On the above listed date and time, detectives with the Sheriff’s Tactical Enforcement Personnel (STEP Unit) and Narcotics Task Force served two search warrants at two different properties located in the 21000 block of Road 252, Lindsay.  During the investigation Detectives located a large scale Marijuana operation.  Suspects were found to be cultivating Marijuana under the guise of California’s Medical Marijuana law.  Detectives also discovered the cultivators were growing their Marijuana in corn in fields for concealment. Detectives arrested 8 people, seized 3 firearms, 1,517 Marijuana plants, and 115 pounds of processed Marijuana.

If these marijuana plants would have been allowed to mature and yielded at minimum one pound of processed marijuana, the processed marijuana would have commanded a street value of $1,632,000.

An average outdoor Marijuana plant can consume approximately 5 gallons of water per day.  Considering California’s current water crisis the total Marijuana plants seized were consuming approximately 7,585 gallons of water a day. 

All suspects were taken into custody on their respective charges without incident.

PC 422, PC 69- Criminal Threats, Resisting Arrest

On 6-12-15 at 2345 hours, Officers from the Tule River Department of Public Safety responded to the 200 block of Chimney Rd, Porterville regarding a keep the peace call.  While on scene the suspect became agitated and threatened to shoot the officers with a rifle while in possession of a rifle. 

****UPDATE****

On 6-16-15 at 1615 hours, The suspect responded to the Tulare County Sheriff’s Office- Porterville Substation and turned himself into Deputies.  The suspect was arrested for Criminal Threats and Resisting an Executive Officer.  The suspect was booked at the Porterville Substation without incident.

06/15/15 at 0730 hours:

Sheriff’s Tactical Enforcement Personnel (STEP Unit) and Narcotics Task Force served five search warrants in the Yettem area in Tulare County. The search warrants were a result of a month long investigation. The above listed suspects were contacted during the service of the warrants and were found to be illegally cultivating marijuana under the guise of California’s Medical Marijuana Laws. In total, 729 live marijuana plants were eradicated and 1 pound of processed marijuana and two firearms were seized

If these marijuana plants would have been allowed to mature and yielded at minimum one pound of processed marijuana, the processed marijuana would have commanded a street value of $729,000. 

A live marijuana plant could use up to 5 gallons of water daily. An estimated 3,645 gallons of water were used in total daily.  If the marijuana plants were allowed to maturity/harvest an estimated 328,050 gallon would have been used. 

The suspects were taken into custody on their respective charges without incident.

On 06/14/15 at approximately 1121 hours Deputies from the Pixley Substation responded to area of Avenue 40 and Road 192, Earlimart regarding a vehicle burglary.  Upon arrival Deputies contacted the victim who advised his vehicle’s side window was broken and a wallet containing approximately $600.00 was stolen.  No suspects have been identified in his case.

273.5 PC and 422 PC- Felony Domestic Violence/Criminal Threats

On 6/16/2015 at approximately 0200 hours Deputies were dispatched to the 600 block of S. Reservation Road, Porterville for a domestic violence report. Upon arrival it was determined the victim and suspect were in a verbal argument which led to a physical altercation. The victim was threatened bodily injury and thrown to the roadway by the suspect. The victim sustained injuries to her face during the altercation. The suspect, Moises Rogel, was arrested at the scene and later booked into the Porterville substation.

****UPDATE*** on Attempted Homicide

***Update***

On 6-13-15 the victim in this case succumbed to his injuries and was pronounced deceased at a local area hospital.

 

Violent Crimes Detectives were able to positively identify the victim as Haro Carlos Sanchez 29 years old out of the Kings County area. 

 

On 6-13-15 at approx. 1520 hrs. Violent Crimes Detectives followed up with evidence and leads which led to the service of a search warrant at a residence located in the 39200 block of Rd. 108, Dinuba. 

 

During the service of the search warrant Detectives located the suspect vehicle and additional evidence which led to the arrest of the following subjects for 187 PC-homicide.

