On 2/7/2014 at 1930 hours deputies responded to the 1300 block of Avenue 392 regarding a report of a family disturbance. The victim reported that Frederick Gomez threatened to attack her with a machete while he was holding the knife in his hand. Gomez was also in violation of an active restraining order by being in the presence of the victim. At the time of his arrest Gomez was found in possession of drug paraphernalia and was suspected of being under the influence of a controlled substance.

 

The case is currently under investigation by the Tulare County Sheriff’s Office.

Should you receive a call from someone advising you a loved one is in custody asking you to apply money to a pre-paid credit card number for bail, obtain the name of the family member, jail location and contact information for the person calling you. DO NOT RELY ON YOUR CALLER ID.  It may appear as a false number.

 

You should call the Sheriff’s Department immediately with this information.  Do not apply money to the credit card. 800-808-0488

 

There are only four methods for bailing a person out of the Tulare County Jail system.  They are as follows:
1. Utilize the “Easy Kiosk” in the lobby at any one of the jail facilities.  This requires the full bail amount
2. A Cashiers Check for the full bail amount made payable to the Tulare County Sheriff’s Department
3. Cash for the full bail amount taken to the jail facility
4. Utilize a Bail Bond company

Lee was outside his residence and in a nearby orchard firing a handgun into the air. Deputies arrived and arrested Lee. He was booked into Tulare County Jail for 246.3 PC and 11550 H&S.

Sheriff Boudreaux promotes new Lieutenant

Lieutenant Jim Franks has been with the Tulare County Sheriff’s Department for approximately 26 years, having joined the Department as a Sheriff’s Trainee in 1988. During that same year he was promoted to a Deputy position. During his time with the Department, he has been assigned as a Deputy to the Jails, STEP/SWAT, the Narcotics Unit, Property Crimes, and Homicide.

While working in the Jails he held the position of Jail Training Officer, as well as a Lead Booking & Classification Officer. He moved to work in Patrol, and after two years was named a Field Training Officer, as well as holding the position of a SWAT Sniper.

While serving with the Department as a Deputy, Franks also worked as a Grant Coordinator for an ABC Grant which had been awarded to the Sheriff’s Department.  This grant involved research and recommendations for additional personnel. Administration of the grant included setting up various suppression, enforcement, and education programs throughout the county.

As the grant year ended, he was moved into the STEP/SWAT unit, where after several years was made an Entry Element Team Leader. During that time, the team was split into two teams, and Franks was instrumental as a leader of the second team.

After his transfer into the Homicide Unit, he worked on multiple capital cases during his three years there – one of those years noted as having double the normal number of homicides. Some of these cases received national attention, such as the Angelita de Orosi case, where he made a guest appearance on Nancy Grace.

After being promoted to Sergeant in February of 2008, Franks was assigned to Headquarters Patrol, where he was a Field Training Officer Supervisor and later assigned as Sergeant in charge of the STEP/SWAT team. Not only was he the Sergeant of that Unit, but also oversaw all marijuana investigations in the county, as well as any grants attached to those investigations. He was responsible for budgeting overtime for staff, purchasing equipment and supplies, and planning training.

During his law enforcement career, Franks has received several commendations, most notably three formal letters of recognition from the Sheriff. The first letter recognized his investigative efforts in the Orosi baby cases, where the suspect was arrested and successfully prosecuted. The second letter was regarding intervening in another department’s case where they mistakenly labeled a homicide as a natural death. Once their investigation was finished, Franks insisted that his staff work the scene as a homicide, where it was later ruled as such by the Coroner. The third commendation was for his work as part of teams involved in hostage rescue during the 2012 shooting at the Reservation.

Currently, Franks is a departmental Less-Lethal Impact Munitions Instructor, Submachine Gun Instructor, Firearms Instructor, Active Shooter Response Instructor, Simunition Instructor, Pepperball Instructor, SWAT Tactics Instructor, and Swiftwater Rescue Instructor. He is also the department subject matter expert in tactical critical incidents and operations. In addition to maintaining those instructor positions, Franks is also the Lead Sergeant on the Dive and Swiftwater Rescue Team, as well as being a member of the Search and Rescue Team. As part of those groups, he has participated in nearly a hundred rescues and body recoveries from dangerous locations throughout Tulare County.

