Officer Involved Shooting - Traver Area

On 9-28-2013 at approximately 2228 hours, the Tulare County Sheriff's Office received a call of a suspicious vehicle parked on the side of the roadway with their lights on at Avenue 368 west of Road 44. 

A Deputy made contact with the driver of the vehicle and discovered he had a possible misdemeanor warrant out of Fresno County.  A second deputy arrived to assist with translation as the suspect also spoke spanish.  The suspect began motioning to turn on his car to flee the scene.  The deputy attempted to stop the suspect from turning on his vehicle, and while in the process, the suspect was able to get the vehicle started and drive away with the deputy standing on the running board.  The vehicle turned northbound on Road 44 from Avenue 368.  The deputy fired one round striking the suspect. 
The suspect vehicle stopped on Road 44 just north of Ave 368 and both deputies were able to take him into custody without further incident.  
The suspect was taken to a local area hospital where he was treated and released for a non life threatening wound to the leg.
The suspect is being processed for the warrant and assault with his vehicle on the peace officer.
Suspect:  Jaime Velasquez, age 33 of Traver.

Possession of a controlled substance / possession of firearm/child endangerment

After an approximate two (2) week investigation into the sales of illegal narcotics in the Goshen area, Investigators from Sheriff’s Department’s Narcotics Division and the Inter Agency Narcotics Enforcement Team (INET) consisting of personnel from Farmersville P.D., Lindsay P.D., Exeter P.D were led to a residence in the 7100 blk. of Woodbine. The ensuing investigation and search revealed Methamphetamine and Marijuana. Detectives also located a loaded assault rifle underneath a children pool. An eleven (11) year old minor was located in the residence unharmed. However, the juvenile was exposed to the suspects actions and was able to access the narcotics and firearms.  As a result of the search warrant, four people were taken into custody on the below charges.

Attempt Homicide

After an approximate two (2) week investigation into the sales of illegal narcotics in the Terra Bella area, investigators from Sheriff’s Department’s Narcotics Division and the Inter Agency Narcotics Enforcement Team (INET), consisting of personnel from Farmersville P.D., Lindsay P.D. and Exeter P.D., were led to a residence in the 9200 blk. of road 236. The ensuing investigation and search revealed methamphetamine with a street value of $800.00 packaged for sales and packaging material.  As a result of the search warran two people were taken into custody on the following charges:

On the above date and time, deputies responded to the 20000 block of Francis Drive in Richgrove regarding fight with weapons in-progress. 

Upon arrival, the victim, Carlos Carillo, reported (2) males, Jose Salazar (35 Years) and Alejandro Salazar (31 Years), assaulted him with weapons.  During the assault, Carlos sustained non-life threatening injuries to his person.  Jose and Alejandro were located nearby and placed under arrest for 245 PC and 182 PC.  Jose and Alejandro were booked into the Porterville Substation.

Local Volunteer Gwen McLaughlin Honored With President's Award

On August 22, 2013 three Volunteers in Patrol earned their 15 year service pins, among them was Gwen McLaughlin who received extra recognition that day.

McLaughlin has put in more than 32,000 hours of service in the last fifteen years, mostly in the Records Department. She also spent time working with patrol, mail delivery, and special events. At the awards ceremony, Boudreaux teasingly remarked that she must have a cot set up in the records department, as it seemed she was always there.

Before slowing down her volunteer schedule in the past few years, McLaughlin used to come into the office at 4 AM and would leave at 4 PM 5 days a week. A harrowing schedule for many, Gwen enjoyed the hours as well as the interaction.

Before becoming a Volunteer in Patrol, she worked for more than 30 years at a Safeway in Visalia as a meat wrapper, and spent time traveling after her retirement from Safeway. When her husband died in 1976, she needed something to fill her time, and becoming a volunteer was the perfect opportunity as her son Larry was already a Captain with the department at the time. Larry has since retired, but his mother continues her volunteer work with the Sheriff's Department

On September 26, Gwen will be awarded the President’s Award, which honors all types of volunteer work across many age groups.

