On the above date/time the victim reported that unknown person(s) entered her residence by breaking a rear window and then removed a shotgun, jewelry and a TV for a loss of $3,100 The suspect(s) then stole the victim’s 1997’ Teal Chevy 4X4 Silverado #7U41196 and the dual axel car hauler trailer #1HY6801 that was attached to it. For an additional loss of $5,750 dollars. The vehicles were entered into CLETS Deputy Woolem located/lifted fingerprints from a rear window that was removed from the truck to gain access, he also located/photographed two sets of shoe tracks.

On the above date and time, deputies were dispatched to the 2400 block of Avenue 400 in Kingsburg regarding an attempted carjacking.  Upon arrival the victim reported being assaulted as two suspects tried to take his car keys.  After a brief altercation, the victim fled in his vehicle and contacted TCSO. This case is under investigation by the Tulare County Sheriff's Department, Cutler/Orosi Substation.

Suspects:  2 Hispanic Male Adults,  Aged 35 to 45 yrs.

Domestic assault involving a knife
LOCATION:  15000 Block of Ivanhoe Drive, Visalia          DATE:  10-19-13          TIME:  1324 hours

On 10/19/13 at approximately 1324 hours, Deputies with the Headquarters Station were dispatched to the 15000 Block of Ivanhoe drive in regards to a domestic assault involving a knife. Deputies arrived on scene but initially were unable to locate the victim who left the area on foot. Deputies contacted the suspect who admitted to stabbing her husband after being pushed by him. Deputies later located the victim at a friend’s residence near the Woodlake area. The victim was assessed by EMS on scene for a non-life-threatening stab wound to the abdomen but refused further medical treatment.

Homicide update
LOCATION:  Rd 216 and Ave 152.          DATE:  10/19/2013          TIME:  0450

Suspect: Vandersluis, Jason Kyle

On 10/19/2013 at 0450 hours Deputies form the Sheriff’s Departments Porterville Substation were dispatched to Sierra View District Hospital for an assault and battery report. Upon the deputies arrival they learned that the victim had succumbed to his injuries received from the assault.

Investigators from the Sheriff’s Departments Violent Crimes Unit were called to investigate the incident. The ensuing investigation revealed that the victim a White Male adult 36 yrs was at a party with several other individuals in the area of Rd 216 and Ave 152. During the party the victim and suspect got into a verbal argument which escalated to physical fight and the victim sustained life threatening injuries to his head. While being treated at Sierra View District Hospital the victim succumbed to his injuries. During the investigation the suspect was identified as Jason Kyle Vandersluis, he turned himself into Investigators at the Porterville Sheriff’s Substation. Vandersluis was taken into custody without incident and booked at the Tulare County Main Jail.

Notification of the next of kin is pending as well as an autopsy by the Coroner’s office for the cause of death. The investigation is continuing and no other information is being released at this time. Photo available through the main jail.

On 10-18-2013 Tulare County Deputies responded to Sierra View Hospital for a report of assualt victim. Further investigation determine that several subjects were involved in a phyiscal altercation during a party along the Friant Kern Canal in the county area outside of Porterville. One of the subject involved in the altercation has passed away due to injuries. 

The Tulare County Sheriff Dept. Violent Crime Unit is currently conducting a investigation and will be updating information.

SUSPECT 1: Mailea Perl Sempadian. 21 years old CITY: Cutler, Ca.

CHARGES: 11377 H&S – Possession of a controlled substance. 11379 H&S – Transportation of a controlled substance. 11550(a) H&S – Under the influence of a controlled substance. 23223(a) CVC – Open Container

On above date and time Deputies from the Cutler / Orosi Substation performed a traffic stop, on a vehicle being driven by (S) Mailea P. Sempadian, in the 11200 block of Ave 408 in the community of Orosi.

During the traffic stop, the driver was observed to be in possession of an open alcoholic container, approximately 0.1 grams of methamphetamine (valued at approximately $20 dollars) and was observed to be under the influence of a controlled substance. Sempadian was subsequently booked into the Bob Wiley Detention Facility without further incident.

