Personnel team concluded a three month narcotic investigation by serving a narcotic search warrant in the 33000 block of Road 159 in the town of Ivanhoe.

Detectives secured the residence and detained four subjects. Detectives searched the residence and located approximately 17 grams or just above a half ounce of methamphetamine, one digital hand scale, approximately 3 ½ pounds of processed marijuana, ammunition and drug paraphernalia and drug packaging material. Detectives also located an elaborate close circuit television surveillance system with a motion sensor audible alarm that was wired in the suspect’s bedroom, which monitors the pathway that leads up to the suspect’s bedroom. 

Suspect Marcos Aceves was arrested, transported and booked into the Tulare County Sheriff's Department Main Jail for the following charges:

11378 H&S          Possession of a controlled substance.
11366 H&S          Maintaining a location for the use/sales of narcotics.

On 11-03-11 the Tulare County Sheriff’s Department Narcotics Division, Tulare County Sheriff’s Gang Suppression Unit along with personnel from the Interagency Narcotic Enforcement Team concluded a three week investigation by serving two search warrants at the following location: 400 block of Richgrove Drive and 20700 block of Francis St. in the town of Pixley.   

 

During the search of the residence located on Francis Street detectives located the following items of evidence in the residence: a small amount of methamphetamine packaged for sales. Detectives located the following evidence at the Richgrove Drive residence: methamphetamine packaged for sales, packaging material, and drug paraphernalia.

 

Suspect Benjamin Gonzalez Simental was arrested at the Francis Street address for possession of a controlled substance, possession of a controlled substance for sales and animal cruelty. Suspect Benjamin Natalio Simental was arrested for felon in possession of ammunition and a Tulare County arrest warrant for DUI.

 

Suspect Rodrigo Vaca and Adriana De Jesus were arrested for possession of a controlled substance for sales, possession of drug paraphernalia, maintaining a location for sales/use of narcotics, child abuse and destruction of evidence.

 

All four suspects were transported and booked into the Tulare County Sheriff’s Porterville Sub-Station.

PC 245- Assault with a Deadly Weapon

On 10-31-11, at 1920 hours, multiple parties contacted the Tulare County Sheriff’s Department dispatch advising of shots being heard near the intersection of Francis Dr / Wheatland Rd, Richgrove. Upon the arrival of Sheriff’s Deputies it was discovered that one victim, a 17 year old male juvenile, had been superficially wounded and had been transported to Delano Hospital. The unidentified suspects fled the scene and no other victims were located. The male juvenile was later released after suffering a non-life threatening wound.

The case is under investigation by the Tulare County Sheriff’s Department.

On the above date and time members of the Tulare County Sheriff’s Dept. S.T.E.P. Unit concluded a four month investigation into the possession and sale of marijuana in violation of California medical marijuana laws. Additionally the purported medical marijuana was intended to be transported across state lines, also in violation of California medical marijuana laws.  S-1 Richard Daleman, is alleged to have brokered a deal to sell in excess of 200 pounds of marijuana for transportation out of state.

On today’s date detectives with the Tulare County S.T.E.P. Unit, Sheriff’s Narcotics Task Force, Interagency Narcotics Enforcement team (I.N.E.T.) and the U.S. Drug Enforcement Administration (D.E.A.) served search warrants at multiple locations in the Visalia area. Items seized included (207) pounds of packaged processed marijuana intended to be sold and transported out of state. An additional (895) pounds of marijuana was seized from the Daleman residence along with (5) guns, various packaging materials, computers, cloning trays, grow lights and various documents.

Daleman was arrested by D.E.A. agents on Federal Charges of possession with intent to distribute marijuana. Three other suspects were also arrested.


S-2 Martin Wolford, Daleman’s brother in law, was arrested on state charges of possession for sales and conspiracy. It was also found that Wolford has been in the country on an expired Visa/Expired Passport since 1992. Because of this, an immigration hold was placed on Wolford.

