On above date and time Deputies were dispatched to the 36500 block of Church Street, in the community of Traver, regarding a domestic violence call for service.  Upon arrival, Deputies met with the victim who had injuries consistent with her statement; and claimed she was held against her will.  The Suspect Belgara was taken into custody without incident after he was determined to be the primary aggressor.  Belgara was booked into the Tulare County Main Jail.

On 6-1-13 at about 2230 hrs. Tulare County Sheriff's Deputies responded to the area of Elm and Ellsworth regarding a shooting. Upon arrival, Deputies learned the victim a male 24 years old was struck one time by gunfire and struck multiple times during an assault after the shooting. The above suspects were identified during investigation and taken into custody at multiple locations.

The Bakersfield Police Department is asking for the community’s assistance in locating a missing person at risk, due to a medical condition. Fred Porter, pictured below, is a White male, 63, 6’01” tall, 180 lbs., gray hair and brown eyes.
Porter was last seen on May 28, 2013, around 8:30 a.m., in the 8200 block of North Laurelglen Boulevard. He was last seen in a maroon 2002 Toyota Tundra pickup truck with a California License plate of 6S15636. Investigators believe he may be in the area of Lemon Cove, California in Tulare County. Anyone with information regarding Porter’s whereabouts is encouraged to call Detective Jim Moore at (661) 326-3540.

Resisting Arrest /Attempted Escape / Under the Influence of a Controlled Substance
LOCATION:  15200 block of Road 223- Porterville          DATE:  05-28-13          TIME:  2038
CASE NUMBER:  13-06892         VICTIM:  State of California          CITY: 

On the above date and time, deputies responded to a residence on the 15200 block of Road 223 to contact Luis Trevino (38 Years old) regarding (7) active warrants for his arrest.  Upon arrival, Trevino briefly barricaded himself in a rear room of the residence, however, entry was made and he surrendered without further incident.  Illegal narcotics paraphernalia was later located in the room Trevino surrendered in. 

While being escorted to a TCSO patrol vehicle, Trevino assaulted a deputy and unsuccessfully attempted to escape. Trevino was found to be under the influence of a controlled substance and was later booked into the Tulare County Sheriff’s Department’s Main Jail on his (7) warrants and the above fresh charges.
 
This case is currently under investigation by the Tulare County Sheriff's Department.

Arrest made on school grounds

Occurred: 5-28-13 / 1145 hours

Officials from Woodville Elementary School called Tulare County Sheriff’s Department and advised there was a male subject on the school grounds causing a disturbance. The subject was running on school campus and was restrained by school officials.

During the incident school was locked down. Deputies arrived and contacted the subject. It was determined he did not have any business at the school and was arrested for being under the influence of a controlled substance and battery on a school official.

There were no injuries to school staff and no children were contacted by the suspect during the incident.

On above date and time Deputies were dispatched to the 15400 block of Inyo, in the community of Yettem, regarding an adult female who physically assaulted a juvenile and her sister.  It was reported that Quiroz was the primary aggressor and elected to assault the victims while holding her infant child in her arms. 
Quiroz was taken into custody and booked into the Bob Wiley Detention Facility without further incident.

Murder - Suicide in Orosi Area

Update 5-30-13 / 1800 hrs:

An autospy has been conducted on Anthony Alvarez and Jennifre Kimble.

The Cause of death for Anthonly Alvarez is listed as exanguination due to self inflicted gunshot wound to the head.  The toxicology report is pending.

The cause of death for Jennifer Kimble is also listed as exanguination due to multiple gunshot wounds to the upper torso.  

Jennifer Kimble sustained three gunshot wounds to the upper torso.  Anthony  Alvarez fired two rounds at Valarie Alvarez, striking her only once in the upper torso. A total of six shots were fired including his self inflicted gunshot.

 

Update 5-28-13 / 1554 hrs:

Deputies located a 45 caliber revolver next to the suspect.  Detectives will be checking to verify if this was the weapon used.  The weapon was not registered. There were additional firearms in a locked safe in the home.  Family asked that we take all of the weapons for safekeeping.