Office Involved Shooting update
LOCATION:  Hawthorne and /Heather, Ivanhoe          DATE:  09-20-2013          TIME:  1919 hours
CASE NUMBER:  13-12456         VICTIM:  State of California, Deputy of the Tulare County Sheriff’s Department          CITY: 

On 9-20-2013, at about 7:20 pm, a Tulare County Sheriff’s Department Deputy assigned to the Gang Unit attempted to make contact with a male adult upon a roadway, where he had previous knowledge of the subject being a wanted felon for attempted homicide in an allied jurisdiction. 

Upon contact with this individual, the suspect ran from the Deputy.  The Deputy pursued the suspect on foot for approximately 75 yards where he again encountered him at the corner of Heather and Hawthorne, in Ivanhoe.  The suspect produced a handgun.  The Deputy fired, striking the suspect, who died at the scene.  The Visalia Police Department is conducting the Officer Involved Shooting investigation and the deputy was placed on paid administrative leave as per department policy.

On 9-23-13, an autopsy was performed and the decedent’s next of kin has been contacted.  The decedent was identified as Carlos Fuentes (20 years) from the Community of Cutler, Ca.  The autopsy revealed that Fuentes succumbed to his injury from exsanguination, due to a single gunshot wound.

Home Invasion Burglary
LOCATION:  7000 block of Rd 232, Terra Bella          DATE:  9-21-13          TIME:  0237 hrs
CASE NUMBER:  13-12467         VICTIM:  Confidential          CITY: 

9-21-13/ 0237 hrs:  Deputies responded to the Terra Bella area regarding a report of a home invasion robbery.  Property Crimes Detectives were called out to the scene.  During the investigation it was discovered the suspects forced entry into the residence and identified themselves as law enforcement officials and demanded money.  The suspects did not get any money and fled with victim’s property valued at $30.  No one was injured during the commission of the crime. This case is currently under investigation by the Tulare County Sheriff’s Office.

9-19-13:  Detectives contacted the two subjects who were in possession of items taken from the theft.  Detectives recovered approximately $2000 of the stolen property.  The suspects were booked at the Tulare County Jail for possession of the stolen property.

Arrests made in multiple marijuana cases

S- Jose Vital, 34 yoa, Visalia,  Charged with 11359, 11359, 11351, 11352, 11366, 11378 H&S, 12020 PC and 273 a PC

On 9/16/13 STEP detectives responded to the 32600 block of Rd. 127 in Visalia. to conclude a month long investigation into marijuana cultivation and sales, with firearms being present with the service of a search warrant at a residence. Upon arrival officers found that approx. 200  standing marijuana plants observed several days prior had all been harvested with the budded branches hung in a large barn and started being processed. Several loaded firearms were located around the residence including several AR-15 type rifles, a shotgun and semi-auto handguns. Also located was evidence of sales of methamphetamine and cocaine in addition to the sales of marijuana. Suspect Vital fled the area just prior to detective’s entry onto the property but was later located and detained at a residence in the 1900 block of N. Giddings in Visalia. The Giddings residence was found to have been converted into an indoor grow house, it also had a backyard marijuana grow.

Several medical recommends were located at the Rd. 127 residence for subjects who did not live on the property. The investigation revealed that marijuana from these plants was intended for sales to dispensaries and not for current medical needs of the recommend holders. All marijuana was seized and destroyed.

S-Vital was found to be out of compliance with state laws regarding medical marijuana. He was charged with cultivation and sales of marijuana, possession and possession for sales of cocaine and methamphetamine, use of a firearm in commission of a felony and Child endangerment. Approx. 1400 pounds of marijuana was destroyed. Street value of a pound of high grade marijuana in California is in excess of $3,000 per pound.

