HOMICIDE UPDATE
LOCATION:  ROAD 152 SOUTH OF IVANHOE DRIVE, VISALIA          DATE:  02/12/2015          TIME:  0716 HOURS
CASE NUMBER:  15-1835         VICTIM:  MARCOS RAYMUNDO VILLEGAS          CITY:  VISALIA

On 2-12-15 at approx. 0716 hrs. Tulare County Sheriff’s Deputies were dispatched to the area of Rd. 152 south of Ivanhoe Dr., Visalia regarding a “man down” call.

Upon arrival Deputies located the victim on the side of the roadway obviously deceased from apparent gunshot wounds. Tulare County Sheriff’s Department Violent Crimes Detectives responded to the scene and took over the investigation.

An autopsy was performed on the victim and the cause of death was listed as exsanguination due to penetrating gunshot wounds to the chest and abdomen area. It was also discovered during the autopsy that two different caliber firearms were used during the homicide.

During an ongoing investigation over the past 6 months Tulare County Violent Crimes Detectives have received information that gunshots were heard in the area and a small 4 door gold colored sedan with tinted windows was seen leaving the area where the victim was located at the time of the incident. Violent Crimes Detectives believe this incident is gang related.

On 8-15-15, Deputies from the Orosi substation responded to the Adventist Medical Center in Reedley regarding an assault. Upon arrival Deputies contacted the victim who stated an unknown male subject assaulted him and robbed him of money and personal property. The victim was treated for his injuries and released.

 

With the assistance of the victim, Deputies located the crime scene in the area of Ave 432 and Malcom Ave.

Upon arrival, the victim reported that a domestic assault had occurred between her and her boyfriend. Victim stated no medical assistance was needed. Suspect was contacted during the investigation and arrested for PC 273.5.

Upon arrival, Deputies determined the burglary occurred sometime during the day resulting in numerous items being removed from the residence.  This burglary resulted in an initial approximate property loss in excess of $8,700.00.

The case is currently under investigation by the Tulare County Sheriff’s Office.

On 8-13-2015 at 1712 hours, Deputies responded to a residence on the 14400 block of Ave 360 in Visalia, for a reported disturbance.  Upon arrival, Deputies detained the suspect and conducted an investigation.  The suspect was reported to have committed a theft of monies, Threatened the female victim and damaged property.  The suspect was found to be in possession of stolen monies upon being taken into custody.  The suspect was transported and booked into custody.

                                 Hispanic Male Juvenile / 17 yrs from Richgrove, Ca. In custody

On 5-27-15 at approx. 1100 hours Detectives from the Tulare County Sheriff’s Department Gang Unit and Violent Crimes Division were investigating an unrelated case in the Richgrove area.  Upon arrival Detectives learned of an assault that occurred the prior evening on 5-26-15 between 1700-1900 hrs.  Detectives contacted a victim of the assault, a known “southern gang member”, from the Richgrove area.  The (V) stated while he was a patron at a business in the 20800 block of Francis, he was confronted by (3) rival Northern Gang Members.  The (V) stated gang slurs were exchanged and a fight ensued.  (V) stated he was struck about his head and then blacked out falling to the ground.  (S-1) then proceeded to strike the (V) with his fists while he was lying on the ground defenseless.  (S-1) then proceeded to kick the (V) about his face several times.  The (V)’s friend attempted to break-up the assault but was kept at bay by the other Suspects.  The Suspects eventually stopped the assault and fled on foot.  The (V) refused medical treatment at time of contact and was noted to have significant bruising and cuts to his face. 

Investigators from the South County Gang Violence Suppression Unit assumed the investigation. Upon further investigation Detectives were able to identify all three suspects, who are known Northern Gang Members, which led them to a residence in the 20900 Block of Francis Drive, Richgrove, where they served a search warrant.  The investigators located additional evidence linking the suspect to the crime.  (S-1) was taken into custody without incident and booked at the Tulare County Juvenile Detention Facility on the listed charges.

