On Friday, April 25th began the first day of the 29th annual Sierra K9 Trials. The event is co-hosted by the Tulare County Sheriff's Department and the Visalia City Police Department K9 Units. K9 teams from all over California are invited, and this year attendees included teams from Fresno City, Coalinga State Hospital Police, Bakersfield City, and many other areas totaling more than 20 teams competing in most of the categories.

The first day had competition in narcotic and evidence detection. This included searching a vehicle for narcotics, and evidence search. This part of the competition was held in another area outside of the Plaza Park Raceway, while on the second day the “main events” – obedience, agility, and protection – took place in the Raceway on Saturday. Other events also featured on Saturday were building search, area search, protection, open class, novice class, top team and top dog. 

During the obedience, agility, and protection events the stands held friends and family of the competitors, as well as co-workers when not competing and members of the public. While there had been inclement weather the day before, Saturday’s competition started off cold and grey, and while people nursed warm tri-tip sandwiches and huddled in sweatshirts and blankets, handlers and dogs lined up to show the judges how well they worked together as a team. 

The first section of competition, obedience, consisted of a facilitator giving directions to the handler to walk, run, turn certain directions, or order their canine to sit, stay, and come back to their side at different intervals. Agility, the second section, showed handlers leading their dog around an obstacle course that included jumping over fences, walking on tall platforms like wooden beams, climbing up stairs, and walking over a “teeter totter”. After agility was area search, which included an Explorer hiding in one of several wooden boxes on the field, and the dog was ordered to find them. This event was timed, and the dog had to find the Explorer in a certain amount of time, and either bark repeatedly or lay down to indicate that they had found them. 

Canines and handlers were taken off site to compete in building search and returned for what may be considered the “main event” of the trials – protection. Volunteers were fitted in “bite suits” that would protect them from the canine’s bite, and were set up into scenarios. The canines and handlers were introduced to those scenarios with specific directions that included ordering a dog to chase after and stop a suspect in a stabbing, and to let a “jogger” run by before stopping a gunman – who, for this situation, had a gun with blanks, or fake bullets. 

Below you will find the results for the two days of competition. The Tulare County Sheriff’s Department & Visalia City Police Department, co- hosted this year’s event, would like to thank all those who contributed, attended, and participated. Without those people and groups, the K9 Trials would not be what they are today, and they are very much appreciated.

It has been brought to the attention of the Tulare County Sheriff’s Department that there is an individual who is claiming to be a member of the office of The Assessor/Clerk-Recorder. The individual is contacting members of the public over the phone, claiming that they have missed jury duty and that if they don’t pay a fine, a warrant will be issed for their arrest.

 

The Assessor/Clerk-Recorder’s office does not collect monies for missed jury duty. Any phone calls of this nature should be reported to your local law enforcement agency as soon as possible.

Suspect: Tony Oliveira (06-15-77)

 

Deputies made contact with the above suspect regarding two Warrants for his arrest.  A subsequent search located a small bag containing Methamphetamine, and a bag of marijuana. The suspect was arrested and booked into the Tulare County Jail for the warrants and the two possession charges.  

 

This case is being forwarded to the Tulare County DA’s Office for review

On 04/29/2014 at approximately 0644 hours, Deputies received a call from the Tulare County Fire Department regarding an illegal burn at a residence in the 9900 block of Road 256 in Terra Bella. Upon arrival, Deputies contacted the suspects who both reside at the residence and discovered they were operating an illegal marijuana cultivation operation. Deputies received permission to check the residence with the suspects for their Medical Marijuana License paperwork at which time they discovered approximately twenty five (25) pounds of processed marijuana packaged for sales in one (1) pound bags. The estimated street value of the marijuana is approximately $76,000.00. Ten (10) immature plants were eradicated at the grow site as well. This case is under investigation by the Tulare County Sheriff's Department.

Over the past several months, The Tulare County Sheriff's Department has been investigating numerous agricultural related commercial burglaries with similar MO's.  As a result of these investigations, Investigators contacted surrounding allied agencies which consisted of Santa Barbara County, San Luis Obispo County, Kings County, Fresno County, Kern County, Hanford PD, Visalia PD and Farmersville PD, who advised that they were also investigating thefts similar to those experienced in Tulare County. As a result, TCSD investigators teamed up with investigators from those agencies in an effort to exchange information and develop leads regarding the thefts in our area as well as their areas.