On 10-17-13 Detectives from the Tulare County Sheriff’s Gang Suppression Unit were in the Dinuba area attempting to locate a wanted Parolee. Subsequent investigation led Detectives to a residence in the 200 block of south "P" Street in Dinuba. Upon arrival wanted parolee Thomas Medina fled from the residence on foot however was arrested after a short foot pursuit. A probation search of the residence was conducted with the assistance of Detectives from the Dinuba Police Department Gang Unit. The probation search yielded a small quantity of suspected Methamphetamine as well as instruments used to produce concentrated cannabis through means of chemical extraction.

Arrested were: 1) Javier Diaz (32 yrs old from Dinuba) / Parole Violation and resisting arrest.

2) Thomas Medina (56 yrs old from Dinuba) / Possession of a controlled substance and instruments used to produce concentrated cannabis through means of chemical extraction.

3) Jesenia Melendez Becerra (23 yrs old from Dinuba) / Possession of instruments used to produce concentrated cannabis through means of chemical extraction and an outstanding traffic warrant.

On 10/16/13 at approximately 2240 hours, Deputies with the Porterville Substation were dispatched to the 1200 Block of South Main St in Porterville in regards to a fight in progress. Deputies arrived on scene and contacted the victim who alleged Solorio had attempted to stab her with a knife. Deputies contacted Solorio and Rubio at a mobile home in the area and were found in possession of a sawed off shotgun. Deputies also discovered the serial number had been removed/altered. Both suspects are known gang members out of the Porterville and Solorio was also found to be on active parole with the Department of Corrections. Both suspects were arrested and booked at the Porterville Substation for the above listed charges.

Deputies were dispatched to an assault with a deadly weapon in the area of Ave 384 and Rd 176, Seville. Deputies arrived contacting the victim and witnesses who advised at 1530hrs this date the suspect assaulted the victim with a baseball bat. The suspect also removed property from the victim’s pockets which included his car keys and wallet. The victim fled on foot to a neighbor’s home where a call to 911 had been made.

During the investigation, deputies discovered the victim’s vehicle was missing from its last location had been possibly taken by the suspect.

Charges: Felony Brandishing a Firearm at a Peace Officer (PC 417.8), Gang Enhancement (PC 186.22)

On 10-12-13, Detectives with the Tulare County Sheriff's Office Gang Violence Suppression Unit responded to the 13800 block of Avenue 400 for a report of shots fired. Upon arrival, detectives encountered Sureno gang member Jesus Alejandro Guerra who brandished a shotgun at gang detectives and fled on foot. During the investigation, Guerra was located at the residence and arrested without incident. A search of a residence related to Guerra revealed a .38 caliber revolver, a 9mm semi-automatic handgun and a 12 gauge shotgun and Sureno gang indicia. Guerra was later booked at the Tulare County main jail.

During the investigation, Rodriguez was found to have an outstanding warrant for his arrest. A search revealed several individual bags of methamphetamine packaged for sales along with a digital scale.  Rodriguez was later booked at the Tulare County Main Jail.

On 10/10/2013 at 0042 hours, Deputies from the Tulare County Sheriff's Department conducted a traffic stop in the 1200 block of Springville Drive in Porterville. Deputies contacted the driver of the vehicle, Maverick Thompson, 43 of Porterville and passenger, Naomi Trevino, 28 of Porterville.  As Deputies were speaking with the occupants of the vehicle, they experienced an overwhelming smell of marijuana. Deputies located approximately eight (8) pounds of processed marijuana packaged for sale. Thompson was also in possession of .7 grams of methamphetamine. Deputies also located scales and packaging materials in the vehicle. Both suspects were later booked at the Tulare County Main Jail. This case is currently under investigation by the Tulare County Sheriff's Department.

On 10-09-2013, at approximately 0620 hours, Detectives with the Tulare County Sheriff's Department's Investigations Unit and the Porterville Police Department served several search warrants in the Porterville area in regards to recent gang related activity and investigations.  The search warrants resulted in the following list of arrests:

Juvenile male, age 16, address in the 800 block of E. Forrester, Porterville, CA.  Male subject was found to be in possession of methamphetamine and marijuana products, as well as weighing and packaging material.  Subject was transported to Juvenile Hall, where he was booked and lodged for the following charges:  HS 11377,  HS 11378, HS 11359, and HS 11379.6.