He is supported by his wife Judy, sons Daniel and Chris – who is also a Deputy - and daughters Michelle, Jill and Christine.

On Monday, February 3, 2014, the Tulare County Sheriff’s Department received a call from a concerned relative of the Godines family, stating they had not heard from them for a few days.  The Sheriff’s Department is seeking contact with the family to make sure they are ok.  Foul play is not suspected at this time.

 

Jesus and Evelyn were last known to reside in the Plainview area.  They are associated with a silver Honda Odyssey.  They have three children ages 1, 2 and 3.  Jesus is a 30 year old Hispanic male; Evelyn is a 28 year old Hispanic female.

On Sunday, February 2nd at approximately 0900 hours, Tulare County Sheriff's Deputies served a search warrant at a residence in the 1600 block of East Cleo in Porterville after receiving complaints from area residents regarding possible narcotics activity. Deputies located methamphetamine packaged for sale, packaging materials, digital scales and a loaded firearm. Deputies arrested Donald Absher, 42 of Porterville and Danielle Duffy, 32 of Porterville pursuant to charges including possession of methamphetamine for sale, maintaining a drug house, possession of a controlled substance while armed with a firearm and a felon in possession of a firearm and ammunition.

This case is currently under investigation by the Tulare County Sheriff's Department.

Sheriff Boudreaux to promote new Captain

Captain Cheri Lehner was born in Dinuba in November of 1966, where she also attended Dinuba Joint High School, graduating in 1984. In 1986 she earned her Associate of Science degree in Criminal Justice from the College of the Sequoias. She was hired as a Sheriff’s Trainee and sponsored through the College of Sequoia’s basic police academy by the department in 1986. Cheri was later promoted to a Sheriff’s Deputy in 1987 after completing her training.

                Captain Lehner began her career with the Sheriff’s Department in the Tulare County Correctional Center, and later on worked in the Narcotic’s Unit, where she was commended by then Deputy District Attorney Ferguson for working on a high school drug sting in 1990. She then worked Patrol in Porterville. During that time she received several commendations, including a memo from then Detective Mike Boudreaux regarding her patience and professionalism while interacting with members of the public. Another letter from District Attorney Edward Hunt was sent to Sergeant Vest regarding her work which led to the arrest of a fugitive from Texas as well as locating a primary witness in a Texas homicide in June of 1991, and stated that the qualities displayed by Deputy Lehner were the cornerstones of successful law enforcement work.

                In 1996, Cheri was promoted to Sergeant, and went to work at the Bob Wiley Detention Facility, where she remained until she was assigned to the Pixley Patrol Substation in 1998. A year later, she transferred to the Gang Violence Suppression Unit. During her time in the Gang Violence Suppression Unit, Sergeant Lehner was commended for her thoroughness and thoughtfulness regarding follow-up memos after a detail, as well as remembering the name of the individual dispatcher that she had worked with. Dispatch Supervisor Sandra Harris said that her compliments were appreciated, and her work reflected well on her position as a supervisor. Her last assignment as a sergeant was in the Juvenile Crimes Investigations Unit, where she worked for three years.

                2006 saw a promotion to Lieutenant, as well as several new assignments, including the Men’s Correctional Facility, Court Services,  Civil and Corrections Units, and Headquarters Patrol in. She was assigned to Personnel and Training in 2012, and later the same year to the Orosi Patrol Substation.  Since working in Orosi, Cheri graduated from the Los Angeles Police Department Leadership Academy, formerly known as the West Point Leadership Academy.

                Captain Cheri Lehner will be continuing her career in her next step as Captain of the Detentions Division. She is supported in her career by her mother Sharon and her brother Jared, who is currently employed with the California Highway Patrol.

HOME INVASION ROBBERY
LOCATION:  300 Block East Center Street, Earlimart          DATE:  01-27-2014          TIME:  1630 hrs

On 1-27-14 at about 1630 Hrs., Tulare County Sheriff's Deputies were dispatched to the 300 block of East Center in Earlimart in regards to reports of  two suspicious subjects seen entering a yard at that location. Upon TCSD Deputies Arrival, Deputies confronted two masked suspects who were fleeing the residence. One of the suspects was immediately taken into custody just outside the residence and found to have multiple weapons and stolen property and narcotics on his person. A second suspect was chased by deputies from the scene and was apprehended a short distance from the residence by use of a TCSD K-9. This suspect received several contact wounds by the K-9 and was treated at a local area hospital for these wounds.