On Friday, 4-25-14, investigators from the Tulare County Sheriff's Department Agricultural Crimes Unit received information from investigators with the Kern County Sheriff's Department Agricultural Crimes Unit regarding a subject in the City of Hawthorne California, who was in possession of possible stolen property taken as a result of the recent thefts. Based on this information, TCSD Investigators reached out to investigators with the Hawthorne Police Department who responded to the subject’s residence and ultimately found stolen property belonging to Fruit Growers Supply out of Porterville.  Based on Hawthorne PD's preliminary findings, Investigators from the Tulare County Sheriff's Department responded to the City of Hawthorne where they met with Hawthorne PD investigators and continued a joint investigation where further leads were developed over a 3 day period.  As a result of this joint investigation, Investigators with the Hawthorne Police Department and the Tulare County Sheriff's Department served search warrants on the suspects residence in the City of Hawthorne and 4 storage units in the City of Gardena resulting in the recovery of numerous items belonging to victims in Tulare County as well as victims from up and down the State of California and as far East as the State of Ohio.  During investigation, the two above suspects, Rafael Gomez, age 58, and Israel Garcia, age 23, both residents of Hawthorne, were contacted at their residence and taken into custody for PC 496 possession of stolen property by Hawthorne Police Department.  

During the time investigators were in Southern California, Over 1100 items of suspected stolen property consisting primarily of new Stihl brand power tools / yard and farm equipment as well as other items were seized during the execution of the search warrants. 

The Tulare County Sheriff's Department recovered an approximate total of $59,000 of property with a large amount of additional items being left with Hawthorne Police for additional investigation.  Home Depot was identified by Hawthorne PD as being the victim of over $41,000 of equipment located. Of 172 items returned to Tulare County, 42 of them were positively identified as belonging to Fruit Growers Supply out of Porterville. These items are worth $300 each, totaling $12,600.

The approximate total value of recovered property is $320,000. This includes items that have yet to be identified and returned. 

Some Items recovered were identified as being reported stolen from Madera County, Colusa County, Hanford Police Department, San Luis Obispo County and numerous other locations throughout the United States. 

These investigations are ongoing and investigators are working to identify any additional suspects involved.

4-29-14 hrs:  Deputies responded to the 22300 block of Ave 196, Strathmore regarding a report of an armed robbery that just occurred.  Upon arrival Deputies contacted the victims and witnesses.  No injuries occurred during the robbery.   

The suspect entered the café, pointed a handgun at the clerk and took an undisclosed amount of money from the cash register.  The suspect then fled the scene in an awaiting dark blue or black Volvo 4 door sedan.  The vehicle was last seen traveling north on Rd 216 from Ave 208. 

The suspect is described as being a Hispanic male wearing a black t-shirt, khaki shorts, black shoes and a black hat.  The suspect appeared to be in the late teens to early 20’s.

Burglary - Three Rivers

On 4-28-14 at 1200 hours, Deputies responded to the address 41841 Sierra Dr, Three Rivers for a report of a burglary. Upon arrival, Deputies were told that sometime between 4-22 and 4-28, unknown suspect(s) entered a storage shed and took a backpack blower, extension cord, battery charger, gas can, and weed eater. There was no information regarding the identity of the suspect(s).

A witness later identified a vehicle that had been seen at the cemetery. Deputies located the vehicle and conducted a traffic stop, contacting two individuals in the vehicle. All of the stolen items except for the weed eater were located inside the vehicle and returned.

On 04/26/2014 at 0420 hours, Deputies were dispatched to the 700 block of Reservation Rd, Porterville in regards to an assault w/ deadly weapon. Upon arrival, deputies contacted the reporting party -V1 who advised the suspect had arrived at the residence vandalized his vehicle and then forced entry into the residence. V1 stated the suspect attacked him with a metal pipe. V1 stated he struck the suspect with a blunt object in self- defense.

The suspect was transported to an area hospital where he is being treated for his injuries. The suspect is currently being detained for the above listed charges. The Sheriff's Departments detectives responded to the scene and assumed the investigation.

