On 03-02-2015 at approximately 1155 Hours Deputies from the Tulare County Sherriff’s Department responded to the 30400 Block of Sunrise Meadow in Exeter regarding a subject trying to enter a home which was occupied by the victim.  The suspect fled the area in the suspect vehicle on Highway 198.  Deputies located the suspect vehicle in the 21600 Block of Avenue 296 and took Nieves Papion into custody without incident.  Nieves was found in possession of a stolen camper trailer and other stolen property.  Nieves was booked into the Tulare County Pre-Trial Facility for violations of PC 460, PC 496, PC 594, HS 11377, HS 11364, and HS 11550.

On 3/2/15 at 0800 hours, deputies were dispatched to the above address regarding a burglary.  Alex Dominguez, Project Superintendent for the company, reported unknown suspects removed tools and wire from a storage area and fled in an unknown direction. Attempted Vehicle Burglary
LOCATION:  13400 block of County Line Rd., Delano (Tulare County)          DATE:  2/28-3/1          TIME:  1900-0700

On 3-1-2015 at 2043 hours, Deputies responded to the Best Western Motel located in the 13400 block of County Line Rd regarding a possible vandalism. Upon arrival, it was discovered someone tampered with the vehicle in attempt to burglarize it. Damage to the vehicle ranged between $400-$500. No entry was made into the vehicle and no other damage to it was located.

PC 211- Robbery

On the above date and time deputies responded to the above location regarding an armed robbery which had just occurred.  Upon arrival deputies were advised by the victims that two masked suspects entered the milk barn at this dairy and confronted them.  One was armed with an automatic handgun and the other was armed with a folding knife.  The suspects took $1,050 dollars in cash and cell phones and caused $150 in damage to both victims’ vehicle by flattening tires before leaving.  Suspects still outstanding, case being currently investigated

PC-245- Assault with a Deadly Weapon

Deputies responded to the above address for a drunken subject who was causing a disturbance. Upon arrival, Deputies contacted the victim who stated suspect came to his residence and threw a bottle at him, striking him (lower body). A witness recorded the incident with his cellphone, which clearly showed the suspect holding a large bottle (appears to be liquor) on his hand and taking a fighting stance. The suspect was holding the bottle from neck of the bottle and raising it up as if he was going to strike.

The area was checked; the suspect was found at a residence nearby and detained. A second victim was located and a statement was taken. The video was collected and downloaded, photographs taken at the scene. No medical treatment was needed.

The suspect was booked at APTF without incident. This case will be forwarded to the District Attorney’s Office for review.

On 3-1-15 / 1856 hours, the Tulare County Sheriff’s Department responded to a business located in the 12800 block of Rd.128, Orosi regarding a shooting. Upon arrival the victim was located and found to have sustained several gunshot wounds. The victim was immediately transported to a local medical facility for treatment.
Investigation revealed that a verbal fight occurred between two patrons inside a business and the suspect retrieved a weapon from his vehicle. As the victim was leaving the establishment, he was again confronted by the suspect and fired upon. The suspect fled the scene after the incident.

He advised four (4) Holstein Calves had been taken from their pens and taken off the property without permission. He estimated the loss to be approximately $2000. No suspects have been identified in his case.

Assault with a deadly weapon
LOCATION:  400 block of W. Bradbury, Pixley          DATE:  2-28-15          TIME:  0437 hours

On 2-28-15, at 0437 hours, the Tulare County Sheriff’s Department responded to the 400 block of W. Bradbury, Pixley regarding a report of a gunshot wounded victim. Upon arrival the victim was found to have sustained a single gunshot wound to his lower abdomen. The victim was transported to a local medical facility for treatment.

Investigation revealed a white vehicle drove past the victim while he was standing in the front yard of a residence. Unknown suspects fired a single gunshot at the victim striking him in the lower abdomen.

Charges: Robbery, Assault w/a Deadly Weapon, Gross Negligent Discharge of a Firearm and Use of a Firearm during the Commission of a Felony.

On 2-27-15 at 1837 hours Deputies responded to a residence in the 13500 Block of Avenue 104 in Pixley in regard to a robbery.  Upon arrival they contacted the victim who said someone attacked him in his driveway.  During the assault, the victim made an effort to defend himself, but was overpowered and forced to the ground. 

The primary suspect kicked the victim on the head while a second suspect fired several shots with a handgun, but did not strike anything. A motive for the shooting remains unknown.  The suspects fled the scene after taking US currency from the victim.  During the investigation, Deputies located physical evidence, which will hopefully lead to the identity of the suspects.

Suspect: Sanchez, Luis   30 YOA resides in Ivanhoe

 

Deputies responded to above location regarding a reported carjacking. During the deputies’ investigation it was learned that the victim and suspect are brothers. The suspect took the victim’s vehicle keys by force after a physical confrontation in which the suspect produced a knife and attempted to slash the victim’s torso. The victim sustained superficial abrasions from the knife which did not require medical attention. After forcibly acquiring the victim’s keys, the suspect ran to the victim’s vehicle and fled the area. 

