On 09-03-2013 at 2047 hours Deputies from the Tulare County Sheriff's Department, Porterville Substation responded to a report of a man down suffering from a gunshot wound to the upper torso, in the 300 blk of  S. Doyle, Porterville. The victim was transported to a local hospital for treatment. The victim succumbed to his wound(s) and died at the hospital.
Detectives From the Sheriff’s Departments Violent Crimes Unit are investigating the incident. The ensuing investigation revealed that the victim was at his residence when two subjects approached the residence and began firing several shots into it subsequently striking the victim. The subjects fled on foot, entered a vehicle and left the area. The subjects are described as male adults and seen leaving in a mid to regular size possibly green or dark colored Dodge pickup truck, northbound on S. Doyle.
The Sheriff’s Department is seeking assistance from the public in locating the subjects and vehicle. Any person(s) that were in the area of the 300 blk of S. Doyle Porterville that may have seen or heard anything is encouraged to contact the Sheriff’s Department.
The cause of death is pending an autopsy by the Tulare County Coroner’s Office and the name of the victim is pending the notification of the next of kin.
No other information is being released at this time, the investigation is ongoing.

On 8-28-13 Deputies located one of the stolen items at a local Pawn Shop which provided leads to a suspect.

On 8-30-13 Deputies located and arrested Jesse Medrano for Burglary. He was booked into Tulare County Main Jail for 459 PC.

Three arrests on narcotics case

On 8-29-2013 at 2100 hrs, Patrol Deputies from the Sheriff’s Porterville Substation concluded a month long investigation resulting in the arrest of three subjects regarding narcotics possession and sales.

 

Deputies learned that a wanted felon may be at a residence in the 1500 block of East Success in Porterville.  Deputies went to the location and were authorized access to the residence by one of the occupants.   Deputies made contact Richard Frost and Johnnie Andrews, both on active probation, as well as Cheri Franks.

 

Richard Frost originally attempted to give a false name but was recognized and known to the Deputies.  A search was conducted of the probationers based on their terms of probation and both were found to be in possession of narcotics.  While attempting to detain Richard Frost, he resisted arrest.  Deputies were able to detain Frost and arrest him for possession of narcotics and resisting arrest.

 

Due to the narcotics located during the search of the probationers and the ongoing investigation, the deputies obtained a search warrant for the residence.  Deputies found an additional amount of methamphetamine in the residence along with digital scales and packing materials.

Narcotics Arrest - Woodlake

After an approximate two (2) week investigation into the sales of illegal narcotics in the Woodlake area, Investigators from Sheriff’s Department’s Narcotics Division and Woodlake PD and the Inter Agency Narcotics Enforcement Team (INET) consisting of personnel from Farmersville P.D., Lindsay P.D., Exeter P.D were led to a residence in the 300 blk. of N. Walnut.  The residence was approximately two blocks from the Woodlake High School. The ensuing investigation and search revealed approximately sixty one grams (61) grams of Methamphetamine, with a street value of $6100.00, packaging materials, and scales.  A 3 year old child was located in the residence. The child was turned over to Child Protective Service.

As a result of the search warrant two people were taken into custody on the below charges.

Possession of weapon on school grounds

On 8-30-13 Deputies from Tulare County Sheriff’s Department arrested Ricardo Carrasco for possession of a weapon on school grounds.

The suspect was originally contacted on 8-29-13 at Ducor School after school hours, but during the after school program when some students were still there. He was told by Deputies and school staff to stay away from the campus due to having no business there.

On 8-29-13 at 1700 hours Deputies were dispatched back to the school regarding the subject on campus again. He left prior to the arrival of Deputies. They were unable to locate him.

On 8-30-13 Deputies responded to the school where school staff showed video of the suspect displaying a folding knife to the video cameras on campus. This occurred on 8-29-13 after schools hours at approximately 1700 hours. The suspect was contacted and booked into Tulare County Jail without incident.

