On 316-14 in the evening hours, the Tulare County Sheriff's Department was contacted by the California Highway Patrol. Allegations of domestic violence had been reported to them by the victim and made against Tulare Police Chief Jerry Breckinridge, and were then sent on to our department. A Tulare City official was contacted and requested that our agency conduct the investigation.

Jerry Breckinridge was booked on PC 273.5 with a bail amount of $50,000. He has since bailed out.

Cultivation and Possession of Marijuana for Sale

Deputies from the Tulare County Sheriff's Dept. Porterville Patrol Unit were conducting a investigation into possible child endangerment.  The deputies contacted subjects at a residence on R252, north of Strathmore, and while there located a large amount of marijuana being cultivated in the rear of the residence.  The suspect, Gabriel Ville, was contacted and advised he had a medical recommendation to grow 99 plants due to illness.  The marijuana growing was extremely larger that 99 plants.  The marijuana was eradicated and found to contain 2106 live marijuana plants.  If allowed to grow to maturity, the plants in question would have produced in excess of 2106 pounds of processed marijuana.  This would have a street value in excess of $8,424,000.00 dollars.   The suspect was arrested and booked for cultivation and possession of marijuana for sale.  Anyone with information in regards to illegal marijuana cultivation is asked to contact the Tulare County Sheriff's Dept. On 3-13-14 @ 2235 hours Deputies were dispatched to the Pixley Post Office in regard to a suspicious person in the area. While checking the area, Deputies contacted a person identified as Sergio Gutierrez near the intersection of Court and Park. Gutierrez was wearing the same type of clothing reportedly worn by the suspicious person. During the investigation, Gutierrez was found to be under the influence of a controlled substance. Incident to arrest, he was searched and found to be in possession of a small amount of methamphetamine, and marijuana which was hidden in his waistband. The drugs were seized, and he was arrested without incident. Gutierrez admitted ownership of the contraband and was booked into County Jail in Visalia.

Possession of controlled substance for sale

After an approximate two (2) week investigation into the sales of illegal narcotics in the Porterville area, Investigators from Sheriff’s Department’s Narcotics Division and the Inter Agency Narcotics Enforcement Team (INET) consisting of personnel from Farmersville P.D., Lindsay P.D., and Exeter P.D were led to a residence in the 1450 blk. of S. Plano. The ensuing investigation and search revealed methamphetamine and heroin package for sales. Also located were scales and packaging material.  

 

Taken into custody were:

Charges: 11350/1177/11378/11366 H&S   possession of a controlled substance for sales/maintaining a place for the sales of narcotics

Area Occurred: 45400 Block Rd. 128 Orange Cove, Ca.

Date and Time Occurred: 3-10-14 / 2215 hours

 

On 3-10-14 at about 10:15 pm, two veteran deputies from the Tulare County Sheriff’s Office Orosi substation responded to the 45400 Block of Road 128 in rural Orange Cove in regards to a suspected theft in progress. Upon arrival, deputies located a male suspect during the commission of the crime.  Deputies attempted to contact and detain the suspect for further investigation, at which time he entered a vehicle and drove it towards a deputy to be used as a deadly weapon.  Deputies attempted to stop the suspect from using the vehicle as a deadly weapon by firing their department issued handguns.  The suspect still managed to ram one of the stationary patrol vehicles with the deputy still inside.  He then fled the scene blacked out at a high rate of speed northbound Road 128 to the area of Avenue 460 where he managed to elude pursuing deputies involved in the shooting.  The deputies were uninjured during the incident and on-going efforts are being made in trying to locate the vehicle and identify the suspect.  As departmental procedure, the deputies were placed on paid administrative leave pending their return to work.

 

The suspect is described as a male adult, bald, wearing glasses, last seen wearing an unknown colored t-shirt with a distinctive logo of a female wearing a ball cap with a circle and a star in the center, shorts, and unknown type light color shoes.  The suspect vehicle is described as maroon in color, mid-size sedan (possibly a Chevy Malibu or Honda Accord) with four doors a sunroof and chrome wheels.