S-3 Kevin Parish was arrested on state charges of Possession for sales and conspiracy. Parish is currently out of jail on bail for similar charges.

S-4 Tina Graham was arrested on state charges of Possession for sales and conspiracy.

On the above date and time, Deputies responded with CDC Parole Agents to the 14000 block of Walker Road in Poplar for a parole compliance check.  During a search of the residence, deputies located approximately 3.9 grams of methamphetamine, hypodermic syringes, prescription medication, ammunition, a digital scale and cash. 

As a result of the search, David Manville (31 Years) was arrested and later transported to the Tulare County Main Jail where he was booked for possession of methamphetamine, possession of methamphetamine for sale, being a felon in possession of ammunition, possession of hypodermic syringes and possession of prescription medication without a prescription.

This case is currently under investigation by the Tulare County Sheriff's Department.

The victims have been identified as Moises Padilla, 22 from Pixley, his brother, Antonio Padilla, 28, from Pixley. Both were found deceased at the scene. V-3, Damion Campos-Martinez suffered a gun shot wound to the leg. His condition is stable.

During this investigation, detectives discovered a fight broke out between several suspects and the victims regarding medicinal marijuana. During the fight, all three victims were shot.

The case remains under investigation at this time. Updates will be posted as information is received.

On Saturday, 10/29/2011 at 2115 hours deputies responded to a call of shots fired in the 2500 block of E. Sierra, Pixley. Upon arrival they located the bodies of two adult males, who were both deceased in the yard, with apparent gun shot wounds. There was no one inside the residence.

Shortly afterwards, they received a call that a third gun shot wound victim was being transported in a private vehicle to a local hospital for a gun shot wound to the leg, that was related to this incident.

Detectives from the Violent Crimes Unit responded to investigate. The case remains under investigation at this time. An update will be posted as information is received.

On the above date and time, deputies observed a suspicious vehicle parked on the edge of a walnut orchard at the above location.  Upon arrival, both occupants of the vehicle, later identified as Randy Borchardt (59 Years) and Juan Santacruz (30 Years), were contacted by deputies at the vehicle.  A glass methamphetamine pipe was found on the ground outside the vehicle.  Upon a search of the vehicle, approximately 3.4 grams of methamphetamine was located inside.  Upon being detained, Santacruz was found to have a knife with metal knuckles on his person.  Borchardt and Santacruz, were arrested and transported to the Porterville substation where both were determined to be under the influence of a controlled substance. 

Borchardt was transported to the Tulare County Main Jail and booked for possession of methamphetamine, possession of drug paraphernalia and being under influence of a controlled substance.  Santacruz was booked into the Porterville substation and booked for possession of metal knuckles, possession of drug paraphernalia and being under the influence of a controlled substance.

This case is currently under investigation by the Tulare County Sheriff's Department.

Update on Porterville area Coroner Case
LOCATION:  400 block of Westfield, Porterville          DATE:  10-25-11          TIME:  1218 hrs
CASE NUMBER:  08-10514         VICTIM:  Harold James Sutherland, age 53          CITY:  Porterville

On 10/25/2011, an examination of the remains was conducted by the coroner's office. The body was positively identified by dental records as that of Harold James Sutherland, 53 years old from Porterville.

 

Mr. Sutherland was reported missing in 2008.  Friends and family provided information to the department that it appeared he had returned to his residence and left on multiple occasions or was seen after having been reported missing. 

 

Date of death has not been determined by the Coroners Office. The death was determined to be natural.

The Tulare County Sheriff's Department is investigating unidentified human remains which were located in a travel trailer at a residence in the Porterville are. Detectives responded to the residence following up on a 2008 missing person case. The investigation is continuing to identify the remains which were located. It is unknown at this time if the remains are that of the missing person. Further information will be released upon conclusion of the autopsy and the identification of the decedent.