Enrique Sanchez, age 32, address in the 200 block of S. Sierra Vista, Porterville, CA.  Sanchez was found to be in possession of a loaded firearm and box of ammunition.  He is a known felon, who is prohibited to possess these items.  Sanchez was transported to the Porterville Substation, where he was booked for the following charges: PC 30305(a)(1) and PC 29800(a)(1).

Board of Supervisors appoint Mike Boudreaux as Acting Sheriff

Sheriff's Deputy Arrested

On Saturday 10/05/2013 at 2020 hours the Tulare County Sheriff's Office was notified by Visalia CHP of a possible sexual assault that had occurred on Friday 10/04/2013 around 1200 hours in the area of Munson Road and Avenue 384. The victim reported being stopped by an unknown male who was thought to be a Sheriff's Deputy. When asked for her license, the victim said she did not have one. The unknown male then told the victim that they would be let go in exchange for sexual contact. The victim declined but the unknown male instructed the victim to follow him to a nearby location, which the victim did. The sexual contact occurred, after which the victim was told she was free to go and reported the incident the following day. After this report was received, an investigation took place that revealed the unknown male was a Tulare County Sheriff's Deputy that was working in the area at that time.  The reported information was corroborated by statements, video and GPS technology.   On Monday 10/07/2013 the Deputy was arrested and transported to the King's County Jail.

 

Acting Sheriff Mike Boudreaux stated, "This is an extremely unfortunate set of circumstances that required an immediate investigation.  Anyone who abuses their position in law enforcement will be held accountable. One person's actions should not tarnish the good reputations of the hard working men and women here at the Sheriff's Department."

On above date and time Deputies from the Orosi Substation were dispatched to a local area entertainment club were two victims of an assault were seeking help.  The victims claimed to have been assaulted inside the club by a known assailant. The victims had injuries consistent with their report.
Deputies initially responded to the scene but subsequently located (S) Juan Garcia in the community of Reedley after he attempted to flee and avoid detection by Law Enforcement.  (S) Juan Garcia was taken into custody without further incident and booked into the Tulare County Main Jail on the above charges.

Search and Rescue Operation

On 10-5-13 the Tulare County Sheriff's Department launched a Search and Rescue operation for five stranded hikers in the Sequoia National Forest, Stormy Canyon area.  Members of the Sheriff's Department Search and Rescue team worked overnight on a 30 hour mission to locate, contact, and lead the lost subjects to safety.  The rescue included two children under the age of 13 who had become disoriented due to the extremely thick foliage and lack of visibility.  All subjects were located, and returned safely, without injury.

On 10/06/13 at 1444 hours, the victim contacted the Tulare County Sheriff’s Department regarding relative (S) Corrina Lopez who was in the process of stealing his 2008 Chevy truck from his residence. The victim attempted to stop the theft by yelling at the suspect and jumping into the truck bed.  However, (S) Corrina Lopez refused to stop and drove off with the vehicle which had two juvenile children inside.

Deputies from the Orosi substation responded. Deputies located the vehicle in the area of Francis and Aceves in the community of Orosi.  After a short pursuit, the vehicle yielded and Corrina Lopez was detained without incident.  No injuries to the children were reported during the incident.

Corrina Lopez was found to be in possession of methamphetamine and drug paraphernalia.  Corrina Lopez was taken into custody and booked at the BWDF.

Narcotics and Weapons related arrest

Narrative:

Arrested:  Alexander Ramirez  (37 yrs old from Ivanhoe)

Detectives from the Tulare County Sheriff’s Department Gang Violence Suppression Unit arrested Alexander Ramirez, a known Sureno Gang Member for narcotics and weapons violations during gang violence suppression efforts Friday night.  Ramirez was stopped by Detectives south of Ivanhoe for a vehicle code violation. Subsequent investigation found Ramirez in possession of narcotics paraphernalia, approximately 6 grams of suspected methamphetamine and a loaded handgun that was reported stolen from a nearby city.  A search warrant was executed at Ramirez’s Ivanhoe home and additional methamphetamine as well as narcotic sales paraphernalia was located.

