460 PC- Home Invasion
LOCATION:  41300 block of Road 124          DATE:  01-09-15          TIME:  1310 hrs
CASE NUMBER:  15-00350         VICTIM:  Male Adult          CITY:  Orosi

On the above date and time, Deputies from the Cutler/Orosi Substation were dispatched to an address on the 41300 block of Rd 124 regarding a home invasion robbery which had occurred at approximately 1030 hours. 3 Suspects entered the residence armed with semi-automatic handguns and bound the residents by their hands and legs and searched the residence for money and jewelry. The suspects assaulted the victims and then stole their black Cadillac Escalade.

At approximately 1550 hours: Deputies located and recovered the stolen Cadillac Escalade which was abandoned in the area of Ave 416 and Rd 120.

Suspects were described as 3 HMA’s.

On January 7th 2015, Deputies from the Tulare County Sheriff’s Department responded to the area of the 36400 block of Rd 52 Traver, in regards to a report of theft of copper wire.  Deputies arrived and discovered the suspects entered onto the property and removed six forty foot long strands of 4/0 electrical cables, which had been connected to an irrigation pump and a generator unit.  The suspects then removed an additional set of electrical cables from the interior of a  generator unit.

Assault with a deadly weapon
LOCATION:  Westfield and Howland, Porterville          DATE:  01-06-2015          TIME:  1530 hours
CASE NUMBER:  15-00217         VICTIM:  35 year old male          CITY:  Porterville

On 1-6-15 at 1530 hrs, Deputies were dispatched to a reported shooting in the area of Westfield and Howland in Porterville.

Deputies located a male victim suffering from two gunshot wounds.  The victim was transported to a local hospital, where he was admitted and underwent surgery.

The victim and witnesses stated the victim was riding his bicycle on Westfield at Howland, when the suspects approached from south of the victim’s location firing multiple gunshots.  The suspect fled back south on Howland and the victim continued east on Westfield.   The victim stopped at a nearby residence, where aid was rendered.

Witnesses and victim stated a brown Chevrolet extended or crew cab truck was seen in the area at the time of the incident.

On 1-5-15 Pixley Patrol Deputies responded to the 2500 block of Rd. 136, Delano in regards to the report of a burglary. Upon arrival they were advised approximately $41,272 worth of grape packing materials were stolen from 2 separate secure warehouses.

Detectives from the Tulare County Sheriff’s Department AG Crimes Unit were contacted and took over the investigation. Several leads are apparent and the investigation is ongoing.

On the above date and time deputies responded to the Tulare County Animal Control regarding the theft of a canine (Pit-Bull).  Further investigation revealed the suspect(s) cut through several chain-link fences to gain access to the canine then removed the canine from a chain-link fenced kennel.  This canine was the only item known to be missing, and was scheduled to be euthanized.  This case is currently being investigated.

Assault with a deadly weapon / Shooting into an inhabited dwelling

Suspect: Dick, Alex 18 Years of age

On January 4, 2015 at about 2230 Hrs deputies from the Tulare County Sheriff’s Office Porterville Substation were dispatched to an address in the 900 Block of N. Reservation Road in regards to a shooting. Upon arrival deputies learned the suspect, Alex Dick, had struck the victim with the butt of a shotgun. When the victims ran into their residence, Dick began firing into the dwelling. 

Deputies along with personnel from the Tule River Tribal Department of Public Safety responded to Dick’s residence where he was located and taken into custody without incident.

Possession of narcotics, paraphernalia

On 1-3-15 at approximately 0026 hours, Deputies, from the Tulare County Sheriff’s Cutler/Orosi Substation, responded to a residence located in the 12400 block of Ash Avenue, in the community of Orosi, regarding a family disturbance.  The suspect, Aichu Saesee, was found to be on Tulare County Probation. Through further investigation, Saesee was found to have been in possession of illegal narcotics and drug Paraphernalia.  It was also determined that the suspect attempted to hide the narcotics and drug paraphernalia inside a juvenile’s bedroom, which was easily accessible to the minor. Saesee was arrested on the above charges and booked at the Tulare County Pre-Trial Facility without further incident. 

The estimated street value of the drug was $120 dollars.