            Investigators from Tulare County Violent Crimes Unit gleaned possible suspect information through the course of this investigation. Possible locations of the suspect were developed and several subjects were contacted. 

 

            On 3-11-2014, at approx. 1900 hours, Investigators from Tulare County Violent Crimes Unit, working in concert with Tulare County Gang Unit and officers from Dinuba Police Department, arrived at a residence located on the 1400 block of Green St. Dinuba. Upon arriving at this location, Suspect Harp was located and taken into custody without incident. Harp was taken to the hospital where he received medical attention for non-life threatening injuries to his left, upper arm.

 

 

            Harp was transported to Visalia Main Jail where he was booked and lodged on the above listed charges. Case will be submitted to the District Attorney’s Office for filing of formal charges.

New Booking Location for Female and North County Arrestees Effective 3-17-14

As a part of the Sheriff's Office efficiency improvement plan, Acting Sheriff Mike Boudreaux has authorized a change in booking locations for females and north county male arrestees.  Effective March 17, 2014 all female and north county male arrestees will be booked at the Adult Pre Trial Facility instead of Bob Wiley Detention Facility and Main Jail.

Main Jail is and has been the primary male booking facility in the County since its opening in 1963.

Bob Wiley Detention Facility has been the primary female booking facility in the County since its opening in 1987.

Adult Pre Trial Facility which was opened in 1999 was designed with a high work flow booking design floor plan.  

North county agencies will no longer be required to drive the extra distance to Visalia to book male arrestees, thus improving efficiency. This change is a tiered approach to the future transition of all bookings to Adult Pre Trial Facility.

 

With the future opening of the South County Detention Facility (AB900) in Porterville all south county arrestees will be booked in that facility further improving the efficiency of the booking process in Tulare County.

On the above date and Deputies responded to the above location regarding an assault. Upon arrival Deputies contacted the victim, who advised she had been assaulted with an edged weapon by a known suspect who had fled the area prior to Deputies arriving at the scene . The victim sustained severe injuries to her person and was transported to Kaweah Delta Medical Center for treatment.  The case is currently under investigation by the Tulare County Sheriff’s Office Violent Crimes Unit. On 3-4-14 at approx. 2130 hours, Deputies from the Cutler / Orosi Substation responded to a report of a subject who refused to leave the Family Dollar store located in the community of Orosi.  Upon arrival, Deputies made contact with (S) Florencio Jurado who was taken into custody for trespassing.  A search of his person resulted in the discovery of 0.5 grams of methamphetamine, which had an estimated street value of $50 dollars; and narcotic paraphernalia.  Also, Jurado was observed to be under the influence of a controlled substance.  Jurado was booked into the TCSO Main Jail without incident.

Criminal Threats
LOCATION:  Tule Indian Reservation          DATE:  3-1-14          TIME:

On 03/01/2014 at approximately 0345 hours Tulare County Sheriff’s Deputies responded to the Reservation and located Garfield exiting the driveway of the 100 block of N. Reservation Road. Deputies attempted to stop the vehicle which Garfield was driving. Garfield fled off road, driving crosscountry down a mountainside. A pursuit ensued with units following Garfield on paved roads. The pursuit was terminated near Chololo Campground (approx. 2 mi east) due to muddy and dangerous road conditions.

 

            At approximately 0810 hours, Deputies re-located Garfield on foot near the 100 block of N. Reservation road and a chase ensued. Garfield was seen running into family member’s residence and imminently exiting. Garfield eventually ran into a house on the 100 block of N. Reservation Rd and barricaded himself. Garfield made multiple threats to TCSO Deputies while being barricaded. Deputies attempted to reason with Garfield and he eventually exited the house without further incident. 