ACTING SHERIFF MIKE BOUDREAUX TO PROMOTE NEW SERGEANT

Sergeant Bobby Saldana was born in Bakersfield, to Sophia and Ralph Saldana, the fourth of five children. He spent most of his youth in Texas, living there for twelve years before returning to the Central Valley. He attended Fresno High School, where he graduated with the class of 1989, and later attended the Academy at Fresno City College. 

In January of 1999, he was hired as a Deputy I with the Tulare County Sheriff’s Department and began a long and varied career that spanned two years as a Deputy I and thirteen years as a Deputy II. 

Early in his career he worked in the Jail facilities, quickly moving up from a floor deputy to a leading intake deputy. Later on, working in Transport he earned his Class B license, which allowed him to drive any and all transport vehicles for the department. In Property Crimes, he was the lead investigator in a multi-jurisdictional investigation which led to the largest amount of recovered stolen property a single investigation has yielded in Tulare County - $150,000 in property. These are just a few highlights of the time he has spent with our department.

Saldana carries with him the unique perspective that comes with having worked in nearly every area or unit the Sheriff’s Department has to offer, including taking extra shifts as a bailiff at every courthouse in the County and the newly formed Cyber Crimes unit. When asked where he has worked, it’s easier to list where he hasn’t – STEP, Narcotics, Gangs, and Violent Crimes. 

While working in the Crime Lab, Saldana received extensive training in technological advances. When he was first assigned to that unit, he became the only certified Video Clarification Technician in the department. Other trainings included Crime Scene Investigations, Fingerprint Analysis, Forensic Computer and Cell Phone Analysis, as well as training in Investigations, Interrogations, and Crimes Against Children.

He is the type of person who shows up every day willing to do whatever he is asked to the best of his ability, and often takes that work above and beyond expectations. That attitude has brought not only the attention of supervisors in the department, but also of people who have worked with the Sheriff’s Department. Saldana received a commendation from the Recording Industry Association in a letter to then-Lieutenant Scott Logue for his assistance in an investigation into pirated music in Orosi. He is also mentioned in a commendation letter from FEMA to Sheriff Wittman in reference to his assistance executing Federal arrest and search warrants in Poplar. Saldana was commended for his expertise, professionalism, and was called “a credit to the law enforcement community”.

Outside of the work he has put in with the Sheriff’s Department, Bobby Saldana has spent many hours working in the community, including forming and leading youth sports programs. Over the years he has been involved in running many programs whose reach extends even outside of Tulare County.

Bobby is supported in his promotion, as he has been during the course of his career, by his family - including his wife Lilian, and children Alex, Reuben, Natalie and Nathan.

3 Misdemeanor warrants for Villarreal’s arrest with a total bail of $45,000 dollars.
On 4/24/14 at approx. 1241 hours, Deputies from the TCSO HQ Division were patrolling the community of Goshen and observed Carlos Villarreal walking in the area of Camp and A308.  Villarreal, who had three active warrants for his arrest, with a bail totaling $45,000 dollars, ran from Deputies. Deputies tracked and subsequently apprehended Villarreal in the 30700 block of Kame - a residence belonging to (S2) Federico Pena. After receiving consent to enter the property for Villarreal, Deputies observed in plain sight a white plastic baggie containing approximately 0.2 grams of methamphetamine with associated paraphernalia. The methamphetamine had an estimated street value of $20 dollars. Both Villarreal and Pena were observed to be under the influence of a controlled substance. Pena and Villarreal were booked into the TCSO Main Jail without incident.The case remains under investigation. Representatives from local government, law enforcement, and members of the public gather together to remember and honor the fallen law enforcement of years past, family, friends, and to remember that those who paid the ultimate sacrifice did not do so in vain, and that they will not be forgotten. 

This year’s program includes Acting Sheriff Mike Boudreaux as Master of Ceremonies, Merrily Rapozo-Wilson – 1998 surviving spouse – as Guest Speaker, and Megan Rapozo reading the End of Watch Roll Call, as well as performances by the El Diamante High School Choir and bagpiping by Mark Little.

Suspect: Jorge Balderama-20 yrs old out of the Fresno area.

