Sheriff Deputies responded to the above listed location regarding a report of burglary. The victim Andrew Ozanich stated between 10-1-09 and 4-24-10/1313 hours, unknown subject(s) entered his workshop and took the above listed property. The victim advised the shop had also been vandalized during the incident. The victim estimated his total loss at $49500.00.
This case is currently under investigation by the Tulare County Sheriff’s Department.

Narrative:
On the above date and time deputies responded to the above location regarding a check the welfare. Upon arrival at the residence, deputies contacted a confidential male (27 years) and a confidential female (25 Years) and found them to be under the influence of a controlled substance. Deputies also located a small amount of methamphetamine as well as a methamphetamine pipe inside the residence. The male and female were arrested for being under the influence of a controlled substance, possession of methamphetamine, possession of drug paraphernalia as well as child endangerment due to a small child being inside the residence. The male was booked at the Porterville substation and the female was booked at Bob Wiley Detention Facility on above charges.
This case is currently under investigation by the Tulare County Sheriff’s Department

Narrative:
Suspect: Morgan, Jimmy
On the above date and time deputies responded to the above location to serve a warrant. Upon arrival, deputies contacted a male who identified himself as Jimmy Morgan (53 Years). A records check revealed Jimmy had an active felony warrant, which he was arrested for. Jimmy was then found to be in possession of prescription medication he did not have a prescription for. Jimmy was transported to the Porterville substation and booked for the above charges.

Subsequent to investigation Baltazar Gaytan Vega, 36, from Tulare was found to be in possession of a controlled substance. Baltazar was transported and booked at the Tulare County Main Jail for violating H&S 11377(a), possession of a controlled substance.

Narrative:
On Wednesday 4/14/10 at approximately 1318 hrs a Tulare County Sheriff’s Deputy conducted a traffic stop in the area of Santa Monica and San Diego in Tulare for a California Vehicle Code violation. Subsequent to investigation the driver identified as William John Bosma,38, from Tulare was found to be in possession of methamphetamine. William was arrested and booked at the Tulare County Main Jail for violating H&S 11377(a) possession of a controlled substance, H&S 11378 possession with intent to sell and H&S 11379(a) transportation along with a violation of parole hold.
Case under investigation by the Tulare County Sheriff’s Office.

Suspect: Ramiro Orozco, 21 years of age
On 04-14-2010, Detectives with the Tulare County Sheriff’s Department Gang Violence Suppression Unit and Violent Crimes Unit, executed a search warrant at a residence near Sierra Ave and Robert Rd in Cutler. During the search warrant, Detectives located (2) firearms, ammunition, and gang indicia. A records check of the firearms revealed one was reported stolen from the City of Visalia. During the investigation, (S) Ramiro Orosco was found to be in possession of the loaded firearm. (S) Orozco is also a validated gang member from the Cutler area and a previously convicted felon.
This case is currently under investigation by the Tulare County Sheriff’s Department Gang Violence Suppression Unit.

Narrative:
Suspect: Salvador Mendoza - 23 years of age
On 03-10-2010, Deputies with the Tulare County Sheriff’s Department were dispatched to the area of Rd 128 and Ave 424 in Orosi for a gun shot wound victim. During the investigation, it was determined the 20 year old victim had received a single gun shot wound and had sustained serious bodily injury. The victim was transported to a local hospital for medical treatment.
After the shooting, Detectives with the Sheriff’s Department Gang Violence Suppression Unit were assigned the case for further investigation. During the investigation, Detectives with the Gang Unit were able to identify (S) Salvador Mendoza as being involved the shooting. On 04-11-10, Deputies with the Sheriff’s Department contacted (S) Mendoza in the Orosi area and he was taken into custody. Salvador Mendoza was later transported and booked at the Main Jail and is being held on $250,000 bail for the above listed charges. (S) Mendoza is also a validated gang member from the Orosi area.

Narrative: On the above date and time Detectives with the Tulare County Gang Suppression unit responded to the area of Ira/Rd 128, Orosi regarding suspicious gang activity. On arrival Detectives contacted a Hispanic Juvenile wearing gang attire. The juvenile was in possession of live ammunition. The juvenile is on active felony probation for a vandalism case. The Juvenile was taken into custody and charged with possession of live ammunition by a convicted felon. He was booked at Juvenile Hall.