S-1 Gregorio Melchor, 49 yoa, Visalia Area -  Charged with 11358, 11359 H&S

On the above date and time STEP detectives responded to the 32600 block of Lincoln Rd., Visalia to conclude a two week investigation into marijuana cultivation and sales behind a medical marijuana recommend, with the service of a search warrant at a residence. Upon arrival officers found 69 standing marijuana plants some fully budded and over 120 pounds of packaged processed marijuana which was found hidden on the property. The marijuana bud was packaged in one pound increments to facilitate sales. The subsequent investigation found that the marijuana was being grown for sales. Plants of this size would have produced in excess of one pound of marijuana bud per plant. Street value of a pound of high grade marijuana in California is in excess of $3,000 per pound

A medical recommend was located at the residence for S-Melchor he was found to be out of compliance with state laws regarding medical marijuana. S-Melchor was charged with cultivation and sales of marijuana and booked without incident.

This case is still under investigation by the TCSO STEP Unit.

Skull Found in Loggy Meadows

On 09/13/13 at approximately 10:30 in the morning near the Loggy Meadows area of the Golden Trout Wilderness, a cattle rancher discovered a skull while checking on his cattle. He alerted the authorities on 09/14/13 when he was able to access a telephone. A deputy, as well as a detective from Violent Crimes, responded to the location. They located the skull where the rancher had reported it was, and the surrounding area was searched. There was no physical evidence of a crime, and there was no identification material. No other human remains were located, and the skull was turned over to the Tulare County Coroner’s Office for further investigation.

The Coroner’s Office asked Forensic Anthropologists from Fresno State University for their assistance, something that is typical of these types of investigations. They determined that the skull is that of a male in his early to mid-20’s and had been exposed to the elements for a time period of up to ten years. There were no signs of obvious trauma, and the skull is being processed for DNA by the State of California’s Department of Justice DNA Laboratory.

The Violent Crimes Unit is assisting by cross referencing missing person’s reports.

    On 9-17-13 Deputies from Tulare County Sheriff’s Department responded to a Carjacking. The victim stated 3 Hispanic male juveniles held him at gun point and stole his vehicle from the 300 Block of South Spring in Earlimart.

    It was determined the suspects stole a vehicle from Delano and drove it to Earlimart where it broke down. At this time they took the victims vehicle by force. There were no injuries to the victim and nothing was taken from his person.

Both suspects admitted to possession of the Methamphetamine. Both were booked for Possession of Controlled Substance for Sale, Transportation of Controlled Substance and being under the influence.

After an approximate two (2) week investigation into the sales of illegal narcotics in the Farmersville area, Investigators from the Inter Agency Narcotics Enforcement Team (INET) consisting of personnel from Farmersville P.D., Lindsay P.D., Exeter P.D,Sheriff’s Department’s Narcotics Division and the Tulare County Sheriff’s Tactical Enforcement Personnel team were led to a residence in the 175 blk. of Costner. The ensuing investigation and search revealed a methamphetamine, glass smoking pipes, packaging materials, and drug paraphernalia. Three children ages 12, 2 and 1 were located in the residence and were exposed an able to access the narcotics. The children were turned over to Child Protective Service.

As a result of the search warrant two people were taken into custody on the below charges.

Clandestine Lab Hazardous Waste Disposal
LOCATION:  Ave 204 and road 204          DATE:  09-12-13          TIME:

On 09/12/2013 at approximately 1330 hours, Deputies from the Sheriff’s Department’s Porterville substation were dispatched to the area of Ave 204 and Rd 204 in the unincorporated area of Tulare County for a trash dumping. Upon arrival they determined the garbage was a clandestine lab waste site.

 

Investigators from the Sheriff’s Department’s Clandestine Laboratory Enforcement Unit (CLEU) were called to take over the investigation. It was determined unknown subjects dumped eight heating mantles, associated glassware, hoses and scales used in the manufacturing of methamphetamine. Presumptive tests on the residue tested positive for the presence of Methamphetamine. The equipment was also processed for physical evidence. Tulare County Environmental Health was called to the scene to assist in the cleanup. PARC Hazardous Waste Services removed the hazardous materials and cleaned up the site.