 

Larry Garfield was booked for P.C. 836, P.C. 422, P.C. 245, P.C. 69, P.C. 602 and CVC 2800.2

Beacon, Tulare, regarding gunshots heard in the area.  Upon arrival deputies discovered a female gunshot wound victim.  The victim reported she was in her residence when a gunshot projectile came through the wall and struck the victim.  The victim was transported to a local hospital where she was treated for her injuries.

Burglary, Possesion of Stolen Property and Possesion of a Controlled Substance
LOCATION:  5100 Block of Road 144          DATE:  2-28-14          TIME:  1705 Hrs
CASE NUMBER:  14-2618         VICTIM:  Zaninovich Farms          CITY:  Earlimart

On 2-28-14 at 1705 hours Deputies responded to a theft in progress.  While responding to the call Deputies were advised the suspect was fleeing the area on a tractor, which was taken from the crime scene.  Within minutes Deputies were told the suspect was being detained by employees in a grove near the intersection of Road 144 and Avenue 48 in Earlimart.  Upon arrival Deputies immediately identified the suspect as a wanted fugitive named Arnulfo Galaviz Montano (24 years of age). 

 

Deputies contacted the Reporting Party who said a second suspect fled the crime scene in a skip loader (Bobcat).  Based on this information, Deputies quickly searched the area and found the skip loader several miles from the scene.  Deputies then contacted a subject named Chrisoforo Ontiveros (33 years of age) at a nearby residence.  He was found to be the person driving the skip loader.  A search revealed Ontiveros was in possession of a concealed machete, and a small amount of methamphetamine.  Montano and Ontiveros were transported to the violent crimes office pending further investigation.  Later, they were both booked into custody at Main Jail in Visalia.

 

A recovery of $55,300 was made in this case, which remains under investigation by TCSO.

On 11/28/13 Detectives from the Tulare County Sheriff’s Office Violent Crimes Unit responded to the 500 block of S. Elm St in Earlimart, regarding a gunshot wound victim who had succumbed to his injuries at the scene. During the investigation Detectives identified a suspect as Arnulfo Galaviz Montano. On 2/28/14 at 1725 hrs, Deputies from the Pixley Substation were investigating a theft report in the area of Rd 144 and Ave 48 in Earlimart. During the investigation Deputies contacted Arnulfo Galaviz Montano and he was taken into custody regarding the above homicide investigation. Arnulfo Montano was subsequently booked into the Tulare County Main Jail without incident. The case is currently under investigation by the Tulare County Sheriff’s Office Violent Crimes Unit. Grand Theft & Possession of Stolen Property

On 2-24-14, 0800 hrs. Tulare County Sheriff Deputies responded to the 2800 block of Ave. 368 regarding a theft investigation. Upon arrival the victim reported sometime over the weekend unknown suspects removed a farm tractor trailer from his property valued at $1500.

 

On 2-25-14, 1230hrs.  While patrolling the small community of London, Tulare County Sheriff Deputies located the victims trailer. The trailer was in the possession of suspect Salvador Pacheco Lopez.  Suspect Lopez had the trailer attached to his vehicle and was pulling it while driving.  A traffic stop was initiated, suspect Lopez was detained.  Evidence at the crime scene linked suspect Lopez to the theft. He was taken into custody and booked into the Tulare County Main Jail.

 

Suspect:  Salvador Pacheco Lopez   26 years old from Traver, Ca. He is being charged for violations of PC 487 Grand Theft, and  PC 496 Possession of Stolen Property.

 

The case remains under investigation by the Tulare County Sheriffs Department.

ACTING SHERIFF BOUDREAUX TO PROMOTE NEW LIEUTENANT

Lieutenant Cyrena Robles was born in August in 1976 and grew up in the Porterville area. She attended Monache High School and graduated in 1994 before being hired with our department as a Detention Services Officer in November of 1999.