This case is still under investigation by the Tulare County Sheriff’s Gang Violence Suppression Unit.

On 09-23-13 Deputies with the Tulare County Sheriff’s Office responded to the 15900 block of Heather in Ivanhoe and observed a vandalism which occurred to the Ivanhoe Public Library. The library was found to have gang related graffiti on the side walls and sidewalks to the business in black spray paint.

On 10-04-13, Detectives with the Tulare County Sheriff's Officer Gang Violence Suppression Unit served a search warrant in the 41000 block of Road 124 in Orosi regarding the vandalism. During the investigation, detectives arrested Cesar Juarez  21YOA from Orosi for felony vandalism and gang enhancement. Juarez was later booked at the Tulare County main jail.

Arrest made for burglary, child endangerment and possession of controlled substance

On 10/03/13, at 1243 hours, the Tulare County Sheriff’s Department responded to Sundale School located at 13990 Avenue 240, Tulare, regarding a vehicle burglary.

 

The victim reported to Deputies at the time that unknown suspect(s) broke her vehicle window and removed property.  During Deputies investigation, evidence revealed the suspect as being 22 year old, Ronnie Haney, of Tulare.  Deputies later located S-Haney and arrested him without incident.  Deputies then executed a search warrant at his home that revealed evidence related to the crime as well as stolen property.  S-Haney was later booked at the Tulare County Main Jail and is being held on a $50,000 bail bond.

Sheriff Bill Wittman to take medical leave of absence

As many of you have become aware, I have recently encountered a medical issue that temporarily prevents me from fully discharging my obligations and duties as Sheriff.  Therefore I am taking a medical leave from my position as Sheriff-Coroner of Tulare County.  The time frame for the ability to return to full duty is difficult to determine at this time.  In consulting with my physician, I am expecting to make a full recovery.  In my absence, I have full faith and confidence in Undersheriff Mike Boudreaux's ability to lead the department.  With this in mind, I have made the difficult decision to not seek re-election.

On 10/1/13 at approximately 1300 hours, Deputies with the Porterville Substation conducted two search warrants located in the 25000 Block of Stewart Dr in Springville and 200 Block of Pleasant Ave in Lindsay in regards to a marijuana investigation. During the course of the investigation it was determined the above listed suspects were involved in the cultivation of marijuana. During the course of the search warrants deputies seized 110 marijuana plants and several firearms. Thompson was already in custody on transportation of marijuana charges while Alba and Cabrera were arrested at the Springville location. All suspects were later booked at the Tulare County Main Jail.

This case is currently under investigation by the Tulare County Sheriff's Department.

Posession of a controlled substance for sale/maintaing a place for sale of narcotics

After an approximate two (2) week investigation into the sales of illegal narcotics in the Exeter area, Investigators from the Inter Agency Narcotics Enforcement Team (INET) consisting of personnel from Exeter P.D Farmersville P.D., Lindsay P.D and the Sheriff’s Department’s Narcotics Division were led to a residence in the 500 blk. of  E.Village. The investigation and search that followed revealed Methamphetamine, marijuana, and prescription pills with a street value of $1300.00, glass smoking pipes, packaging materials, and scales. As a result of the search warrant two people were taken into custody on the below charges.

Taken into custody were:

1) Adam Scott Palmer     29 Yrs.             Exeter  resident          Date of arrest: 10-02-13

Charges: 11377/11357/11366 H&S/ 4060 B&P   possession of a controlled substance for sales/maintaining a place for the sales of narcotics, outstanding warrants

After an approximate two (2) week investigation into the sales of illegal narcotics in the Lindsay area, Investigators from the Inter Agency Narcotics Enforcement Team (INET) consisting of personnel from Lindsay P.D., Exeter P.D, Farmersville P.D and Sheriff’s Department’s Narcotics Division were led to a residence in the 250 blk. of Westwood, approximately one block from an elementary school. The ensuing investigation and search revealed heroin, marijuana package for sales, scales and packaging material. Also located were several assault weapons, handguns, ballistic body armor vest, helmet and bomb making material. The Tulare County Sheriff’s bomb squad was called and took possession of the material. As a result of the search warrant two people were taken into custody on the below charges.