Autopsy are scheduled for Thursday.

Valerie Alvarez is in critical but stable condition as of this afternoon.

Update 5-27-13/1029 hrs:

Victims have beenen identified as:

Jennifer Kimble, age 37 of Orosi - Deceased (mother of the three children)

Valerie Alvarez, age 33 of Orosi - Critical Condition

Suspect:

Anthony Alvarez, age 63 of Orosi - deceased

Anthony Alvarez is the father of both victims.  The children in the home were his grandchildren, two boys age 13 and 11, and one girl age 8. 

 

Prior release:

Detectives are investigation what appears to be a murder - suicide with a second victim having been air lifted to a Fresno hospital in Critical condition.  

On 5-27-13 at approximately 4:39 in the morning, the Sheriff's Office received a call from an 8 year old female regarding shots fired in the house.  Deputies arrived on scene and located a decease adult male and female, with another adult female injured.  Three children ages 13, 11 and 8 were also located in the home unharmed.  The children were removed from the home and reunited with their father who was at work at the time of the incident.  The injured adult female was transported by life flight to a Fresno hospital in critial condition with at least one possible gun shot wound.

The deceased male appears to have taken his own life. The deceased female appears to have multiple gunshot wounds.  All victims in this case are related.

Identification is not being released until all notifications have been made.

On 5/24/13 during a transport to a local hospital, Edgar Briseno, who had been arrested for active warrants, escaped.  Detectives were called to investigate.  On 5/26/13 at 1300 hours, Edgar was located and arrested in the Porterville area without incident.  Edgar was subsequently booked into the Tulare County Jail for 4532 PC charges.

Strong Arm Robbery

Suspect/ Maria Rosales (8-8-82)

Deputies contacted the victim in the intersection of Tulare and Oak, Earlimart in regards to an assault. The Victim said she was approached by the suspect in regards to an argument they had. Suspect started assaulting the victim , causing visible injury. Suspect  grabbed victim’s purse from her shoulder. Suspect  dumped all of victim’s belongings out of the purse. Suspect  then picked up a $6.00 lottery ticket and pictures belonging to the victim. Suspect then reached into victim’s pocket  and took more currency. Suspect fled and was later contacted and arrested. She was transported to Bob Wiley Detention Facility where she was booked. Victim required no medical attention for her injuries.

After an approximately (4) week investigation into the sales of illegal narcotics in the Dinuba, Visalia, Farmersville area, Investigators from the Inter Agency Narcotics Enforcement Team (INET), consisting of personnel from Lindsay P.D., Exeter P.D., the Sheriff’s Department’s Narcotics Division, Drug Enforcement Administration (DEA), TARGET and  S. HIDTA were led to a residence in the 1900 Blk. of N. Crawford In the City of Dinuba, 1100 Blk. of Virginia in the City of Farmersville and 2800 Blk. of S. Aspen in the City of Visalia. The ensuing investigation and search revealed approximately ten (10) pounds of Methamphetamine valued at $150,000 also located was one pound of marijuana and packaging materials. Two juveniles were turned over to Child Welfare Service.

The female suspect was booked at the Bob Wiley Detention Facility. The male suspect was taken into Federal Custody for the listed charges. The investigation is continuing.

On Friday May 17th 2013, Deputies from the Orosi Substation responded to the area of Ave 384 and Rd 172, in regards to a report of numerous almond trees being stolen.

Deputies arrived and discovered that during the evening hours of 05/16/2013, unknown suspects entered a newly planted almond grove in the area of Ave 384 and Rd 172, in Tulare County.

The suspects removed 796 newly planted almond trees from the grove. The victim estimated the value of the trees to be approximately $4776.00.

Anyone with information in regards to the possible location of the above items listed above or the possible location of any newly planted almond groves, that the stolen trees may have been planted in, is asked to contact  the Tulare County Sheriff’s Department Agricultural Crimes Unit.