On today's date at approx. 1930 hours, Deputies responded to a residence in the 2200 block of E. Springville , Porterville, regarding a follow up to a burglary investigation.  Through investigative leads, a suspect had been developed and was believed to be at this location.  A male who matched the physical description of the suspect was located at the residence and fled on foot.  He was apprehended leaving the rear of the residence.  The suspect was found to be in possession of the stolen property from the initial burglary.  The property was positively identified by the victim, and subsequently returned to the victim. The suspect was arrested and booked at the Tulare County Sheriff's Office Porterville substation.    

This case is currently under investigation by the Tulare County Sheriff's Office.

On 04/22/2014 at approximately 1100 hours, Deputies conducted a traffic stop of Antione Glasper, 51 of Porterville in the area of Worth and Road 284. During the stop, Deputies located approximately 1.4 grams of methamphetamine packaged for sale. Believing that Glasper was engaged in the sales and transportation of narcotics, a search warrant was obtained for his residence in furtherance of their investigation. Deputies executed the search warrant at Glasper's residence located in the 27400 block of Avenue 146 and located a large  marijuana grow, sawed off shotgun, ammunition, numerous meth pipes and narcotics packaging material. Deputies eradicated 627 immature plants which if allowed to mature would have produced a potential estimated 1.5 million dollars worth of marijuana. Isai Barrera, 19 of Porterville was also arrested for the cultivation of marijuana during the investigation. This case is under investigation by the Tulare County Sheriff's Department.

According to witnesses, two vehicles that were property of the residents of the house are no longer at the residence.

On 04-22-14, at approximately 2240 hours deputies from the Orosi Substation responded to an address in the 12600 block of avenue 416, regarding a report of a suspicious vehicle. Once on scene deputies contacted the driver of the vehicle, who was found to have two active warrants for her arrest.  While attempting to take the female suspect into custody, the female resisted by force.  She was eventually taken into custody with no further incident.  No injuries were reported from the deputies or the suspect.

Upon arrival to the area suspect Jose Villagomez was contacted and found to be in possession of .22 Cal. ammunition. Jose Villagomez also has an active Norteno Gang injunction. A check of the area revealed a .22 Revolver Handgun which belonged to Villagomez. Villagomez was arrested without incident and transported to Pre-Trail for booking on the above charges.

On the above date and time, Tulare County Sheriff’s Deputies from the Porterville Substation consensually contacted a female walking in the 1800 block of West Poplar Avenue in Porterville.  Upon being contacted by deputies, the female gave a name and date of birth.  The female was subsequently found to be in possession of prescription narcotic medication and drug paraphernalia.  The female was arrested and transported to the Porterville Substation for processing.  Upon arrival at the Porterville Substation, the female admitted her true name was Jennifer Crawford (35 Years).  Crawford was found to have (1) confirmed active felony warrant and (3) confirmed active misdemeanor warrants for her arrest. Crawford was later transported to the Tulare County Adult Pre-Trial Facility and booked on the above charges.This case is currently under investigation by the Tulare County Sheriff's Departm

Deputies responded to a call in the 500 block of S. Ruth in Porterville for a report of a suspicious person trespassing in a garage with a flashlight. Deputies arrived and contacted Neal Jackson McCoy, 31 of Exeter. While attempting to acquire McCoy's identifying information and conduct a pat down search for weapons, McCoy attempted to reach into his pants pocket. McCoy disregarded orders to keep his hands in view and became combative with the Deputies. McCoy was found to be in possession of approximately 20.5 grams of methamphetamine and a digital scale. During the struggle to control and arrest McCoy, a Deputy suffered a laceration in the upper thigh by a large folding knife which McCoy had in the open locked position in his right rear pants pocket.  The Deputy was later treated at Sierra View District Hospital for a one inch puncture to his thigh.  

McCoy had been released on bail with two separate bond agencies relating to two current felony cases involving the possession of narcotics, resisting arrest and domestic violence. He was arrested pursuant to charges of Possession of Methamphetamine for Sale, Felon in Possession of Ammunition, Battery on a Peace Officer, Resisting Arrest and Commission of a Felony while released on Bail. This case is under investigation by the Tulare County Sheriff's Department.

On 04-19-14 at approximately 1953 hours the Tulare County Sheriff’s Department was notified of a subject that was swept away in the current of the Kaweah River near the Slick Rock boat ramp; causing him to be stranded on the north side of the river. 