The investigation is continuing and more arrests are pending. No other information is being released at this time. POSSESSION OF A LOADED FIREARM IN A VEHICLE

Narrative:
On 08-13-15 at approximately 1010 hours, Tulare County Sheriff Deputies attempted a vehicle stop in the area of Jaye Street and Vandalia in the City of Porterville. Shortly after the stop the suspect quickly exited the rear of the vehicle while holding a firearm. The suspect fled into a nearby apartment complex where additional deputies and Officers with the Porterville Police Department converged. A perimeter was established and the suspect was located a short time later. During the processing of the scene deputies located a loaded firearm hidden within the apartment complex which was linked to the suspect. During the incident deputies contacted four additional occupants in the vehicle, who were later released at the scene. The suspect was later booked at the Juvenile Detention Facility for possession of a loaded firearm.

Cultivation of Marijuana/Possession for sales

Over the past several months, Detectives from the Sheriff’s Tactical Enforcement Personnel (S.T.E.P), have conducted an investigation into drug trafficking organization, responsible for large marijuana grows. 

During the investigation, a search warrant was obtained for the property, west of the city of Lindsay. During the search, 690 Marijuana plants were eradicated; approximately 100 lbs. of processed marijuana. Fourteen subjects were detained on scene without incident, and were found to have over $56,000.00 in US Currency and (5) guns (2- handguns 3-rifles).  

With the size of the plants seized, Detectives estimated they would produce approximately 1 lbs per plant with an illegal street value of $1,000 per lb. If allowed to mature the illegal street value would be $690,000.00. The illegal street value of the processed marijuana is $100,000.00.

On 08-11-2015 at 0943 hours Deputies contacted a subject in the 13900 Block of Rd. 152 Tipton, who reported someone had stolen cattle medication over the weekend.  The theft occurred from his place of business, Calftech Industries.   The reporting party advised a bottle of Draxxin and a syringe were taken from the ranch.  The estimated property loss was approximately $1,652.03 dollars.  The scene was processed for physical evidence.

Stolen Vehicle

Narrative: 

On above date, known suspects entered the business and took a Ford F350, a Flatbed Trailer with a Bob Cat skid steer in tow. Through confidential means, Detectives were able to locate the Ford F350, the flatbed trailer and Bob Cat skid steer in the City of Fresno. Upon contact one male suspect was detained while a female suspect fled the scene on foot. All the property was returned to the owners and the male suspect was arrested and charged with the above charges. The female suspect was identified through video surveillance and other means. 

 

Male suspect was later booked into the Tulare County Jail.

The scene was processed for physical evidence, which was found and collected.

Narrative:

 On 8/12/2015 at 0510 hours, Deputies from the Tulare County Sheriff’s Department, Head Quarters Division, responded to a residence in the 15900 block of Rosaline, in the Community of Ivanhoe, regarding a home invasion. Upon arrival Deputies contacted the victim who was not harmed by the crime.  The victim provided Deputies a list of personal items removed from his home and a description of the suspect. 

Deputies initiated an investigation and subsequently located a suspect who was in possession of the stolen property.  The suspect, Araceli Frausto was taken into custody and booked into the Tulare County Pre-Trial facility.

On 08/11/15 at approximately 2240 hours Deputies from the Pixley Substation responded to Tipton regarding a fight in progress.  The reporting party advised the suspect was armed with a handgun outside his residence.  Deputies arrived and upon further investigations it was discovered that the suspect was involved in a physical altercation at which time the suspect brandished a firearm and threatened the victim.  Deputies were able to identify the suspect and conducted a probation compliance search at the suspect’s residence where they located ammunition.  The suspect was later located and taken into custody on the above listed charges.

A victim was located within the trailer park stating that the items had been taken from his home. A witness was located that identified the suspect as being seen at the victim’s home. The suspect was arrested for the above listed charges. The property, valued at approximately $800.00 was returned to the victim.

Upon arrival Deputies contacted the victim, who stated a known subject had threatened to assault him with a metal pipe. The known male subject was contacted at a nearby residence and taken into custody without incident. No one was injured during the assault. The male subject was later identified as Colt Jaymes Davies, a 31 year old Visalia resident. He was taken into custody and booked at the Tulare County Sheriff’s Department Adult Pre-Trial Facility for Assault with a Deadly Weapon and Terrorist Threats.