**Update to Attempt Homicide**
LOCATION:  13000 block of Ave 416          DATE:  4-28-13          TIME:  2150 hrs

Suspect:
Miguel Rodriguez, 20 years old, Dinuba
Charges: Attempted Homicide, Gang Enhancement, and Prohibited person possessing a firearm. 

Narrative:
04-28-2013 at 2150 hours:
Deputies with the Orosi Substation responded to a report of a shooting in the area of Rd 130 and Ave 416 in Orosi. After responding to the area, Deputies learned subjects yelled out gang slurs and fired several rounds at multiple victims in front of the residence. The suspects then fled the area in a Lexus sedan.

Deputies responded to the area and located a Lexus sedan fleeing at a high rate of speed. Deputies followed the vehicle to the area of Rd 152 and Ave 416 and eventually located it abandoned. Detectives followed up with the investigation and identified Diego Segura and Miguel Rodriguez as the suspects involved. Segura was arrested on 05-02-2013 and an arrest warrant was issued for Rodriguez.

****UPDATE**** 
On 01-04-2014, Detectives contacted Rodriguez during a traffic stop in the area of Rd 64 and Ave 426 in Dinuba and arrested him on his outstanding warrant for attempted homicide. Detectives also conducted a search of Rodriguez’ residence in Dinuba and located a rifle and live ammunition. Rodriguez was found to be prohibited from possessing a firearm and was transported and booked at the Pre-Trial Facility for the above listed charges.

POSSESSION OF A CONCEALED WEAPON, FELON IN POSSESSION OF A FIREARM

On 01/01/2015 at approx. 1615 hours, A Deputy from the Tulare County Sheriff’s Department Cutler/Orosi Substation was on patrol in the area of Miller Ave and Rd 128, in the community of Orosi. The Deputy observed a female driving a silver Honda who appeared to be speaking on her cell phone and was swerving within her lane. 

The Deputy performed a traffic stop and upon contacting the subject found she was driving on a suspended/revoked California Driver’s License. The subject was asked to step out of the vehicle and the Deputy received permission to search the vehicle. Subsequent to the search a loaded handgun was located in the center console along with a methamphetamine pipe which was located in the back seat of the vehicle. The driver was arrested on the afore mentioned charges and booked at the Adult Pre Trail Facility.

CARRYING A CONCEALED HANDGUN

On 1-1-15 Deputies from Tulare County Sheriff’s Department responded to a suspicious person on Sutter Avenue in Earlimart. 

Upon arrival they observed the suspect standing in front of the Reporting Parties residence. The suspect retrieved a Glock 9mm handgun from his front pocket as the Deputies pulled up to the residence. The suspect then placed the handgun on the ground and was arrested without incident. He was booked into Tulare County Jail.

The following is an update to the Homicide that occurred on 12/18/14, with the information current as of today 12/22/14.

On 12/18/14 at 1900 hours, Tulare County Sheriff’s Department Porterville Patrol Deputies and Detectives responded to the 18800 block of Avenue 204 in Strathmore; regarding a gunshot wound victim. The victim was airlifted to an area hospital and subsequently died days later, due to his injuries. The victim was identified as Juan Carlos Rios (36 years old).

On 12/29/14 an autopsy was performed on the decedent and the cause of death was determined to be multiple gunshots to the upper torso area. The case is still under investigation.

459 PC- Burglary

Suspect:  Male Juvenile, 16 years old, Tulare – In Custody

Narrative: The victim advised that she left her residence at 1500 hours and arrived back at 1630 hours to find her front door kicked open.  The victim advised her bedroom and office were ransacked.  There were several tablets and a computer missing from the residence. 
A wallet was found on the driveway in front of the residence.  The wallet had ID showing it belonged to the suspect.  Other evidence was located at the crime scene. 

The suspect was contacted at his residence and a probation check was conducted.  He is on probation for narcotics sales.  During the investigation, the suspect was linked to the crime and the stolen property was recovered from a field outside of Tulare. The items were returned to the victim after processing.

