Multiple Robberies, suspects outstanding

On 02/03/2012 deputies from the Tulare County Sheriff’s Department were dispatched to two locations in the area of Ave. 184/Rd.128 and Rd. 128/Ave. 168 regarding two seperate armed robberies.

One truck driver was hindered from driving his vehicle when a white truck with two aremed subjects approched the vehicle demanding money. A short time later a similar incident occurred with a second truck driver. Neither driver was injured.  An undisclosed amount of cash was taken from each of the drivers.

Discriptions from passers by identified a white truck for both incidents with 2-3 hispanic male adults.

On 2-02-12 at about 4:14 pm, personnel from the Tulare County Sheriff Departments Gang Violence Suppression Unit, coupled with Community Based Officers from the Cutler-Orosi area, served a follow up search warrant in the 12800 block of Dawson Avenue Orosi, Ca.  The warrant was for gang related items pursuant to a past felony assault case that occurred at the Kwik Korner Market on 1-10-12.

During the service of the warrant, personnel located gang related indicia and a small amount of cocaine.  One adult and two juveniles were arrested without incident and booked into the Tulare County Main Jail and Juvenile Justice Center.  Arrested were;

Suspicious death investigation in Strathmore

UPDATE 02-01-2012/1600hrs:

This is an active investigation by both the Violent Crimes Unit and the Sheriff’s Tactical Enforcement Personnel (STEP) Marijuana Suppression Program.

During the investigation it was learned, the suspect (the decedent) and his partner had pulled up to the residence in a vehicle and made contact with one victim outside the residence.  One suspect brandished a weapon, and then both suspects entered the residence with the victim.  Additional victims were located inside.  The suspects demanded items and began to look through the residence.  One of the victims was able to flee the residence and alert law enforcement of the home invasion robbery. 

A second victim was able to arm herself and gunshots were exchanged between the suspects and the victim outside the residence.  Additional calls to law enforcement were made regarding the shots fired.

Upon arrival Deputies located the one of the suspects was wounded, transported and pronounced deceased. The decedent’s identity is not being released until next of kin have been notified.  The second suspect fled on foot and is still outstanding.

During the processing of the scene the Sheriff’s Tactical Enforcement Personnel and Marijuana Suppression Program were called to respond.  This location had been visited twice in the past regarding compliance with medicinal marijuana issues.

During the service of a search warrant at that crime scene, detectives discovered a large amount of packaged processed marijuana, many firearms including an assault rifle and a large amount of U.S. Currency. STEP detectives took over the marijuana portion of the investigation.

STEP detectives arrived at the scene and obtained an amendment to the Violent Crimes Search Warrant for marijuana and marijuana related items. Ultimately items seized by STEP detectives included  386 pounds of packaged processed marijuana, over 40 lbs of unpackaged marijuana, multiple firearms, pay/owe sheets, scales and in excess of $23,000 in U.S. Currency.  

The resident of the property, Candelario Andrade Moran was found to possess a medical marijuana card and several Care Provider cards which enabled him to possess several pounds of processed marijuana. However the presence of over 400 pounds of marijuana, the pay/owe sheets, scales and large amount of currency led detectives to believe he was selling large amounts of marijuana for other than medical use. State law prohibits the outright sale of marijuana. Possession of an unregistered Assault weapon is a crime. Detectives at the scene determined the children at the residence were also being endangered by the conditions they were forced to live in.

Street value of the marijuana would be in excess of 1.6 million dollars. 

Candelario Andrade Moran, age 32 of Strathmore, was charged with possession of marijuana for sale, possession of an assault weapon and child endangerment.

Decedents information will be posted once next of kin is notified.  The second subjects is still outstanding.  This case is still under investigation.

This is the first shooting death and the first death related to marijuana for TCSO jurisdiction in 2012. 

PRIOR RELEASE:
On Tuesday, January 31, 2012 at approximately 1735 hours, the Tulare County Sheriff's Office began to receive multiple 9-1-1 calls regarding a possible disturbance with shots fired. 

Upon arrival deputies located a Hispanic, male adult suffering from a possible gunshot wound.  The subject was transported to a local area hospital where he pronounced deceased.

Detectives from the Violent Crimes and Forensic Investigations Units responded to assist in the investigation.

Reports were taken of an additional subject, a Hispanic male adult, who may have been involved in the incident having left the scene on foot.