 

In August of 2004, she was promoted to a Sheriff’s Trainee where she worked at both the Bob Wiley Detention Facility and the Adult Pre-Trial Facility. Two years later, Cyrena was promoted to Correctional Sergeant, and was assigned to the Men’s Correctional Facility where she has worked until now.

 

During her time as a Sergeant, Cyrena worked as the Administration Sergeant, Terrorist Liason Officer, Pro Pers Liason Officer, and in 2010 was awarded the Latino Peace Officer of the Year Award.

 

She is supported in her career by her husband, Deputy Francisco Robles, and her three boys. Lieutenant Robles would also like to extend special thanks to Captain Cheri Lehner, Lieutenant Tim Fosnaugh, Sheriff Boudreaux, and the rest of the Tulare County Sheriff’s Department command staff.

On 02-23-14 at 2222 Hours, Deputies with the Tulare County Sheriff’s Department and Tulare County Fire Fighters responded to a residence in the 200 block of south Holcomb Street in the City of Porterville for a report of a structure fire and shots fired. Upon arrival, Deputies located the residence fully engulfed and a female suffering from severe burns. Investigators also located evidence of arson and gunshots fired into the residence. The 41-year old female was airlifted to a local hospital and is listed in critical condition with life threatening injuries. The residence was a complete loss. Detectives with the Tulare County Sheriff's Department and Investigators with Tulare County Fire responded for the investigation.

On 2-22-14 at 2246 hours Deputies contacted Joel Franco Tellez (37 years old) of Earlimart during a consensual encounter. Tellez was found to be intoxicated, and detained without incident. Subsequent to his arrest an inventory of his personal property revealed (1) bindle of a clear crystal-like substance in his right coin pocket. The substance was tested and found to be approximately 0.5 grams of methamphetamine. Tellez was transported, and later booked into custody at Main Jail in Visalia.

On 2/10/14 Detectives with the Tulare County Sheriff’s Office Violent Crimes Unit initiated a missing adult investigation. The missing adult had not contacted any family members since October 2013.  During the investigation Detectives learned the missing person may have been killed and buried in the Lemon Cove area. The missing person’s body was located near a fire Rd on Hwy 245 West of Dry Creek in the Badger area. On 2-21-14 at 2148 hours Deputies contacted Ramon Manriquez (51 years of age) during a traffic stop near the intersection of Church and Washington street(s) in Earlimart.  During the contact, Manriquez was found to be intoxicated and arrested without incident.  After his arrest, he was transported to the Pixley Substation where he was found to be in Possession of one bindle of cocaine.  Manriquez was later booked into custody at Main Jail in Visalia.

On 2-21-14 at 2148 hours Deputies contacted Norma Otero (49 years of age) during a traffic stop near the intersection of Church and Washington street(s) in Earlimart.  During the traffic stop, Otero was found to be driving under the influence of alcohol and was arrested by the California Highway Patrol.  During the investigation, Otero gave Deputies permission to search her vehicle. 

A search of the car revealed one unloaded .22 caliber handgun in the back seat.  A passenger identified as Gerardo Carrranza was sitting in the back seat where the gun was found.  Both subjects were interviewed, but refused to provide statements.  Otero was arrested and booked by the California Highway Patrol and Carranza was transported and booked at main jail in Visalia.  The case will be submitted to the District Attorney’s Office for review.


The case remains under investigation by TCSO.

Possession of a controlled substance for sales/Child Endangerment

After an approximate two (2) week investigation into the sales of illegal narcotics in the Terra Bella area, Investigators from Sheriff’s Department’s Narcotics Division and the Inter Agency Narcotics Enforcement Team (INET) consisting of personnel from Farmersville P.D., Lindsay P.D., and Exeter P.D were led to a residence in the 23700 blk. of Ave. 93. The ensuing investigation and search revealed approximately eight (8) grams of cocaine package for sales, with a street value of $800.00, scales and packaging material.  The items were accessible to a two year old child located in the residence. The child was turned over to Child Protective Service.

