Charges: Home Invasion Robbery, possession of a deadly weapon with intent to assault, possession of a loaded firearm, conspiracy, child endangerment and assault with a deadly weapon, kidnapping (212.5 PC, 17500 PC, 25850(a) PC, 182 PC, 273(a) PC, 245 PC, 207 PC)

On Thursday, 9-25-14 at about 8:03 pm, Tulare County Sheriff’s deputies were dispatched to the 1000 block of South Crystal Street in Porterville for the report of an in progress armed home invasion robbery, which was connected to a marijuana grow site.

Upon deputies’ arrival the residence was surrounded and a perimeter was set up for adjacent residential evacuations with assistance from Porterville PD, and the California Highway Patrol. The Tulare County Sheriff’s Department SWAT team and Air Unit was also activated.  Canine units from Visalia PD, Exeter PD and Tulare PD also responded to assist if needed.   

There were a total of seven victims - two minors ages 4 and 17, and five adults identified as Latesa Robinson 48 years, Ralph Robinson 63 years, Hailie Vogt 26 years, Victor Vucio 56 years and Lavina Dobbs 94 years.  Vucio was the only victim physically assaulted by the suspects and his injuries were non-life threatening.  He was treated and released from a local hospital.  All of the victims were local residents.  During the initial stand-off, coupled with law enforcement negotiations the victims were allowed to exit to safety, but the suspects remained within the residence.  Two suspects were apprehended and taken into custody by the sheriff’s department.  They were identified as Ricardo Segovia 28 years, and Estevan Razura 43 years.  It is believed that another suspect managed to flee the scene prior to the arrival of law enforcement.  The suspects were from another county and the investigation continues by the sheriff’s department.

The sheriff’s department is also investigating the marijuana grow site separately and will likely seek criminal charges with it, due to other unrelated evidence discovered at that scene.

Both suspects were transported and booked into the sheriff’s Porterville substation for home invasion robbery, possession of a deadly weapon with the intent to assault, possession of loaded firearm, conspiracy, child endangerment, kidnapping and assault with a deadly weapon.

On 09-26-14 at approximately 0118 hours deputies from the Orosi Substation contacted Roxann Bolding near intersection of Hwy 99 and Merritt Ave riding a bicycle.  During contact with the suspect she was found in possession of methamphetamine and heroine.  Bolding was taken into custody on charges of possession of a controlled substance, H&S 11377, 11350 and H&S 11550 under the influence of a controlled substance.  She was booked into the Tulare County Pre-Trial Facility.

The case is currently under investigation by the Tulare County Sheriff’s Office.

Update: Attempted Homicide

On 9-23-14, the victim past away, due to the injuries he received during the commission of this crime. 

9-25-14, an autopsy was performed on the victim to determine the cause of death. The cause of death was determined to be blunt force trauma to the victims head. 

The case is currently under investigation by the Tulare County Sheriff’s Office Violent Crimes Unit and no other information is being released at this time. ORIGINAL PRESS RELEASE:

On the above date and time Deputies from the Tulare County Sheriff’s Office responded to the above location regarding a report of an assault. Upon arrival Deputies located the victim inside of his residence. During the investigation, Deputies learned the victim had been assaulted by unknown person(s) at his residence. The victim sustained lacerations and a head injury. The victim was transported to Community Regional Medical Center, where he was treated for his injuries. The victim is listed in stable condition.

The case is currently under investigation by the Tulare County Sheriff’s Office Violent Crimes Unit and no other information is being released at this time. Possession of a controlled substance for sales/ sales of narcotics within a 1000 ft. of a School/

After an approximate two (2) week investigation into the sales of illegal narcotics in the Dinuba area, Investigators from Sheriffs Departments Narcotics Division and the Inter Agency Narcotics Enforcement Team (INET) consisting of personnel from Farmersville P.D. and Exeter P.D were led to the residence in the 1190 blk of Elizabeth Way. The residence was approximately two blocks from the Dinuba High School. The ensuing investigation and search revealed approximately fifteen (15) grams of methamphetamine package for sales, and marijuana with a street value of $1600.00. Also located were scales and packaging material. As a result of the search warrant two people were taken into custody on the below charges. s Department Narcotics Division (559) 713-2950.