Additional reports have also come in that these two subjects may have been involved in other incidents that may have occurred in the area.

This case is still under investigation.  As additional information is obtained and update will be issued.

The case is under investigation by the Tulare County Sheriff’s Department.

Personnel from the Tulare County Sheriff’s Department North End Gang Violence Suppression Unit concentrated their efforts to reduce criminal activity by patrolling several rural communities in northern Tulare County.

Overall, three subjects were arrested for various felony and misdemeanor crimes involving the possession of narcotics for sale, being under the influence of a controlled substance, operating a motor vehicle while under the influence of a controlled substance and for non-compliance through Tulare County Probation. Those arrested were booked without incident into the Main Jail;

Jeremy Cleveland (30 years) possession and possession for sale of a controlled substance & under the influence of a controlled substance.

Rolando Carrillo (28 years) possession of a controlled substance, operating a motor vehicle while under the influence of a controlled substance and for being under the influence of a controlled substance.

459 PC- Burglary

CASE NUMBER:  12-01245         VICTIM:  Adult male age 65          CITY:  Kingsburg

On 1/28/12, at 1415 hours, deputies from the Tulare County Sheriff’s Office responded to a rural address in the Kingsburg area regarding a residential burglary that was believed to have occurred within the previous 24 hours.

The victim reported a total of $3341 in property loss which included a ride-on lawnmower and $1365 worth of assorted firearms ammunition. The suspects also attempted to steal a Jeep from the garage but got it stuck in the mud near the residence and abandoned it.

During the investigation deputies with assistance from neighbors located tire tracks from the stolen lawnmower which led away from the property. Deputies followed the tracks approximately ¼ mile to a vineyard where they located $3251 worth of the stolen property, including the lawnmower and all of the ammunition, which had been hidden away for later retrieval by the suspects.

All of the recovered property was returned to the victim.

The case is currently under investigation by the Tulare County Sheriff’s Office.

Sheriff Bill Wittman to Promote New Captain

Sheriff Bill Wittman will be holding a ceremony to promote Lieutenant Keith Douglass to the rank of Captain on Monday, January 30, 2012 at 10:00 AM. The ceremony will be held at the Tulare County Sheriff's Headquarter's Lobby. Friends and family will also be present to show their support.

Captain Keith Douglass grew up in Southern California and has resided in the Tulare County area for the past 25 years. He began his career with the Sheriff's Office as a Deputy August of 1986. Captain Douglass worked through the detentions and patrol stations, and served time with the Sheriff’s K-9 Team.  He was partnered with two dogs during his term with the unit and also served as the unit Supervisor once promoted to the Rank of Sergeant in October of 1995.  During his term as Sergeant, Keith began getting more involved with the technological side of the Department.  He was instrumental in the Patrol Unit Mobile Dispatch Terminal (MDT) Program, switching the Department to digital photography, electronic archiving and securing of digital files and became the CAL-ID Manager for Tulare County.

In April of 2002 Keith Douglass was promoted to the rank of Lieutenant. While in this position he held terms of command over the Automation, Crimes Against Persons Bureau, the Main Jail, Administrative Support Services, Internal Affairs and the Personnel Bureau. 

During his twenty five years with the department, Captain Douglass has worked at nearly every station and in every division of the Sheriff's Office. Captain Douglass has been instrumental in numerous technological advancements the Department such as:
• Creation of the Sheriff’s Automation Unit which handles technology issues in house
• Assisted in the complete redesign of CLETS network to DOJ
• Implemented the GPS integration into the Patrol MDT units
• Assisted in the design phase of the County’s Unified Command Vehicle Projects
• Implementation of the Department Taser Use of Force Option and upgraded training procedures
• Retrofit and upgraded the camera recording systems throughout the Main Jail facility
• Created numerous case management databases for investigations and personnel to assist with tracking and statistical data
• Became one of the Department’s Public Information Officers, created the means for dissemination of Sheriff’s news and information to the community through use of internet web blogs, Twitter, Flickr and YouTube
• Acquired and implemented the use of electronic form routing and signatures through paperless systems for time management and tracking efficiency
• Upgrade of Department fleet vehicles and equipment issued/ installed
• Began the acquisition of the enhanced fingerprint identification system for Tulare County