The suspect was booked at the Juvenile Detention Facility for burglary.  This case remains under investigation. 4573.5 PC-Importing a narcotic into a county jail

On 12-28-14 at approx. 1930 hours, a Deputy from the Tulare County Sheriff’s Department, Cutler/Orosi Substation, performed a consensual contact upon Bonnie Geary who was discovered to have three active and confirmed drug related misdemeanor warrants.  Upon booking Geary, but prior to entering the Tulare County Adult Pre-Trial Facility, Geary was asked and warned to turn over any illegal contraband or face a greater charge.  Geary denied possessing any contraband or narcotic.  Upon a secondary in-custody search of her person, the Deputy located a small bindle of narcotic in her possession. 
According to the new Proposition 47 State law, simple narcotic possession is now a misdemeanor offense; however, importing narcotics into a County Jail or Prison still remains a felonious offense. Geary was subsequently booked on the above listed charges without further incident.

The victim was airlifted to a nearby hospital where he is in critical condition. The victim could not provide any information.

SUSPECT: Manuel Chavez,  27 Years old, Earlimart
Booked for: Attempted Homicide, Evading, Resisting Arrest, Felon in Possession of Ammunition
 
On 12/19/2014, Detectives with the Violent Crimes Unit identified Manuel Chavez as one of the suspects involved in the shooting. Detectives also identified Chavez’ vehicle as being used during the shooting and fleeing the scene. Detectives obtained an arrest warrant for Chavez for Attempted Homicide and the bail was set at 1 million dollars. Detectives requested assistance from the United States Marshals Service with tracking and apprehending Chavez.

On 12/28/2014, Detectives learned Chavez was staying at a residence in the 100 block of H Street in Porterville. Detectives responded to the residence and located Chavez’ vehicle. The vehicle eventually left the residence and Deputies attempted a traffic stop. A short pursuit ensued and Chavez abandoned the vehicle and fled on foot. Chavez was subsequently detained after a short foot chase and was taken into custody on the attempted homicide warrant.

Detectives responded back to the residence where Chavez was staying and executed a search warrant. During the search warrant, Detectives located live ammunition.

Chavez was booked into the Tulare County Porterville Substation on his warrant and fresh charges.

On Dec. 24th, 2014 at 5:40am unknown suspects forced entry into the victims residence while they were sleeping. The victims told the suspects they were calling 911 and the suspects fled the area in an awaiting vehicle. The victims were not injured during the incident and no property was reported missing although they estimated $1500.00 in damage to the doors.

On 12-21-14 at 11:50 PM, Deputies responded to a report of gunshots with multiple persons injured. While en route to the residence, deputies were advised that there was only one victim. It was learned that earlier that day several individuals were at the residence drinking, an argument ensued, and they left. They returned later, fighting ensued, and an unidentified individual produced a gun and began to fire. One of the individuals returned fire, shooting at the residence and the individuals outside. Another suspect retrieved a firearm from inside the residence and opened fire. One individual was injured and the suspects fled the area in a vehicle. 

The victim was later transported to an area hospital.

On 12-20-14 at approx. 2215 hours, Deputies from the Tulare County Sheriff’s Department Cutler/Orosi Substation were dispatched to an address located in the 40400 block of Muller, in the community of Cutler, regarding a disturbance.  Upon arrival, Deputies contacted (S) Samuel Lozano who was intoxicated, was in possession of a large concealed knife, a false California Identification Card and false Citizenship cards.  

Upon booking Lozano into the Adult Pre-Trial Facility, and during a second search of his person, Lozano struggled with Deputies at which time a second dirk or dagger was located inside his shoe.  Lozano was subsequently booked on the above listed charges into the Jail and without further incident

The ensuing investigation revealed that Jordan was in possession of narcotic paraphernalia, .15 gram of methamphetamine and stolen property. The suspect was taken into custody without incident and booked at the APTF on the following charges: 11377(a) H&S Possession of a controlled substance/ Methamphetamine, 11364 H&S Possession of narcotic paraphernalia and 496 PC Possession of stolen property.

The victim was airlifted to a nearby hospital where he is in critical condition. The victim could not provide any information.

Shots Fired Near Residences

On 12-16-14 at 2100 hours deputies responded to the above location regarding numerous shots heard in the area of the El Tapatio Restaurant on Highway 190 in Springville. No shots were heard after the deputies arrived, and residents in the area asked to leave the area for their safety, which they did. 