Suspect: Tovar, Carlos Jr. 39 Yrs.
On 04-13-10 the Tulare County Inter-Agency Narcotic Enforcement Team consisting of personnel from Lindsay Police Department, Exeter Police Department, Visalia Police Department, Farmersville Police Department, Tulare County Probation Department and the Tulare County Sheriff Department concluded a four week narcotic investigation by serving a search warrant in the 300 Block of North Ashland, Lindsay. Detectives searched the residence and located drug paraphernalia containing methamphetamine. Detectives also located prescription medication in which the suspect did not have a prescription.
Suspect Carlos Tovar was arrested and booked in the Tulare County Jail for the following charges:
11377 H&S Possession of a controlled substance.
11350 H&S Possession of a controlled substance (prescription medication)
11364 H&S Possession of drug paraphernalia
135 P.C Destruction of evidence.
Suspect Carlos Tovar’s bail was set $ 10,000.00.

On 04-13-10 the Tulare County Inter-Agency Narcotic Enforcement Team consisting of personnel from Visalia Police Department, Farmersville Police Department, Exeter Police Department, Lindsay Police Department, Tulare County Probation Department and the Tulare County Sheriff Department concluded a three week narcotic investigation by serving a narcotic search warrant in the 2800 Block of East Westcott, Visalia.
During the search of the residence, detectives located drug paraphernalia and a small amount of methamphetamine. Three subjects were detained at the residence and two of the three subjects were found to be under the influence of a controlled substance.
The following is a list of suspects and charges that were arrested at the residence:
Suspect Keri Ramos, age 31 of Visalia, was arrested and booked into the Tulare County Bob Wiley Detention Facility for Possession of a controlled substance, Possession of drug paraphernalia, Under the influence of a controlled substance and (1) misdemeanor warrant for 11550 H&S and (1 ) Felony warrant for 475 (c) P.C.
Suspect Delilah Echavarria, age 25 of Orosi was arrested and booked into the Tulare County Bob Wiley Detention Facility for Unlawful carrying and possession of weapons and Under the Influence of a controlled substance.
Suspect Anthony Poggione, age 23 of Visalia, was arrested and booked into the Tulare County Main Jail for Under the Influence of a controlled substance.
This case is still under investigation.

Update on Orosi Homicide
LOCATION: First Drive & Orosi Drive DATE: 4-11-10 TIME: 1625 hrs
CASE NUMBER: 04-04156 VICTIM: Miguel Junior Rodriguez CITY: Cutler
UPDATE
On 04/11/10 at approximately 1625 hrs deputies from the Tulare County Sheriff’s Department Cutler / Orosi substation were in area of First and Orosi Drives when they heard several shots being fired in the area. The deputies were flagged down by a citizen advising of a Male Hispanic that was suffering from a gunshot wound. First Aid was rendered and the victim was transported to a local hospital by ambulance where he was pronounced deceased upon arrival.
Detectives from the Sheriff’s Department’s Violent Crimes Unit were called to investigate the incident. The ensuing investigation revealed that the victim was involved in an argument with an unknown individual and was shot in the upper torso and succumbed to his wounds.
On 04/13/10 an autopsy by the Tulare County Coroners Office was conducted and the cause of death was determined to be a gunshot wound to the torso that caused exsanguination.

Narrative:
On the above date and time, deputies responded to the above location regarding a theft. Upon arrival, the victim told deputies he observed the suspect, Dale Garrett (44 years) stealing a spool of metal wire from the above location. The victim estimated the total value of the wire to be approximately $50.00.
Garrett was contacted and arrested at the scene for 488 PC and 496 PC. The spool of wire was recovered at the scene and released back to the victim. Garrett was later transported to the Porterville substation and booked for the above charges.

Detectives with the Tulare County Sheriff's Gang Violence Supperssion Unit responded to th 12700 Block of Avenue 424 for a report of a gunshot vicitm. Orosi Patrol deputies and Gang Unit detectives discovered a 19 year old male with a gunshot wound to the leg. The victim was transported to Kaweah Delta District Hospital for treatment. The victim was treated and released for a non-life threatening wound to his leg.
Detectives are conducting an investigation into this case, but at this time do not have anyone in custody. Detectives are asking if anyone has information concerning this case, please contact Detective Sanchez at 1-888-363-4264.