Captain Keith Douglass is supported in his new career path by his wife, Cindy and his 17 year old twins, Craig and Victoria. Sheriff Bill Wittman offers his sincere congratulations to Captain Keith Douglass, and wishes him well in his new assignment as the Detention Branch, Facilities Division Captain. After an approximate one (1) month investigation into illegal narcotics trafficking in the Plainview Area investigators from the Sheriff’s Departments Narcotics Division were lead to a residence in the 19200 Blk of Ave 192 where a search warrant was served.  The ensuing investigation and search revealed approximately 67.8 grams of Methamphetamine packaged for sales, indicia, a large sum of U.S. Currency which were related to the sales of illegal narcotics as well as maintaining a residence for illicit narcotic sales.  Two firearms were located in the residence as well, one of which was reported stolen and is now recovered. The seized Methamphetamine would have had a street value of $6,780.00 had it been allowed to enter the illegal drug market.
Both suspects booked at the Tulare County Jail on the above listed charges. Both suspects bail amounts are $50,000.00 and are being held in lieu of at this time.

Both suspects bail amounts are $25,000.00 and are being held in lieu of at this time.

After an approximate one (1) month investigation into illegal narcotics trafficking in the Visalia Area investigators from the Sheriff’s Departments Narcotics Division were lead to a residence in the 400 Blk of N/W Second Ave where a search warrant was served.  The ensuing investigation and search revealed approximately 5.4 grams of Methamphetamine packaged for sales, indicia related to the sales of illegal narcotics as well as maintaining a residence for illicit narcotic sales.

There were six (6) minor children in the residence. The residence was deemed uninhabitable by the Visalia’s Code Enforcement division thus creating a child endangerment issue. The children were turned over to Tulare County Child Welfare Services. (male juveniles ages 2,4,5,6,8 - one female age 14)

Missing Juvenile - Selena Martinez
LOCATION:  Last seen in Visalia area          DATE:  01-23-2012          TIME:  0940
CASE NUMBER:  12-1009         VICTIM:  Selena Martinez, age 16          CITY:  Goshen

On 1-23-12 at 0940 hours, Deputies with the Tulare County Sheriff Department, Headquarters Division, were contacted regarding (MPJ) Selena Rebecca Martinez,16 years old, who ran away from home after a domestic disagreement. Martinez is considered an at risk juvenile. 

Martinez was last seen leaving her grandparents residence which is located in the 200 block of E. Tulare in the City of Visalia.  Martinez was wearing a black top, blue jeans and riding a blue bicycle.  Martinez’s parents live in the Goshen area.

Detectives with the Tulare County Sheriff’s Department are currently investigating Martinez’s disappearance as an endangered missing; however, she knows that law enforcement is looking for her and has elected to prevent detection from relatives and TCSO Detectives.

Narrative:

On 01/21/2012, Deputies from the Tulare County Sheriff's Department uncovered a sophisticated burglary ring operating in the Poplar area of Southern Tulare County. During the investigation of two burglaries which occurred on 01/17/2012 and 01/20/2012, Deputies identified several individuals who were involved in a total of seven residential burglaries which had occurred from October 2011 to present. The total property loss was estimated to be in excess of $25,000.00. Deputies arrested two juveniles and two adults who were responsible for the burglaries. A large amount of stolen property was recovered and was subsequently returned to numerous Tulare County citizens who had been burglarized. This is currently an ongoing, active investigation by the Tulare County Sheriff's Department.

One in custoy for multiple narcotics charges

On 01-17-12 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Farmersville Police Department, Visalia Police Department, Lindsay Police Department, Exeter Police Department, Tulare County Probation and the Tulare County Sheriff’s Department concluded a four month narcotic investigation by arresting Suspect Miguel Deniz in the Visalia area for possession and sales of a controlled substance.  After Suspect Deniz was arrested he was found to be in possession of several bindles of methamphetamine and approximately $ 2,900.00 in U.S. Currency.

During a probation search of the suspect’s bedroom and shed at the Farmersville location, detectives located drug paraphernalia and a small amount of marijuana.

Suspect Miguel Deniz, age 21 of Farmersville was arrested, transported and booked into the Tulare County Main Jail for the following charges:

11377 H&S           Possession of a controlled substance.

On 1/15/2012 at approximately 1745 hours Orosi deputies were dispatched to a disturbance call at the 12500 block of Aceves Avenue. The victim reported that Francisco Ramirez Barrios of Cutler, age 24, made criminal threats during a child custody dispute and that he vandalized a vehicle on her property.
Deputies conducted a traffic stop of the vehicle Barrios was driving and after further investigation took him into custody for the above listed charges.

