Attempted Burglary Three Rivers Area

On Saturday June 29th 2013, at approximately 0333 hours, Deputies from the Tulare County Sheriff’s Department responded to a report of a burglar alarm in the Three Rivers area.  Deputies arrived and discovered that the suspects had stolen a large truck from a construction site in the area and then used the truck to attempt to make entry into an ATM machine on the property.

The suspects then damaged the rear driveway cover, using the stolen vehicle.

The autopsies have been conducted on the two decedent victims of homicide in the Three River’s shooting.  Their identities have also been confirmed.  This case appears to be gang related and the investigation is still ongoing.

Santos Valdavinos, age 28 from Delano, cause of death: exsanguination due to single gunshot wound to the upper torso

Samuel Talamantez, age 20 from Farmersville, cause of death: exsanguination due to multiple gunshot wounds to the torso

Two additional victims of attempted homicide during this shooting have been identified.  They are under medical care.

After an approximate two (2) week investigation into the sales of illegal narcotics in the Farmersville area, Investigators from the Inter Agency Narcotics Enforcement Team (INET) consisting of personnel from Farmersville P.D., Lindsay P.D., Exeter P.D and the Sheriff’s Department’s Narcotics Division were led to a residence in the 770 blk. of Camelia. The ensuing investigation and search revealed approximately one (1) ounce of Methamphetamine, with a street value of $2300.00, glass smoking pipes, packaging materials, and scales. As a result of the search warrant four people were taken into custody on the below charges.

On 06/29/13 prior to Deputies responding to area Sanchez was wanted as a suspect in a CHP stolen vehicle which occurred in Kingsburg. Sanchez was also a suspect in Fresno County Sheriff’s Office (FCSO) vandalism which occurred at the Shell Station located on HWY99 and El Monte Avenue.

On 06/29/13 1300 hours, a 16 yr. old female reported a Hispanic male, wearing a green shirt, and blue jeans burglarized a parked vehicle. The suspect, later identified as Miguel Sanchez, was located in the area. The investigation revealed that Sanchez burglarized a parked vehicle and attempted to start it with a key. Sanchez removed property from the vehicle which was recovered on his person. Sanchez attempted to burglarize an additional vehicle on the property as well. Sanchez was also under the influence of a controlled substance.

The crime spree finally ended when Sanchez was located and taken into custody by the Tulare County Sheriff’s Deputies in the area of HWY 99/A384.

On 06/14/13 The 21 yr old female victim received threatening electronic messages from the suspect 25 yr old Salvador Padilla. The investigation revealed that Padilla sent threatening photographs and text messages to the victim. Tulare County Sheriff’s Deputies located and arrested the suspect without incident, the suspect was transported and booked into the Tulare County Sheriff’s Main Jail.

UPDATE

On 06-27-13 at 1728hrs Tulare County Sheriff Department received a 911 call of shots fired at Cobbler Knoll in Three Rivers. The caller advised of three subjects that had been shot. Upon deputies arrival two Hispanic male adults were found deceased due to gunshots wound and a third Hispanic male adult was found shot in his lower extremities. The third victim was transported by Life Flight to Community Regional Medical Center where he was treated and is currently in stable condition.

The Sheriff’s Departments Violent Crimes Unit was called to take over the investigation. The ensuing investigation revealed that several subjects were at the Kaweah River when an argument and fight between two opposing gang members ensued. Both subjects produced firearms and shots were exchanged. Victim’s #1 &2 suffered gunshot wounds to the upper body area and succumbed to their wounds at the scene. Victim #3 while swimming was struck by a round fired during the exchange of gunfire, he suffered a gunshot wound to the lower extremities and was airlifted to CRMC. He is in stable condition with non- life threatening injuries. Victim #4 while fleeing the area was confronted by Suspect #1 who fired a round at him striking him in the right arm. Victim #4 sought treatment at a local hospital who contacted the Sheriff’s Department. He is in stable but critical condition with a gunshot wound to his right arm.

The suspects were stopped by Deputies assisted by Exeter and Woodlake Police Officers during a traffic stop as they fled the scene. Evidence was located in the vehicle linking them to the crime. Two children aged 5 (Victims 5 & 6) where located in the vehicle as well. The suspects were taken into custody without incident. The children were placed in the care of CWS.

This case remains under investigation and no other information is being released at this time. The names of the victims are pending notification of the next of kin. 245 PC- Assault with a Deadly Weapon

06-26-13 at approximately 1900 hours, deputies responded to Sierra View Hospital for a report of an assault victim. The victim, Patrick Jaramillo, was being treated in the emergency room for non life threatening injuries he received several hours prior. 