Deputies cleared residences and backyards, and residents were allowed to return to their homes. A short while later the suspect was located in the area of Highway 190 and Cramer. Deputies contacted the suspect who appeared to be intoxicated and he complied. The suspect’s residence was cleared and there was no sign of a gunshot wound victim present. There was evidence of a small child living in the residence, as well as evidence of firearms in areas easily accessible by a child. 

The suspect was arrested for 246.3 PC and deputies also requested follow up by Child Welfare Services and/or charges of 273(a) PC, considering the evidence of firearms within the reach of a child. The suspect was transported to the Porterville Substation where he was booked.

Cultivation of marijuana and possession of marijuana for sales

On December 17th after a multi-week investigation, Detectives from the Tulare County Sheriff Department’s STEP Team served a narcotics search warrant in the 2100 block of Cochran Avenue in Tulare. Detectives contacted Nicolas Pileno Hernandez, 30 of Tulare who had set up a sophisticated indoor marijuana growing operation. Detectives located 181 marijuana plants which were being grown within the converted garage. Detectives also located 35 pounds of fully processed marijuana packaged for sale and over $6,000.00 in US currency. During the investigation, it was discovered that Hernandez had also been stealing electricity. The theft of electricity was estimated by Edison to be in excess of $18,000.00.  

Had the marijuana been allowed to be harvested, it would have had a street value of over $370,000.00. Hernandez was taken into custody pursuant to the cultivation of marijuana for sales, possession of marijuana for sales and theft of utilities.

Officers arrived at 2009 hours and entered the garage finding Mario Peneda inside.  An investigation at the scene revealed that no apparent forced entry was made and no property appeared to be taken. Officers arrested Peneda for trespassing and transported him to the Farmersville Police Department where he was processed and subsequently released on an agreement to appear.

Assault with a deadly weapon

On Saturday December 13, 2014 Deputies from the Tulare County Sheriff’s Porterville Substation responded to the above listed location in regards to the report of a gunshot wound victim. Upon arrival it was determined unknown suspects drove a white sedan near the victim’s residence and fired numerous gunshots. A 6 year old female was struck by gunfire and sustained a non-life threatening injury. She was subsequently transported to an area hospital where she was treated for her injuries. 

Detectives from the Tulare County Sheriff’s Department responded and took over the investigation.

On 12-8-14/0810hrs unknown suspects entered the victim’s residence through an unlocked rear door. The suspects contacted the victim’s in the residence and held them at gun point. The suspect briefly searched the residence and located approximately $4,500.00 cash. The suspects fled the residence with the cash on foot but are believed to have gotten into an awaiting vehicle and fled the area. The victims were not injured during the incident.

 On 12-8-14 Deputies from Tulare County Sheriff’s Department responded to a Burglary in progress. Upon arrival they observed the suspect hiding near the crime scene. The suspect ran from Deputies and hid in a nearby vineyard. A perimeter was set and a Tulare County K-9 Deputy responded from Porterville. The suspect was located in the vineyard and arrested without incident. Several of the victim’s rifles and shotguns were located on his property and returned. The suspect was arrested and booked into Tulare County Jail without incident.

Sheriff's Department PAL program holds annual Christmas Event

On 12-06-14 from about 9:00 am to 3:00 pm, members from the Tulare County Sheriff's Police Activities League hosted it's annual Christmas  Event at the Tulare County Fairgrounds.  

This event served children from the rural areas throughout the county by providing round trip transportation for the kids, in addition to food, games,  DJ music from Friday Night Lights for dancing, and a very special visit from Santa Claus who spoke to each and every child.  During Santa's visit,  approximately 200 toys were handed out as gifts to the children aged 8-12 years.

The event was extremely beneficial to the children, as well as the PAL program.  The Sheriff and the members of this PAL organization were excited to have the children and will continue to make this event as well as others in the future even bigger by reaching out to the rural communities of Tulare County to make a lasting difference with its youth. 