Conspiracy to commit a felony/Attempted Burglary

Narrative:

On 10/25/11, at 0250 hours, the Tulare County Sheriff’s Department was dispatched to the Pixley Gas Station regarding an attempted burglary. Upon arrival Deputies observed the video surveillance system which showed two suspects attempting to gain entry into the store. The investigation revealed the two suspects were Ethon Eloy Turner and Jaime Ochoa. Further investigation revealed Michael Osbourne conspired with Ethon Turner and Jaime Ochoa to Burglarize the Pixley Gas Station.

The suspects were unsuccessful in their attempt to gain entry into the Pixley Gas Station.

Parole holds were placed on Ethon Eloy Turner and Michael Osbourne.

The three suspects were arrested without incident and booked into the Tulare County Jail.

Narrative:

On 10-24-11, at 0520 hours, the Tulare County Sheriff’s Department was dispatched to a business in Alpaugh regarding a burglary. Upon arrival it was discovered that two suspects forced entry into the business and took property valued at $55.00. The investigation led to one suspect being positively identified as a local resident. The suspect, when located at his residence, led Deputies on a short foot chase that ended with the suspect surrendering to TCSO K-9 with no further injuries. The suspect was eventually booked at the Tulare County Main Jail for P.C. 459 Burglary, P.C. 148 Resisting Arrest, and P.C. 3056 Parole Violation.

On 10-25-11 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Exeter Police Department, Visalia Police Department, Lindsay Police Department, Farmersville Police Department, Tulare County Probation and the Tulare County Sheriff’s Department concluded a four week narcotic investigation by serving a search warrant in the 25700 Block of Hypericum near the City of Farmersville.

 

Detectives secured and searched the residence. Detectives located several pounds of processed marijuana and a small amount of methamphetamine and a small digital hand scale. Detectives arrested Suspect Robert Carlos Medrano for possession of a controlled substance, possession of a controlled substance for sales, possession of marijuana, allowing a location for the purpose of use/sales of narcotics and child abuse. Detectives arrested Juana Nidia Rodriguez for possession of marijuana, possession of a controlled substance, possession of a controlled substance for sales, possession of marijuana, allowing a location for the purpose of use/sales of a narcotic and child abuse.

 

Suspect Medrano was transported and booked into the Tulare County Main Jail and Suspect Rodriguez was transported and booked into the Tulare County Bob Wiley Detention Facility, both suspect’s bail was set at $ 100,000.00.

UPDATED INFORMATION:
10-25-11 - The Sheriff's Office has submitted samples of the remains to the DOJ Lab for possible DNA extraction. There is no estimated time frame to complete this process. An update will be posted as information is received.

 

 UPDATED INFORMATION:
10/12/11 - The Sheriff's Office is now investigating this case as a homicide.
Part of the skull fragment had an apparent gunshot wound in it.
The bone remains were identified to be parts of skull, vertebrae, partial upper jaw, lower jaw, femur and ribs.

The Sheriff's Office has not been able to determine the sex or age of the victim at this time.
The Sheriff's Office is contacting the Department of Justice Forensic Lab in Fresno for a DNA extraction.
We are continuing to cross check this information with known area missing person cases.

 

UPDATED INFORMATION:
10/11/2011 – The remains located at Highway 99 north of Traver were examined at the Coroner’s office today. The bones were confirmed human and they included a lower jaw bone with teeth, along with other bones from a human body. Further examination of the remains and further investigation will continue.

10/10/11 - Cal Trans employees contacted the Sheriff's Department and reported they located possible human bones at a work site, in the center divide of Highway 99 just north of Traver. Detectives from the Coroner Office, Crime Lab and Violent Crimes Units responded and are still on scene investigating at this time. Upon arrival and checking the school buildings two class rooms with open windows and evidence that someone had entered the classrooms were located. Deputies located a large amount of property outside one of the two class rooms. While deputies were conducting the investigation an assisting deputy arrived in the area he began checking the area for suspect/s. A vehicle was seen exiting a vineyard a short distance away from the school. This vehicle was stopped and the occupants detained after locating evidence linking the driver and passenger to the burglary at the school. The second suspect was found to be a 17 year old juvenile. The adult suspect was booked at the Tulare County Main Jail on one count each of Burglary and Possession of stolen property. The juvenile suspect was later booked at the Juvenile Detention Facility on one count each of Burglary and Possession of Stolen Property.