Update: Homicide, Marijuana Grow

On Monday,  9-22-14 defendants Jose Tienda and the 16 year old juvenile were arraigned in court and held to answer to the charges of homicide and criminal street gang activity.  The Tulare County District Attorney's Office will prosecute the 16 year old as an adult.  He has been identified as Felipe Vaca.  Vaca is currently in custody with Tulare County Probation. 

An autopsy was also performed upon Eduardo Tienda.  The cause of death was from exsanguination, due to a gunshot wound to the upper torso.  Eduardo was the brother to defendant Jose Tienda.

The 16 year old juvenile defendant is still recovering from his injury during the crime and is in custody with Tulare County Probation.  

There was more than 70 marijuana plants seized and the grow site was very close to harvest.  Each plant was capable of producing up to three to four pounds of processed marijuana and the estimated street value of this seizure was between $222,000 to $296,000.  The street value of the marijuana could triple had it been allowed to leave California.

The relationship between Jose Tienda and Eduardo Tienda are brothers.  Eduardo Tienda succumbed to his injuries during the commission of the crime and an autopsy has been set for today.  

ORIGINAL NEWS RELEASE:

Shortly after 4 AM on 9-18-14, the Tulare County Sheriff’s Department received a call of shots fired at 10000 Block of Avenue 400 in the Cutler-Orosi area. Deputies arrived on scene and located a marijuana grow behind the residence surrounded by a plywood fence that had been partially pushed down. They also observed multiple firearms including a shotgun, multiple assault rifles, a handgun, police scanners, and body armor. 

The Department received a call soon after from the Cutler area Tulare County Fire station saying that a vehicle had arrived on the premises with individuals who required medical attention. The driver of the vehicle attempted to flee the scene and was detained by deputies. One of the car’s occupants, a 16 year old male, had received a gunshot wound to the leg and was air-lifted to an area hospital, and another occupant was pronounced deceased. As of the afternoon of 9-18-14 the air-lifted subject has been taken into surgery and is expected to recover well. 

Detectives from the Violent Crimes Unit, deputies, as well as members of the Narcotics Unit responded to the crime scene at the marijuana grow where they proceeded to process the scene. The marijuana grow was labeled as a medical grow site but was found to be out of compliance with both County and State ordinances, and in that grow site found weapons, spent shell casings, as well as blood. It is believed, and supported by information and evidence, that the injured subjects attempted to rob the marijuana grow, and were involved in a gun battle at that time. 

As of 3 PM on 9-18-14, four individuals have been detained and the deceased subject has been identified. The deceased subject is Eduardo Tienda, age 25 of Parlier. 

 

The detained subjects are as follows:

Gerardo Solario, age 31 of Orosi – booked for cultivation of marijuana, cultivation of marijuana for sale, conspiracy

Benjamin Viveros, age 31 of Orosi – booked for cultivation of marijuana, cultivation of marijuana for sale, conspiracy

Jose Luis Tienda, age 34 of Parlier – booked for homicide, criminal street gang activity

16 year old male currently being treated in an area hospital for a gunshot wound – booked for homicide, criminal street gang activity

On Friday, 9-19-04 at 2339 Hrs, Pixley patrol deputies were dispatched to a residence in the city of Delano after a male subject identified as Manuel Torress Barajas called 911 after being involved in an altercation with a female passenger in his vehicle. Barajas informed the 911 operator that he had just stabbed the female passenger whom he dropped off in the area of Highway 99 and Avenue 24 in Earlimart.  EMS was dispatched and located the victim who was transported to Kern Medical Center for treatment of non-life threatening injuries. Barajas was contacted at his residence and was taken into custody after detectives arrived on scene.

The ensuing search located approximately five (5) pounds of processed Marijuana bud packaged for sales. Neither suspects had a medical marijuana recommendation. Both suspects were taken into custody without incident and booked at the APTF on the following charges: Transportation for sales of Marijuana and Conspiracy.

During the past 5 days the Tulare County Sheriff’s Department began investigating the theft of California State lottery tickets from various locations throughout Tulare County. During the investigation Sheriff’s Detectives Began working with the Visalia Police Department and the Tulare Police Department regarding similar thefts within their cities involving the same suspect as well as the California Highway Patrol’s TTRAT Unit who was investigating the suspect for a stolen vehicle.

During the investigation California State Lottery Officials assisted in the investigation by tracking the stolen tickets which led the location and apprehension of the suspect within the Visalia City Limits on  9-14-14 at approx. 2100 hrs.