 

Ashley Dorothy Rodriguez -24 years

Hispanic male juvenile-17 years

Hispanic male juvenile – 14 years

 

On 6-13-14 at approx. 2330 hrs. an additional search warrant was served in the 1500 block of East Olive Way, Dinuba for 1 outstanding suspect in this case. The suspect was not located at the residence however; he was later contacted by Dinuba Police Officers at another location within their city. Violent Crimes Detectives responded to that location and took custody of the following suspect who was also arrested for 187 PC-homicide.

Suspect: Dustin Hardin 38 years old, resident of Terra Bella 

The Tulare County Sheriff Deputies were dispatched to an orange orchard in the area of Avenue 300 and Road 212 in Exeter in regards to a possible rooster fight. Deputies arrived on scene and contacted the property manager who stated an unknown amount of people were trespassing and possibly fighting roosters. Deputies responded to the area and contacted numerous subjects within the orange orchard. 

During the course of the investigation it was determined the suspect, Dustin Hardin had organized the illegal rooster fight. The suspect had setup a fighting ring which also contained a score board. Deputies managed to locate 24 live roosters within the orange which had been abandoned, as numerous subjects fled the area. Deputies collected all 24 roosters who were later released to animal control. 12 suspects were charged with trespassing and Dustin Hardin who organized the event was charged with conspiracy to commit a crime and cruelty to animals.   

This case is currently under investigation by the Tulare County Sheriff’s Department.

On 06/13/2015, 0930 hours, Deputies responded to the area of the 22400 block of Rd 95, Terra Bella, in regards to theft of farm equipment.

Upon arrival, the reporting party stated an unknown suspect(s), forced entry into the storage container and stole farm equipment and other miscellaneous items. 

The reporting party estimated the loss at 8,875.00.

S1-Hispanic male, 16-20 years, 5-4 to 5-6 tall, 140-160 lbs. wearing black ball cap, blue white and black striped shirt, dark shorts with white and black high top t-shoes and white tube socks.

S2- Hispanic male, 16-20 years, 5-4- to 5-6 tall, 140-160 lbs. wearing black ball cap with a “P” on the front, white shirt, gray-black-white checkered shorts, white tube socks, white t-shoes and a dark rosary type necklace.

S3-Hispanic male, 16-20 years, 5-4 to 5-6 tall, 140-160 lbs. wearing a gray t-shirt, gray-black-white checkered shorts, black t-shoes, dark sunglasses with a shaved head.

Suspect vehicle-small 4 door sedan possibly a Mitsubishi Mirage with paper plates, tinted windows and possible damage to the passenger side.

On 6-12-15 at approx. 2030 hrs. Deputies were dispatched to 10427 Ave. 416, Sultana (Sultana Food Mart) regarding a gunshot wound victim.

Upon arrival Deputies located the victim lying on the sidewalk in front of the store with a single gunshot wound to the chest. The victim was transported to an area hospital by air flight where he is listed in critical condition.

Violent Crimes Detectives were called to the scene who took over the investigation.

During the investigation Detectives discovered the victim had been involved in a verbal argument with 3 Hispanic males when suspect #1 pulled out a handgun and fired 1 round striking the victim in the chest. The suspects then ran to an awaiting vehicle and fled the area.

On 6-12-15 at approx. 1600 hrs. Deputies were dispatched to the area of Risley and Rd. 128, Orosi regarding a gunshot wound victim. 

Upon arrival Deputies contacted the victim who stated he was driving his vehicle in the area of Ave. 416 and Rd. 125, Orosi when a vehicle drove past him shooting at his vehicle. During the shooting the victim received a gunshot wound to the back of the head. The victim drove back to his residence where family members called 911.

The victim described the suspect vehicle as a gold colored GEO Prism with black rims occupied by 3 young Hispanic males.

The victim was transported by air flight to an area hospital where he is listed in critical but stable condition.

Violent Crimes Detectives and North End Gang Detectives responded to the scene and took over the investigation.