3-2-13/ 2330 hrs Deputies responded to the Gas Wars convenience store for a report of an armed robbery. The Deputies were able to obtain the surveillance video of the robbery.  The case was taken over by Detectives and after several interviews and tips the suspect was identified and contacted at his residence.  The male juvenile was arrested and later booked at Juvenile Hall for robbery (211 PC).  The suspect’s name was not released due to his being a juvenile.

On May 21,2013 at approximately 2053 hours Tulare County Sheriff Deputies were dispatched to a residence in the 700 Block of East River in Porterville in regards to a suicidal subject. Deputies arrived on scene and contacted the victims family who advised the victim was suicidal and was armed with a kitchen knife. Deputies attempted to contact the victim who barricaded himself inside the residence. The Tulare County Sheriff Department SWAT Team and Negotiation Team responded to the scene. Several hours later the victim surrender to deputies and was taken into custody without incident. The victim was transported to a local area hospital due to him sustaining several self inflected stab wounds to his upper torso.

On the above date Deputies from the Tulare County Sheriff’s Department Headquarters division conducted a traffic stop for traffic violations at Highway 99 and Cartmill Ave in Tulare. Investigation revealed Contreras had two outstanding warrants for her arrest. Further investigation revealed that Contreras’ possession of approximately two pounds of methamphetamine that was located in a baby diaper bag.  In the vehicle with Contreras were her 3 year old and 10 month old sons, 15 year old sister and her mother.
The Tulare County Sheriff’s Department’s Narcotics Division responded and took over the investigation.

The suspect was booked at Bob Wiley Detention Facility for the listed charges. The children were turned over to Child Protective Service. The investigation is continuing.

Restaurant employees reported an unknown suspect entered the restaurant, brandished a knife, and demanded money.  During an altercation between the suspect and one of the victims, the suspect stabbed the victim. The suspect fled the scene  prior to deputies' arrival. On 05-17-13, a deputy conducted a traffic stop on a vehicle in the Terra Bella area. A passenger in the vehicle, who was identified as Larry Norrod, was wanted on two active felony warrants. Norrod was also found to be in possession of a small quantity of a controlled substance, packaging material and a scale. Norrod was arrested for the warrants and the fresh charges of possession of a controlled substance for sales and booked at the Porterville Substation.

The ensuing investigation and search revealed approximately 4 grams of Methamphetamine, 254 grams of marijuana (36) marijuana plants, glass smoking pipes, packaging materials and a bullet proof vest. The suspect was also wanted for spousal abuse.

 Lopez was booked at the Porterville Sheriff’s Substation for the listed charges. The investigation is continuing.

Due to the fact there were a number of people at the park during the incident the Sheriff's Office is asking for any information that can assist investigators in the case.

UPDATE 5-6-13/1600 hrs:
The deceased victim has been identified as Jorge Sanchez, age 18, of Pixley.  The case appears to possibly be gang related.

An autopsy was conducted and the cause of death is listed as exanguination due to multiple gunshot wounds to the upper body.

The suspect vehicle was described as a dark green Honda Accord '90's model.

Sheriff's deputies were dispatched to a shots fired call at the Pixley Park.  Two unknown Hispanic men drove to the Pixley park exited their vehicle and walked up to the victims who were seated at a picnic table.  Without warning one of the suspects pulled out a handgun and shot all three victims killing one and wounding the other two.  The suspects then returned to their vehicle and fled the area.  There were several people from the Pixley community at the park during this incident and the Sheriff's department is asking for your assistance in solving this case.

South County Search Warrants - Home Invasion Arrests

Over the past seven months, the Tulare County Sheriff’s Office has received calls for service on approximately 17 home invasions in the south county areas.  Some of these cases involved suspects forcing entry into homes dressed in police style looking gear, attempting to maneuver and impersonate law enforcement.  Some victims were detained in a variety of methods.  Fortunately, none of the victims were critically injured.

These crimes occurred predominately in southern Tulare County.  During the investigation of these crimes, Sheriff’s Detectives were able to determine similar cases may have occurred in Kern County.  Detectives were also able to determine gang members were involved.  Detectives from the South County Property Crimes and Gang Violence Suppression Units were able to identify several gang members and locations associated with them. 