Narrative:

On 01-13-12 at approximately 1330 hours Tulare County Sheriff’s Deputies responded to the area of Kate Rd. and Denver Ave for a report of a suspicious person. The suspect fought with deputies who then attempted to subdue with a taser which appeared to have no effect. The suspect fled jumping fences throughout the neighborhood until he eventually broke into an occupied home where he confronted a male inside. The suspect forcefully tried to use the male resident as a shield and was tased again. Deputies pulled the victim from the suspect and the suspect was taken into custody. The suspect and two deputies received injuries and were later treated at the Kaweah Delta district Hospital, the suspect was then booked into the Tulare County Jail.

The case is currently under investigation by the Tulare County Sheriff’s Office.

01-13-12 1818 hrs Deputies were dispatched to the 17000 block of Ave 288 for a report of an assault.  During the course of the investigation it was discovered that the victim, Gary Rodriguez had been assaulted with a stick.  (V) refused medical attention at the scene.  After further investigation the suspect, Alfonso Cardenas, age 26 of Fresno, was contacted, arrested and booked into the Tulare County Main Jail.

Violation of Parole, Poss. of Meth for Sales, Participating in Criminal Street Gang

    On 01-13-2012 at 1745 Hours, Detectives with the North County Gang Violence Suppression Unit responded to a residence in the 40600 Block of Rd 128 in Cutler. Upon arriving at the residence, Detectives contacted Angel Alonzo and he was found to be an absconding parolee at large with the California Department of Corrections. Detectives also located approximately ONE ounce of methamphetamine packaged for sales, packaging material, and other items associated with the sales of narcotics. Alonzo was arrested and transported to the Tulare County Main Jail for booking. Alonzo is also suspected of participating in a criminal street gang.

Update to Martin Leon Homicide Case
LOCATION:  20800 Block of Guerrero, Richgrove          DATE:  09-26-2008          TIME:  2230 hrs
CASE NUMBER:  08-14281         VICTIM:  Martin Leon age 14          CITY:  Richgrove

On 09/27/2008, 0117 hours Deputies were dispatched to the victim's residence for a deceased subject. There they found the victim dead in his residence. It appeared he had been shot through the front door of his apartment while his other family members were away from the residence. He died as a result of the gun shot wounds.

Violent Crimes detectives responded to the scene to investigate. During the investigation it was determined there had been minor gang confrontations between members of the victim's family and rival gang members in the same apartment complex. Two suspects were identified as Julio Hernandez, 18 years (at the time) from Richgrove and Armando Gonzalez, 21 year (At the time), from the Woodville Labor Camp.

As this case was being investigated, Hernadez fled to Mexico. Gonzalez was arrested by the Porterville Police Department on 9/2/2010 on for an unrelated murder and is still incarcerated on that case at the Bob Wiley Detention Facility.

UPDATED INFORMATION:

On Sunday, 01.08.2012 Detectives followed up on a lead in McFarland. They located Hernandez there and found he moved there with family when he returned from Mexico. Detectives brought Hernandez in for questioning, without incident. He was booked into the Tulare County Main Jail for investigation of murder, assault with a deadly weapon and participating in a gang crime. Gonzalez is also being charged in this case. Detectives from the Porterville Police Department assisted during the course of this investigation.

Three Arrested for Assault with Deadly Weapon and Violation of Gang Injunction
LOCATION:  41300 Block of Road 128, Orosi          DATE:  01-10-2012          TIME:

Tulare County Sheriff Deputies were dispatched to a convenience store located in the 41300 block of Rd 128 in Orosi regarding an assault.  Upon arrival Deputies contacted two juvenile suspects who were physically assaulting the victim. The juveniles were subsequently arrested.

A third Suspect identified as 20 year old Victor Garcia was also contacted and arrested for ordering the juveniles to assault the victim. The victim sustained none life threatening injuries to his head. 

The assault is believed to be gang related.  The Case is still under investigation.          

Arrested were, 20 year old Victor Garcia, and two 16 year old juveniles from Orosi. They are being charged with Assault with a deadly and Violation of Cutler-Orosi Gang Injunction.