GRAND THEFT
LOCATION:  St Johns/Lovers Ln - County area          DATE:  10-22-11          TIME:  1216 hrs

Deputies from the Tulare County Sheriffs Departments as well as Officers from the Visalia Police Department responded to a walnut orchard in north Visalia in response to a theft of walnuts in progress.  The suspects were confronted by a ranch manager and fled on foot across the St. Johns River.  Responding Visalia Police Department units detained the group as they crossed the river.  Subsequent investigation by the Tulare County Sheriff's Department found the group had stolen approximately 600 pounds of walnuts. Approximately 220 pounds of walnuts were located in one of the suspects vehicle and the remainder were found staged in bags along the river bank.  The adult suspects were booked into the Tulare County Main Jail and the Juvenile suspects into Juvenile Hall.

Deputies from the Headquarters Station responded to the area of Ave 328 and Rd 158 in Ivanhoe on October 20th 2011 at approximately 2333 hrs, regarding a report of a carjacking. The victim reported a known male had assaulted him and took his 1988 Chevrolet Pickup. The pickup was later located and recovered in the City of Visalia. The victim refused medical treatment at the scene

On 10/21/11 at 2200 hrs The known suspect identified as Scott Meyer was located and arrested in the City of Visalia and booked into the Tulare County Main Jail. The Tulare County Sheriff's Department is investigating unidentified human remains which were located in a travel trailer at a residence in the Porterville are. Detectives responded to the residence following up on a 2008 missing persons case. The investigation is continuing to identify the remains which were located. It is unknown at this time if the remains are that of the missing person. Further information will be released upon conclusion of the autopsy and the identification of the decedent.

On October 19, 2011 at approximately 1630 hours, the Gang Violence Suppression Unit served a search warrant in the 40200 block of Cindy, Cutler.  This warrant service was in relation to a shooting that occurred on October 3rd, 2011 in the 12900 block of School Ave, Cutler.  During the execution of the search warrant, a firearm was located along with Marijuana and packaging materials.  Other items of evidence were also located and four subjects were taken into custody on various charges.  Below are the subjects arrested as well as their charges.

1.    Rolando Najera (23 years) Felon in possession of a firearm, marijuana possession for sales, felon in possession of ammunition, gang enhancement and violation of Gang Injunction Order.

3.    Fabian Magana (20 years) Possession of marijuana for sales.   
4.    Lupe Najera (20 years) Possession of marijuana for sales and violation of Gang Injunction order.

Arrest Made on Narcotics Case

On 10-19-11 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Exeter Police Department, Visalia Police Department, Lindsay Police Department, Farmersville Police Department, Tulare County Probation and the Tulare County Sheriff’s Department concluded a four week narcotic investigation by serving a search warrant in the 900 Block of South Kaweah in the City of Exeter.

 

Detectives secured and searched the residence. Detectives located several pounds of processed marijuana and a small amount of methamphetamine. Detectives located several glass pipes and a small digital hand scale.

 

Detectives arrested James Garnet Booher for possession of a controlled substance, possession of drug paraphernalia, possession of marijuana, possession of marijuana for sales, allowing a location for the purpose of use/sales of narcotics. Detectives arrested James Chandler Booher for possession of marijuana, possession of marijuana for sales, possession of drug paraphernalia; allowing a location for the purpose of use/sales of narcotics, fail to comply with a police officer. Suspect Mia Elizabeth Ramirez was arrested for possession of a controlled substance, possession of paraphernalia and false information to a police officer.

 

Both male suspects were transported and booked into the Tulare County Main Jail and the female suspect was transported and booked into the Tulare County Bob Wiley Detention Facility.