S-1  Justino Pacheco, 27 yoa  New London Ca. - Charged with 11377, 11358, 11359 H&S
On 8/26/13 STEP detectives responded to the 37700 block of Pound Rd in New London to conclude a two week investigation into marijuana cultivation and sales hiding behind a medical marijuana recommend with the service of a search warrant at a residence. Upon arrival officers found 54 standing marijuana plants, most fully budded, several firearms and evidence of sales of narcotics. S-Pacheco was apprehended attempting to flee over the rear of the 8 foot fence surrounding the marijuana.

 

A medical recommend was located at the residence for an elderly subject who lived at the property. Investigation found that S-Pacheco lived at another location in New London, and a search was conducted at that residence in the 37900 block of Kate Rd. Another 52 mature marijuana plants were located. The investigation revealed that all the marijuana from these plants was intended for sale to dispensaries in the Los Angeles area. All marijuana at both locations was seized and destroyed.

 

S-Pacheco was found to be out of compliance with state laws regarding medical marijuana. He was charged with cultivation and sales of marijuana and booked without incident.

 

Civil Abatement Detail

 

On 8/28/13 STEP Detectives responded to the 5600 block of Schott Rd, Earlimart to assist County Code Compliance officers with the service of marijuana Civil Abatement warrants.  Per Tulare County Ordinance it is a violation of zoning ordinances to grow marijuana outdoors within the county area. Once marijuana grow sites are identified, Tulare County Code Compliance becomes involved and sends a Notice of Abatement to the property owner of the grow site providing for 10 days to abate the marijuana. In some cases, land owners are not present on that property and are not aware of their renter’s actions and will immediately take action to remove the marijuana.  If this is not done, fines are assessed against the property owner for each marijuana plant per day, and a civil abatement warrant is obtained to allow the county to enter the property to abate the zoning violations. These violations are deemed Public Nuisances, and the property owner is charged for the cost of clean-up.

 

The Tulare County Sheriff’s STEP team accompanies Code Compliance officers on these warrant services to provide security and assist in removing the marijuana and fencing if necessary, as growers are often armed with firearms to guard their grow sites. During the Wednesday Abatement detail in the area outside Earlimart commonly known as “Little Tijuana” STEP detectives assisted in removing 8 separate marijuana growing sites, removing 1,372 fully budded plants with a total weight of 14,480 pounds. It was determined some of these plants could yield up to three pounds of processed bud per plant. It took 14 officers, seven hours, six large trailer loads and a Bobcat to remove the marijuana from the property for destruction.

S-1 Paul Anthony Ruiz,  24 yoa,  Las Vegas Nv.

 

During the above abatement detail detectives contacted S-Ruiz who proudly told detectives he had been growing and selling his marijuana for three years. S-Ruiz bragged that last year he made a deal to sell 73 pounds of marijuana for $77,000 to local dispensaries. S-Ruiz was found to be growing 193 fully budded marijuana plants which S-Ruiz indicated he was going to start harvesting soon. S-Ruiz provided detectives with his medical marijuana recommendation as he bragged about his profits and living in Las Vegas for six months of the year. S-Ruiz was arrested, and he was found to be out of compliance with state laws regarding medical marijuana. He was charged with cultivation and sales of marijuana and booked without incident. A bail enhancement was sought and approved raising S-Ruiz’s bail amount to $1,000,000

 

In this case, the marijuana was sold to dispensaries for approximately $1,000 per pound.  This is considered a wholesale price.  Retailers at the dispensaries usually mark up the price three to four hundred percent. The street value of high grade marijuana in California is generally$3,000 per pound.  Marijuana transported to the east coast would be double the profit when sold.

 

These cases are still under investigation by the TCSO STEP Unit.

The victim reported that the suspect entered her residence through a window while she was home.  The suspect forced the victim to ride with him in her vehicle and sexually assaulted her.  The victim fled on foot after the suspect lost control of the vehicle, ending up in a dry canal.  The suspect and victim were not injured in the incident.  The victim contacted deputies who arrested the suspect without incident.  The suspect was booked into the Tulare County Jail with a bail of $100,000.

