Narrative: On 07-20-2015 at 0614 hours, Deputies were dispatched to the 1000 block of E. Orange Avenue, Porterville in regards to a burglary. During the investigation, Deputies followed shoe tracks to the 1000 block of E. Cleo Avenue where they located two male subjects. The subjects were detained for further investigation. As deputies were speaking with the subjects, items matching the stolen property were located at a nearby residence. The subjects were later identified as Richard Martinez 41 years, and Julio Mejia 30 years. Both were arrested and transported to Porterville Substation for booking. The recovered stolen items were returned to the victim.

On 7-19-15 The Tulare County Sheriff’s Department positively identified the suspect in the above incident as Estevan Andrade Gomez 26 years old out of the Famersville area.

An autopsy has been scheduled for the suspect and an updated news release will be submitted with the results as soon as the autopsy is completed.

On 7-17-15 at 0848 hours Deputies contacted a resident in the 300 Block of W. Bradbury Avenue in Pixley who reported driving by her property and observing a suspicious vehicle parked in the driveway. Deputies arrived and visually inspected the house, during the investigation the reporting party noticed four refrigerators missing near the front door of the residence. Her estimated property loss was approximately $800 dollars. The point of entry was a gate located east of the property. No suspects have been identified in his case.

On July 18, 2015 at approximately 2250 hrs two officers from the Farmersville Police Department were processing an adult male subject that was in custody on a parole violation in the Farmersville Police Department booking room. During the booking process a struggle ensued and the subject began fighting with the officers. The fight extended into adjoining offices and a struggle for one of the officer’s weapons ensued. Shots were fired and the suspect was hit. Medical aid was summoned and the suspect was determined to be deceased at the scene.

The Tulare County Sheriff’s Office was requested to conduct an investigation into the shooting. Inquiries related to the investigation can be directed to the Tulare County Sheriff’s Office.

One of the officers has three years of law enforcement experience and has been with the Farmersville Police Department for 7 months. The other officer is a two year veteran of the Farmersville Police Department. Both of the officers involved have, per department policy, been placed on paid administrative.

The investigation of this case is ongoing.

On 7-18-2015 at 1923 hours, Deputies from the Pixley Substation were dispatched to a residence in the 1100 block of R136, Delano (Tulare County) for an altercation. Upon arrival and speaking with involved parties, a loaded firearm was located in a family room where several small children were in. The suspect knew the weapon was loaded and was readily accessible to his children at the time of the incident. Suspect was arrested and booked without incident.

Neece was wanted in regards to a stolen vehicle investigation by the Porterville Police Deaprtment. Gang Investigators knew of his whereabouts and contacted him and arrested him without incident and turned him over to PPD in regards to the listed charges.

  On Friday July 17th, 2015 at approximately 1030 hours, Deputies responded to the 500 block of S. Reservation Road in Porterville regarding a victim of a gunshot wound. Upon arrival Deputies learned the victim was air lifted to an area hospital for treatment. Deputies also learned Duanne Garfield shot the victim in the presence of a child and fled the scene. Garfield was later located and detained pending further investigation. Garfield was subsequently arrested for attempt homicide and child endangerment. Garfield was booked at the Tulare County Pretrial Facilty.

Eleven compliance checks were conducted and nine were found to be in compliance.

On 07/15/15 at approx. 2330 hours A uniformed deputy with the Tulare County Sheriff’s Department was on patrol in a marked TCSO patrol car in the area of Ave 157 and Paradise in Ivanhoe when he saw a Female Hispanic Juvenile who was known to him and to be runaway juvenile as well as having an No bail active felony arrest warrant walking down the street. The Female Juvenile when she saw the uniformed deputy, she ran and hid in a stairwell in the apartment complex in the area. As the deputy approached her she ran again, the deputy caught her and she began to struggle with him and she called for help from people in the area. Suspect #2 Huerta came to the Juveniles aid and began to fight with the deputy to free the female Juvenile who the deputy was fighting with. Suspect #3 A Male Hispanic Juvenile also came to the Juveniles aid and fought with the deputy, thus freeing the female Juvenile from custody. All the suspects were known to the deputy. Suspects #1 & #3 were able to flee the area, Suspects 1& 3 are known southern gang members. Suspect #2 was caught by the deputy and taken into custody without further incident. She was booked on the listed charges at the APTF.