This event couldn't have been made possible without the assistance from our Sheriff's Explorer Program, the department's Community Based Officers, donations and fund raisers.  PAL would also like to give a special thanks to the youth who assisted us today from the Tulare County Farm Bureau Leadership Program.  Their motivation and participation was much appreciated by the children in attendance and PAL personnel.  PAL will continue it's efforts to empower the children in its rural communities with opportunities, choices, guidance, education, friendship and assistance.

On 12/05/2014 at approximately 1855 hours, Deputies from the Tulare County Sheriff Department’s Porterville Substation responded to an address in the 19100 block of Road 204 in Porterville for reports of shots that had been fired at a residence. During the investigation, Deputies located evidence that showed someone had fired multiple shots in the area of the residence however no suspects or witnesses were identified. The homeowners, Cesar Meza Hernandez, 39 and Yessenia Meza, 37 were uncooperative and did not reveal much information.

At approximately 2130 hours, Deputies were called out to the scene again for additional shots that had been fired at the same residence. During this second investigation, Deputies detained Phillip Anthony Ruiz, 20 of Woodlake who was located hiding in a grove and who was in possession of a loaded assault rifle. He was taken into custody without incident. Deputies then re-contacted Hernandez and Meza and located additional evidence which lead them to call Detectives who executed a search warrant for the residence.

While serving the search warrant, Detectives located over four-hundred (400) pounds of processed marijuana which had been packaged for sales, digital scales and records indicating the ongoing sale of marijuana. Detectives also located a large amount of US currency in excess of $50,000.00.

Had the marijuana been allowed to be harvested, it would have had a street value of over $500,000.00.  

Hernandez and Meza were booked into the Tulare County Jail pursuant to the cultivation of marijuana for sales, possession of marijuana for sales, possession of a firearm in the commission of a felony and child endangerment. Ruiz was booked pursuant to the charges of an attempted home invasion robbery, shooting at an inhabited residence and the possession of an assault rifle.

Sheriff's Department fundraiser with Jack in the Box exceeds goal

For three weeks in November, Jack in the Box and its staff raised money in memory of Beau, a former member of the Tulare County Sheriff’s Department K9 Unit, and on Thanksgiving word came in that not only had the goal been met, but it had been exceeded by at least $500. That achievement was celebrated yesterday, December 4th, at the Jack in the Box in Farmersville.

On November 1st, dog paws began to go up in Jack in the Box restaurants in and around Tulare County as people donated – often a dollar at a time – in memory of Beau. Staff at the restaurants set goals for themselves, determined to raise as much money as they could for the team, and soon the dog paws were covering walls. 

On December 4th, the K9 Unit, other members of the Sheriff’s Department, and Jack in the Box staff celebrated the completion of their goal. There were demonstrations by the team, as dogs navigated their way through an agility course, searched containers to find individuals, and even sniffed out substances they had been trained to find that were hidden in Jack in the Box food containers. The most popular demonstration was the “bite suit” and “bite sleeve”. A member of the team put on the suit and other handlers released their dogs as bystanders watched and applauded as the suit wearing deputy was apprehended. The owners of the local restaurants, Fred and Kellie Gibby, that had participated by slipping on a bite sleeve and assisted in the demonstration as agitators. 

During the event, Jack in the Box presented a check for the total amount, $21,586, was presented to Sheriff Boudreaux, and in return plaques were given to the Gibbys, as well as two others who had donated to the K9 Unit. 

The Sence Foundation also received a plaque in recognition of their continued support of the K9 Unit and of the Sheriff’s Department. The Sence Foundation has donated canines Kayo and Kaytu as well as given assistance to other units of the Sheriff’s Department. 

Bill Campbell was another one of those individuals who was recognized. His donation provided a bulletproof vest for canine Kaytu. Campbell did so in memory of his beloved German Shepard, Woody. The love between dog and owner was described by Bill’s daughter as “a bond like no other I have seen between a man and his dog”, and it was clear to all who saw them that the pair was inseparable. “There’s no way to repay woody for the love, honor and loyalty he gave to me, but I would like to donate a k9 vest to deputy Corey Evans and K9 partner, Kaytu in honor of my best friend, Woody”, he had said.

In February of 2011, a canine named Beau began his training for the Sheriff’s Department K9 Unit. Beau and his handler, Deputy Carrillo, spend months focusing on bonding, obedience, searching, apprehending, and protection training. Six months later they passed the certification test with flying colors and the pair began their work in the communities of Tulare County.