Resisting Arrest, Committing Felony while out on bail bond, Possession of Controlled Substance

On 08/28/13, at 0945 hours, Tulare County Sheriff’s Department made contact with a subject named Randall Versteeg who was wanted for a Commercial Burglary that occurred on 08/23/13 in the town of Goshen.  Upon contact with Versteeg, he fled on foot with several officers giving chase.  Versteeg was located and arrested approximately 45 minutes later.  During his apprehension, he was found to be in possession of burglary tools and suspected methamphetamines.  Versteeg was also found to be out on a bail bond for other cases.  Versteeg was transported to the Tulare County Main Jail where he is being held on a $105,000 bail.

This case is still being investigated by the Tulare County Sheriff=s Department.

On 08/27 The Tulare County Sheriff's Department received a report of a bow hunter who was missing in the area of the Kern River in the Sequoia National Monument. Nicholas Tyler Kowalski of San Diego came to the area to hunt on 08/21. He was reported missing by family members on 08/27 when he had not returned home as scheduled. Deputies responded to the area and were able to locate Kowalski's camp however neither Kowalski nor his vehicle were present. An extensive vehicle and aerial search was launched by Sheriff's Deputies with the assistance of CHP helicopter H40. Kowalski's vehicle was subsequently located approximately three-hundred feet down a cliff in the area of Sherman Peak. Deputies from the Tulare County Sheriff Department's Search and Rescue Division were able to access the vehicle and confirm Kowalski had been killed as a result of the crash. A technical rescue operation was conducted by the Sheriff's Department to retrieve Kowalski's body from the crash site.

The crash is currently under investigation by the California Highway Patrol.

Narrative:

08-26-2013 at approximately 1225 hours, Deputies responded to a residential burglary in progress in the Sultana area. An eye witness reported seeing 2 males involved in the burglary. The men fled the area prior to Deputies arrival. Deputies searched the area under the watch of TCSO air support. Angulo was located in a nearby orchard, hiding in a tree. Medina was captured the following day.

Both suspects were booked into the Tulare County Main Jail. All stolen property was recovered and returned to the victims.

Narcotics Arrest - Lindsay

After an approximate two (2) week investigation into the sales of illegal narcotics in the Lindsay area, Investigators from the Inter Agency Narcotics Enforcement Team (INET) consisting of personnel from Farmersville P.D., Lindsay P.D., Exeter P.D and the Sheriff’s Department’s Narcotics Division were led to a residence in the 20700 blk. of Rd 204. The ensuing investigation and search revealed approximately five grams (5) grams of Methamphetamine, two pounds of marijuana(2) and eighteen marijuana plants with a street value of $4500.00, glass smoking pipes, packaging materials, and scales.  Also located were several stolen items from recent burglaries.   Four children ages 8, 7, 4, and 2  were located in the residence lying next to a loaded handgun and exposed an able to access the narcotics. The children were turned over to Child Protective Service.

As a result of the search warrant two people were taken into custody on the below charges.

HOME INVASION ROBBERY

08-21-2013 / 0429 hours, deputies responded to the area of Avenue 420 and R92 regarding a home invasion.  The female caller reported someone had just kicked open the front door of her home.  The female caller was calling from her locked bedroom and indicated the intruders may have been scared off by her dogs.  Deputies checked the area but were unable to locate any suspects.

Later this same morning, the Sheriff’s Department received a call from a couple who reported they were also victims of a home invasion robbery.  The couple reported the crime occurred between 0400 and 0430 hours, and their residence is in close proximity to the first caller.  The couple report 3 males with weapons forced entry into their home.  The men demanded money and jewelry.  The men physically assaulted the male victim causing him to seek treatment at a nearby medical facility, where he was treated and released.