 

While deputies were still on scene completing their investigation, the suspect drove back into the area and was seen by deputies who attempted to conduct a a felony traffic stop on the vehicle. The suspect fled the Ivanhoe area and drove in a manner of total disregard for his and others safety. The deputies pursued the suspect into the 4800 Block of E. Vista in Visalia, where the suspect stopped the vehicle, exited and was taken into custody by deputies. He was subsequently booked on above charges at Tulare County Adult Pre-Trial Facility.

Deputies were dispatched to the Tule River Indian Reservation to assist Department of Public Safety personnel who had responded to the residence for an apparent assault.  Deputies later discovered 33 year old Travis Manuel had assaulted a female adult with a rock and threatened to kill her with a pair of pruning shears.  Travis was arrested and booked for the indicated charges.

Burglary/ Receiving stolen property
LOCATION:  43500 block of Dinely Dr., Three Rivers          DATE:  2-21-15          TIME:

Narrative: On 02.21.2015 @ 2123 hours Deputies responded to the 43000 block of Dinely Drive, Three Rivers. Upon arrival Deputies made contact with victims who were tourists from Europe and said unknown suspects had entered their rental home, and stole laptop computers, and other electronic devices valued over $7,000.

During the investigation Deputies were able to develop information on the location of the laptops, and responded to a home in Visalia where they recovered the electronic devices, which had been stolen. An adult named Josh Galindo, a 16 year old male juvenile, and a 17 year old female juvenile were all arrested in connection with this case.  They were charged with Residential Burglary and Possession of stolen property.  The adult was booked at the Sheriff’s Pre-Trial Facility and the minors were booked into Juvenile Hall.

On Friday, 02/20/15, Deputies responded to Lemon Cove Granite regarding a burglary.  The suspects burglarized two sea train containers.  Two 50 foot cable leads were stolen from the containers.  The total loss was estimated at $500.00.

Assault with deadly weapon

On Sunday, 02/20/15, Deputies responded to the 30500 block of Road 220 in Exeter regarding an assault with deadly weapon report.  Deputies arrived and located the victim and two witnesses.  The victim stated she was searching her yard after hearing noises outside.  The female was confronted by an unknown male holding a metal pipe.  The male struck the victim with the metal pipe and fled the area on foot.  

The male was located in the area after a neighbor called to report a suspicious person.  The male was taken into custody.  The metal pipe was also located nearby.  

Another male was located in the area and it was determined he was previously with the suspect prior to the incident.  Both subjects were taken to Tulare County where they were booked.

On 2-22-15, at 2305 hours, the Tulare County Sheriff’s Department was dispatched to the 20800 block of Francis in Richgrove regarding a subject that had been shot. Upon arrival the victim was located and subsequently transported to a local medical facility for treatment. Information gleaned during the investigation was that a white 4 door sedan drove by the victim while he was standing in his front yard and words were exchanged before the shooting. The victim was later found to have sustained non-life threatening injuries and survived the assault.

On 2-22-15 at 2230 hours Deputies contacted a resident in the 1500 Block of N. Dietz Road in Earlimart who reported arriving home, and finding his front door open as well as his vehicle broken into.  The resident visually inspected the house, and discovered someone had stolen various electronics and personal jewelry. The estimated property loss was approximately $4320 dollars. In addition to what was taken approximately $700 of damage was done to the residence and the vehicle.

Grand Theft, Possession of Burglary Tools
LOCATION:  8000 block of Avenue 120, Pixley          DATE:  02-22-15          TIME:

On 02-22-15 Deputies responded to the area of Avenue 120 and Road 80 in Pixley regarding a theft that just occurred. It was determined the suspects, Julio Prieto and Daisy Ortiz entered the victim’s unlocked vehicle and stole cash totaling over $1000. The victim followed the suspects to the Teviston area where the suspects exited the vehicle and fled on foot.  
 
Deputies arrived on scene and caught one of the suspects nearby. The second suspect was later contacted at a residence in Earlimart. The victim’s property was returned and both suspects were booked into Tulare County Jail for 487 PC without incident.

On 02/21/15 at approximately 2000 hours, deputies from the Tulare County Sheriff’s Department detained Jonah Jay Teal in connection with two recent copper wire thefts in the Porterville area.  

The Tulare County Sheriff’s Agricultural Crimes Unit Detectives responded and assumed the investigation.  Detectives during the investigation checked the area and located further evidence regarding the cases. The suspect was contacted and subsequently taken into custody without incident for Grand Theft and Vandalism.
 
Jonah Jay Teal, a male adult, 34 years old was booked at the Adult Pre Trial Facility.

On 2/21/15 at 2048 Hours Deputies from Tulare County Sheriff’s Department responded and contacted a victim who was in an argument with the suspect in the 27300 Block of Avenue 146.

Victim and witnesses reported the victim was struck several times by the suspect with his hands and a jacket causing minor injuries to the victim. The victim declined medical attention. Suspect was located and booked at the Porterville Substation on Spousal Abuse Charges.