The suspect was ultimately booked at the Tulare County Sheriff’s Department Adult Pre-Trial Facility on numerous felony charges that include 211 P.C./459 P.C./496 P.C.

Armed Robbery

On 9/13/14 at approximately 1037 hours, deputies from the Tulare County Sheriff’s Department responded to the 28800 Block of Road 156 in Farmersville regarding an armed robbery, which had just occurred. 

Upon the deputies’ arrival, the victim told deputies that on 9/13/14 a male adult in his  20s, approx. 5’8-5’10, approx. 180 lbs., wearing a dark green or black T-shirt, a pair of black shorts with a white stripe on the side, black sandals, and a brown Camo boonie type hat.  The male adult walked behind the counter taking approximately $1,400 in lottery tickets.  The male adult brandished a small handgun (unknown make and model) at the victim.  Each ticket had a value of $20 dollars each.

The male adult ran out of the store, traveling N/B on Road 156.  The vehicle is described as a 4-door, dark gray, possible black in color, newer model Charger, unknown license plate.

Detectives were called to the scene and this case is currently under investigation by the Tulare County Sheriff's Department.

Assault With a deadly Weapon
LOCATION:  13000 Block of Cannon Ave, Cutler          DATE:  9-12-14          TIME:  2340

On 9/12/14 at approximately 2350 hours, deputies from the Tulare County Sheriff’s Department responded to the 13000 Block of Cannon Ave in Cutler regarding a stabbing, which had just occurred. 

Upon the deputies’ arrival, the victim told deputies that on 9/12/14 he was involved in an argument with two Hispanic male juveniles, and at some point he was stabbed by one of the juveniles.  The victim stated the male juveniles fled the residence on foot. 

The victim was transported via ambulance to Kiawah Delta District Hospital where he was threated. 

Detectives were called to the scene and this case is currently under investigation by the Tulare County Sheriff's Department.

On the above date and time, deputies from the Tulare County Sheriff’s Office Headquarters substation responded to the above location in regards to a home invasion robbery.  The victim reported two unidentified Hispanic male adults along with a female companion entered his residence and demanded money.  Suspect #2 brandished a black semiautomatic .45 caliber pistol as Suspect #3 bound the victim’s hands.   The victim was able to free himself once the suspects left his residence.  The victim reported the suspects took $3660.00 in U.S currency along with a $400.00 smart phone.  South County Property Crimes Detectives were called out and assumed the investigation.

On 09/14/14, deputies were dispatched to area of Ave 95 and Rd248 regarding subjects shooting from a vehicle. Witnesses provided a description of the vehicle which was traveling west bound on Ave 95 near Rd 224. Deputies responded to the area and located the vehicle and attempted to conduct a traffic stop on the vehicle. The suspects attempted to evade the deputies which ensued into foot chase. Deputies checked the area and arrested five suspects in the area. The suspects two juveniles and three adults were booked for Negligent Discharge of a Firearm, Resisting arrest and Burglary.

On 10-12-14 at 1130 hrs, Deputies were called for a report of a robbery. Deputies contacted the victim who said he picked up the suspect in Visalia, brought him to a pawn shop then took him to a residence near Mooney and Ave 264. The victim said the suspect demanded money, he (victim) knew the suspect had a knife and complied with his demands, giving him $30. Suspect fled on foot. 

 

Deputies checked the area. A lead was developed, and with comparison to previous booking photographs and surveillance video, the suspect was identified. An area check was done as well as the residence. An arrest warrant was issued for the suspect, and a broadcast was put out to surrounding agencies. 

 

The Suspect returned to the pawn shop attempting to pawn other items. Deputies responded and detained the suspect who was identified as Justin Lee (25 YOA). Lee was interviewed and booked at the Adult Pre-Trial Facility without incident. The Case will be forwarded to the District Attorney.

On 9-12-14 the Tulare County Coroner performed an autopsy on Samantha Bosquez, age 19 of Strathmore. It was determined that the cause of death was a single gunshot wound to the head. 

 

Original News Release:

On 9-11-14 at about 5:48 pm, detectives from the Tulare County Sheriff’s Violent Crimes Unit were dispatched to 23200 block of Avenue 196 Strathmore in regards to a gunshot wound victim. 

The victim was transported by ambulance to a nearby hospital where she succumbed from her injuries.  The victim was identified as Samantha Bosquez 19 years out of Strathmore, Ca.