Armed Robbery in Earlimart

On 01-10-2012 at approximately 1020 hours, two men approached the recycling center at located near Steve’s Mini Mart in a blue Chevy Truck.  The two men, whose faces were covered, approached three Hispanic males who were standing at the recycling center.  The two men pointed handguns at the men and took an undetermined amount of cash from the recycling center.  One of the suspects struck one of the victims on the back of his head and took his cell phone and wallet.  The two suspects fled the scene in the truck. 

At approximately 1115 hours the truck was located at Deer Creek and Road 144 on fire.  The vehicle was identified as stolen from the Delano area.

The suspects were described as two Hispanic male adults.  Their faces were covered from view and they were driving the blue Chevy truck.

The victims were listed as three Hispanic male adults from the Delano and Earlimart areas.

The Sheriff’s Office is asking anyone with information to please contact Det. Polk at 800-808-0488.

Suspect in Custody: 20 year old Ricardo Escobar from Cutler


Deputies were dispatched to a residential burglary of a residence in the 40600 Block of Rd. 124, Cutler.  Victim stated unknown suspect(s) had broken a window and gained entry into his residence and stole a digital camera, jewelry and checkbook, valued at $780.00.   No property was recovered.
A possible suspect was identified as Ricardo Escobar.  Escobar was contacted at his residence, which is located across the street from the victim. Escobar was arrested for displaying symptoms of being under the influence of a controlled substance (meth).  Further investigation revealed Escobar to be a suspect in the burglary, due to minor injuries Escobar had on his hands, which were consistent with injuries the suspect would have sustained at the victim's residence. Escobar booked at Main Jail.

Upon pat searching the 14 year old for weapons, he was found to be in possession of a dangerous weapon.

On the above date/time the victim who was home with his wife and four children, reported a subject was in his front yard kicking his dog, the subject then broke into the victimís parked vehicle and removed a hammer. The subject, identified as Ridley, then attempted to gain entry to his residence by forcing open the attached garage door and bracing it with a rail road tie. Ridley then broke out the front living room window with the hammer and climbed onto the window ledge attempting to enter the house. The victim, who was standing in the living room, confronted Ridley as he was on the window ledge holding the hammer. The victim discharged one round from his firearm, striking the suspect in the upper right thigh. The victim had the suspect at gun point when the Deputies arrived. The suspect was transported to a local hospital where he is being treated under guard by Sheriff's Deputies.

This case is still under investigation.

On 01-05-12 the Inter Agency Narcotic Enforcement Team (I.N.E.T.) consisting of personnel from Exeter Police Department, Visalia Police Department, Lindsay Police Department, Farmersville Police Department, Tulare County Probation and the Tulare County Sheriff’s Department assisted with serving a narcotic search warrant in the 200 block of South Ash in the City of Exeter.

Detectives secured and searched the residence. Detectives located approximately 68 pounds of processed marijuana and a small digital scale. Total street value of the processed marijuana was approximately $ 253,000.00.
 
Suspect Adelina Ortiz Botello was arrested and was transported and booked into the Tulare County Bob Wiley Detention Facility for the following charges:

Upon arrival Deputies learned that (S) Walker had been at the (V)’s residence despite an active Restraining Order.  When (S) was confronted by family members and told to leave, (S) attempted to strike them with his vehicle.  The (S) then proceeded to make criminal threats at them as he fled the scene.  Responding Deputies contacted the (S) nearby in his vehicle and he was taken into custody without incident.  The (S) was subsequently arrested and booked at the Tulare County Main Jail for the above listed charges.

Deputies located the suspects in an apartment complex. A search of the apartment complex revealed a knife & two firearms accessible to 2 small children.

On 01/01/2012 at approximately 1900 hours, Tulare County Sheriff’s Deputies responded to the 13000 block of Ave. 404 in Cutler regarding a residential burglary and contacted the homeowner and his son. The homeowner advised when he returned home from vacation he found his residence to be burglarized. The residence was ransacked and damaged. There was graffiti tagged all over the walls of the residence in black spray paint and holes punched into the walls.

Items taken were: high end electronics, jewelry, cash, clothing, kitchen appliances, children’s bicycles, Christmas presents, Christmas decorations, candy canes and ornaments off of the Christmas tree. Total estimated value of loss was found to be over $22,000 dollars.