 

The victim stated he was hit on the head with an aluminum baseball bat by a subject known to him. The victim said he was confronted by the suspect over the loss of a bicycle earlier in the day. The victim was treated and later released. 

 

Deputies responded to the 1400 block of S. Plano, Porterville, A&A Mobile Home Park and contacted Michael Jones at his residence. Jones was taken into custody without incident, and booked at the Porterville Substation for assault with a deadly weapon and a misdemeanor traffic warrant. Jones’ bail was set at $50,000.

Attempted Homicide, Rural Visalia Area

On 06-25-13 at 1500 hrs Deputies from the Tulare County Sheriff’s Office responded to the Kaweah Delta Medical Center in Visalia, regarding a stab wound victim. During the course of the investigation Deputies located the crime scene at the 34000 block of Rd 132 in Visalia. The victim was admitted at Kaweah Delta Medical Center. The case is currently under investigation by the Tulare County Sheriff’s Office. Arrest made for possession, transportation and failure to yield

06-25-13 at approximately 0120 hours, deputies attempted to make a traffic stop for an equipment violation on Jose Ramos’ vehicle. Ramos continued to drive through several dirt streets in the Poplar area, failing to yield to the deputy and a short low speed pursuit ensued. During the pursuit, Ramos threw several objects from the vehicle. Ramos stopped his vehicle at Ave 145 east of Road 192 where he was taken into custody without incident.  Deputies returned to the area where the items were discarded and located a glass smoking pipe and approximately 13g of a white crystal like substance, which tested positive for Methamphetamine.

Subject was taken into custody without incident and booked at the Porterville Substation.

Tulare County sheriff’s Department received complaints of subjects selling counterfeit music CDs and DVD movies at the Earilmart Flea Market.   On June 21, 2013, Detectives from the Sheriff’s Department along with Investigators from the Recording Industry Association of America (RIAA), the Motion Picture Association of America (MPAA) and Special Agents from U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) entered the Earlimart flea market and identified seven vendors that are selling pirated/counterfeit music and DVD movies (653W P.C.)  During the operation nine people were arrested for the pirated music CD and DVD moves.   Two people were arrest when they interfered with the investigation.

The Recording Industry Association of America (RIAA), the Motion Picture Association of America (MPAA) and the U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) assisted due to the copyright issues and investigative training in their specialized fields.  The U.S. Immigration and Customs Enforcement contains the largest investigative arm of the Department of Homeland Security.  The HSI plays a leading role in targeting criminal organizations responsible for producing, smuggling and distributing counterfeit products. HSI focuses not only on keeping counterfeit products off our streets, but also on dismantling the criminal organizations behind such illicit activity.

In fiscal year 2012, intellectual property rights enforcement by HSI and U.S. Customs and Border Protection led to more than 22,000 seizures with an estimated retail value of than $1.26 billion. That figure is based upon the suggested retail price had the products been genuine.

According to the International Anti-Counterfeiting Coalition, product counterfeiting costs U.S. businesses $200 to $250 billion a year in lost revenue.

“We were very fortunate to have the number of investigators from these agencies there to help.  Being able to conduct these investigations simultaneously led to more arrests than we would have been able to make on our own.” stated Sergeant Chris Douglass, the spokesperson for the Sheriff’s Office.

11377 HS-Possession of a controlled substance

On 6-23-13 @ 1850 hours Deputies were dispatched to a family disturbance in the 100 block of N. Pine Street in Pixley.  Upon arrival they contacted Juan Alberto Perez (25 years old) who was severely intoxicated, and verbally abusive toward family members.  Perez was detained and found to be in possession of a controlled substance.  He was transported and booked into custody at Main Jail in Visalia.

Of Maple Valley Way. The ensuing investigation and search revealed approximately one hundred and twenty five (125) marijuana plants, packaging materials and six(6) rifles. Suspect Mendoza also had multiple fighting roosters and fighting spurs.  Animal control responded and took possession of the roosters. 
 
Mendoza was booked at the Porterville Sheriff’s Substation for the listed charges. The investigation is continuing.

Residental Burglary

On 6/19/13 at approximately 1600 hours, Porterville Patrol Deputies responded to a residence in the Terra Bella area regarding a burglary report.
 
South End Detectives also responded and found that unknown suspects broke into the victim's home.  Once the suspects were inside the home they ransacked and stole miscellaneous items and household goods at an estimated loss of $22,100.