Deputies responded to the above location and met with a business employee who stated an agricultural vehicle had been taken from the business property. The employee checked the area and located a juvenile suspect fleeing in the vehicle near Road 138 and Ave 320. The juvenile was followed onto a nearby property where he left the vehicle and fled on foot. The vehicle was returned to the owner and the juvenile suspect was not located.

Sheriff's P.A.L. to host over 100 kids at the Tulare County Fair

Tulare County Sheriff’s Police Activities League (P.A.L.) Program is hosting over 100 children, ages 8-12 at this year’s Tulare County Fair.  

On Wednesday September 10th, students from the various Tulare County communities will be gathered at the Tulare County fair location. The kids will watch and support the local entries of the Tulare County Fair Parade.  Once the parade is completed the kids will be treated to a lunch and then an afternoon of fun and rides.   

This is an annual program that provides underprivileged children with an opportunity to experience a day at the fair. The event also encourages a positive relationship between children and members of law enforcement. The Sheriff and a variety of community based officers, P.A.L members and explorers will be present at this outing. The Sheriff's Explorers are each assigned 3-5 children that they mentor throughout the event.  

P.A.L. Director Lieutenant Al Galafate wants to extend the gratitude from the Sheriff’s PAL program to the Tulare County Fair Board for their continuous support.

Press Release Regarding Jose Manuel Martinez, "El Mano Negro"

Since June 20th 2014, the Tulare County Sheriff's Department in cooperation with the Tulare County District Attorney's Office worked on the out of State extradition of Jose Manuel Martinez aka: El Mano Negro (52 years old).  At the time of this process, Mr. Martinez was housed in an Alabama prison answering to one count of homicide.  He later pled out to a 50 year sentence in Alabama.  

With the assistance of the U.S. Marshal's Office, on September 3, 2014, Mr. Martinez was extradited back to California and booked into the Tulare County Adult Pre-Trial facility for a no bail arrest warrant.  The warrant was for nine counts of homicide and one count of attempted homicide, meaning six counts of homicide in Tulare County, two counts of homicide in Kern County and one count of homicide and one count of attempted homicide in Santa Barbara County. 

Mr. Martinez is set to be arraigned this Friday afternoon in Tulare County for the following charges.  Through a mutual agreement, the Tulare County District Attorney's Office will be prosecuting the homicides from the counties of Kern and Santa Barbara as well.

The State of Florida and nine other States are also seeking out Mr. Martinez as a person of interest for homicides within their jurisdictions.

The following information comes from the original press release, put out by the Tulare County District Attorney’s Office (http://www.da-tulareco.org/Press_Releases/Press_Release-2014.04.08-A.pdf) :

On Tuesday April 8, 2014, Jose Manuel Martinez, age 51, of Richgrove, CA was charged with nine counts of murder and one count of attempted murder. He was also charged with special circumstance allegations of multiple murders, lying in wait, kidnapping, and murder for financial gain. These circumstances made him eligible for the death penalty.

Of the nine murder charges, six originated in Tulare County, two in Kern County, and one in Santa Barbara County, where Martinez was also charged with attempted murder.

In chronological order, the crimes charged are as follows:

October 21, 1980 – 23 year old David Bedolla of Lindsay, was shot while driving his vehicle to work with his wife, brother, and brother-in-law. The shooting took place between Lindsay and Strathmore.

October 1, 1982 – 30 year old Sylvester Ayon and a 17 year old were both shot while working on a ranch near Santa Ynez in Santa Barbara County. Ayon died from multiple gunshot wounds, while the teenager survived.

October 19, 1982 – 22 year old Raul Gonzalez of Earlimart was shot and stabbed multiple times. He was last seen at his home on the 19th, and his body was located two days later by ranchers east of Porterville.

April 8, 1995 – Domingo Perez, age 29 of Earlimart, was reported missing by his family. Nearly two months later, on May 23, his body was located in an orange grove just north of Richgrove. He had been shot multiple times.

February 14, 2000 – 56 year old Santiago Perez of Pixley was shot to death in his bed in the early morning hours of February 14. His four children, all minors, were in the home at the time of the shooting.

February 15, 2007 – 25 year old Jose Alvarado was located on a dirt access road just outside of McFarland in Kern County. He had been shot multiple times.

March 23, 2009 – Juan Bautista Moreno, 52, was located in an orange grove south of Elmo Highway near McFarland, in Kern County. He had been shot multiple times.