On 07/16/15 the investigation was turned over to the Gang Violence Suppression Unit and the Interagency Gang Enforcement Team to locate the wanted suspects. The ensuing investigation located the suspects, Suspect #1 was located hiding in an apartment in the 15700 Blk of Paradise Ave. , suspect #4 Perez was hiding Suspect #1 and contributing to her delinquency and was taken into custody without incident and booked at the APTF on the listed charges. Suspect #3 was located at a residence in the 15700 blk of Ave 329 and was taken into custody without incident. Both Juveniles were booked at the Juvenile Detention Facility on the listed charges.

Narrative: On 07-13-15 at approximately 2005 hours, Deputies from the Tulare County Sheriff’s Department responded to the 22600 Block of Rd 130 in Tulare regarding a burglary in progress at an abandoned residence. Deputies responded and apprehended an adult male later identified as Lorenzo Mendoza. Mendoza was found to be in possession of a swamp cooler from the residence and burglary tools. The swamp cooler was valued at approximately $500.00. There was a broken window located at the residence, which led to the kitchen. The estimated damage to the kitchen window was valued at $60.00. Mendoza was taken into custody and booked at the Adult Pre-Trial Facility for the crime of 459 pc (Burglary), 594 pc, (Vandalism) and 466 pc, (Possession of Burglary Tools).

 On 7/12/15  at 0559 hrs, Deputies from the Tulare County Sheriff’s Department responded to the 37800 block of Sierra Drive at Lake Kaweah, Horse Creek camp grounds near Three Rivers regarding a report of criminal threats. Upon arrival Deputies contacted the victim who stated an unknown male had threatened to kill him after an argument at one of the camp sites. The victim stated the suspect later identified as Shaun Miller was armed with three knives and a handgun.
 Deputies checked the area and located Shaun Miller who admitted to being in an argument with the victim and being armed with a knife, but he did not threaten the victim with the knife. An area check was conducted and no handguns were located. While Miller was being taken into custody he resisted Deputies at the scene. Miller was subsequently taken into custody for Terroristic Threats and Delaying resisting a Peace Officer. Miller was taken to Kaweah Delta Medical Center where he was treated for minor abrasions he sustained to his head while resisting Deputies at the scene. Miller was then booked at the Adult Pre-Trial Facility without further incident.

On 7-9-15, between 0300 and 0500, deputies from the Headquarters Substation, as well as the Three Rivers Resident Deputy, responded to two reports of burglaries on Sierra Drive in Three Rivers.

The first business reported that the suspect(s) entered through an open window and removed cash from the business.

The alarm at the second business was set off, and when Deputies arrived they found the front window of the business was smashed. Based on leads developing during the course of the investigation, it was discovered that multiple individuals had been partying in the area of the businesses, which led to the identification and subsequent arrest of one of the individuals – Joshua Berdgoll. The owner of the business was located and could not yet determine what had been taken from the business.

Resident Deputy Frick followed up with the suspect identified as Josh, and also identified and located Dave Weymouth. As a result of Deputy Frick’s investigation, both subjects were booked for burglary charges in relation to both crimes. They also implicated a Male Juvenile in the burglaries, who has not yet been located.

The suspect has been identified as Ruben Medrano, age 30 of Porterville

On Thursday, 07/09/2015 an autopsy was performed on Medrano. The cause of death was determined to be single perforating gunshot wound to the head.

On 7-1-15 Tulare County Sheriff’s Violent Crimes Detectives continued their investigation on the above crime. During the extensive investigation Detectives were able to positively identify the above suspects and the vehicle used in the crime. 

On 7-2-15 Tulare County Sheriff’s Department Violent Crimes Detectives , Gang Unit and SWAT Team served a search warrant in the 1300 block of Lowry, Porterville where they located and arrested S1 Humberto Camacho Gonzalez for 664-187 PC / 182 PC. An additional search warrant was served in the 1800 block of North Boyles, Porterville however, no other suspects or evidence was located. BOL’s for the remaining two suspects was issued to all surrounding agencies.

On 7-6-15 Tulare County Sheriff’s Deputies with the Porterville Substation made contact with individuals in the Porterville area where they developed evidence and information on the possible location of the remaining two suspects. 

Tulare County Sheriff’s Deputies along with Lindsay Police responded to a local motel within the Lindsay city limits where Deputies made visual contact with the suspects inside a room. The suspects forced two females into the room into a bathroom at gunpoint and barricaded themselves in the room. 

The Tulare County Sheriff’s Department SWAT Team was activated and while they were in route the two female victims were able to escape. They were unharmed and received no injuries from the incident.

 

The two female victims were identified as

Hispanic female adult 36 years

Hispanic female adult 27 years

The SWAT Team arrived on scene and a 4 hour standoff ensued. After continual efforts to make contact with the suspects in the room with negative response the SWAT Team made entry and took Jesus Alcarez into custody without any resistance. The third suspect was also located in the room deceased from an apparent self-inflicted gunshot wound to the head.