On the above date Deputies from the Tulare County Sheriff’s Department Headquarters division conducted a traffic stop for traffic violations at Highway 99 and Caldwell Ave in Visalia. The officer observed an open container of alcohol beverage and suspicious activity during the traffic stop. He requested Tulare County Sheriff’s Department Narcotic dog to respond. The Dog alerted to the presents of narcotics in the vehicle A search warrant served by Tulare County Sheriff’s Department Narcotics Unit.  The search warrant revealed that the suspect was possession of approximately fifteen (15) pounds of methamphetamine that was located in a false compartment on the vehicle. The methamphetamine has estimated value of $250.000.  In the vehicle were the suspect’s, 
2 month, 3, 4, and 5 year old children and their sister, and brother- in -law.

The suspects were booked at Bob Wiley Detention Facility and Main Jail for the listed charges. The children were turned over to Child Protective Service. The investigation is continuing.

Assault with a deadly weapon

On 6/19/13 at approximately 1030 hours, Porterville Patrol Deputies responded to a local hospital in regards to a male subject being treated for a stab wound.

South End Detectives also responded and found that two unknown suspects assaulted and stabbed the victim in the Terra Bella area on 6/18/13 at around 2230 hours.  As a result of the assault the victim sustained non-life threatening injuries.

Cultivation of Marijuana for Sales, Operation of a Chop Shop, Possession of a Concealed Weapon

On 06/15/2013 at approximately 1130 hours Deputies from Porterville Division of the Tulare County Sheriff's Department observed a suspicious vehicle in the area of Avenue 144 and Road 208. The vehicle was parked in front of a residence that was known by Deputies to be unoccupied. Deputies made contact with a female who was sitting in the front passenger seat of the vehicle. Within the vehicle, Deputies located tewnty-nine live immature marijuana plants. The female initially provided false information to Deputies but was later identified as Vanessa Debrah Salais, 28 of Porterville. Salais had two felony arrest warrants, one of which was for vehicle theft. During the investigation, Deputies observed a male walk from the rear of the property. He was also detained. The male provided a false name and was later identified as Luke Hulstine, 30 of Porterville. Hulstine also had numerous active warrants for vehicle theft, possession of stolen property, possession of concealed weapons and burglary.

During the investigation, Deputies learned that the vehicle in possession of the suspects was stolen. In furtherance of the investigation, Deputies then located a clandestine chop shop in the rear of the vacant property containing an additional stolen vehicle which was in the process of being stripped. Detectives from the California Highway Patrol auto theft task force responded and assumed control of the stolen vehicle and chop shop portion of the investigation.

Both suspects were booked into the Tulare County Jail under the following fresh charges:

On 6-13-2013, at approximately 1609 hours, the Tulare County Sheriff’s Office Gang Violence and Suppression Unit located a subject driving a vehicle they were advised was stolen.  Gang Unit Detectives attempted to make a traffic stop on the vehicle.  The driver of the vehicle failed to stop for the detectives initiating a pursuit.  The subject entered an orchard at Road 124 and Avenue 440 in the Orosi area, crashing his vehicle.  The subject attempted to run from the vehicle but was stopped by detectives who were on scene when he crashed.  The subject also attempt to fight with the detectives.  The subject was arrested and was treated for minor injuries from the crash.  The vehicle did catch fire after the crash and after the subject fled.  The subject was identified as validated gang member and parolee, Angel Alonzo, age 40 from the Orosi area.    Angel Alonzo was taken into custody for a Parole hold, evading a Peace Officer, assault on a Peace Officer and possession of stolen property.  California Highway Patrol is investigating the stolen vehicle portion of the case.

Crime:

After observing activity indicating sales of illegal narcotics was occurring, Tulare County Sheriffs Deputies from the Porterville Substation responded to a residence on the 19000 block of Avenue 144 in Poplar to perform a probation search. Upon deputies arrival, several people were contacted and detained. As a result of the search, deputies located approximately 10.5 grams of methamphetamine, indicia indicating the sale of illegal narcotics and illegal narcotics paraphernalia.

The homeowner, Mark Walker (54 Years), was found to be under the influence of a controlled substance and was arrested for the above charges. James Cline (48 Years) was contacted at the residence and found to be under the influence of a controlled substance. Walker and Cline were arrested and booked at the Porterville Substation. Tashina Franco (29 Years) was contacted at the residence and found to have an active warrant for her arrest. Franco was also determined to be under the influence of a controlled substance and she was booked at Bob Wiley Detention Facility. Fanny Garay (39 Years) (39 Years) was contacted at the residence and found to have an active warrant for her arrest. Garay was cited and released at the scene.