On 9/9/13 STEP detectives responded to the 14000 block of Ave. 424, Orosi. to conclude a two week investigation into marijuana cultivation and sales, with firearms being present, hiding behind a medical marijuana recommend with the service of a search warrant at a residence. Upon arrival officers found 120 standing marijuana plants, most fully budded, a loaded semi-auto handgun and evidence of sales of narcotics. Suspects Fabionar, Luevanos and Llamas were stopped while attempting to flee the area surrounding the marijuana grow as officers came into the area.

 

Several medical recommends were located at the residence for subjects who did not live on the property. The investigation revealed that marijuana from these plants was intended for sales to dispensaries and not for current medical needs of the recommend holders. All marijuana was seized and destroyed.

 

S-Fabionar was found to be out of compliance with state laws regarding medical marijuana. He was charged with cultivation and sales of marijuana, possession of methamphetamine and being under the influence of Methamphetamine. S-2 Garcia was charged with cultivation and sales of marijuana. S-3 Delgado was charged with cultivation and sales of marijuana and possession of a firearm in the commission of a felony. Suspects Luevanos and Ruiz were found to be under the influence of methamphetamine. All suspects were book without incident. The marijuana plants would each have yielded in excess of one pound of bud apiece. Street value of a pound of high grade marijuana in California is in excess of $3,000 per pound.

STEP detectives hiked into a large marijuana grow complex in the Blue Ridge area above Springville area. Upon arrival detectives discovered a total of 4,936 marijuana plants. This grow was spread over several acres of foothill area, Most of the lower garden site appeared to have been recently abandoned due to a lack of water for the plants, which had just started to bud. Marijuana in the upper plots was still healthy and signs indicated suspect had fled into the heavy brush as officers arrived in the area.  The marijuana was eradicated and bud was carried out by detectives.  Due to no helicopter being available no clean-up was done on the land; however the locations of the camp, chemicals and garden plots were all recorded for a later reclamation project.

On the above date and time STEP detectives responded to the 1900 block of W. North Grand Ave. Porterville., to conclude a two week investigation into marijuana cultivation and sales behind a medical marijuana recommend, with the service of a search warrant at a residence. Upon arrival officers found 118 standing marijuana plants some fully budded and over 12 feet tall. The subsequent investigation found that the marijuana was being grown for sales. Plants of this size would have produced in excess of three pounds of marijuana bud per plant. Street value of a pound of high grade marijuana in California is in excess of $3,000 per pound

 

A medical recommend was located at the residence for S-Amcell who also admitted he had electrified the marijuana enclosure to protect his marijuana, officers were forced to contact Edison to come out, cut the power and disconnect the make shift hot wire. A video and audio security system was also present in the marijuana grow. A young child living at the residence was found to have access to the marijuana and the bare electrical wires running around the property. Children’s toys were found in and around these areas. C.W.S. was contacted to remove the child. 

 

S-Amcell was found to be out of compliance with state laws regarding medical marijuana. S-Amcell was charged with cultivation and sales of marijuana and with child endangerment.  S-lane was charged with cultivation of marijuana. Both were booked without incident.

This case is still under investigation by the TCSO STEP Unit.

A tip was received by dispatch from an individual who wished to provide information regarding the location of a female person with an active felony warrant.

A deputy arrived at the 15000 block of Avenue 280 accompanied by Farmersville Police and both identified themselves, and took the suspect into custody.

The active felony warrant was confirmed by dispatch, after which the suspect notified the deputy that they were in possession of a methamphetamine, as well as paraphernalia. 

The suspect was transported to Bob Wiley Woman's Detention Facility where she was booked on her warrant as well as violation of H&S 11377 and 11364.

For possession of a controlled substance and possession of paraphernalia, bail was set at $20,000. The warrant was for petty theft with priors and failure to appear with a bail set at $50,000.