Sheriff’s deputies from the Headquarters station and members of the Sheriff’s Department’s Search and Rescue team responded and located the stranded subject along the northern bank of the Kaweah River, north of where he was last seen.  The uninjured subject was later rescued without incident.

Upon arrival, Deputies made contact with (S) Eugene Chun who was taken into custody for physically assaulting a 71 year old elderly person.  The victim, who had sustained non-life threatening wounds, was evaluated on scene. Chun was booked into the TCSD Main Jail without further incident.

Narcotics Arrest
LOCATION:  AVENUE 54 & BORCHARDT DRIVE, ALPAUGH          DATE:  4-16-14          TIME:  2153 hours

On 4-16-14 at approximately 2153 hours Deputies noticed a vehicle being driven at a high rate of speed in the area of Avenue 54 and Borchardt Drive in Alpaugh.  As Deputies attempted to catch up to the car they noticed the driver slightly veered off the roadway and stopped after getting stuck in soft dirt.  The driver quickly exited the car and Deputies immediately contacted him to ascertain why he was speeding.  The driver was seen with a knife on his waist and given verbal commands, which he refused to follow.  Deputies tried to control his movement, but the driver resisted and had to be subdued.  Incident to arrest, the driver was identified as Cesar Zazueta Campana (22 years old).  A search of his pockets revealed he was in possession of approximately .04 grams of methamphetamine, a glass pipe and a .25 caliber handgun beneath the front seat of his truck.  Campana was arrested and later transported to Main Jail in Visalia where he was booked without incident.

On 4-15-14 @ 2205 hours Deputies contacted a subject identified as Antonio Estrada during a consensual encounter near the intersection of Front and Wilson streets in Earlimart.  After speaking with him for several minutes, a warrant check revealed he was on Probation with a search clause.  Based on this information, Estrada was asked if he could be search and agreed.  Deputies searched his pockets and found approximately .05 grams of methamphetamine wrapped in a clear plastic bindle.  Estrada admitted ownership of the contraband and was arrested without incident.  He was later transported and booked at Main Jail in Visalia.

ASSAULT WITH A DEADLY WEAPON

On 4-14-14 @ 1645 hours Deputies responded to a residence in the 600 block of E. Bobbi, Earlimart in regard to a disturbance.  Upon arrival Deputies contacted a female victim (parent) who reported being involved in a verbal disturbance with her son (adult) and other family members.  During the incident, the victim tried to discipline her son for using foul language and becoming confrontational with other family members.  The disturbance escalated and her son reportedly grabbed a stick, which measured approximately 45” long and ¾” inches thick and hit his mother multiple times with it.  No serious injuries were sustained, and she refused medical attention.  Her son was gone when Deputies arrived.  An 836 PC was issued for his arrest.  Anyone with information regarding his whereabouts is encouraged to call the Sheriff’s Department at telephone number #1-800-808-0488.

Victim: 55 year-old male - Porterville

Suspect: Kurtis Bernard Sanchez, 41 years old

 

On 04-09-14 at 2125 Hours, Officers with the Porterville Police Department were dispatched to the 1400 block on North Cottage in the City of Porterville for a report of an assault victim. Upon arrival, Officers located a 55 year old male suffering from severe injuries from blunt force trauma to his head. Further investigation revealed the victim had been assaulted in the county jurisdiction of Porterville, near Main Street and Reid Avenue. 

 

The victim was airlifted to a local hospital and is listed in critical condition with life threatening injuries as a result of the blunt force trauma. Detectives with the Tulare County Sheriff's Department responded and assumed the investigation. Detectives with the Violent Crimes Unit identified Kurtis Sanchez through the investigation as being the suspect involved in the assault. 

 

On 04-10-2014 at 1230 hours, Detectives with the Porterville Police Department assisted the Sheriff's Department and located Kurtis Sanchez in the City of Porterville. Sanchez was apprehended after a short struggle and taken into custody. Detectives with the Sheriff's Department responded to Porterville PD and arrested Sanchez for his involvement in the attempt homicide. Sanchez was also found to have three active warrants out of Tulare County and a parole hold with the California Department of Corrections and Rehabilitation. He was later transported and booked at the Main Jail.

Sheriff Boudreaux presents departments first S.T.A.R Awards

On Friday morning, Sheriff Boudreaux will present the first two STAR (Sheriff of Tulare County Action Recognition) Awards to brothers, Robert and Ernest Sauceda of Woodville, CA.