On the above listed date and time, detectives with the Sheriff’s Tactical Enforcement Personnel (STEP Unit) and Narcotics Task Force served three search warrants on three different properties in Delft Colony located in the Delano area of Tulare County.  The warrants were a result of a three week investigation into the illegal cultivation of marijuana on these properties. The above listed suspects were contacted during the service of the warrants and were found to be illegally cultivating marijuana under the guise of California’s Medical Marijuana Laws.   Detectives also learned several of the suspects’ intended the marijuana for sale. At the conclusion of the search warrant operation, 3015 marijuana plants were eradicated and over 30 pounds of processed marijuana was seized.  

If these marijuana plants would have been allowed to mature and yielded at minimum one pound of processed marijuana, the processed marijuana would have commanded a street value of $3,015,000. 

All suspects were taken into custody on their respective charges without incident.

Attempted Homicide/Possession of Stolen Property/Gang Enhancements/Possession of Marijuana for sales

Suspect: Octaviano Aaron Alejandro  MH/ 18 yrs  Orosi, Ca. In custody

On 06/04/15 at approx. 1415 hours Deputies from the Tulare County Sheriff’s Departments Orosi Substation were dispatched to the 12900 Blk of Risely Ave in regards to a report of a man suffering from a gunshot wound at that location. Upon Deputies arrival they located the victim, a known “southern gang member”, suffering from a gunshot wound to his upper torso area. The victim was treated on scene by EMS personnel and transported to a local hospital for treatment of his injuries. 

Investigators from the North County Gang Violence Suppression Unit were called to assist in the investigation.  The investigation determined that the victim was the passenger in a vehicle and they were driving southbound on Rd 144 south of Ave 416 when a Grey 4 door vehicle passed them and fired several shots at the victim’s vehicle. The Victim realized he had been shot and was driven home for medical assistance. Witnesses state the suspect vehicle is a Grey style four door compact that was last seen traveling southbound on Rd 144 from the scene occupied by several unknown subjects in the vehicle.

Further investigation by investigators of the GVSU were able to identify a suspect, who is a known northern gang member, in this case and led them to a residence in the 41000 Blk of David Ct. Orosi where they served a search warrant on 6-12-15. The investigators located the vehicle used in the crime and evidence linking the suspect to the crime as well. A stolen handgun, a quantity of marijuana and indicia indicating sales of marijuana were located and seized. The suspect was taken into custody without incident and booked at the Tulare County APTF on the listed charges. Alejandro is a person of interest in other active investigations by the GVSU.

2015 Police Activities League Pismo Beach Trip

On June 9-11, 2015 the Tulare Co. Sheriff's PAL Program sent more than 80 less privileged children to Pismo Beach.  They all camped out at the North Beach State Park for two nights and were cared for by the Sheriff's Community Based Officers, Sheriff's Explorers and other sworn personnel from the agency.

The kids all ranged in age from 8-12 years old and spent time learning, swimming,  playing and making new friends at the ocean and beach.  They also had other activities offered throughout the three days such as Dodge Ball, Volley Ball, creating Sand Castles, Kite Flying, Kick Ball, and other safe games that kids love to play.  

The children were all very deserving of this and respectful to each other and the staff throughout the event.  Many of them had never seen the beach before and were extremely excited to be part of this. Even with more than 80 children at one event,  they all played well together, learned patience and built friendships with the other kids and law enforcement personnel.

I'd like to thank Sheriff Boudreaux, Undersheriff Skiles, Assistant Sheriff Logue and the Sheriff's  Executive Command Staff for being so supportive of this program, too include the personnel behind the scenes who worked so hard in the planning, operation and supervision of the trip; Sergeants Torres, Baptista, King & Polk, CBO's Campos, Ibarra, Lucio, May, Miller, Franks, Rascon, Robinson, Morley, Thigpin, Johnson, Semic & Det. Nicholson.  There were 24 Explorers who also worked very hard each day for this event and we couldn't have been as effective without their help. 

I'd also like to give a humbled thank you to the numerous concerned citizens and businesses who donated funds to the PAL program. Your contributions clearly made this a reality for the less privileged children in the rural communities of our County.