ROBBERY

SUSPECT : ROBERTO GUZMAN " GATO "

On 9-30-13, at 0859 hours, the Tulare County Sheriff’s Department was contacted and advised of a robbery. Upon arrival Deputies contacted the victim who advised that he was searching for work in the fields near Woodlake. The victim stopped to relieve himself in a field and was approached by 4 males, one of which was holding a large AK-47 style rifle and wearing a black ski mask. The masked suspect demanded the victim’s cell phone, money and once he received the victim’s property, fled on foot. The victim was left at the scene, tied up with duct tape, but otherwise unharmed. The victim freed himself, walked out to the roadway and saw several vehicles leaving. The victim chased one of the vehicles and a short time later the suspect vehicle was contacted by Woodlake Police and Tulare County Sheriff’s Deputies. The suspect and single occupant of the vehicle was contacted and evidence located inside his vehicle led to the subjects arrest. North County Property Detectives responded and assumed the investigation.

Robbery in Rural Visalia
LOCATION:  Ave 320 at raod 228          DATE:  09-30-13          TIME:  0859 hrs
CASE NUMBER:  13-12882         VICTIM:  hispanic male adult          CITY: 

On 9-30-13 at approximately 0859 hours, an adult Hispanic male contacted the Sheriff’s Department to report his cellular phone and money had been taken by force.  The victim stated he was parked on the side of the road outside his vehicle in the area of Avenue 320 and Road 228 when several individuals approached him from another vehicle and took items from him.  He was able to provide a vehicle description to law enforcement. 

 

The vehicle was located by Woodlake Police Department in the area of Millwood drive and Road 172.  Detectives from the Tulare County Sheriff’s Office are currently investigating the case.

Narcotics Offenses / Weapons charges / Criminal threats and Child Endangerment

During Gang Suppression efforts in Northern Tulare County, Detectives from the Tulare County Gang Suppression Unit made three unrelated arrests for narcotics and criminal threats charges. Arrested were:

Edgar Molina: (29 Years old from Ivanhoe).

Edgar Molina was contacted in the 33000 block of Manzanita Road in Ivanhoe regarding a suspicious vehicle. Molina was contacted outside the vehicle and found to be intoxicated. He was arrested and transported to the main jail. During the booking process Molina threatened the lives of the Detectives in the Gang Unit regarding the recent officer involved shooting that led to the death of Sureno gang member Carlos Fuentes. Detectives with the Gang Violence Suppression Unit are currently investigating the threats towards law enforcement.

Aaron Palacios: (34 years old) and Jennifer Ramirez Garcia: (33 years old). Both from the Cutler area

Aaron Palacios was contacted by Detective in the 12700 block of First Drive in Cutler. Palacios discarded suspected methamphetamine and was found to be on probation. During a probation search of his residence which he shared with Garcia, Detectives located 9.3 grams of methamphetamine, packaging material and digital scales. Palacios and Garcia were arrested for the sales and distribution of controlled substances and booked into jail.

Detectives with the Gang Violence Suppression Unit are currently investigating the sales of the controlled substances.

Continued:

Benjamin Villa: (29 years of age) from the Dinuba area.

Detectives with the Tulare County Sheriff's Department Gang Violence Suppression Unit, responded to the 5100 block of Payne Ave. in Dinuba regarding shots heard in the area. During the investigation, Benjamin Villa was contacted and subsequently found to be cultivating marijuana with no medical marijuana recommendation. During the investigation, Detectives were given consent to search his residence. During the search, Detectives located approximately one ounce of cocaine, one ounce of methamphetamine, five pounds of processed marijuana, narcotics packaging, digital scales, two .22 caliber rifles, a loaded 9mm handgun and a loaded .22 caliber handgun. Villa was a convicted felon prohibited from possessing firearms. Two firearms and marijuana were located in a child’s bedroom.
Villa was arrested for the narcotic and weapons charges as well as child endangerment.
Detectives with the Tulare County Sheriff's Department are currently investigating the sales of the controlled substances.