 

  As a result of the search warrant two people were taken into custody on the below charges.

In the early morning hours of 02-19-2014 the Tulare County Sheriff's Dept. Headquarters Patrol unit was dispatched to a burglar alarm sounding at a business in the county area between Tulare and Visalia.  Upon arrival, Deputies found a gate had been broken open and a front door window smashed.  Nothing was found to be missing from inside the building, but several gallons of gasoline was found to be missing for a storage tank on the property.  This case is a active investigation and anyone with information is asked to contact the Tulare County Sheriff's Dept. Lauren Pena, from the San Diego area, was reported missing last Tuesday 2-11-14 in San Diego County. On 2-17-14 Tulare County Sheriff Deputies located her car in the parking lot of McNally's Fairview Lodge along the Kern River. 

She has a small backpack and was last seen wearing light purple colored clothing.

Suspect: Jose Bonilla Gomez.  34 years old              

On 2-17-14 at approx. 2045 hours, Deputies from the Cutler / Orosi Substation performed a consensual contact upon (S) Jose Bonilla Gomez who consented to a pat down search of his person.  As a result, Gomez was found in possession of Methamphetamine (approximately 2.0 grams) which had an estimated street value of $40.00 dollars.  Gomez was booked into the TCSO Main Jail without incident.

Burglary 459 pc

Deputies from the Tulare County Sheriff's Dept. HQ patrol division were dispatched to a address in the 31200 block of Tower Rd, Visalia, in regards to a burglary report.  Victims advised firearms had been taken from the residence and information led to the contact of a male and two juvenile suspects.  The adult suspect was contacted on a traffic stop near the victim's residence and two of the stolen firearms were located.  The third firearm was later located in a juveniles possession in the town of Visalia.  All suspects were arrested for burglary and weapons charges.  All property taken was located and is evidence in this investigation.  This case is still under investigation and anyone with information in regards to this theft or others is asked to contact the Tulare County Sheriff's Dept. On 02-08-14 Detectives from the Sheriff’s Gang Violence Suppression Unit were in the Yettem area conducting continuing efforts to curb gang violence in the northern portion of Tulare County.  While in the 14300 block of Ave 384, Detectives conducted a Probation compliance check of a known male gang member.  Subsequent check found the probationer was in possession of approximately 11 pounds of Marijuana, Gang paraphernalia and shotgun ammunition.  

Arrested was:  Eric Lopez (25 yrs old from Yettem)

Lopez was arrested for possession of marijuana, possession of ammunition by a person prohibited of possessing ammunition and the probation violation. 

In two unrelated incidents, two male adults were contacted by gang detectives in the Orosi area and subsequent investigation led to their arrest for possession of a controlled substance.

Arrested were:Antonio Mendoza (25 years old from the Orosi area) and Martin Ramirez (45 years old from Orosi)

The victim reported that Frederick Gomez threatened to attack her with a machete while he was holding the knife in his hand. Gomez was also in violation of an active restraining order by being in the presence of the victim. At the time of his arrest Gomez was found in possession of drug paraphernalia and was suspected of being under the influence of a controlled substance.

 

The case is currently under investigation by the Tulare County Sheriff’s Office.

Should you receive a call from someone advising you a loved one is in custody asking you to apply money to a pre-paid credit card number for bail, obtain the name of the family member, jail location and contact information for the person calling you. DO NOT RELY ON YOUR CALLER ID.  It may appear as a false number.

 

You should call the Sheriff’s Department immediately with this information.  Do not apply money to the credit card. 800-808-0488

 

There are only four methods for bailing a person out of the Tulare County Jail system.  They are as follows:
1. Utilize the “Easy Kiosk” in the lobby at any one of the jail facilities.  This requires the full bail amount
2. A Cashiers Check for the full bail amount made payable to the Tulare County Sheriff’s Department
3. Cash for the full bail amount taken to the jail facility
4. Utilize a Bail Bond company