Jesus Alcarez was arrested on the initial charges of 664-187 PC / 182 PC with additional charges of 207 PC / 187 PC.

On 6-30-15 at approx. 0601 hrs. Deputies were dispatched to the area of Rd. 224 and Ave. 174, Porterville regarding a gunshot wound victim.

Upon arrival they located the victim on the side of the road suffering from gunshot wounds to the body. The victim was transported to an area hospital where he is listed in critical but stable condition.

On 7/9/15 at approximately 1727 Hours, deputies from the Tulare County Sheriff Department responded to a residence on the 23000 block of Avenue 120 in Porterville regarding a burglary that had just occurred.  According to the victim, unknown suspects entered the residence and stole approximately $5,040 in various items.  The victim returned home during the burglary and interrupted the suspects who then fled.

  On 7-9-15 / 1814hours, Deputies from the Tulare County Sheriff’s Department were dispatched to the 13600 block of Ave.440 in Orosi regarding an assault with a deadly weapon (Firearm). The victims reported they were fishing in the area when a vehicle arrived at their location. All victims reported 6-7 Hispanic males in a van approached them with firearms drawn. During the altercation numerous shots were fired and one victim was struck, sustaining moderate injuries. The suspects eventually drove off and left the area.
   The victim was transported to Kaweah Delta District Hospital where he was treated and released.

Upon arrival Deputies located a male subject suffering from a gunshot wound. The victim was air lifted to a local hospital and was listed in critical condition.

Violent Crimes Detectives responded to the scene and took over the investigation. Detectives learned unknown suspect(s) drove by the residence and shot from a vehicle, striking the victim.

On 07-06-15 / 2043 hours, Deputies from the Tulare County Sheriff’s Department were dispatched to the 15600 block of Seville Ave, in Seville regarding a physical altercation between a male and female in progress. Upon arrival it was discovered the altercation was still in progress and there were 3 infant children currently in the residence.

Subsequent to the investigation it was learned that both subjects were intoxicated during their altercation, in which their 3 children were present. Due to their level of intoxication Jessica Montejano (21) and Michael Sanchez (26) were taken into custody for child endangerment. Custody of their 3 children was turned over to Child Welfare Services.

On 07-07-15 Deputies responded to the 14400 block of Rd. 191, Poplar regarding a shooting.  After an investigation, Deputies identified suspects Moises Barrientes and Jose Barrientes Jr. as the suspects involved in the shooting which the victim’s vehicle was struck several times.  Both suspects were located and arrested in the Poplar area by Deputies from the Porterville Substation and the Tulare County Sheriff's Department Gang Violence Suppression Unit.    

Detectives from the Gang Unit took over the investigation executed a search warrant at the suspects residence. During the search a large amount of processed marijuana and ammunition were located. Both suspects were arrested and transported to the Porterville Sheriff's Substation for booking on the above listed charges.

On 07-06-15 at approximately 2155 hours deputies were dispatched to Golden Valley School located on the 41400 block of Road 127 regarding a burglar alarm.

Deputies arrived at the location and observed a broken window to one of the classrooms. The deputies searched the school and located three individuals walking through the playground of the school. When a third deputy arrived at the school the three individuals dropped what appeared to be large bag on the ground and began to run through the school jumping several fences. Two of the individuals were apprehended by Deputies.

During the investigation, it was determined that four classrooms were burglarized. The windows to each of the four classrooms were broken.

Four guitars, twelve lap top computers, two digital cameras and numerous miscellaneous school supplies were taken. 

All the items were dumped on the school campus by the individuals and were later collected by the Deputies. All merchandise was returned to the school. The total value of the recovered items was estimated to be between $5000 and $8000.

On 7-7-15 at approximately 0120 hrs. Deputies from the Orosi Substation responded to the 41500 Block of Rd 128 regarding reports of a gunshot wound victim.

Upon arrival deputies located a victim suffering from a gunshot wound. The victim was shot at by suspects in a Blue colored 4 Door Honda Station wagon. The first suspect was described as being thin build, with a thin goatee, wearing a “Chicago Bulls” red and white jersey. The second suspect was described as being a light skinned Hispanic female, with blonde colored hair.