A further check of the residence resulted in the location of an elderly female victim who had been confronted by the masked suspects whom assaulted the victim, held her inside the residence at gunpoint and ransacked the residence before being disrupted by arriving TCSD Deputies.  The victim received non life threating injuries as a result of this incident and was transported to and treated at a local area hospital for her injuries.  All of the property taken from the victims residence by the suspects has been recovered.

The Tulare County Sheriff's Departments Property Crimes Investigation Unit and the Sheriff's Gang Violence Suppression Unit has assumed this investigation and it is ongoing.

This case is actively and currently under investigation and will be updated as further information becomes available.

On 1-22-2014, Detectives with the Tulare County Sheriff's Department received information through TIP NOW regarding a possible location on wanted suspect Enrique Carrizales.

On 1-23-2014, Officers with the Kent Police Department in the State of: Washington responded to a location in the City of Kent and successfully apprehended Carrizales on his outstanding warrant. Carrizales was booked at the King County Regional Justice Center and is currently waiting extradition.

Detectives with the Tulare County Sheriff's Department Violent Crimes Unit responded to King County Jail and interviewed Carrizales regarding the investigation.

Sonny Delgado from Dinuba is also currently wanted in connection with the investigation. On 2-26-13, Deputies with the Tulare County Sheriff's Department responded to a residence in Badger for a home invasion with a report of shots fired. The victim suffered several gunshot wounds during the home invasion and five suspects fled the residence.

While en-route to the call, deputies located two vehicles fleeing the scene and attempted to conduct a traffic stop. One of the vehicles yielded and Michael Serna and Juventino Rosas of Dinuba were taken into custody in relation to the investigation.

The second vehicle failed to yield and a lengthy pursuit ensued. The suspect vehicle subsequently wrecked in the Yettem area and Thomas Cuadros of Reedley was taken into custody in relation to the investigation.

During the investigation, Enrique Carrizales and Sonny Delgado were identified as suspects in the investigation and were wanted in connection with the crime.

On the above date Detectives from the Tulare County Sheriff’s Department Gang Suppression Unit conducted a traffic stop for traffic violations at Highway 99 and Court Ave in Pixley. The detectives observed suspicious activity during the traffic stop. He requested Tulare County Sheriff’s Department Narcotic dog to respond. The Dog alerted to the presents of narcotics in the vehicle. Further investigation revealed that Alvarez was in possession of approximately two pounds of cocaine.  The Tulare County Sheriff’s Department’s Narcotics Division responded and took over the investigation.

The suspect was booked at Porterville Substation for the listed charges.

After an approximate three (2) week investigation into the sales of illegal narcotics in the City of Visalia,  The Sheriff’s Department’s Narcotics Division and Investigators from the Inter Agency Narcotics Enforcement Team (INET)  were led to a residence in the 4000 Blk of Cambridge. The ensuing investigation and search revealed approximately half of ounce of Methamphetamine, with a street value of $1600, packaging materials, and scales. Detectives also located a subject who attempted to give a false name. He was later identified to be a wanted subject with outstanding felony warrants. 

 

As a result of the search warrant two people were taken into custody on the below charges.

0n 1-23-14, Deputies were dispatched to a reported home invasion robber at the above location. Detectives responded shortly after.

The victim, an elderly female, reported two armed masked suspects forced entry to the residence and detained her. The suspects searched the residence and fled with a vehicle and valuables.

POSSESSION OF A CONTROLLED SUBSTANCE
LOCATION:  Second Ave and Cutler Dr. , Cutler          DATE:  01-22-14          TIME:  2330 hrs

On 1-22-14 at approx. 2330 hours, Deputies from the Cutler / Orosi Substation were patrolling the community of Cutler when they observed Alonzo driving his bicycle on the roadway without a headlamp, weaving and impeding traffic.  A traffic stop was initiated and contact made.  Deputies detected an odor of an alcoholic beverage emitting from his person.  A consensual pat down was performed at which time a small bindle (approximately .05 grams with a $10 street value) of methamphetamine was located.  Alonzo was booked without incident.

