On May 9, 2015 at approx 2245 hrs, deputies from the Tulare County Sheriff’s office Porterville Substation were dispatched to the 2300 block of N. Newcomb in regards to a vehicle burglary. Upon arrival the victim stated he parked his vehicle on Newcomb while attending a party in the area. When he returned to his vehicle he discovered an unknown suspect had broken the vehicle’s rear passenger side window and removed a purse along with bag of clothing.

TULARE COUNTY K9 TRAILS

The Tulare County Sheriff ‘s Department in conjunction with the Visalia Police Department hosted the 30th Annual Sierra K-9 Trials this past weekend May 8th & 9th  at the Visalia Plaza Park Raceway. This is a competition between trained law enforcement K-9 dogs used to apprehend criminals, detect narcotics and locate evidence. The competition consists of Narcotic Detection, Evidence Detection, Area Search, Obedience, Agility, and Protection. Several California law enforcement agencies come to compete in this competition every year. 

This year the Tulare County Sheriff’s Department had four K-9 Deputies compete. The Deputies along with their K-9 partners did exceptionally well. The Tulare County Sheriff’s K-9 Team took the Top Team award beating Visalia Police Department in team points winning back the Rival Team trophy which was won last year by the Visalia Police Department.

The Tulare County Sheriff’s Department K-9 team took home a total of 13 awards. Earning awards were Deputy Doug Burch and his K-9 partner Daisy. Deputy Burch took home the Top Dog award earning the most points of all competitors. He also took 1st place in the Agility portion of the trials, 2nd in area search, 5th in protection and 5th in building search. Deputy Joe England and his K-9 partner Rosco placed 1st in the overall Open Class Division, 2nd in Obedience, 2nd in Agility and 3rd in Protection. Deputy Garrett Grisbach and his K-9 partner Thunder placed 2nd overall in the Novice Division and 2nd in building searches. Deputy Corey Evans and his K-9 partner placed 4th overall in the Novice Division. 

The Tulare County Sheriff’s Department is very proud of these Deputies and their K-9’s. They train very hard to be the best and provide good quality service to the citizens of Tulare County.

Under the influence and possession of a narcotics pipe

On May 7, 2015, Tulare County Probation and Tulare County Sheriff’s Department conducted a Probation Search at a home in located in the 800 Block of Encina in Visalia, CA. Deputies were attempting to located two suspects wanted for the commission of a felony crime in the Three Rivers Area. Upon arrival the two suspects were arrested and a third subject was detained. The detained subject was found to be on probation and identified himself as Cameron Ware, Age 22, from Visalia. Cameron was found to be in possession of a narcotics smoking device and suspected of being under the influence of a controlled substance. Cameron was arrested and later booked into the Tulare County Pre-trail facility for the aforementioned charges.

AGGRAVATED ASSAULT/ROBBERY

On May 6, 2015 deputies made contact with a victim who reported he had been assaulted on the night of May 2, 2015 while at a residence in Three Rivers. Victim stated after the assault the suspect and his girlfriend took the victims cell phone when they left the residence. Victim identified the suspects as Jason Castiglione, Age 41 and Katie Hollister, Age 33 both from Three Rivers. With the assistance of the Tulare County Probation Department both suspects were located at a residence in Visalia and taken into custody without incident. Jason Castiglione was charges with Aggravated Assault, Conspiracy, and Robbery. Katie Hollister was charged with Conspiracy and Robbery. Both suspects were booked into the Tulare County Jail. On 05-06-2015 Deputies were dispatched to a residence located on the 14500 block of Road 274 regarding a disturbance in progress.  Upon their arrival, Deputy Personnel discovered the suspect, Jorge Reyes (19), had damaged the victim’s vehicle with a golf club, resisted arrest and challenged Deputies to a fight.  Jorge was arrested for the indicated charges and booked at the Porterville substation.

On 05-05-2015 Deputies were dispatched to the area of the 1700 block of East Springville Drive regarding a female subject seen acting bizarrely and who was slashing vehicle tires.  After their investigation, Deputies discovered the suspect, Janelle Galindo, had slashed the tires on the victim’s vehicle and had attacked him with a knife.  The victim reported not being injured during the incident.  Janelle was arrested and booked into jail for the indicated charge.

On May 4th, 2015 at approximately 1200 hours Detectives from the Tulare County Sheriff’s Department Agricultural Crimes Unit were dispatched to a business located within the 400 block of Rd 192 in regards to an employee embezzlement complaint. During the investigation it was discovered that employee, Alma Marquez, had embezzled over $21,000 from the business from August 2013 to Present.  Marquez was later arrested in the city of Delano without incident by the Detectives.  Marquez was booked for embezzlement and twenty-five counts of forgery.

On Monday, 05-04-15 at approximately 1826 hours, deputies were dispatched to the 9200 block of Road 236 in the community of Terra Bella regarding a burglary.