On 8/9/15 at approximately 2358 hours, Deputies from the Tulare County Sheriff’s Department responded to the Sierra View District Hospital Emergency Room regarding a victim with a stab wound.  Deputies arrived and learned the victim had been at a confidential address in Terra Bella attending a wedding.  Three subjects arrived at the wedding and began verbally arguing with the victim.  The argument ultimately ended with one of the subjects stabbing the victim in the abdomen with a knife.

On 08/07/15 at approximately 1430 hours Deputies from the Pixley Substation responded to the area of County Line Road and Road 160, Delano regarding theft of grapes from a vineyard.  During the investigation it was determined several suspects entered the vineyard and harvested grapes worth approximately $1600.00.  Evidence was collected at the scene and the case is still under investigation.

BRANDISHING A WEAPON / TERRORIST THREATS

On 8-10-15 at 0110 hours Deputies from the Pixley Substation met with a victim who called to report that someone threatened to kill him.  During the investigation, the victim said three unknown Hispanic male Adults entered his yard, but only one was armed with a handgun. 

During the incident the armed gunman reportedly pointed the gun near the victims head, and then told him he was going to come back to kill him later. A motive for the confrontation remains unknown.  No injuries were reported.

 On 8/9/15, at approximately 1100 hours, deputies from the Tulare County Sheriff’s Department were dispatched to the 500 block of S. W Street, Porterville on a vandalism to a vehicle report.  When Deputies arrived they contacted the victim. The victim said sometime between 8-8-15 at 2230 hours and 8-9-15 at 0930 hours unknown suspect(s) vandalized the victim’s vehicle putting a large dent on the side of the vehicle, along with scratching profane words into the paint and making other scratch marks throughout the whole vehicle. The victim stated there was about $5,000.00 in damage. 

This case is currently being investigated by the Tulare County Sheriff’s Department.

Assault with Deadly Weapon

On 8-9-15 Deputies from the Cutler-Orosi Substation were flagged down in the area of the 12800 Block of Ave 416 regarding a report of an assault with a deadly weapon. The victim stated he was struck with a baseball bat and beer bottles by a group of unknown Hispanic subjects. On 08-09-2015 Deputies were dispatched to the 1400 block of Ave 396 in regards to a grand theft. It was determined the suspects had forced entry thru a gate located at the rear of the property and removed a Polaris 500CC quad valued at approximately $4000.00 dollars. Robbery

On 08/09/15 at approximately 0700 hours Deputies from the Pixley Substation responded to the 800 block of South State Street, Earlimart regarding theft of beer from a convenience store.  Two Hispanic males approximately 18-22 years old, entered the store and stole three cases of beer.  One suspect was detained by the store owner and a physical altercation ensued.  Evidence was collected at the scene and the case is being actively investigation.

Suspect: Luis Penaloza   35 yrs  Goshen, Ca.  In Custody

 On 08/08/15 at approx. 1655 hours Investigators with  The Sheriff’s Department’s North County Gang Violence Suppression Unit went to an address in the 4500 Blk of Ave 308 to conduct a probation compliance check at the listed residence of Suspect Luis Penaloza.  Penaloza a known “Sureno” Gang Member is on probation for narcotics violations and had three active arrest warrants. When investigators arrived at the residence, Penlaoza ran from one part of the house into another and then barricaded himself in a bedroom. Family members came out and told the investigators that Penaloza was the only one in the residence. Investigators called out to Penaloza to surrender by voice and using a loud speaker. Penaloza refused to come out thus obstructing and delaying the officers. After an approx. 1 hour standoff Investigators entered the residence with the assistance of a TCSO K9 Unit and located Penaloza hiding in a closet. During the ensuing compliance check a loaded 9MM Semi-automatic pistol was located. Penaloza was taken into custody without incident and arrested on the listed charges. He was booked at the APTF.
The case is currently under investigation by the Tulare County Sheriff’s Departments Gang Violence Suppression Unit and no other information is being released at this time. Cultivation of Marijuana, Possession of Marijuana for Sale

A large-scale marijuana grow has been shut down this week by the Tulare County Sheriff's Department. STEP Unit, Narcotics Unit, Gang Unit, Ag Unit, Patrol, Detentions and Resource Management Agency worked together to serve 63 search warrants in the Plainview / Strathmore area.