Sheriff Wittman to Promote Two Operations Sergeants

     Sheriff Bill Wittman will be holding a ceremony to promote Detective Christal Derington and Detective Buddy Hirayama to the rank of Sergeant on Monday, August 19, 2013 at 10:00 AM. The ceremony will be held at the Tulare County Sheriff’s Headquarters’ Lobby. Friends and family will also be present to show their support.

     Sergeant Christal Derington was born and raised in Visalia, California and graduated from Redwood high School.  In 1997 she earned an Associate of Arts degree in Animal Science from the College of Sequoias.  She later continued her education earning Certificates in Emergency Medical Dispatch and the Peace Officer Standards for Training Dispatch Academy.  In July of 2003, Christal completed the Tulare-Kings Counties Peace Officer’s Training Academy allowing her to work as a peace officer.

     Christal began her career in law enforcement as a Communications Operator for the Santa Barbara Police Department.  She then returned to Tulare County working for the Visalia Police Department as a Communications Officer then Community Service Officer.

     In May of 2004, Christal was hired as a Deputy Sheriff I with the Tulare County Sheriff’s Office.  Her first assignment was within the Corrections Branch at the Bob Wiley Detention Facility.  There she worked many stations, from housing and supervision of inmates to intake and release.  Christal transferred to the Culter-Orosi Substation and began working patrol duties.  There she effected numerous arrests and investigations and earned a transfer to the Investigations Division. 

     Christal was assigned to the South County Gang Violence Suppression Unit in 2006.  While in the unit she authored and served over 25 gang related search warrants and has become a court certified expert in criminal street gangs.  During this time, she has been part of the Sheriff’s Specialized Weapons and Tactics (SWAT) Team and also assisted the Sheriff’s Violent Crimes Investigations Unit with a number of homicides and recently contributed to closing six homicide cold cases. She has specialized training in SWAT, identification of subjects under the influence of controlled substances, recognition and identification of narcotics, illegal marijuana and narcotics investigations regarding cultivations, sales, transportation and use and criminal street gangs.

     Sergeant Christal Derington will be continuing her career as a supervisor of patrol deputies at the Sheriff’s Pixley Substation.  She is supported in her career by her mother Holly, grandmother Susie, her entire family, friends and coworkers.

     Sergeant Buddy Hirayama was born and raised in Tulare, California.  As a teen, Buddy helped the community by coaching soccer, baseball and swimming. After high school, he coached water polo at Tulare Western for four years and the summer league program for two.  Buddy later attended Merced Community College and the University of Nevada, Las Vegas.  While attending college, Buddy also worked in the restaurant management business.  In 2006, Buddy moved to Japan where he taught English to both juveniles and adults.  Buddy returned to Tulare County in 2007 where he attended the Tulare-Kings County Police Academy through the College of Sequoias, graduating in the spring.

     Buddy Hirayama began his career with the Tulare County Sheriff’s Office in September of 2007, assigned to the Porterville Substation.  While in Porterville, he worked in the station’s temporary holding facility and patrol.  Buddy’s teaching ability was quickly identified and he was trained and assigned the position of Field Training Officer.  Buddy received multiple letters commendation for his hard work and also received an Officer of the Year award from the community.

     In May of 2010, Buddy Hirayama transferred to the Narcotics Investigations Bureau assigned to the Sheriff’s Tactical Enforcement Team (STEP) as a detective.  There his past experience and talents were quickly identified again.  His experience with swimming and water polo earned him a spot on the Sheriff’s Dive Team and his teaching experience quickly moved him into the position of team leader and instructor for the STEP Unit.

     Buddy Hirayama is a valuable asset to the Training Unit as well.  He is a certified instructor for drugs in jails, explosive breech devices, SWAT tactics, active shooter, rangemaster and armorer.