CULTIVATION OF MARIJUANA, POSSESSION OF MARIJUANA FOR SALES, POSSESSION OF STOLEN PROPERTY

Tulare County Sheriff’s Detectives conducted a two day operation regarding the unlawful cultivation of marijuana.  This operation was the result of a two month long investigation regarding several large marijuana grows that had been identified in the Earlimart area.  During the operation Tulare County Detectives served 14 search warrants in the 1800 block of Sierra in Earlimart.  Over a two day period Detectives eradicated 2,172 marijuana plants from 14 different locations.  Detectives also seized $81,238 in U.S. currency associated with the sale of marijuana.  Six firearms were located and recovered, three of which were reported as stolen.  11 adults and 1 juvenile were taken into custody on various charges related the cultivation and sales of marijuana.  

If the marijuana plants would have been allowed to marture and yielded at minimum one pound of processed marijuana, the estimated street value of the marijuana would be $2,172,000.

An Average outdoor marijuana plant can consume approximately 5 gallons of water per day. Considering California’s current water crisis, the total marijuana plants seized were consuming approximately 10,860 gallons of water per day.

On 7-1-15 Tulare County Sheriff’s Violent Crimes Detectives continued their investigation on the above crime. During the extensive investigation Detectives were able to positively identify the above suspects and the vehicle used in the crime.

On 7-2-15 Tulare County Sheriff’s Department Violent Crimes Detectives , Gang Unit and SWAT Team served a search warrant in the 1300 block of Lowry, Porterville where they located and arrested S1 Humberto Camacho Gonzalez for 664-187 PC / 182 PC. An additional search warrant was served in the 1800 block of North Boyles, Porterville however, no other suspects or evidence was located. BOL’s for the remaining two suspects was issued to all surrounding agencies.

Tulare County Sheriff Deputies responded to the Teviston area regarding a reported possible kidnapping.  The reporting party stated he was at a residence in Teviston, waiting in his vehicle in the driveway.  While waiting in the vehicle, an adult female carrying a young child, ran from the house and got into his car.  Before the driver could pull out of the driveway, another vehicle pulled into the driveway and blocked him in.  Several people exited the house and attempted to retrieve the female and child.  One of the subjects broke out a window of the R/P vehicle.  One of the subjects opened the R/P’s vehicle door, physically removed the female adult and her child from the vehicle, and escorted them back into the house.  The R/P was able to leave the property and reported this incident.

Tulare County Sheriff’s Violent Crimes Detectives responded and contacted the involved parties.  After interviewing all parties, it was discovered the adult female and child were victims of Human Trafficking.

Tulare County Sheriff’s Detectives arrested Maria (Elena) Huerta (51) of Teviston, Fabiola Perez (19) of Teviston, and Rigoberto Perez (23) of Teviston.  All suspects were booked into the Tulare County Jail for a violation of PC236.1 False Imprisonment and Human Trafficking, and PC182 Conspiracy.

On 07-04-15 at 1530 hours a Deputy contacted two persons in the 38200 Block of Sierra Drive in Lemon Cove who reported returning to their vehicles, and finding their vehicles to be broken into.  The victims visually inspected their vehicles, at which time one victim discovered someone had stolen a laptop computer. The estimated property loss was approximately $600 dollars. In addition to what was taken approximately $300 of damage was done to the vehicles.

On 07/01/15 at approx. 2325 hours Deputies from the Tulare County Sheriff’s Departments Orosi substation were dispatched to the area of 12800 Blk of Ave 404 in regards to a fight in progress involving numerous subjects with weapons involved. Upon their arrival some of the subjects had fled and the deputies contacted the remaining persons and determined they were victims. The preliminary investigation revealed that Victim #1 was approached by the four suspects, known gang members, and an argument ensued over gang affiliation. The suspects in an unprovoked attack began to strike Victim#1 with some type of metal bars. Victim # 1 fled to a residence and called for help, Victims #2 &3 came outside and helped Victim #1. Victims 2& 3 were assaulted by the suspects with the metal bars as well. The suspects, all who are known Northern Gang Members, and known by the victims and witnesses, fled the area when deputies arrived. The victims received minor to moderate injuries consisting of cuts and abrasions and refused medical attention.

Suspect Perez was contacted at a local hospital due to minor injuries he received during the fight where he was arrested by Deputies for his involvement in the fight. The other suspects were outstanding at that time.

The investigation was turned over to the North County Gang Violence Suppression Unit for follow up. The ensuing investigation further identified the suspects and located suspects #2 & 3 on 07/03/15 in the 13000 Blk of Quinto Ct. Cutler Ca. Suspects #2 & 3 were taken into custody without incident by Investigators of the Gang Unit and booked at their respective facilities on the listed charges. More arrests are anticipated.

The investigation is continuing and ongoing by the Tulare County Sheriff’s Departments Gang Violence Suppression Unit and no other information is being released at this time.