POSSESSION OF A CONTROLLED SUBSTANCE

On 9-10-2013 at 1450 hours Deputies contacted Brandon Manuel Leal (adult) in the 400 Block of N. Smith street in Tipton.  During the encounter Leal allowed Deputies to search his wallet, which was found to contain a small bindle of methamphetamine.  He was arrested and booked at Main Jail without incident.

On 9-10-2013 at 0630 Hours Deputies responded to a theft of fuel at Debudio Land Management Company located in Earlimart.  Upon arrival the Reporting Party said suspect(s) entered the compound and stole fuel.  During the illegal entry suspect(s) also attempted to gain access to a storage container located on the property, but were unsuccessful.

     On 09/10/13, at 0705 Hours, the Tulare County Sheriff’s Department executed a search warrant at the 38000 block of Road 172, Visalia, after a four month investigation of Grand Theft and Embezzlement from US Tower.  US Tower reported that while the suspect, Krystal Madrigal, was employed with their company, she embezzled from them, and took an undisclosed amount of money over the course of six months.  

     At the conclusion of the search warrant, suspect Madrigal was arrested on a warrant and transported to the Tulare County Bob Wiley Detention Facility where she is being held on a $250,000.00 bail bond.

This case is still being investigated by the Tulare County Sheriff’s Department.

On 9-10-13, at 0918 hours, the Tulare County Sheriff’s Department was contacted and advised of a robbery. Upon arrival Deputies contacted the victim who said that he was working in a nearby field and was approached by 3 males, one of which was holding a handgun and wearing a black ski mask. The masked suspect demanded the victim’s wallet and once he received the victim’s property, fled on foot towards Ave.352. The victim saw a brown 4 door vehicle leaving a short time later from same direction the suspect’s fled towards. North County Property Detectives responded and took lead of the investigation.

Deputies received information regarding the above subject growing Marijuana in their backyard. Deputies arrived and located approximately 2 pounds of Marijuana and a Semi-Automatic handgun at the property. Both subjects were arrested without incident and booked into Tulare County Main Jail and Tulare County Juvenile Hall for 11358 H&S and 23900 PC.

On 09-07-13 at approximately 1400 hours, a concerned citizen observed a suspicious vehicle leaving the Eagle Head Parking lot at the entrance to the Sequoia National Park. The citizen subsequently observed a vehicle with a broken window and immediately notified Park Rangers.

Sequoia National Park Rangers placed a BOL for the suspect vehicle identified as a U-Haul truck.  Shortly after, the vehicle was located in the area of Sierra Drive (Hwy. 198) and North Fork Drive in Three Rivers, Ca.

TCSO Deputies responded to the scene and the driver of the vehicle, Thomas Moore was found to be in possession of burglary tools.  After a vehicle search was conducted several purses, back packs and other belongings were seized as evidence.

While inventorying the items seized, narcotics were located along with credit cards and the personal identification of approximately 35 additional victims.

The male suspect was also found to have multiple out of state, active felony warrants for his arrest.  Both suspects were booked into the Tulare County Main Jail and Bob Wiley Detention Facility.

She was detained, and transported to the Pixley Substation where she was found to be in possession of a small bindle of methamphetamine in violation of 11377 HS. Subsequently, she was transported and booked at Bob Wiley Detention Facility without incident.

During his detention Read was searched, and found to be in possession of a small bindle of methamphetamine in violation of 11377 H&S. He was transported and booked at Porterville Substation without incident.

Update to Pixley homicide of Jorge Sanchez

The two suspects in this case have been identified.  One is in custody and the other is deceased.