2800.2 CVC- Felony Evading and Reckless Driving
LOCATION:  Sierra Dr and Old Three Rivers Dr          DATE:  2-21-15          TIME:  1544 Hrs

Three motorcyclists failed to yield and lead Deputies on a high speed pursuit westbound on Sierra Drive past Lake Kaweah.

Deputies were able to locate and arrest Maximillian Newman (20 years of age) for evading and reckless driving. Assisting agencies were also able to locate an additional subject after a second brief pursuit. Eric Newman (19 years of age) was also arrested for felony evading. Both subjects were booked at the Tulare County Pre-Trial Facility. These cases will be forwarded to the District Attorney for review.

On 02/20/15 at approximately 0800 hours, deputies from the Tulare County Sheriff’s Department received a report regarding an Armed Robbery at the 28000 block of Hwy 190, Porterville. On arrival deputies were advised an unknown suspect had entered the business, brandished a weapon at the clerk and stole an undetermined amount of lottery tickets.  

Detectives responded and assumed the investigation. Deputies and Detectives checked the area and later located the suspect’s vehicle parked at local bank in the city Porterville. The suspect was contacted and subsequently taken into custody without incident for Robbery.
 
Gurpreet Singh Brar, a male adult, 26 years old was booked at the Adult Pre Trial Facilty.

Narrative:

On 2/20/15 at 0800 hours, Deputies responded to Lake Express Market in Porterville regarding a report of Robbery. The victim advised an unknown Hispanic male pointed a handgun at her and took an undisclosed amount of lottery scratcher tickets. The suspect then fled the store in a newer model white four door sedan.

On 02-19-15 Deputies from the Tulare County Sheriff’s Department were dispatched to a property in Earlimart regarding Grand Theft of Ag equipment.

 

During the investigation it was determined that unknown suspects damaged Ag equipment and took property with an estimated loss of approximately $15,000.

On 02-19-15 Deputies from Tulare County Sheriff’s Department responded to a report of a drive by shooting in the Tipton area. During the investigation, deputies discovered unknown suspect(s) used an unknown caliber firearm to shoot at the residence which struck it multiple times.  No one was injured during the incident.  A 16 year old male juvenile was arrested and booked into the Juvenile Detention Facility for possession of a firearm.

 

The case is being actively investigated by the Sheriff Department.

Attempt assault with a deadly weapon

Deputies contacted the victim, who said during an argument with the suspect, the suspect challenged him to fight. The suspect pulled out a stabbing weapon and attempted to stab the victim.  The suspect then fled the scene. The victim was not injured.

On 02-19-15 Deputies from Tulare County Sheriff’s Department responded to a report of a residential burglary in the 5800 Block of Road 148 Earlimart. 

 

Upon arrival, the victim reported that unknown suspect(s) forced entry into their residence and stole tools valued at approximately $3,950.00. There were no witnesses to the crime and no suspect leads at this time.

The case is under investigation.

On 01-19-15(Thursday) Deputies from the Tulare County Sheriff’s Office were dispatched to a residence located in the 13000 block of Williams Avenue in Earlimart.

    Upon arrival, the reporting person advised unknown person(s) made entry into his residence and storage shed and stole miscellaneous items worth an approximate total of $4880.00.  Case is under investigation.

On the above date and time deputies responded to the above location and contacted the victim who advised that during an argument with the suspect, the suspect assaulted her and made threats to kill her. The suspect was subsequently arrested for criminal threats and later booked at the Tulare County Pre-Trial Facility for PC 422/Criminal Threats.

The Tulare County Coroner has determined through an autopsy that the cause of death of Isaac Kates was multiple gunshot wounds.

On 02-17-2015 at 1635 hours, Detectives with the Tulare County Sheriff’s Department Violent Crimes and SWAT executed two search warrants in the Town of Terra Bella in relation to the homicide of Isaac Kates. During the search warrant, Andres Tapia was located at his residence in the 9500 block of Road 238 and was taken into custody without incident. As a result of the investigation, Tapia was arrested for Homicide and Arson and booked at the Adult Pre-Trial Facility. 

On 02-18-2015 at 1800 hours, Detectives with the Tulare County Sheriff’s Department and Gang Violence Suppression Unit executed an additional search warrant at the residence of Alfredo Ibarra in Terra Bella. Ibarra was later contacted by the California Highway Patrol during a traffic stop in Porterville and taken into custody. Ibarra was arrested for Homicide and Arson and booked at the Adult Pre-Trial Facility.

ASSAULT WITH DEADLY WEAPON
LOCATION:  A152/BURNETT , TIPTON          DATE:  02-17-2015          TIME:  2030 HRS

On 02-17-15 Deputies responded to a report of shots fired in the Tipton area.  While deputies were responding to the area, a victim of a gunshot wound was transported to a nearby hospital.  During the investigation it was discovered that an unknown suspect(s) fired at the victim’s vehicle striking a passenger within. The victim sustained injuries that were not life threatening.  They were treated at an area hospital for a gunshot wound to an extremity and released.

The case is being actively investigated by the Sheriff’s Department.