TERRORIST THREATS, BRANDISHING A WEAPON

On 06/08/15 Deputies from the Pixley Substation responded to a residence located in 5000 block of Tule Road, Alpaugh regarding two suspects in a black Honda Accord making threats towards the victim and brandishing a rifle.  Investigative leads in the case were being followed up.

On 06/11/15 the suspect vehicle was located in the 5000 block of Tule Road, Alpaugh.  Two Juveniles were in the vehicle and determined to be the same suspects in the incident on 06/08/15.  A search of the vehicle found a loaded .22 caliber rifle, drug paraphernalia and gang attire.  Both Juveniles were booked into custody on the mentioned charges.

Narrative:

On 06/10/15 at 0939 Hours Deputies were dispatched to a residential burglary in the 33000 Block of Manzanita, within the Community of Ivanhoe.

A preliminary investigation revealed three adult males arrived on the property and forcefully entered the residence. The suspect fled the scene with the victim’s property in a compact vehicle. 

A compact vehicle / Honda matching the description of the suspect vehicle in the burglary investigation was later located in the Ivanhoe area. The Honda was occupied by three male subjects. A records check of the Honda revealed it had been reported stolen in the City of Tulare earlier in the day. 

Deputies coordinated a loose perimeter before a traffic stop was initiated. The stolen Honda failed to yield and led Deputies on a brief pursuit. 

The Honda was involved in a single vehicle traffic collision which resulted in minor property damage with no reported injuries. 

All three male subjects attempted to flee the scene and were taken into custody. This case is still under investigation.

Possession of Stolen Property/Grand Theft

On 06/11/15 at approximately 1143 hours, deputies from the Tulare County Sheriff’s Department responded to a call regarding a Grand Theft of a Kubota RTV which included several miscellaneous tools and equipment in the bed of the RTV. During the investigation the Tulare County Sheriff’s Agricultural Crimes Unit was called out to assist with the investigation. Deputies and detectives were able to locate the stolen property in the 200 block of Gibbons St., Porterville. 

 

During the investigation Keith Buckhannon Walls, a male adult, 42 years old was contacted regarding the Grand Theft. Ultimately Walls was arrested for Grand Theft and Possession of Stolen Property and booked at the Adult Pre Trial Facility.

PC 496- Possession of Stolen Property
LOCATION:  200 Block of E. Sierra          DATE:  6-10-2015          TIME:  1545 Hrs

On 06-10-15 Deputies from Tulare County Sheriff’s Department responded to an unrelated petty theft in the 200 blk of E. Sierra Ave., Earlimart.

Upon arrival Deputies checked the area for possible involved parties.  Deputies contacted a male subject in the parking lot of the reporting business to determine his involvement.  Upon contacting the subject he advised he was currently on active probation.  The subject identified a shopping cart he was pushing in the parking lot as belonging to him.  During a subsequent search of the shopping cart Deputies located several items later found to have been taken from a commercial burglary which had occurred earlier in the day out of the City of Delano between 0200 hrs and 0400 hrs.  Deputies took the subject into custody for violation of P.C. 496(a) (possession of stolen property) as well as an out of county warrant.  All stolen items were collectively valued at approx. $900, and were subsequently returned to the property owner.

On Tueday 6/09/15 1100 hrs, Deputies from the Tulare County Sheriff’s Department received a report unknown person(s) had taken three inflatable outdoor water play devices from a camp site near Gold Ledge camp grounds located at the 5000 block of Mountain Highway in Kernville Ca. They were identified as a Sea doo inflatable Aqua Lounge, a Rave Sports inflatable  fourteen foot  iceberg and a Rave Sports free standing inflatable rope swing. The theft occurred on Sunday, June 7th 2015 between 1700 and 1830 hrs. The total loss was valued at $11,700.

On 6-6-15, Deputies from Tulare County Sheriff’s Department responded to a theft of a pig in the 500 Blk of N Market Rd, in Earlimart. 

Upon arrival they contacted the victim and informed the victim’s pig was missing from the alleyway behind the residence. The pig was kept in the alleyway behind the residence in a pen made of pallets. The victim stated he searched the area several times due to the pig having a tendency of escaping from its pen. 