The case is currently under investigation by the Tulare County Sheriff's Office.

On 1/1/12 at approximately 0110 hours deputies from the Orosi Substation responded to an address at the 3900 block of Jacobs Avenue regarding a report of a fight at a New Year’s party. Once on scene deputies contacted three subjects in a vehicle attempting to leave the area. Subsequent investigation revealed that the three had been involved in a physical fight in which a handgun had been brandished and criminal threats made toward the partygoers. Deputies located the gun in the suspect vehicle. The gun was found to be a toy gun with an altered/painted tip in order to resemble a real firearm. All three occupants of the vehicle were arrested on the following charges:

During the last week of December and into the New Year, personnel with the Tulare County Sheriff’s Department North End - Gang Violence Suppression Unit concentrated their efforts to curb violence within the communities of Cutler, Orosi, Yettem, Goshen and Ivanhoe.

Three firearms were seized, described as a sawed-off rifle, sawed-off shotgun and semi-auto handgun, along with a small amount of methamphetamine and marijuana.

In doing so, (11) subjects were arrested and booked into the Tulare County Main Jail and Juvenile Justice Center without incident for the following charges;

Jose Quiroz (29 years) negligent discharge of a firearm

Francisco Lopez (22 years) negligent discharge of firearms, possession of illegal firearms and criminal street gang activity

Hugo Marquez (34 years) possession of methamphetamine and marijuana

Alberto Nanez (25 years) possession of a concealed weapon

Male Juvenile (15 years) violation of court order – civil preliminary gang injunction

Tulare County Sheriff's Patrol Deputies responded to a ranch north east Tulare in response to an assault reported between two co-workers.  Subsequent investigation found the victim and suspect had a argument regarding work related issues.  The argument escalated and the victim was struck in the head with a metal bar.  The victim sustained non-life threatening injuries and was treated at
Tulare Regional Medical Center.  The suspect was located nearby and taken into custody without incident.

The suspect was later located and taken into custody. He was booked at the Tulare County Juvenile Hall for attempted homicide and weapons charges.

The victim was taken to the hospital and is being treated for a serious but non-life threatening injury.

Circumstances:

Orosi patrol deputies were dispatched to city of Dinuba, a 20 year old female adult advised she had been with a few friends at the Dinuba Burger King, on 12-26-11, at approx. 2330 hrs., the 20 year old male suspect arrived, and backed into a vehicle in the parking lot, resulting in a minor traffic accident.

The victim and suspect agreed to travel to a residence in the 1000 Block of Ave. 392, in Monson, to get cash from the driver of the suspect vehicle, to pay for the damage to the victim's vehicle. Suspect Carlos Haro was at the location, and he walked out of a residence and handed a MAC-11 machine pistol to the suspect driver. The suspect driver then fired rounds from the firearm, and made threats towards the victim. The victims fled back to Dinuba and called police.

Deputies later arrived back at the residence on Ave. 392, where suspect Carlos Haro was contacted. A search revealed Haro in possession of the MAC-11 machine pistol, and a loaded high capacity magazine. He was arrested and booked at Main Jail. Case still under investigation by Orosi Patrol.

The Tulare County Sheriff's Department responded a 911 call in the listed area regarding a stabbing victim. Upon arrival Deputies contacted the victim who reported the suspect entered the house while he was sleeping.  When a light was turned on inside the house the victim fled and awaited Deputies.  The suspect called 911 for assistance from inside the victim residence to attempt to report himself as a victim of an assault and burglary. The suspect reported his vehicle was stolen and he was injured in the assault.  The suspect's vehicle was found nearby on his property.  It was determined the suspect was not a victim of a crime, but had broken into the victim's residence.

The suspect was taken into custody and later booked at the Tulare County Sheriff's Department Main Jail on this case.

Case is under investigation by the Tulare County Sheriff's Department.

(59 years) and arrested him in the 14800 block of Water Avenue in rural Visalia for terrorist threats, burglary, battery, witness intimidation and the unlawful possession of a destructive device.  The explosive device was located within Gates’ residence by a family member in the 500 block of South Church Street in Visalia during the investigation.  Officers from the Visalia Police Department assisted in the investigation and neutralized the device to keep the area safe.

Richard Gates (59 years) was booked into the Tulare County Main Jail with bail set at 150,000.00.  The case remains under investigation by the sheriff’s department.