In January, in response to these crimes, Sheriff Bill Wittman formed a task force comprised of investigators from the Sheriff’s Property Crimes Investigations and Gang Violence Suppression Units with support from the Department’s Crime Analyst and Narcotics Units. In February, the task force made the first two arrests in relation to these cases.

Once the scale of the investigation reached a point that numerous search warrants would be served, the Tulare County Sheriff’s Office began to request the assistance of numerous law enforcement agencies for a large scale operation.  During the morning of May 7, 2013, thirteen law enforcement agencies with over 166 combined personnel, joined forces conducting numerous probation searches and served numerous search warrants in the Earlimart and Pixley areas. Due to the manner in which these crimes were committed and the firepower and gear suspects were observed with by victims of these crimes, the Sheriff’s Tactical Enforcement Personnel (STEP) and Special Weapons and Tactics (SWAT) teams  requested additional SWAT teams from Visalia, Tulare and Porterville Police Departments.  Additional Canine Units from Porterville and Probation were also made available to supplement the Sheriff’s Office team.

This unified task force made eight arrests and seized evidence of crimes that tied some of the suspects to specific cases.  Numerous firearms were seized as well as camouflage clothing, ballistic vests, masks, police scanners, over 100 cell phones, and a handheld radio and set of handcuffs stolen from Kern County Sheriff’s Office.

On 05/06/13 at approximately 2040 hrs, an unknown suspect entered the store armed with a handgun. The suspect demanded money from the victim and while the victim was complying, the suspect shot one round from his handgun at the wall. No injuries were reported. The suspect was wearing a mask and is approximately 5'7" tall weighing approximately 170 lbs to 180 lbs. The suspect was last seen wearing blue shorts and a white t-shirt. The victim advised he observed a blue four door sedan leaving the area after the robbery.

On 5-5-13 at 2159 hours, deputies responded to a residence in the area of Spani Way in Pixley regarding a physical altercation.  Upon arrival it was determined the victim had been stabbed by the suspect with an unknown instrument.  The suspect fled the scene prior to deputies arrival.  The victim was transported to a local hospital and later released.  Detectives responded and located (S) Diana Ramos who was arrested without incident on 5/6/13 and booked for 245 PC at Bob Wiley Detention Facility.

Transportation of Methamphetamine

On 05/04/13 Deputies from the Tulare County Sheriff’s Porterville Substation were checking on a suspicious vehicle at a vacant residence in the 1800 Blk of W. Thurman in Porterville.

The vehicle had indicators of possibly transporting illegal narcotics and a narcotics detection K9 was called in.

The Narcotics K9 alerted to the vehicle and Investigators from the Sheriff’s Departments Clandestine Laboratory Enforcement unit were called in to take over the investigation.

The investigation revealed the vehicle was transporting 25 pounds of Methamphetamine which was seized.

Manufacture of Methamphetamine/Possession of precursor chemical/Poss of a short barreled weapon

Deputies from the Orosi substation were checking the welfare of a subject in the 36600 Blk of Bowhay Dr, in Traver. Ca when they noted the following items in a duffel bag on the floor of the residence, “Zip Lock” baggies for packaging, batteries, miscellaneous chemicals, glassware and tubing. Suspect Thompson also had a number of pseudoephedrine pills on his person which is a precursor in the manufacturing of Methamphetamine. The deputies secured the residence and contacted investigators from the Sheriff’s Departments Clandestine Laboratory Enforcement Unit (CLEU).

The investigators responded and the ensuing search and investigation revealed that the suspects had the chemicals and precursors to manufacture methamphetamine using the “One Pot Method” or the “Birch Method”. The suspects would have been able to manufacture approximately one ounce of methamphetamine which would have had an estimated street value of $600.00. There was also a short barreled shotgun located in the residence. Both suspects were wanted Parolees from CDCR.

Investigators from the South Tri-Counties High Intensity Drug Trafficking Area (STC-HIDTA) assisted in the processing and clean up of the clandestine laboratory.

The deceased victim has been identified as Jorge Sanchez, age 18, of Pixley.  The case appears to possibly be gang related. 