Deputies contacted nearby witnesses and informed at approximately 1800 hours they observed an unknown male subject attempting to herd the loose pig down the alleyway in the opposite directing of the pen. The subject placed a rope around the pig’s neck and tied it to a fence and left the area in a burgundy Toyota Camry registered out of Delano. At approximately 2200 hours the witness observed the male subject to return with six other unknown male subjects and walk off with leading the pig. When confronting the subjects the witness was advised they were friends of the owner and were going to keep the pig in a secure location.

Delano attempted to contact the registered owner in the 1600 Blk of Lexington St, in Delano, however was met with negative results.

On 6-5-15 at approx. 2000 hours, Detectives from TCSO Gang Violence Suppression Unit attempted contact with (S) Chavez, regarding (2) active Arrest Warrants and a Parole Violation.  Detectives received information that earlier in the day Pixley Patrol Deputies attempted contact with the (S) and he fled on foot and was not apprehended.  

GVSU Detectives arrived at (S) residence and located him inside.  (S) Chavez gave a brief struggle but was ultimately taken into custody.  (S) Chavez was transported to Porterville substations for booking on the following charges: PC-3056 Parole Violation; PC-148- Resisting Arrest; (1) Misd Warrant and (1) Felony Warrant, both out of Tulare County Superior Court.

During the course of the investigation Deputies found the driver (Francisco Alvarado) and passenger (Anthony Martinez) to be in possession of approximately 12.5 grams of suspected Cocaine. Both  Martinez and Alvarez were arrested and booked at the Adult Pre-Trial Facility without incident.

Upon arrival they contacted the victim who stated he removed the irrigation pump to his corn field approximately one month ago. The victim stated on today’s date he had a new pump installed and noticed the wires to the previous pump had been cut. The victim estimated it would cost approximately 2,000 dollars to replace the wires.

245(A)(2) PC- Assault with a Deadly Weapon (Firearm)

On 06/04/15 at approx. 1415 hours Deputies from the Tulare County Sheriff’s Departments Orosi Substation were dispatched to the 12900 Blk of Risely Ave in regards to a report of a male suffering from a gunshot wound. Upon Deputies arrival they located the victim, a known “Southern Gang Member" suffering from a gunshot wound to his upper torso. The victim was treated on scene by EMS personnel and transported to a local hospital for treatment of his injuries.

Investigators from the North County Gang Violence Suppression Unit were called to assist in the investigation.  The ensuing investigation determined that the victim was the passenger in a vehicle. As they were driving southbound on Rd 144 south of Ave 416 a Grey 4 door compact vehicle passed them and fired several shots at the victim’s vehicle. The Victim realized he had been shot and was driven home for medical assistance. Witnesses state the suspect vehicle is a Grey older style four door compact that was last seen traveling southbound on Rd 144 from the scene, the vehicle was occupied by several unknown subjects.

The victim has been treated and released with a non-life threatening gunshot wound to his upper torso. No other information is being released at this time.

At approximately 1795 hours on 5-12-15, a county employee who was in the area of 1200 block of Linda Vista observed two vehicles pull up and stop on the south side of the road. The driver got out of one vehicle quickly and entered the second vehicle which left the scene. 

The person immediately reported the suspicious activity and deputies responded to the area. 

The vehicle left behind was reported stolen and a Hispanic male adult was located in the backseat deceased with visible trauma. 

Detectives are currently on scene investigating the case. As additional information is available for release an update will be posted.

On 5-14-15 Tulare County Sheriff’s Department Violent Crimes Detectives positively identified Alfonso Rodriguez Pena 24 years as the above homicide victim.

Violent Crimes Detectives also attended an autopsy on 5-14-15 where the cause of death was ruled to be numerous fatal gunshot wounds.

On 6-4-15 the Violent Crimes Unit along with other assisting personnel served the search warrants at the above three locations which ultimately led to the arrest of the suspect in this case. Additional subjects contacted at other locations were arrested on the above listed charges and warrants.