     In his latest position as a team leader with the STEP Unit, Buddy has earned the title of expert in the field of identification of subjects under the influence of controlled substances, recognition and identification of narcotics, illegal marijuana and narcotics investigations regarding cultivations, sales, transportation and use, as well as firearms recognition and operations.  He also assisted in establishing and participating in one of the department’s first FBI task forces that worked high profile cases in and out of Tulare County.  His training and experience will be a valuable asset in his new position as Sergeant, supervising and teaching patrol deputies at the Sheriff’s Headquarter’s Patrol Station.

     Sergeant Buddy Hirayama is supported in his new assignment by his wife, seven year old son, three year old daughter, his mother, grandfather, friends, family and coworkers.

     The public is welcome to join the department, friends and family in the Sheriff’s Headquarters’ Lobby Monday, August 19, 2013 at 10:00 AM to celebrate the promotion of Sergeant Christal Derington and Sergeant Buddy Hirayama.  Refreshments will follow.

On 08/16/13 at approximately 1200 hours, the Tulare County Sheriff’s Department was contacted in regards to found explosive material. 

 

Upon Deputies arrival it was discovered the home owner and a family friend was cleaning out a storage building which belonged to the home owners deceased husband.  While removing items from the building they located a box which contained the explosives and immediately contacted the Sheriff’s Office.

 

Tulare County Sheriff’s Deputies then requested the assistance of the Tulare County Consolidated Explosives Ordinance Disposal Unit.  The EOD Unit responded and discovered the decedent previously worked as a demolition expert.  The explosives found were then removed from the building and rendered safe. 

 

The Tulare County Consolidated Explosives Ordinance Disposal Unit is comprised of Law Enforcement staff from the Tulare County Sheriff’s Office and the Visalia City Police Department.

On the above date and time the three suspects were driving by when they saw the victim walking down the street.  The suspects got out of the car and assaulted the victim stabbing him several times.  The victim was transported by ambulance and is in critical but stable condition.  The suspects are Northern Gang Members and that is what is believed to be the motivation.  All three suspects have been taken into custody.

Identification Made on Body Found in Canal Near Woodlake

Case #12-20128 and 13-2420

On 02-25-2013 at 1001 hours the Tulare County Sheriff’s Office was dispatched to the Friant-Kern Canal at the intersection of Ave. 344 and Millwood Dr. in Woodlake regarding a suspicious circumstance.  A Friant Water Authority employee had discovered an object that resembled a human body caught in a buoy line. 

The Sheriff’s Violent Crimes Unit, Forensic Investigations and Coroner were called to the scene to begin an investigation.   The Sheriff’s Dive Team also responded and removed the decedent from the canal.  The decedent appeared to have been in the water for an extended amount of time.

On 02-26-2013 an autopsy was conducted.  The decedent was identified as female.  There were no obvious signs of trauma and the decedent had evidence of long exposure to the elements. 

The Cause of death was listed as undetermined.  DNA was submitted for comparison to possible missing persons.

On 8-12-2013, the Sheriff’s Department received a report from the California Department of Justice Bureau of Forensic Services regarding the DNA sample submitted.

The Sheriff’s Office has identified the decedent as Lenora Linda Costilla, age 49 of Orosi.
Lenora Costilla was reported missing on 2-16-2012.

Lenora Costilla was last seen on 02-12-2012 at approximately 1800 hours walking southbound on Road 126 near Avenue 417.  The reporting person stated Lenora had been in an argument with her boyfriend, packed a dufflebag and left their residence, in this area, on foot.  Lenora left her cellular phone and had only $400 cash with her when she left. 

Lenora was last seen wearing a blue denim jacket and blue jeans.

This case is still active.

Arrests made on marijuana case

On 8/14/13 Detectives of the Tulare County Sheriff’s Department S.T.E.P. Unit responded to the 7100 block of Ave. 400 in Dinuba for the service of a Search Warrant.  This was a marijuana grow reported by neighbors concerned about their safety. Upon arrival detectives contacted Cocklin and Delgadillo during the service of the warrant at the residence. The investigation revealed that suspect Delgadillo, who was caught tending the marijuana, did not have a medical marijuana recommend. He had been paid by Cocklin to plant and tend to the marijuana which was admittedly being grown for sale to dispensaries. It was found that the number of plants being grown were clearly in excess of Cocklin’s medical needs.