During their first month on the job together, Beau apprehended his first subject, an armed and dangerous felon parolee at large – the first of sixteen total apprehensions during his career. 

In August of 2013, Beau became a certified “cross trained” dog after completing a course in narcotics detection. That specialized training helped make Beau more of an asset to his team and his community. 

During Beau’s years with the department, the team participated in three K9 Competitions – once in the Sierra K9 Trials, and twice in the Kingsburg K9 Trials. In 2012, Beau received the “Agitator’s Choice” award at the Sierra Trials, as well as first place overall in the novice category in Kingsburg. In 2013, they took the “Agitator’s Choice” award in Kingsburg, the last happy highlight of Beau’s career. 

In late November 2013, Beau began to have medical problems. While working in the London/Traver area, he suffered from a violent and unexpected seizure on duty. During a trip to the veterinarian’s office Deputy Carrillo was told that Beau was most likely epileptic, and that with medication he would be back to normal within a few weeks.

Weeks went by and Beau continued to have violent seizures, as well as problems with his coordination and obeying commands. That led to another veterinarian visit in December where the team received devastating news – Beau had a brain tumor and would not get better. On December 19th, the difficult decision to put Beau to rest was made, and his watch ended. When his time with the team came to an end, Beau died peacefully, surrounded by his handler and other members of the K9 Unit who came together to support him and Deputy Carrillo in one of the most difficult times dogs and their handlers face. 

The death of a canine partner, while not nearly as well document as the death of their human counterpart, has a significant impact on the handler, their teammates, and their family. Deputy Carrillo eventually left the K9 Unit for another assignment instead of taking on another canine partner, and the team began the process of filling in the gaps left by the pair, but Beau was never forgotten.

In October of 2014, the Sheriff’s Department teamed up with Jack in the Box to raise money in memory of Beau to bring in three new canines for the team. Jack in the Box had previously done two similar fundraisers for other police departments with great success, and together a goal of $21,000 was set. 

Sheriff Boudreaux would like to thank Jack in the Box for hosting this fundraiser, as well as other donors, and all who participated in and around Tulare County to help raise this money. The department is currently looking into the process of purchasing new dogs, which should be completed after the first of the year.

On December 3rd at approximately 1800 hours Deputies from the Porterville Substation responded to 1051 S. Crystal Street in Porterville in an attempt to serve an arrest warrant. Upon arrival, Deputies smelled a strong odor of Marijuana emitting from within the residence. Deputies contacted Katrina Hammers, 22 and Francisco Lopez Jr., 23, both of Porterville. A compliance check was completed to ensure the legality of the marijuana where it was determined the suspects were not within their medical recommendation limits.  

A search warrant was authored for the residence and a subsequent search revealed 332 live Marijuana plants that were being grown within a sophisticated indoor growing operation. Additionally, 5 pounds of processed Marijuana, a concentrated cannabis lab and a loaded handgun were located within the residence. Had the marijuana been allowed to be harvested, it would have had a street value of over $600,000.00.  

The suspects were taken into custody pursuant to the cultivation of marijuana for sales, possession of marijuana for sales, operation of a honey oil lab and possession of a firearm in the commission of a felony.

After an approximate three (3) week investigation into the sales of illegal narcotics in the Dinuba area, Investigators from Tulare County Sheriff’s Department’s Narcotics Division were led to a residence in the 39600 blk. of Road 56. The ensuing investigation and search revealed cultivation of marijuana and marijuana for sales, with a street value of $1000.00, packaging materials, and scales. 
As a result of the search warrant one suspect was taken into custody on the below charges.

Rape, Spousal Abuse
LOCATION:  300 block of S. Newman, Tipton          DATE:  11-30-14          TIME:  1830
CASE NUMBER:  14-14977         VICTIM:  confidential          CITY: 

On the above date, deputies from the Pixley substation responded to the above listed area in regards to the report of spousal abuse. Upon arrival they contacted the victim who advised over the past 2 days she had been sexually and physically assaulted by a known subject.

Detectives were called and took over the investigation.

The victim was treated for her injuries and the investigation is on going.