The ensuing investigation and search revealed methamphetamine approximately forty (48) marijuana plants and one pound of  process marijuana with a street value of $9500.00,packaging materials, scales.  All the items were seized by Detectives. 

 

As a result of the search warrant two people were taken into custody on the below charges.

The ensuing investigation and search revealed approximately thirty (31) grams of Methamphetamine, with a street value of $3100, packaging materials, scales and a firearm. A large sum of currency related to the sales of narcotics was seized as well.

POSSESSION OF A CONTROLLED SUBSTANCE & UNDER THE INFLUENCE OF A CONTROLLED SUBSTANCE
LOCATION:  Road 128 and Emerald Ave Cutler          DATE:  01-21-14          TIME:

On 1-21-14 at approx. 0156 hours, Deputies from the Cutler / Orosi Substation were patrolling the community of Cutler when they observed a female walking in the dark.  Deputies stopped to check her welfare and assist.  Upon making contact with (S) Crystal Vera, she was observed to be under the influence of a controlled substance and to be in possession of approximately .10 grams of methamphetamine (street value of $20.00). Vera was taken into custody and booked into a Tulare County Jail without further incident.

Burglary

On 01-20-14 at approximately 1431 hours, deputies responded to the 800 block of South Crystal Street, Porterville in regards to an interrupted burglary. Upon contacting the victim, she stated upon arriving home she discovered two unidentified male subjects running from the rear bedroom of her residence.

During investigation two male subjects located at the scene were detained and later determined to be the suspects in this case. Both male subjects were taken into custody for burglary and booked at the Porterville Substation.

Victim- Gutierrez, Jose

On 01-20-14 at approximately 0650 hours, deputies responded to the 1500 block of South Main Street, Porterville in regards to suspicious vehicle. Upon contacting the victim, he stated one male juvenile, and two adults had entered his orange grove and were trespassing. The victim blocked the suspects vehicle and made them wait until deputies arrived.

The three male suspects, were arrested for trespassing, possession of Marijuana, possession of metal knuckles, possession of burglary tools a conspiracy. The adult males were booked at the Porterville Substation and the Juvenile was booked at JDF.

On 1-19-14, Deputies were dispatched to the area of Elm and Sierra in Pixley regarding the theft of two "Shaker" Tractors worth $175,000. Deputies searched the area and located one of the abandoned tractors near Avenue 80 and Road 132. They located the second abandoned tractor near Avenue 84 and Road 136.

The tractors were processed and returned to the owner. After further investigation Deputies located and arrested a 13 year old male and a 16 year old male for the theft and damage to the orchards. They were booked at Tulare County Juvenile Hall for 487 PC and 594 PC.

Detectives responded and determined four suspects forced entry into the residence and took cash and a vehicle at gun point. The suspects fled the scene heading south on Rd. 240. No injuries were reported.

Taken into custody were:

Gonzalez, Clemente Granados (24 Years)

On the above date and time, deputies responded to a confidential address in Poplar regarding a report of criminal threats.  Upon arrival, the confidential victim advised her ex-boyfriend, Clemente Gonzalez Granados (24 Years) arrived and forced her inside her residence against her will.  During the incident, it was learned Gonzalez committed a sexual battery against the victim and threated to later return and kill her. 

Gonzalez was later located at his residence in the Porterville Area, arrested and booked at the Porterville Substation on the above charges.


This case is currently under investigation by the Tulare County Sheriff's Department.

460 PC- Home Invasion
LOCATION:  23900 block of Ave 88          DATE:  1-17-14          TIME:  1700 hrs

On Saturday, 01-18-14 at 1130 hours TCSO Detectives were called to the Porterville sub station regarding a victim of a home invasion. The victim advised on Friday, 01-17-14 at approximately 1700 hours the three suspects responded to her home with a firearm, demanding money. The victim advised she had no money and the suspects entered her residence and stole three TV’s. The victim provided further details on the suspects and Detectives were able to connect the home invasion to a vehicle pursuit the same night. The pursuit ended with two suspects in custody and a third still outstanding. The suspect vehicle contained three TV’s. The victim was able to identify the TV’s as the ones taken during the home invasion. The two suspects were booked into the Tulare County Main Jail. 