 It is an ongoing problem that criminal groups pay unwitting subjects to obtain medical recommends from doctors who allow them to grow plants well in excess of their medical needs. Subjects who are recommend holders turn over their documents then have nothing to do with the marijuana. Upon harvest is sold on the street, shipped out of state or to a dispensary out of the area.

Cocklin and Delgadillo were arrested and charged with cultivation of marijuana and possession for sales.


This case is still under investigation by the TCSO STEP Unit.

UPDATE: Arrest made on armed robbery in Poplar

On 02-24-2013 at 1952 hours The Tulare County Sheriff’s Office was called to respond to the 14000 block of Road 192, Poplar Market, regarding a robbery that just occurred.

Deputies were advised between approximately 1930 and 1940 hours a clerk was working at the cash register when an unknown male wearing a black sweater, a black ski mask, black pants, black shoes and black gloves entered the store through the front entrance.  He walked up to the cash register, pointed a black handgun at the clerk telling him to "open it". The register was opened and the suspect took the money.  The suspect attempted to take money from a second register after threatening a patron. The suspect then walked out of the front door. He was last seen walking away heading south and out of view.

During the investigation the surveillance video was obtained which showed the suspect clothing and the type of handgun used during the robbery.

On 8-8-13 Deputies and Tulare County Probation Officers conducted a routine probation search at a residence in Poplar. During that search the Deputy recognized items of clothing that were similar to what was worn in the robbery. Upon further investigation of suspect Garcia, it was determined that he had been involved with the armed robbery and was arrested. He was booked at the Porterville Sheriff's Station.

Attempt homicide on a peace officer / Officer Involved Shooting

On the above date and time, a Deputy with the Tulare County Sheriff’s Department was on patrol in the area of Rd 152 and Ave 128 in the rural area of Tipton and conducted a suspicious vehicle check on a motorcycle. During the contact, the driver of the motorcycle produced a handgun and fired several rounds at the Deputy. The Deputy returned fire and the suspect fled the area. The Deputy did no sustain any injuries and the suspect is still outstanding.

Update on Porterville area Homicide - Johhny Cervantez

Update 08-08-13:
On 8-8-13, an autopsy was conducted on the victim, Johnny Cervantez.  Cause of death is listed as homicide, exsanguination due to single gunshot wound to the torso.
The investigation has revealed the case to be a drive by shooting and possibly gang related.  The victim was outside the residence when the incident occurred. A second victim, a Hispanic male adult, was also injured with a superficial wound and was treated and released.

Prior release 8-6-13:
On 8-6-13 at 2101 hours, Detectives from the Tulare County Sheriff’s Office Violent Crimes Unit responded to the above location, regarding a report of a gunshot wound victim. EMS personnel arrived and transported the decedent to Sierra View District Hospital, where the victim succumbed to his injuries.

Missing Persons - Visalia Area

On 08-07-13, at approximately 2000 hours, a relative of the couple last saw them sitting in their vehicle (white 1994 Oldsmobile Cutlass, CA lic. # 3EQF351) in front of their residence. The family member believed they were returning from having dinner.  At approximately 2200 hours, the family member noticed the couple and their vehicle was gone.  Family began checking the area as well as the Jack in the Box at Akers and Cypress they are known to frequent.  They were told a couple matching this description had been there earlier that evening.  After contacting multiple family members who had not seen or heard from the couple, the Sheriff’s Department was contacted and a missing person report was taken.  The couple does not have cell phone.  The couple is also known to have some medical issues which is a concern for the family.  The couple is not known to say out past 2200 hours or overnight.

ASSAULT WITH A DEADLY WEAPON

Upon arrival of deputies, the victim was transported to Kaweah Delta Hospital by ambulance, with a non life threatening injury, to his upper left torso and later released after treatment.