 

Suspect 1: Jose Gomez, age 20 of Earlimart, in custody

Suspect 2: Bryan Valle, age 19 of Earlimart  deceased

 

Gomez and his crime partner Valle had been involved in a drive by shooting in McFarland earlier this year and fled to the San Bernardino County area.  They returned to Tulare County and began a crime spree starting May 3, 2013 with the homicide of Jorge Sanchez and wounding two juveniles in Pixley.  They stole a vehicle in Delano later that evening and returned to Tulare County committing and armed robbery at a local market in Richgrove.  The two suspects fled to Riverside County.  There they were involved in a home invasion robbery with shots fired and no injuries.  They were also involved in a vehicle burglary where they obtained an additional firearm. On May 9, 2013 they attempted to steal a car from a victim in Yucca Valley.  During the attempted carjacking, the driver was killed and the car was rendered inoperable. Immediately following the homicide they traveled north in the stolen vehicle from Delano.  The crime spree ended in a pursuit and officer involved shooting with California Highway Patrol in San Bernardino County.  During this shooting, Valle was fatally shot and Gomez was wounded and taken into custody.

 

Due to the multiple jurisdictions of this case, San Bernardino County has agreed to concurrent jurisdiction over the crime spree, including the crimes committed in Tulare, Kern and Riverside Counties.  The entire case will be filed in San Bernadino County  for prosecution.

The deceased victim has been identified as Jorge Sanchez, age 18, of Pixley.  The case appears to possibly be gang related.

An autopsy was conducted and the cause of death is listed as exsanguination due to multiple gunshot wounds to the upper body.

The suspect vehicle was described as a dark green Honda Accord '90's model.

Due to the fact there were a number of people at the park during the incident the Sheriff's Office is asking for any information that can assist investigators in the case.

Location:  Pixley Park

Sheriff's deputies were dispatched to a shots fired call at the Pixley Park.  Two unknown Hispanic men drove to the Pixley park exited their vehicle and walked up to the victims who were seated at a picnic table.  Without warning one of the suspects pulled out a handgun and shot all three victims killing one and wounding the other two.  The suspects then returned to their vehicle and fled the area.  There were several people from the Pixley community at the park during this incident and the Sheriff's department is asking for your assistance in solving this case.

Narcotics Arrest - Porterville

After an approximate three (3) week investigation regarding sales and cultivation of marijuana in the Porterville area, Investigators from the Inter Agency Narcotics Enforcement Team (INET) consisting of personnel from Lindsay P.D., Farmerville P.D., Exeter P.D and the Sheriff’s Department’s Narcotics Division were led to a residence in the 240 blk. of road 14430. The ensuing investigation and search revealed methamphetamine approximately ninety three  (93) marijuana plants, with a street value of $9500.00, glass smoking pipes, packaging materials, scales and loaded rifle. Detectives also located a vest and law enforcement paraphernalia. All the items were seized by Detectives.

As a result of the search warrant three people were taken into custody on the below charges.

On 09-03-2013 at 2047 hours Deputies from the Tulare County Sheriff's Department, Porterville Substation responded to a report of a man down suffering from a gunshot wound to the upper torso, in the 300 blk of  S. Doyle, Porterville. The victim was transported to a local hospital for treatment. The victim succumbed to his wound(s) and died at the hospital.
Detectives From the Sheriff’s Departments Violent Crimes Unit are investigating the incident. The ensuing investigation revealed that the victim was at his residence when two subjects approached the residence and began firing several shots into it subsequently striking the victim. The subjects fled on foot, entered a vehicle and left the area. The subjects are described as male adults and seen leaving in a mid to regular size possibly green or dark colored Dodge pickup truck, northbound on S. Doyle.
The Sheriff’s Department is seeking assistance from the public in locating the subjects and vehicle. Any person(s) that were in the area of the 300 blk of S. Doyle Porterville that may have seen or heard anything is encouraged to contact the Sheriff’s Department.
The cause of death is pending an autopsy by the Tulare County Coroner’s Office and the name of the victim is pending the notification of the next of kin.
No other information is being released at this time, the investigation is ongoing.

On 8-23-13 Deputies from Tulare County Sheriff’s Department took a Burglary report from the 500 block of West Washington in Earlimart. Suspect(s) stole electronics totaling $1230.

On 8-28-13 Deputies located one of the stolen items at a local Pawn Shop which provided leads to a suspect.

On 8-30-13 Deputies located and arrested Jesse Medrano for Burglary. He was booked into Tulare County Main Jail for 459 PC.