Officer Involved Shooting - Traver Area
LOCATION:  Road 44 at Avenue 368          DATE:  9-28-13          TIME:

On 9-28-2013 at approximately 2228 hours, the Tulare County Sheriff's Office received a call of a suspicious vehicle parked on the side of the roadway with their lights on at Avenue 368 west of Road 44. 

A Deputy made contact with the driver of the vehicle and discovered he had a possible misdemeanor warrant out of Fresno County.  A second deputy arrived to assist with translation as the suspect also spoke spanish.  The suspect began motioning to turn on his car to flee the scene.  The deputy attempted to stop the suspect from turning on his vehicle, and while in the process, the suspect was able to get the vehicle started and drive away with the deputy standing on the running board.  The vehicle turned northbound on Road 44 from Avenue 368.  The deputy fired one round striking the suspect. 
The suspect vehicle stopped on Road 44 just north of Ave 368 and both deputies were able to take him into custody without further incident.  
The suspect was taken to a local area hospital where he was treated and released for a non life threatening wound to the leg.
The suspect is being processed for the warrant and assault with his vehicle on the peace officer.
Suspect:  Jaime Velasquez, age 33 of Traver.

Possession of a controlled substance / possession of firearm/child endangerment

After an approximate two (2) week investigation into the sales of illegal narcotics in the Goshen area, Investigators from Sheriff’s Department’s Narcotics Division and the Inter Agency Narcotics Enforcement Team (INET) consisting of personnel from Farmersville P.D., Lindsay P.D., Exeter P.D were led to a residence in the 7100 blk. of Woodbine. The ensuing investigation and search revealed Methamphetamine and Marijuana. Detectives also located a loaded assault rifle underneath a children pool. An eleven (11) year old minor was located in the residence unharmed. However, the juvenile was exposed to the suspects actions and was able to access the narcotics and firearms.  As a result of the search warrant, four people were taken into custody on the below charges.

4) Eleliterio Gonzales    50Yrs.     Orosi resident     Date of arrest: 09-26-13
Charges:  11364 H&S/ 135 PC/ destruction of evidence/ under the influence of a controlled substance

Attempt Homicide
LOCATION:  Ave 328 & Road 158- Ivanhoe          DATE:  09-25-13          TIME:  1700

245 PC – Assault with a Deadly Weapon. 182 PC – Conspiracy

On the above date and time, deputies responded to the 20000 block of Francis Drive in Richgrove regarding fight with weapons in-progress. 

Upon arrival, the victim, Carlos Carillo, reported (2) males, Jose Salazar (35 Years) and Alejandro Salazar (31 Years), assaulted him with weapons.  During the assault, Carlos sustained non-life threatening injuries to his person.  Jose and Alejandro were located nearby and placed under arrest for 245 PC and 182 PC.  Jose and Alejandro were booked into the Porterville Substation.

 
This case is currently under investigation by the Tulare County Sheriff's Department.

Local Volunteer Gwen McLaughlin Honored With President's Award

On August 22, 2013 three Volunteers in Patrol earned their 15 year service pins, among them was Gwen McLaughlin who received extra recognition that day.

McLaughlin has put in more than 32,000 hours of service in the last fifteen years, mostly in the Records Department. She also spent time working with patrol, mail delivery, and special events. At the awards ceremony, Boudreaux teasingly remarked that she must have a cot set up in the records department, as it seemed she was always there.

Before slowing down her volunteer schedule in the past few years, McLaughlin used to come into the office at 4 AM and would leave at 4 PM 5 days a week. A harrowing schedule for many, Gwen enjoyed the hours as well as the interaction.

Before becoming a Volunteer in Patrol, she worked for more than 30 years at a Safeway in Visalia as a meat wrapper, and spent time traveling after her retirement from Safeway. When her husband died in 1976, she needed something to fill her time, and becoming a volunteer was the perfect opportunity as her son Larry was already a Captain with the department at the time. Larry has since retired, but his mother continues her volunteer work with the Sheriff's Department

On September 26, Gwen will be awarded the President’s Award, which honors all types of volunteer work across many age groups.