The suspect in this case, was still on scene when deputies arrived. The suspect was arrested and booked at the Visalia Main Jail without incident.

Both were booked into the Tulare County Jail for 182/459 PC (Conspiracy and burglary).  Brenda Flores had an additional outstanding $100,000.00 bail warrant for possession of stolen property.

SEARCH AND RESCUE

On 08/6/13 at approximately 1713 hours deputies were dispatched to the area of the horse creek bridge in regards to a para-glider that collided into the rock face on Tharps Peak. The victim was immediately identified near the top of the peak. There was a multi-agency response to the area comprised of Cal-Fire, Tulare County Fire, and the Tulare County Sheriff's Office. A rescue team was established and began their hike to the location of the victim. When they reached the victim, he was assisted into an awaiting helicopter and air-lifted to a local area hospital.

On 8-6-2013, the Tulare County Sheriff’s Tactical Enforcement Personnel (STEP) detectives responded to the 25300 block of Avenue 102 in Terra Bella to conclude a two week investigation into marijuana cultivation and sales behind a medical marijuana recommend.  A search warrant was served at residence. Upon arrival officers found 54 standing marijuana plants, most fully budded, a large scale hashish extraction lab and evidence of sales of narcotics. A search of the residence found approximately 400 pounds of packaged processed marijuana hidden in various locations around the residence. One location included a hidden trap door located under the carpet in the master bedroom closet. Also located was approximately $50,000 in U.S. currency and several vehicles paid for in cash transactions.

A medical recommend was located at the residence for Ortiz, who claimed all the marijuana present was for personnel use. Also seized was 2060 pounds of marijuana used in the manufacture of hashish. The Hashish manufacturing lab consisted of the several thousand pounds of raw marijuana, (4) large grade chest freezers, used to drop the temperature of the raw marijuana which protects the extraction of the Tricomes, (4) washing machines and other equipment known for use in processing and packaging of marijuana.  Children were also found at the residence with easy access to marijuana.  The marijuana was located  in various forms and locations around the house and property.

Ortiz was found to be out of compliance with state laws regarding medical marijuana. Ortiz and Garcia were arrested for charges including cultivation and sales of marijuana and child endangerment. 

This case is still under investigation by the TCSO STEP Unit.

Original Release:
On 07/26/2013 at 2110 hours, Deputies were dispatched to the 39100 block of Rd 96, Dinuba in regards to a gunshot victim. Upon arrival, deputies contacted the reporting party who advised he heard two gunshots and found the victim lying on the ground in front of his residence. The victim was found by deputies to be unresponsive and was transported by ambulance to a local area hospital where he was admitted in critical condition. The unknown suspect(s) fled the scene prior to deputies’ arrival. The Sheriff's Departments Violent Crimes Unit detectives responded to the scene and assumed the investigation.

Narcotics Arrest - Farmersville

After an approximate two (2) week investigation into the sales of illegal narcotics in the Farmersville area, Investigators from the Inter Agency Narcotics Enforcement Team (INET) consisting of personnel from Farmersville P.D., Lindsay P.D., Exeter P.D and the Sheriff’s Department’s Narcotics Division were led to a residence in the 200 blk. of N. Stevens. The ensuing investigation and search revealed approximately thirty three grams (33) grams of Methamphetamine, with a street value of $3300.00, glass smoking pipes, packaging materials, and scales.  A large sum of US currency related to the sales of narcotics. A Butane Clandestine Extraction Lab was seized as well. Three children ages 5, 2 and 6 months were located in the residence and were exposed and able to access the narcotics. The children were turned over to Child Protective Service.

As a result of the search warrant two people were taken into custody on the below charges.

On 8-3-13 Deputies from Tulare County Sheriff’s Department arrested Jesus Navarette for Domestic Violence and Criminal Threats. The suspect struck his girlfriend with a closed fist and threatened her life. He was booked into Tulare County Jail without incident.

Suspect: Jesus Garcia Navarette (31 years)