 

In November 2013, a deputy from the Tulare County Sheriff’s Department was involved in a physical confrontation with a male suspect.  During the struggle, the suspect continued to resist and the deputy was not able to place the suspect into handcuffs.

 

The Sauceda Brothers were nearby, observing the confrontation.  They came to the aid of the deputy by securing the arms and legs of the suspect allowing the deputy to put the handcuffs on and put an end to the confrontation.  With the assistance of the Robert and Ernest Sauceda, the suspect was transported from the scene and no one was injured.

        Felony

      21810 PC – Possession of Metal Knuckles

      273a PC – Child Endangerment

      11550(A) H&S – Under the Influence of a Controlled Substance

Jesus Alcarez (28 Years) – 11550(A) H&S – Under the Influence of a Controlled Substance

On the above date and time, Tulare County Sheriff’s Deputies from the Porterville Substation responded to a residence on the 400 block of West Center Avenue in Porterville to contact Jennifer Hines regarding a confirmed active warrant for her arrest.  

 

Upon arrival at the residence, a male, who identified himself as Paul Knight, was located outside and detained.  Knight was found to be a wanted parolee with an active 3056 PC Parole Hold and determined to be under the influence of a controlled substance.

 

Hines, along with Jesus Alcarez, Denise Rodriguez and Jacqueline Samaras were located inside the residence and detained.  While detaining the above individuals, deputies observed narcotics, narcotics paraphernalia and an illegal sawed off shotgun in plain view. 

A search warrant was obtained and served on the residence.  As a result of the search warrant, approximately 8.9 grams of methamphetamine, narcotics paraphernalia, items consistent with the sales of narcotics, illegally possessed prescription medication and the sawed off shotgun were located.

 

Alcarez and Knight were arrested on the above charges and booked at the Porterville Substation.  Hines, Rodriguez and Samaras were arrested on the above charges and booked at the Tulare County Pre-Trial Facility.

 

This case is currently under investigation by the Tulare County Sheriff's Department.

THREATING A VICTIM / POSSESSION OF CONTROLLED SUBSTANCE FOR SALE
LOCATION:  700 BLOCK OF E. SCHOOL, EARLIMART          DATE:  4-8-14          TIME:  1835
CASE NUMBER:  14-4346         VICTIM:  CONFIDENTIAL          CITY:  CONFIDENTIAL

On 4-8-14 @ 1835 hours Deputies were dispatched to the 700 block of E. School Avenue in Earlimart for a disturbance in progress.  Upon arrival they contacted the Reporting Party who said a subject named Christian Hernandez (18 years old) vandalized a vehicle belonging to a family friend.  During the investigation, the suspect drove past Deputies on his bike.  He was then contacted and openly admitted having drugs in his possession.  A search revealed he had (5) individually packaged bindles of methamphetamine in his pocket.  While at the scene, the suspect threatened to burn down the Reporting Parties house with her in it.  Hernandez was later transported and booked at main jail without incident.

 

The case remains under investigation by TCSO.

LOCATION:  13600 block or Avenue 72          DATE:  04-08-14          TIME:  1330 Hours
CASE NUMBER:  14-4328         VICTIM:  Jennifer Savoie          CITY:  Pixley

On 4-08-14 Deputies from Tulare County Sheriff’s Department arrested Joel Savoie for Vandalism to a residence in Pixley. The suspect damaged walls and doors to the residence causing $1000 in damage. Deputies located the suspect at the residence.  He was arrested and booked into Tulare County Jail without incident.

CASE NUMBER:  14-4309         VICTIM:  State of California          CITY:  Porterville

Taken into custody were:

 

Bermudez, James (50 Years)

 

On the above date and time, Tulare County Sheriff’s Deputies from the Porterville Substation contacted a suspicious male in the 700 block of East Isham Avenue in Porterville.  Upon contacting the male, deputies observed him discard an object, which was found to be a homemade dirk/dagger.  Bermudez was found to be under the influence of a controlled substance and in possession of approximately 0.3 grams of methamphetamine.  Bermudez was arrested on the above charges and booked at the Porterville Substation.

 

 

This case is currently under investigation by the Tulare County Sheriff's Department.