Maple Street in Pixley regarding a residential burglary.  Upon arrival Deputies contacted the victim who advised an apartment which was being renovated was burglarized sometime during the past two weeks.  Tools valued at $2090.00 were taken from the building.  No suspects have been identified in his case.

664 187PC, 246PC- Attempted Murder/Shooting into an inhabited dwelling
LOCATION:  400 block of W. Cedar          DATE:  5-28-15          TIME:  1750 Hrs

Suspect: Samuel Cayetano Rivas 21 yrs, Exeter/ Visalia/ Farmersville, Ca. In Custody

On 05/28/2015 at approx. 1750 hours Officers from the Exeter Police Department were dispatched to the 400 blk of W. Cedar in regards to a shooting at an inhabited dwelling. Upon the officers arrival the preliminary investigation revealed that a vehicle in the 400 blk of W. Cedar had sustained several gunshot strikes and the officers located evidence in the roadway to support the allegations.

The follow up investigation was turned over to Investigators of the Interagency Gang Enforcement Team which is made of investigators from the Exeter & Farmersville Police Department’s and the Tulare County Sheriff’s Department and funded by a grant from the Ed Byrnes Justice Assistance Grant.

The investigators located a victim later in the day who suffered a non-life threatening gunshot wound to the upper back area. The victim, a known southern gang member was treated and released from a local hospital.

The ensuing investigation revealed that the victim was in the 400 blk of W. Cedar when a dark colored mid-size SUV drove by and the occupants fired several shots from the moving vehicle in his direction striking him and a residence in the area. The victim was transported to a local hospital by private vehicle and treated for his injury. A suspect was identified by witnesses. An arrest warrant was issued for Rivas for the listed charges.

On 06/03/15 at approx. 1500 hours, the suspect Samuel Rivas, a known Northern Gang Member was contacted by Investigators from the Visalia Police Departments Gang Unit in regards to a traffic stop and taken into custody on the arrest warrant.

Investigators from the Interagency Gang Enforcement Team served a search warrant in the 4300 Blk of E. Vista, Visalia, Ca and located evidence linking Rivas to the crime. Rivas was booked at the Tulare County APTF without incident and is being held on the listed charges with bail set at $1,000,000.00. Booking Photo available.

Detectives from the Sheriff’s Tactical Enforcement Personnel (S.T.E.P.) team had conducted an investigation into a large scale marijuana grow site located at the 11200 block of Avenue 16 in Delano which is inside Tulare County. A search warrant was obtained for the 60 Acre parcel, which included 49 green houses. With the assistance, of Gang Unit, Narcotics Unit, Code Enforcement, RMA Road Department, Bakersfield HIDTA, CALMMET, Animal Control and National Guard, the warrant was served.  30 suspects were arrested and charged with cultivation of marijuana and possession for sales.

1. 12,311 Marijuana plants were eradicated

2. 3 guns collected and 

3. $14,362 in US currency was seized

4. 30 subjects were detained, interviewed and booked for investigation of cultivation, and possession for sales of marijuana. 

5. Approximately 49.5 lbs. of fully processed marijuana was seized, with a value of $49,500. 

6. 2,661 lbs. of partially processed marijuana was seized, with an approximated value of $2,661,000.

7. In total, the value of the marijuana located at this site was $27,372,500

Since this date, Detectives conducted further investigation, identifying Arutyun Varikyan, as one of the main suspects responsible for cultivating marijuana at the 11200 block of Avenue 16 in Delano. A search warrant was obtained for his residence in the 16500 block of Vanowen, Van Nuys, CA. An arrest warrant was also obtained charging Varikyan with HS 11358, HS 11359, PC 12022(a)(1) (3 CNTS), HS 11366(a)/F1, PC 487(a)/F1 (5 CNTS).

STEP Detectives and LAPD, responded to the address at 16500 block of Vanowen, Van Nuys, CA., and executed the search warrant . Varikyan was arrested without incident and booked into the LAPD Van Nuys Division Jail.