The President’s Volunteer Service Award recognizes United States citizens and lawfully admitted permanent residents of the United States who have achieved the required number of hours of service over a 12-month time period – or cumulative hours over the course of a lifetime.

Award Criteria

Any individual, family or group that meets the program’s criteria can receive Presidential recognition for volunteer hours served over a 12-month period or over the course of a lifetime.  Criteria for recognition are:

Recipients must be United States citizens or lawfully admitted permanent residents of the United States.

Awards are issued for service hours served within a 12-month time period or over the course of a lifetime.

Awards are issued for volunteer service only.  Additional levels of participation with the organization, i.e. charitable support, are not a factor considered for the award.

Court-ordered community service does not qualify for the award. 

Awards are issued by approved Certifying Organizations.

Service must be with an organization that is legally established in the United States, the Commonwealth of Puerto Rico or one of the territories.

Office Involved Shooting update
LOCATION:  Hawthorne and /Heather, Ivanhoe          DATE:  09-20-2013          TIME:  1919 hours
CASE NUMBER:  13-12456         VICTIM:  State of California, Deputy of the Tulare County Sheriff’s Department          CITY: 

On 9-20-2013, at about 7:20 pm, a Tulare County Sheriff’s Department Deputy assigned to the Gang Unit attempted to make contact with a male adult upon a roadway, where he had previous knowledge of the subject being a wanted felon for attempted homicide in an allied jurisdiction. 

Upon contact with this individual, the suspect ran from the Deputy.  The Deputy pursued the suspect on foot for approximately 75 yards where he again encountered him at the corner of Heather and Hawthorne, in Ivanhoe.  The suspect produced a handgun.  The Deputy fired, striking the suspect, who died at the scene.  The Visalia Police Department is conducting the Officer Involved Shooting investigation and the deputy was placed on paid administrative leave as per department policy.

On 9-23-13, an autopsy was performed and the decedent’s next of kin has been contacted.  The decedent was identified as Carlos Fuentes (20 years) from the Community of Cutler, Ca.  The autopsy revealed that Fuentes succumbed to his injury from exsanguination, due to a single gunshot wound.

Home Invasion Burglary
LOCATION:  7000 block of Rd 232, Terra Bella          DATE:  9-21-13          TIME:  0237 hrs
CASE NUMBER:  13-12467         VICTIM:  Confidential          CITY: 

9-21-13/ 0237 hrs:  Deputies responded to the Terra Bella area regarding a report of a home invasion robbery.  Property Crimes Detectives were called out to the scene.  During the investigation it was discovered the suspects forced entry into the residence and identified themselves as law enforcement officials and demanded money.  The suspects did not get any money and fled with victim’s property valued at $30.  No one was injured during the commission of the crime. This case is currently under investigation by the Tulare County Sheriff’s Office.

8-2-13/ 1910 hrs:  Deputies were contacted at the Porterville Substation regarding a theft.  The victim advised approximately $13,260 in paintings and tools were taken from his residence.  

9-19-13:  Detectives contacted the two subjects who were in possession of items taken from the theft.  Detectives recovered approximately $2000 of the stolen property.  The suspects were booked at the Tulare County Jail for possession of the stolen property.

460 PC Home Invasion, 211 PC Robbery and 242 PC Battery
LOCATION:  28000 block of Hwy 190          DATE:  9-15-13          TIME:  0300 hrs
CASE NUMBER:  13-12180         VICTIM:  Undisclosed          CITY:  Porterville

9-15-13/ 0319 hrs Deputies responded to the 28000 block of Highway 190, Porterville regarding a physical disturbance.  Upon arrival Deputies met with the victim who advised she was physically assaulted at her residence by a neighbor.  During the altercation, the two suspects took property from the victim for a loss of approximately $13.65. 

9-19-13/ 1300 hrs:  Deputies later contacted the two suspects and arrested them for the home invasion robbery and battery.  The suspects were booked at the Porterville Substation.