On May 20th, the Sheriff’s Department’s air support unit conducted a fly over in the Plainview area. 63 separate marijuana grow sites were identified, and detectives later gathered information regarding each individual site, specifically the presence of marijuana plants.

Search warrants were obtained for each site and on the morning of Thursday Aug 6 and Friday Aug 7th Sheriff's Department Teams entered those locations.

The 4 entry teams were given a set of locations and arrived early in the morning. Upon arrival each team cleared any structures on the premises as well as marijuana groves to ensure the property was secure. The teams then investigated the legality of the marijuana grow site to make a determination of whether or not arrests would be made and marijuana plants eradicated.

The Teams work continued into the next day where they worked with assisting units to determine what crimes had been committed. Evidence was collected at each search warrant, and the Marijuana plants were disposed of.

Sheriff Boudreaux said, “Illegal marijuana grow operations drain a community of vital resources such as water especially during the drought. The Sheriff’s Office will be vigilant in addressing these illegal marijuana grow operations to keep our communities safe”

From the grow sites, 5,858 Marijuana plants were eradicated, 55 lbs of processed marijuana was seized, $11,284 of cash was seized, and 8 firearms were also located. An additional $84,000.00 was seized from bank accounts. 3 honey oil labs and 2 indoor grow sites were also located, one of which was determined to be stealing power. An investigator for Edison responded and determined a theft of over $4,000.

11 individuals were arrested. Their booking photo can be requested by calling 559-636-4655.

If allowed to mature, the marijuana plants were estimated to produce 1lb per plant. With an illegal street value of $1,000 per lb. The marijuana plants taken would have produced 5,858 lbs, with an illegal street value of $5,858,000.00. The estimated street value of the processed marijuana was valued at $55,000.00.

It is estimated that a full grown marijuana plant uses 5 gallons of water a day. The total water used in a week by the plants is estimated at 205,030 gallons. During this period of severe drought, families in small communities and agricultural areas are more dependent on their wells and local water systems to provide for them as California faces drastic cutbacks in water usage.

On the above date and time Deputies responded to a burglary in the 19700 Block of R230, within the community of Strathmore. According to witness statements and physical evidence located, an unknown suspect(s) forced entry into the victim’s home and thoroughly ransacked it.

 

During the course of the initial report, the victim was unable to determine if there had been any loss.

Narrative: On 8-6-15 at approximately 2302 hours Tulare County Sheriff Deputies were dispatched to a residential burglar alarm at the 31500 block of Rd. 228, Lindcove.  Prior to the Deputies arrival the Tulare County Airship, Sheriff 1 arrived on scene and observed two suspects exiting the residence and walking to a vehicle in the orchard.  The vehicle drove away followed by Airship, Sheriff 1 until ground units came into the area and pulled over the vehicle.  The suspects were contacted and detained.  The suspects admitted to entering the residence and vandalizing and removing items from the residence.  The suspects were arrested and booked at the Adult Pretrial facility.

Narrative:

On Thursday 08/06/15 at approximately 0630 hours, deputies from the Cutler – Orosi Sheriff’s Substation were dispatched to the 10900 block of Ave 400 in Dinuba regarding a verbal dispute. Upon arrival, deputies contacted the known subject who was under the influence of a controlled substance. Deputies later located a loaded firearm and a small amount of methamphetamine. Suspect was arrested and booked at the Adult Pre Trial Facility.

245/246 PC- Assault with a Deadly Weapon-Shooting into an occupied structure
LOCATION:  200 block of South Alta Vista          DATE:  8-6-15          TIME:  0015 hrs

Deputy Personnel were dispatched to a residence located on the 200 block of South Alta Vista Street regarding a shooting.  After an investigation was conducted it was determined that unknown suspect(s) fired several rounds into the front of the residence and kicked in the front door.  The suspect(s) did not make entry and no persons were injured.

On 8/5/2015 at 0800 hours, Deputies from the Tulare County Sheriff’s Department responded to the Comfort Inn in Three Rivers in regards to a reported burglary and theft of a purse. Upon arrival Deputies contacted the victim who stated she left her room for the day, leaving her purse hidden under the blankets in her room. The victim returned 12 hours later and found her purse was missing and her access card for her room no longer worked. The victim brought this to the attention of hotel staff who confirmed no staff members entered the room that day.