September 30, 2009 – 45 year old Joaquin Barragan of Earlimart was located on the bank of Deer Creek canal, east of Earlimart, by ranchers working in that area. He had been missing since September 27 of that year. He had been shot multiple times.

February 7, 2011 – Gonzalo Urquieta had been missing since February 5 of that year. The victim was located in an orange grove just outside of Richgrove, and had been shot multiple times.

Sheriff Boudreaux Introduces New Station Commanders

Effective August 27, 2014, Sheriff Mike Boudreaux announced the re-assignment of two Operations Lieutenants. Lieutenant Gary Hunt, previously assigned to the Porterville substation, has now been assigned to Headquarters Patrol. Lieutenant Robert Moore, previously assigned to Headquarters Patrol, has now been assigned to the Porterville substation. Sheriff Boudreaux would like to wish these Lieutenants luck in their new assignments.

 

Gary Hunt, of Visalia, is married with three children, and is a proud grandfather. He has an Associates of Arts degree from COS, and an Associates of Science degree in Criminology from Fresno State. He started working with the Sheriff’s Department in 1989 in the Bob Wiley Detention Facility. During his time with the Sheriff’s Department, he has worked as a deputy in the Porterville substation, the STEP Unit, as a detective in Property Crimes and Violent Crimes, and after his promotion to Sergeant in 2008 worked in the Pixley substation and again in the Violent Crimes unit. In 2013, he promoted to Lieutenant and was assigned as a Station Commander in Porterville prior to his re-assignment to Headquarters in Visalia.

 

Lieutenant Hunt has also worked as an instructor in the Police Academies at Porterville College and COS. 

 

Lieutenant Moore, also of Visalia, is married with five children, two of which are still living at home.  He started working with the Sheriff’s Department in 1988 in the Main Jail Facility. As a Deputy, he has worked in Headquarters Patrol as a Field Training Officer, as well as in the Gang Unit in 1997. He was promoted to Sergeant in 1999 and worked in the Bob Wiley Detention Facility, Main Jail, Headquarters Patrol, North End Property Crimes, and the South County Gang Unit.  In 2012, he was promoted to Lieutenant and was assigned to the Custody Division, and worked in the Main Jail and Bob Wiley Detention Facility. In 2014, he was re-assigned to the Operations Division and served as the Station Commander for Headquarters prior to his re-assignment to the Porterville substation.

Detectives from the Sheriff’s Department’s Narcotics Division unit, Inter Agency Narcotics Enforcement Team (INET) consisting of personnel from Exeter P.D., Farmersville P.D. and Patrol Division conducted a high profile narcotic suppression operation in the Cities of Exeter and Farmersville. As a result of the Narcotic operation conducted, approximately forty people were contacted and identified; seventeen (17) people were taken into custody for various narcotic charges.  Drug paraphernalia, methamphetamine and illegal pills were also recovered during the operation.

The community is cautioned to monitor bank activity and report any unauthorized transactions or suspicious activity to law enforcement.

Home invasion burglary

Deputies responded to a report of a home invasion burglary at the above location.  Victim reported that at approx. 1400 hours he was home alone, and asleep in bed.  He heard a knocking at his door, but did not get up to see who it was.  The Victim observed the Suspect walking down his hallway past his bedroom.  The Victim got dressed in a hurry, and confronted the Suspect who was then reportedly in a rear bedroom, with Victim’s TV in his hands.  The Victim confronted the Suspect and advised he would be calling the police.  The Suspect fled the scene, not taking any property.  The Victim advised the Suspect was known, as it was his neighbor a few doors to the west.  Deputies processed the scene, finding physical evidence.  Suspect was located and placed under arrest.   The Suspect was booked at the Porterville sub.

On 08-30-14 at approximately 2323 hours deputies from the Orosi Substation contacted Manuel Moreno near intersection of Rd. 56 and Ave 400 during a check of a suspicious vehicle.  During contact with the suspect he was found in possession of  methamphetamine and a glass smoking pipe.  Moreno was taken into custody on charges of possession of a controlled substance, H&S 11377, possession of drug paraphernalia, H&S 11364 and booked into the Tulare County Pre-Trial Facility.

The case is currently under investigation by the Tulare County Sheriff’s Office.