 

This case is under investigation by the Tulare County Sheriff’s Department.

Home Invasion

On 1/17/14 at approximately 0120 hours, deputies from the Tulare County Sheriff’s Department responded to the 17300 Block of Road 96 in Tulare regarding a home invasion type robbery which had just occurred with shots being fired.

Upon the deputies arrival, the victim told deputies that unknown subjects had forced their way into the residence at which time the victim secured himself in a locked room. The suspects demanded entry into the locked room which was occupied by the victim but the victim refused. After several minutes of the suspects demanding entry, the suspects abandon their efforts and fled in an unknown direction from the residence. While fleeing the residence, the suspects fired several rounds in the direction of the residence, deputies believe in an effort to keep the victim from pursuing them. The victim in this case received no injuries or property loss as a result of this incident.

Detectives were called to the scene and this case is currently under investigation by the Tulare County Sheriff's Department.

Effectively immediately, as a precautionary measure, Sheriff Mike Boudreaux has decided to temporarily suspend visiting to all of the Tulare County Jails. This action will assist in minimizing the possible exposure of the potential flu virus - H1N1 to the inmate population, their families, jail staff, volunteers and the public. This action is being taken in accordance with information provided by Corizon Health (Medical services providers for Tulare County Criminal Justice).

Detention staff are communicating with the inmate population in regards to how this is a proactive, protective measure for the inmate population, their families, jail staff, volunteers and the public. The Sheriff’s Department is working with the inmates to help provide communication to their family members to prevent them from unnecessary trips to the facilities and to make sure their families have a point of contact to verify whether or not visiting has resumed. The Department is also setting up phone numbers that will provide a voice message regarding the status of visiting at the detention facilities. Assault with a Deadly Weapon, Attempt Home Invasion

Deputies were dispatched to a report of an attempt home invasion robbery. Upon arrival deputies contacted a male victim, who reported he was assaulted by multiple suspects.  When deputies arrived at the victim residence, they located the suspect vehicle exiting the driveway. The suspects led deputies on a short pursuit, ultimately crashing their vehicle into an orange grove. The suspects then abandoned their vehicle and fled into the orange grove. After a search of the area deputies were able to capture the suspect listed below:

Taken into custody were:

S-1: Lucio, Ricardo Garza (33 Years Old)

On 1/12/14 at approximately 1645 hours, deputies from the Tulare County Sheriff Department’s Porterville Substation responded to the 100 Block of North Reservation Road on the Tule Indian Reservation to assist Tule River Department of Public Safety (DPS) Officers regarding a male with a knife.

Upon arrival, deputies learned that DPS Officers had responded to the 200 Block of South Reservation Road regarding a male with a knife standing in the roadway.  Upon DPS Officers contacting the male, later identified as Ricardo Lucio (33 Years Old), he concealed the knife in his clothing.  Lucio then re-brandished the knife while taking a fighting stance toward DPS Officers.  DPS Officers attempted to take Lucio into custody, however, he fled into the river between North and South Reservation Roads.  Officers pursued Lucio who was later apprehended in the 100 Block of Reservation Road. 

Lucio, who was found to have an active Department of Correction Parole Warrant, was arrested and later booked at the Porterville Substation for the above listed charges.

This case is currently under investigation by the Tulare County Sheriff's Department.

11550 HS- Under the Influence and 11350 Possession of a controlled substance
LOCATION:  300 block of East Clay          DATE:  1-12-14          TIME:  1721 hrs
CASE NUMBER:  14-507         VICTIM:  State of California          CITY:  Earlimart

On 1-12-14 at 1721 hours Deputies contacted Celistino Sanchez Martinez (45 years of age) during a traffic stop in the 300 block of East Clay Avenue in Earlimart.  During the contact Martinez was found to display symptomology consistent with drug use, and was arrested for being under the influence of a controlled substance.

After his arrest Martinez was searched and found to be in possession of (15) bindles of cocaine, and a large sum of US currency.  Martinez was transported and booked into custody at Main Jail in Visalia.

 

The case remains under investigation by TCSO.