This case is currently under investigation by the Tulare County Sheriff's Department.

On 6-10-13 at approximately 2244 hours, a Tulare County Patrol Deputy from the Orosi Substation initiated a traffic stop upon a vehicle due to an equipment violation. The single occupant and driver of the vehicle was found to be in possession of 6.9 grams of methamphetamine with associated narcotic paraphernalia.
The drug has an estimated street value of $200.00 dollars. Reyna was transported to the Tulare County Main Jail without further incident and booked on the listed charges.

On the above date and time Deputies from the Tulare County Sheriff's Office responded to the above Visalia location regarding a report of an assault. Upon arrival Deputies located a victim of an assault, which had been hit in the head . The victim was treated for non life threatening injuries.

During the course of the investigation Deputies located and arrested two adult males, Osbaldo Espinoza and Herbert Padilla in connection with this investigation. Both suspects were transported to and booked at the Tulare County Jail on charges of 245 PC Assault with deadly weapon.

On the above date and time Deputies, as well as Detectives from the Tulare County Sheriff’s Office Violent Crimes Unit responded to the above Terra Bella location regarding a report of an assault. Upon arrival, Deputies located two victims of an assault, both of which had been stabbed in the upper and lower torso.  Both victims were transported to Sierra View Hospital in Porterville. Victim 1, Gabriel Alvarado, succumbed to his injuries and was pronounced deceased at the hospital. V-2 was treated for non life threatening stab wounds and was released from the hospital.

 

During the course of the investigation Deputies located and arrested two adult males, Hernan Salazar and Luis Alberto Leon Mejia in connection with this investigation. Both suspects were transported to and booked at the Tulare county Jail on charges of 187PC Homicide and 664-187PC Attempted Homicide.

Deputies responded to the Reservation in Porterville regarding child neglect. Upon arrival Deputies contacted the suspect, Ronnii Santos. They also contacted her 13 year old daughter.  The 13 year old stated her mother left her for several days without food or shelter. The child stayed at a nearby residence and no medical attention was required.

Deputies also searched the Reservation for her 10 year old sister who was later located at a residence in Porterville. There were no physical injuries on either child. Ronnii was arrested and booked for Child Endangerment.

Narrative:
On 06-05-13, the Tulare County Sheriff’s Department Narcotics Division along with the Inter-agency Narcotics task Force (Lindsay PD and Exeter PD and personnel from the Tulare County Sheriff’s Tactical Enforcement Personnel team concluded a two week narcotics investigation by serving two narcotic search warrants in the 700 block of E. Harvard Street and 600 Block of S. Kamm Ave, in the City of Dinuba.

Detectives secured the residences and detained five subjects. Detectives searched the residences and located approximately one (1) pound of methamphetamine, ten (10) marijuana plants, drug paraphernalia, scales and drug packaging material valued at $45,000. A large sum of currency, vehicle and a rifle related to the sales of narcotics were seized as well.  Four children were located in the residence and exposed to the suspects actions and were able to access the narcotics. The Children were turned over to Child Welfare Service.

Possession/transportation of Methamphetamine for sales

Suspect: Maria Calderon Age 39  and Alma Arroyo   Age 36

On the above date Officers from The California Highway Patrol, Visalia division conducted a traffic stop for traffic violations at Highway 99 and Highway 198 in Visalia. Investigation revealed Arroyo was an unlicensed driver. The officer observed suspicious activity during the traffic stop. He requested a Tulare County Sheriff’s Department Narcotic dog to respond. The Dog alerted to the presence of narcotics in the vehicle.  A search warrant was served by Tulare County Sheriff’s Department Narcotics Unit.  The search warrant revealed that both suspects were in possession of approximately fifteen (15) pounds of methamphetamine that was located in bags of dog and cat food, which had a street value of $681,000.  The Tulare County Sheriff’s Department’s Narcotics Division responded and took over the investigation. 

The suspects were booked at Bob Wiley Detention Facility for the listed charges.

The victim's identity has been confirmed through fingerprints as 20 year old, Ivan Uriel Martinez of Visalia. 

An autopsy has been conducted and cause of death has been determined to be exanguination due to single shotgun wound to the head.

The case appears to be gang related and the victim was known to be affiliated with a gang as well.

The above suspects were identified during investigation and taken into custody at multiple locations.