Upon arrival Deputies were confronted by a 17 year old juvenile who challenged Deputies to a fight. The juvenile assaulted a Tulare County Sheriff Deputy. The juvenile was eventually subdued and placed under arrest.

He had minor injuries to his face and did not require medical attention. Diana was located at a residence in Earlimart. She was arrested and booked into Tulare County Jail without incident for 245 PC.

On 08/30/14 at 1800 hours Deputies from the Tulare County Sheriff’s Departments Porterville Substation responded to a report of a home invasion robbery in the 15400 Blk of Rd 223. The victims related to the responding Deputies that they were at their residence outside when they were approached by suspect #1 under a ruse, suspect #1 then brandished a handgun and ordered the victims into their residence where once inside suspect 2, armed with a long type gun & suspect 3 with an unknown weapon appeared. The victims were ordered to surrender personal valuables, jewelry, cell phones, home entertainment items and an undetermined amount of cash from the residence. The suspects then tied up the victims and fled the residence in a four door green unknown make or model vehicle. The victims were able to free themselves from the restraints and called the sheriff’s department for assistance.

Investigators from the Sheriff’s Departments Property Crimes Unit were called out to investigate the incident. The ensuing investigation led to a residence in the 23400 blk of Rd 223 in Starthmore where S/5 Hager was contacted. This led to a search warrant being written and served at the Strathmore residence where two stolen vehicles were located as well as some of the jewelry and other property taken in the Home Invasion Robbery. Hager was booked at the Porterville Sheriff’s Substation by Officers of the California Highway Patrol on 2 counts of possession of a Stolen Vehicle and 2 counts of Possession of Stolen Property. Hager was also booked by Detectives from the Sheriff’s Department for One count of Possession of Stolen Property relating to the Home Invasion Robbery. The value of the recovered stolen property is approx.. $2,000.00. The identity’s of suspects one and two were learned during the course of this investigation and were taken into custody without incident and booked at the Juvenile Detention Facility on the listed charges.

The vehicle and weapons used are still outstanding as well as some of the property.

On August 28, 2014 at approximately 3:24 PM officers were dispatched to the area of the 600 Block of North Shasta St. for a report of a disturbance involving a number of subjects. As officers were responding to the scene a vehicle arrived at the front of the Farmersville Civic Center with four occupants, two of which were suffering from apparent gunshot wounds. Police, Fire and EMS personnel rendered aid to the two victims who were subsequently transported to the Kaweah Delta Medical Center for treatment of their wounds. One victim was treated and released with minor injuries the second victim was still being treated however the wounds were believed to not be life threatening.
The victims reported that they had been in the 600 block of N. Shasta and had stopped in front of a residence when the suspect came from around the side of the residence and began shooting at them with a handgun. The victims reported that they then fled the area in their vehicle and drove to the civic center to get assistance.
Frank Vasquez DOB 09-17-1985 AKA Frankie Vasquez, Frank Navarro, Frankie Navarro, has been identified as a person of interest in this case. He has been described as a Hispanic male adult 5’10” tall with a slim build with black hair with a long ponytail and brown eyes. He has tattoos of four dots under his left eye. The subject has numerous tattoos on his body including tattoos on his neck of script writing. He was last seen wearing a white tank top and tan or khaki pants or shorts.  Anyone with information regarding his whereabouts is encouraged to call law enforcement immediately. The weapon in this case, an unknown type handgun, is still outstanding.

On 8-26-2014, an autopsy was conducted on the victim and the cause of death was determined to be from a single gunshot wound to the upper torso. Motive has not yet been determined.

On 8-26-14 at approx. 1110 hours, Deputies from the Tulare County Sheriff’s Department, Cutler/Orosi Substation, were dispatched to an address located in the 12700 block of Alta Dr, in the community of Cutler, regarding an assault with a deadly weapon.  

Upon arrival, Deputies made contact with (S) Andres Barros who had dialed 911 to file a criminal complaint against another. As a result, an investigation commenced in which it was determined Barros had misused the emergency police line to file a false police report against another. During contact, Barros was observed to be under the influence of a controlled substance, to be in possession of narcotics and narcotic paraphernalia. Barros was subsequently booked into the adult Pre-Trial facility without incident. 

Contact was made with two female victims who claimed to have been continuously followed, stalked and harassed by Barros. They reported Barros was continuously trespassing into private property and caught looking into bedroom windows.