An autopsy was conducted and the cause of death is listed as exanguination due to multiple gunshot wounds to the upper body.

The suspect vehicle was described as a dark green Honda Accord '90's model.

The suspect was contacted and after further investigation and questioning by the Tulare County Sheriff’s Department Juvenile Crimes Unit Detectives it was determined the accusations were true. The suspect, Mario Navarro, was arrested and booked at the Porterville Substation on charges of child molestation.

On the above date and time, Deputies with the Tulare County Sheriff’s Department responded to the area of Tobias Rd and Hwy 190 in Poplar for a report of shots fired. While en-route to the call, Deputies received an additional call of a gunshot wound victim. Deputies arrived on scene and contacted a 21 year old male who was suffering from a gunshot wound to the abdomen. The victim was transported to a local hospital and was listed in stable condition.

During the investigation, it was determined an unknown subject confronted the victim and used a firearm to assault him. Detectives with the Sheriff’s Department responded to the scene and took over the investigation.

Suspicious death

On 5-2-13, at approx. 1445 hrs, deputies were despatched to the area of Ave 124 and Road 248 Porterville, regarding a possible deceased person found.

Deputies responded and located the person laying in an orange grove. upon checking the person for signs of life, none were located.  Notification of next to kin is pending identification of the decedent. Cause of death is pending autopsy results.

After an approximate three (3) week investigation into the sales of illegal narcotics in the Porterville area, Investigators from the Inter Agency Narcotics Enforcement Team (INET) and the Sheriff’s Department’s Narcotics Division were led to a residence in the 400 Blk of S. Beverly. The ensuing investigation and search revealed approximately ten (10) ounces of Methamphetamine, glass smoking pipes, packaging materials, scales and a stolen firearm. A large sum of currency related to the sales of narcotics was seized as well. A seven (7) year old minor was located in the residence well and exposed to the suspects actions and was able to access the narcotics and firearms.

Both suspects are in custody and were booked at the Porterville Sheriff’s Substation for the listed charges. The investigation is continuing.

On 4/29/13 at 0700 hrs members of the Tulare County Sheriff's Dept. S.T.E.P. Unit, Narcotics and Gang Units responded to the above listed location for the service of a Search Warrant on a marijuana grow reported by neighbors concerned about their safety. Upon arrival detectives contacted the first three of the above listed suspects for service of the warrant at one residence, The other three were contacted at a second residence after unknown subjects fled from one of the large marijuana grow enclosures into the yard of an adjacent residence resulting in an additional search warrant being written.  S-5 was contacted a short time later in connection to the investigation at the second residence.

The investigation revealed that several of the suspects tending the grows at the primary residence did not have medical marijuana recommends for themselves; however, they had paid others to use their recommends to grow marijuana, reportedly for medical purposes. It was found that the number of plants being grown at this location was clearly in excess of medical needs. A total of 1,040 marijuana plants were eradicated from this location. Additionally located at the first residence was a large amount of methamphetamine and several firearms including a sawed-off rifle.

The Search Warrant and subsequent investigation at the second residence found 780 marijuana plants being grown without a medical recommendation present. Inside the residence (2) loaded, AK-47 type Assault Rifles were located along with a loaded handgun, processed marijuana and a large amount of cash. Also at the second residence it was found that four small children had free access to the loaded firearms and the marijuana. The children were removed from the home and turned over to C.W.S. , all adults at the residence were arrested.  All marijuana from both locations was eradicated and later destroyed.


This case is still under investigation by the TCSO STEP Unit.

This year’s trial will be held at the Visalia Plaza Park Raceway. Please bring an umbrella and stay all day, to watch officers from all over the west coast and their four legged friends compete. The competition will include obedience, area search, building search, and in the afternoon, the audience favorite, handler protection. The Sierra K9 Association will be selling tri-tip sandwiches, snacks and cold drinks. The Sierra K9 Association would like to ask for you to leave all dogs and other pets at home, as they will not be allowed into the viewing area. Outside animals are a distraction to the police dogs competing on the field. We look forward to seeing you on Saturday May 4th from 7am-4pm for a day of family fun.