Upon arrival, responding deputies contacted the victim who had advised he had secured his residence at approximately 0745 hours. When he returned to his residence at approximately 1500 hours he observed items to be missing and the back door to his residence to be open. Cash and electronic items had been taken from within the home.

Elder Abuse

On Saturday 05-03-15 at approximately 2207 hours, deputies were dispatched to the Eagle Mountain Casino located on the Tule River Indian Reservation in regards to an assault.

Upon arrival Casino staff advised, Shawn Harrison had stuck the Victim knocking him to the ground. After striking the Victim, Shawn walked out of the Casino and was later detained by Casino security. Deputies reviewed the surveillance video and positively identified Shawn as the person who struck the Victim. The Victim suffered moderate injuries and was treated by medical personal on scene. Shawn was subsequently arrested for violation of PC 368.

Possession of weapons used in conspiracy
LOCATION:  800 Block of W. Bradbury Avenue, Pixley          DATE:  05-02-15          TIME:  2210

On 05-02-15 Deputies were dispatched to a verbal disturbance in progress. Upon arrival multiple subjects were observed in the Victim’s front yard of the residence, arguing. The subjects were seen holding bats and upon seeing Law Enforcement arrive, immediately responded to their vehicle to stow the weapons and attempt to leave.

After further investigation, it was discovered that a couple had separated earlier in the day after an argument, with Victim (Father) taking the child in common with him to a relative’s house. The Suspect (mother) became upset that the Victim would not return the child.  She then contacted several friends, who responded to her residence. The group of subjects discussed a plan of responding to father’s location with bats in attempt to retrieve the child by force.  All were taken into custody without incident.  No injuries occurred as a result of this incident.  

Multiple subjects were taken into custody and booked at the Porterville Substation.

FELONY RESISTING ARREST

Suspect: Victor M. Chavez  (30 years of age)

Address: Porterville area

On 5-1-15, Detectives from TCSO Gang Violence Suppression Unit and Deputies assigned to the Porterville substation, served an arrest warrant for the above suspect, Victor Chavez.  Chavez had (3) active Felony warrants for his arrest and an active 836/PC-69 (Felony Resisting) investigation that occurred on 4-25-15.  On today’s date when Deputies arrived on scene, Chavez ran through several adjacent properties attempting to flee.  Chavez was subsequently apprehended after a short foot pursuit and struggle, with the assistance of TCSO K-9.  Chavez was booked on charges of PC-148 (resisting arrest), (3) Felony warrants and 836/PC-69 (Felony resisting).

This case is currently under investigation by the Tulare County Sheriff’s Department Gang Violence Suppression Unit and Porterville Patrol Division.

Assault with a Deadly Weapon Upon Peace Officer
LOCATION:  33600 Block Road 248 Lemon Cove          DATE:  04-30-15          TIME:  2348
CASE NUMBER:  15-5465         VICTIM:  State of California          CITY: 

Deputies and Detectives responded to 33673 Road 248, Lemon Cove, in an attempt to contact 24 year old John Fernandez the suspect of a criminal threats investigation.  During the course of the investigation Fernandez fled from the scene on foot and was pursued by Deputies.  Fernandez then returned to the scene and now in possession of a metal pipe waving it in a threatening manner at Deputies.  Fernandez refused to drop the pipe and fled once again and was contacted at a nearby residence.  While in front of the residence Fernandez dropped the pipe and was about to surrender when he began to fight and resist arresting Deputies and Detectives.  Fernandez was then physically restrained and taken into custody without further incident.  

This case is still under investigation by the Tulare County Sheriff’s Department.

Suspect: Manuel Dominguez 35 year old male, resident of Poplar

On 4/29/2015, Deputies from the Tulare County Sheriff’s Department’s Porterville substation conducted a traffic enforcement stop in the 14500 block of Kilroy Rd, Poplar for vehicle code violations. During the contact the suspect was found to have (2) active warrants for his arrest. Upon searching the suspect, Deputies located approximately 4.4 grams of suspected methamphetamine in his pocket. The suspect was later booked into the Porterville substation for transportation of narcotics and warrants.

Upon arrival the deputy observed parts had been stolen from a water reservoir that is used to filter irrigation water to the orchard of pistachio trees. The deputy located tire and shoe tracks at the scene.

On the above date and time Deputies responded to a 911 hang-up. Upon their arrival, it was learned the suspect entered the victims’ residence, which was in violation of a served domestic violence restraining order. After a short verbal dispute, the suspect assaulted the victims with a blunt object, prevented the victims from dialing 911, and took the victims’ personal property as he departed.

About an hour into the investigation the suspect was located and arrested without incident. The victims’ property was also located and returned to them.