Sheriff Mike Boudreaux presents Mobile Crime Lab Unit to Board of Supervisors

This morning Sheriff Mike Boudreaux, along with members of the Tulare County Sheriff’s Department Crime Lab team, presented to the Board of Supervisors the new Mobile Crime Lab Unit and thanked them for their support as the department continues to stay current with law enforcement technology.

He was joined at the podium by Lieutenant Mark Gist, Sergeant Gregory Gruich, Detective Billy Meek, and civilian staff members Mandi VanBuren and Cassy Cook. The team members specialize in different areas of crime scene investigations from blood splatter identification, trajectory study, latent fingerprint, and other areas.

In recent years, with the increased demand of forensic evidence collection for effective prosecution, the sheriff’s department identified the need to improve upon its outdated existing mobile crime lab vehicle by replacing it with a new one that was modern with state of the art features and technology.  The new mobile crime lab vehicle was built specifically to address the department’s needs by a highly reputable company named SIRCHIE out of Medford, New Jersey.  This was same company that built the old crime lab vehicle 16 years ago.

The new mobile lab unit is a 2014 Ford F550 truck that is approximately 29 feet in length and 12 feet high, which has doubled the work space for crime lab personnel and allows them to work efficiently with the technology and equipment needed to safely identify, collect, preserve, and secure any and all pertinent evidence collected from a crime scene.

It also has a manageable work area specific to the needs of investigating detectives that won’t interfere with the work of crime lab personnel. This work area is similar to a small command center, which will allow personnel to conduct real time briefings in a controlled environment for better communication, and ensures access to nearly all departments and outside internet databases to ensure the investigation continues in a timely manner without the need to travel elsewhere. This will increase efficiency, and allow for quicker access to information on site where efficiency is needed.

The old crime lab unit was not capable of doing and allowing for tasks that the new unit does, and was draining resources to keep the unit maintained and operational. Where the old unit was required to keep its engine running at a crime scene, the new unit has generators that are a far better resource. There are many more features that the unit contains, but this vehicle will meet the needs for most all evidentiary investigations far better than the previous unit, and bring this agency into the future as intended by our Sheriff for improving the quality of life through all professional quality investigations and customer service.

 

After the presentation to the Board, attendees at the meeting were invited to view the truck, where it was parked outside the Chambers. The truck was opened up and features such as its DVD player and laptop turned on, and evidence collection kits were displayed. The large lights on tripods were set up though not turned on, and the truck was open for all in attendance to view.

NARRATIVE:

On 08/25/2014 at approximately 0100 Hours, Tulare County Sheriff’s Violent Crimes Detectives responded to the 1100 block of E. Cannon, Earlimart, in regards to a Homicide.

Upon arrival, detectives contacted the reporting party who stated when he arrived home he found the victim laying in the front yard of his residence deceased.

Detectives observed the victim to have suffered unknown type trauma to his head. The reporting party could not provide any further information. An autopsy will be performed to determine the cause of death.

Marijuana Search Warrant CASE 14-60735

Marijuana Search Warrant MASTER CASE 14-60735

 

Multiple marijuana grows, including several large scale sites, were shut down Thursday morning by the Tulare County Sheriff's Department Eradication teams consisting of the Department STEP team, DOJ CAMP team, TCSO Jail personnel and the departments community based officers. 

STEP detectives conducted a helicopter fly over in the Terra Bella area in late July early August.  23 separate marijuana grow sites were identified, and detectives later gathered information regarding each individual site, specifically the presence of marijuana plants. 

Search warrants were obtained for each site and on the morning of August 21st Sheriff's Department Teams entered those locations. 

Three teams were given a set of locations and arrived early in the morning. Upon arrival each team cleared any structures on the premises as well as marijuana groves to ensure the property was secure. The teams then investigated the legality of the marijuana grow site to make a determination of whether or not arrests would be made and marijuana plants eradicated. 

The Teams work continued on into the early evening hours where they worked with Tulare County Resource Management Agency as needed with resources such as equipment and support services. There were three additional search warrants obtained for additional grow sites which were located during the operation bringing the total to 26 search warrants served.

Sheriff Mike Boudreaux commented,”I am committed to aggressively enforcing county ordinances and State Laws. With help from our Board of Supervisors we at the Sheriff's Department are committed to keeping our communities safe. These illegal marijuana grow sites pose a significant danger to our local communities, and put a huge drain on our water resources which only magnifies a growing crisis.”