11-17-2011, 0250 Hours TCSO Deputies were dispatched to the suspect's residence regarding a shooting.  Investigation revealed  the two victims had went to the suspect's residence to repossess the suspect's vehicle.  The suspect fired one round from inside the residence as the victims walked up the driveway.  The victim's were transported to Sierra View Hospital by private vehicle.  Victim#1  was later transported to a Fresno Area l Hospital for further treatment.  Victim #1 is listed in critical but stable condition.  Victim #2 sustainined non-life threatning injuries.

The suspected was arrest and booked that the Porterville Sub Station for  664/187 PC.  The suspect will be transported to the Main Jail Facility for further booking.

UPDATED INFORMATION
On 10/13/2011 an autopsy was performed. The cause of death was determined to be multiple gunshot wounds.

During the investigation, there were 100 marijuana plants found on the property where the murder occurred. This was within the doctor recommendations. However, the site was not in compliance with the Tulare County Ordinance for marijuana grow sites in the County of Tulare.

On the above date and time the deputies working the Earlimart area were dispatched to theft of bee hives.  Upon there arrival they were informed by the property’s owner who was a representative of the victim company that they had located some bee hive which had been stolen over the last few months but had not been report stolen.

They were informed that over the last few months over 500 bee hives had been missing and they suspected that a former employee may have been responsible for some of the thefts.

Detectives from the Tulare County Sheriff’s Ag Crimes Unit responded to assist in the investigation.   Information was developed by the Tulare County Sheriff’s department during the investigation which led to the arrest of Jose Alarcon Gonzalez from the Delano area and the recovery of 123 of the reported stolen bee hives valued at $20,800.  

Alarcon Gonzalez was subsequently  booked into the Tulare County jail for grand theft and possession of stolen property.

UPDATED INFORMATION:

10/12/11 - The Sheriff's Office is now investigating this case as a homicide.
Part of the skull fragment had an apparent gunshot wound in it.
The bone remains were identified to be parts of skull, vertebrae, partial upper jaw, lower jaw, femur and ribs. 
The Sheriff's Office has not been able to determine the sex or age of the victim at this time.
The Sheriff's Office is contacting the Department of Justice Forensic Lab in Fresno for a DNA extraction.
We are continuing to cross check this information with known area missing person cases.

CASE NUMBER:  11-13670         VICTIM:  Hispanic Male Adult - Mid 20's          CITY:  Los Angeles

Sheriff deputies were dispatched to shots fired in the 20100 block of Road 244 near Strathmore. Upon arrival they found the victim deceased on scene with multiple gun shot wounds in a medicinal marijuana grow site. Violent Crimes and Crime Lab detectives responded to investigate.

During the investigation detectives discovered the victim was at the residence visiting. He woke up and went outside when he heard a disturbance. There he was shot by a subject who was in the process of stealing marijuana.

Detectives are still on scene and the case remains under investigation.

On 10-09-11 at approximately 1700 hrs., Tulare County Sheriff’s Department Deputies received information regarding an illegal gambling machine being located in the 23000 block of Ave 196, Strathmore. Investigation revealed the item was placed two days prior by a male subject. The machine was deemed an illegal gambling device per PC 330.1 and seized.

This case is under investigation by the Tulare County Sheriff’s Department.

On 10/7/11 at approximately 1800 hours, Tulare County Sheriff Department Search and Rescue Team, California Highway Patrol and US Forest Service began a search and rescue operation in the Balch Park Area for three over due hikers. The hikers were identified as Betsy Casillas, Jason Deats and Arron Deats from Ridgewood, California. Deputies had found the hikers vehicle near the Hidden Falls trail head in Balch Park which was where the operation began.
On 10/9/11 at approximately 1300 hours, Deputies located the three hikers near Maggie Lakes above Springville. It was later learned the hikers had planned a six day hiking trip in the Balch Park Area but got lost after a snow storm on the sixth day. The hikers were found in good health and did not require any medical treatment.