On 04.28.2015 @ 1303 hours, Deputies made contact with a vehicle at Kaweah Lake. During the contact the passenger identified as Helena Francisco, Age 27, from Tulare was found to have a felony warrant and taken into custody. During a search of the vehicle deputies located approximately 8.9 grams of suspected methamphetamine, 1.3 grams of purported heroin, and a set of digital scales. Jason Perez, Age 33, from Visalia was taken into custody for two counts of Possession of a controlled substance for sales.  Both subjects were transported to Tulare County Jail and booked without incident. On 04-27-2015 Deputies from Tulare County Sheriff’s Department responded to a residential burglary in the Terra Bella area. An unknown subject(s) forced entry into the residence through a rear door and took approximately $11,260 dollars worth of electronic equipment and jewelry. On 04-27-2015 at 1600 hours, deputies were dispatched to Indiana and Teapot Dome in Porterville regarding a report of Robbery. The investigation revealed the suspect’s picked up the victim and offered a ride. While in the vehicle the suspects displayed a knife and took items belonging to the victim by force. The vehicle was parked during the entire incident. The victim was let out of the vehicle with no injuries. This occurred on 4-27-15 between 1530-1600 hours.

Assault with a deadly weapon

(V) 19 year old HMA received a gunshot wound to his right arm 

(V) 20 year old HMA received a gunshot wound to his right leg 

(V) 21 year old BMA received a gunshot wound to his right leg  

 

On 04/26/15 at approximately 2400 Hours, deputies were dispatched to the 3500 block of Ave 392, Dinuba in regards to a report of a GSW (gunshot wound victim).

Upon further investigation deputies learned that there were multiple gunshot wound victims who had sustained non-life threatening injuries. The victims were transported to local area hospitals for their injuries. 

The suspects fled the area in an unknown type vehicle(s) prior to the deputies arriving on scene.

On 04-27-15 Deputies contacted subjects walking down the street in the early morning hours. (S) was observed to be displaying signs of being under the influence of a controlled substance. After further investigation (S) was taken into custody for being under the influence. (S) was searched incident to arrest and a 7 inch knife was located on the interior of his waistband. 


(S) was transported and booked at the Porterville Substation with no further incident.

Assault with a deadly weapon
LOCATION:  25300 Block of Road 216 in Lindsay          DATE:  04-26-15          TIME:  2050
CASE NUMBER:  15-5249         VICTIM:  Male Adult          CITY: 

On 04-26-15 at 2109 hours, Deputies were dispatched to the 25300 block of Road 216 in Lindsay in regards to an assault with a deadly weapon. The victim had been transported to Kaweah Delta Hospital for treatment in regards to his injury which was sustained from an unknown sharp bladed weapon. The (V) identified the suspect as Santiago Cano as the subject who had attacked him. The victim was later admitted to an undisclosed hospital for additional treatment of his injury.

During the investigation deputies located the suspect Santiago Cano at a residence in the area at which time he was taken into custody without incident.

Santiago was transported and booked into the Porterville Substation on the charge of assault with a deadly weapon.

    

This case is currently under investigation by the Tulare County Sheriff’s Department.

Robbery/Elder Abuse/Disabling 911 call/Resisting Arrest with Injury/Vehicle Theft

Suspect: Daniel Chavez 28 years old

Deputies from the Tulare County Sheriff’s Department Porterville Substation responded to the Ducor area on a report of a disturbance resulting in a stabbing victim. Upon arrival the suspect vehicle was located and stopped. The suspect refused to exit the car and an approximately one hour stand- off ensued. The suspect was eventually detained with the assistance of the Porterville Police Department and the California Highway Patrol.

It was later determined that a stabbing had not taken place, but that the suspect had severely assaulted his elderly father.  The suspect had also assaulted his mother and forcibly took her car keys from her possession. The suspect then took their vehicle against their will.

The suspect was booked on the above charges.

ASSAULT WITH DEADLY WEAPON/DISCHARGE OF A FIREARM

Deputies responded the 19700 block of Orange Belt, Strathmore on a disturbance involving weapons. Deputies arrived and contacted witnesses at the scene. Witnesses stated there was an argument between two male subjects. One of the subjects fired a shotgun in the air and then attempted to strike the victim with his vehicle as he fled the scene. Through investigation the suspect was located and arrested for negligent discharge of a firearm and assault with a deadly weapon.

On 4/26/15, Deputies from Tulare County Sheriff’s Department responded to a fight in progress on Andrea Avenue in Earlimart. Prior to arrival Deputies were advised the suspect unlawfully entered the residence through a bedroom window and began assaulting the victim.

Upon arrival they observed the suspect sitting in the front room of the residence being held restrained by the victim.  As Deputies attempted to detain the suspect he became aggressive and actively resisted. The suspect attempted to punch the Deputies. While attempting to handcuff the suspect, he kicked the Deputy several times striking him with his foot and knee. The suspect was later arrested and booked into Tulare County Jail.