On 01/10/2014 Tulare County Sheriff Deputies responded to a residence in the 190 block of N. Red Oak Circle, Porterville in an attempt to locate Naomi Trevino, 28 who was a wanted for felony narcotics violations. Trevino was located at the residence along with Arquimedes Garcia, 47 of Porterville. Both were in possession of narcotics. Deputies located approximately 3.5 grams of methampehtamine that was packaged for sale along with a digital scale, US currency and additional narcotics paraphernalia.  

 

Trevino was arrested pursuant to fresh charges of possession of methamphetamine and three felony narcotic warrants. Garcia was arrested pursuant to fresh charges of possession of methamphetamine for sale. Both subjects were booked into the Tulare County Jail. 

 

This case is currently under investigation by the Tulare County Sheriff's Department.

Gang and Narcotics Related Arrests
LOCATION:  Orosi/Dinuba areas          DATE:  1-6-14          TIME:

On 01-06-14 at approximately 2200 hrs Deputies from the Orosi Substation responded to the area on Ave 416 and Rd 92 east of Dinuba in response to a reported vehicle that had been shot at.  Subsequent investigation found the vehicle, which contained 2 adults and a one and half year old child, was shot at by a passing vehicle.  No injuries were sustained by any of the occupants as a result of the incident.  Orosi Deputies were able to locate the suspect vehicle in Orosi and detained a 17 year old male in connection to the shooting.  

Detectives from the Sheriff’s Gang Violence Suppression Unit also responded and later assumed the investigation.  During the investigation the 17 yr old juvenile male was booked into the Tulare County Juvenile Hall for attempted Homicide and Criminal Gang Enhancements.  Further investigation of the incident yielded additional information and on 1-8-14, the Gang Violence Suppression Unit and Tulare Area Regional Gang Enforcement Team (TARGET) served search warrants at two separate residents in the Orosi area.  

As a result of these search warrants, an additional 17 year old male who participated in the shooting was arrested and booked into the Juvenile Hall for attempted murder and Criminal Gang Enhancements. 

In an unrelated incident, Detectives from the Gang Violence Suppression Unit were in the Dinuba area conducting continuing efforts to curb gang violence.  Detectives spotted a male subject that was wanted for felony warrants in both Tulare and Los Angeles counties.  The male attempted to flee on foot from the detectives however was apprehended after a short foot pursuit. Subsequent investigation found the male was in possession of a controlled substance as well as narcotics paraphernalia.  The male was booked into the Tulare County Main Jail for the two felony warrants as well as the additional narcotics charges.  

Arrested was: Jessie Yeppez (39 yrs old from the London area)

LOCATION:  1300 block of E. Springville Ave Porterville          DATE:  1/7/14          TIME:  2210 hours

Deputies responded to a local Porterville restaurant on a report of a possible burglary in progress. An anonymous witness observed the suspect to be wearing light colored shorts and leaving westbound from the restaurant. Upon deputy arrival the glass front door was found to be shattered.  A search of the area found a subject wearing light colored shorts a few blocks away. The subject was later identified to be Jordan Mull, who had active warrants out for his arrest. Evidence located on his person tied him to the burglary and he was booked at the Porterville Substation for burglary and his warrants.

Second Arrest Made on Attempted Homicide in Orosi

On 01-03-2014 the Tulare County Sheriff's North County Gang Violence Suppression Unit arrested a second person wanted in connection with this case.   Alberto Zavala, age 19 from Orosi was located at his home and arrested without incident.  Alberto is related to the prior suspect arrested in Turlock onthis case.  The Tulare County Probation Department assisted in the investigation. 

 

Update:
On 12-30-2013, Detectives with the Tulare County Sheriff’s Department identified Adonis Zavala as a suspect involved in the shooting. With the assistance of the California Highway Patrol, a traffic stop was conducted in the City of Turlock and Zavala was taken into custody. Zavala was later booked into the Tulare County Main Jail the above charges.
 

Original News Release:
On 12-28-13, Deputies from the Tulare County Sheriff’s Department responded to the 12300 block of Badger Ave in Orosi, regarding a report of a gunshot wound victim. Upon arrival Deputies located the victim and noted he sustained a gunshot wound to his person. The victim was transported to Kaweah Delta Medical Center in Visalia, where he was treated and released for non-life threatening injuries.
