On 11-30-13 Detectives from the Sheriff’s Gang Violence Suppression Unit were in the Ivanhoe area conducting continuing efforts to curb gang violence. Detectives conducted a probation compliance check at a residence 33000 block of Rd 159 of a subject on felony probation. Upon arrival the probationer fled into his residence and refused to open the door to the residence.  After several minutes the subject opened the door and surrendered to Detectives.  Subsequent compliance check of the residence yielded approximately 3 pounds of processed Marijuana inside the house.  Detectives also found the subject attempted to flush a several more pounds of Marijuana down the toilet however the toilet clogged and Detectives were able to retrieve approximately one pound of processed Marijuana from the toilet.  Additional Marijuana was also located in a semi-tractor the subject drove for work. 

 

Arrested was:  Jesus Rodriguez (33 yrs old from Ivanhoe)

Narrative:

Victim #2 Hispanic Male Adult 82 Yrs

On 11/28/2013 at 0800 hours Deputies from the Tulare County Sheriff's Department, Pixley Substation responded to a report of shots being fired in the 500 blk of S. Elm, Earlimart. Upon the Deputies, they located the victim who was suffering from a gunshot wound to the upper torso. When EMS arrived the victim had already succumbed to the injuries.

Detectives from the Sheriff’s Departments Violent Crimes Unit were called to investigate the incident. The ensuing investigation revealed the victims heard a knock at the door, Victim One answered the door at the residence, a conversation was heard and a shot(s) were heard. Victim Two heard the commotion and went to the door and saw Victim One on the floor and he was then accosted by two suspects who took an amount of U.S. Currency from his person and the suspects left the residence and fled the area in a faded green older four door midsize to compact vehicle. The subjects are described as male Hispanic adults 25-35 Years old with shaved heads and no further description northbound on S. Elm.

The Sheriff’s Department is seeking assistance from the public in locating the subjects and vehicle. Any person(s) that were in the area of the 500 blk of S. Elm, Earlimart that may have seen or heard anything is encouraged to contact the Sheriff’s Department.

The cause of death is pending an autopsy by the Tulare County Coroner’s Office and the name of the victim is pending the notification of the next of kin.

No other information is being released at this time, the investigation is ongoing.

At 2145 hours the Tulare County Sheriff deputies responded to the 25000 block of Rd 92, Tulare for a missing 8 year old female. After an extensive search utilizing deputies, detectives, Search and Rescue Team, K9 Team, and the Fresno County Sheriff's Air Support the juvenile was located at 0400hrs approximately 1 mile from her residence. She was found with no injuries and was reunited with her family.

Narcotics Related Arrest

Subsequent investigation found the driver to currently on parole and in possession of a controlled substance, narcotics paraphernalia.

NARRATIVE:  On today's date at approx. 1030 hours, Deputies responded to the Alpaugh school regarding threats.  Deputies arrived and learned the 16 year old juvenile male suspect became mad while at school.  He threatened to go get a gun, and kill everyone at the school.  While Deputies were en-route, the suspect fled the school on foot towards his house.  Deputies responded to his house and searched it, with no evidence of a gun or the suspect.  The suspect was later located and taken into custody, he was booked at the Juvenile Detention Facility.  This case is currently under investigation by the Tulare County Sheriff's Office.

On today's date at approx. 1400 hours, Deputies were dispatched to the 13600 block of Road 136, Pixley, regarding a suspicious circumstance.  The victim reported receiving a phone call from a person claiming to be a federal agent who is working a fraud investigation.  The caller advises the would be victim that he/she has won a large cash prize, and all the victim needs to do is send a processing fee to then receive the large sum left of their prize.  The caller provides a contact number, which is an active phone number for the Sheriff's Office dispatch.  The victim then receives a second call, from a person who is impersonating Sheriff Boudreaux and confirms the prize story, pending processing fees payment

Possession of a controlled substance, Elder abuse

After an approximate two (2) week investigation into the sales of illegal narcotics in the Lindsay area, Investigators from the Inter Agency Narcotics Enforcement Team (INET) consisting of personnel from Lindsay P.D., Exeter P.D, Farmersville P.D and Sheriff’s Department’s Narcotics Division were led to a residence in the 790 blk. of  N. Hamlin Way, in the City of Lindsay.  The suspects were the care taker for an elderly subject at the residence.  The ensuing investigation and search revealed Methamphetamine, marijuana package for sales, scales and packaging material. The Tulare County Adult Protection services were contacted. As a result of the search warrant two people were taken into custody on the below charges.

On 11-19-13 at approximately 1700 hours Deputies contacted Antonio DeJesus Torres Mendez (27 years old) during the completion of his work day as a DRC inmate at the Pixley Substation.  During the contact, Deputies discovered Mendez was in possession of County property, which he took from the facility without permission.  Mendez was arrested, transported to Main Jail and booked on multiple felony charges.

On 11-18-13 at approximately 1925 hours Deputies contacted Melchor Sanchez (44 years old) during a routine traffic stop near the intersection of Ellis and Park streets in Alpaugh.  During the contact, Deputies discovered Sanchez was driving on a suspended license.  The vehicle was searched and Deputies discovered methamphetamine which was individually packaged for sale.  Sanchez was arrested and transported to Main Jail in Visalia where he was booked without incident.

Victim: 39-year-old male - Dinuba

 

On 11-10-2013 at 2046 Hours, Deputies with the Tulare County Sheriff’s Department responded to a residence in the 12500 block of Aceves Ave in the Community of Orosi for a report of a man down. Upon arrival, Deputies located a 39-year-old male suffering from a stab wound. The male was determined to be deceased on scene and Detectives from the Violent Crimes Unit responded for the investigation.   

 

Update:

 

On 11-12-13 the Tulare County Sheriff’s Department identified the victim as 39 year old Joe Ramos Florez Jr. from the Dinuba/Orosi area.

 

An autopsy was conducted on the victim and the cause of death was found to be exsanguination due to stab wounds suffered in the incident.

On 11/13/13 at approximately 0730 hours, Deputies with the Porterville Substation served search warrants at two apartments in the 600 Block of West Putnam in Porterville in regards to a residential burglary investigation. During the two month investigation deputies identified Jacob Cordova and Sandra Gonzalez as the suspect involved in the burglary. During the service of the search warrant, deputies located items linking both suspects to the burglary. Cordova was later arrested and booked at the Porterville Substation for residential burglary and conspiracy. Gonzalez was also arrested and booked at the Bob Wiley Detention Facility for residential burglary and conspiracy.

Narcotics arrest
LOCATION:  Earlimart          DATE:  11/10/13          TIME:  2100 Hrs
CASE NUMBER:  13-70097         VICTIM:  State of California          CITY: 

On the above date Tulare County Sheriff’s Deputies from The Pixley division conducted a traffic stop for traffic violations at Highway 99 and Ave 24 in Earlimart. Investigation revealed Young the driver of the vehicle was under the influence of a controlled substance. The subject was arrested. During the inventory search of the vehicle Deputies located a duffle bag containing methamphetamine. They requested Tulare County Sheriff’s Department Narcotic dog to respond. The Dog alerted to the presents of narcotics in the vehicle.  A further search revealed that the suspect was in possession of approximately twenty five (25) pounds of methamphetamine. The methamphetamine has estimated value of $1,135.000.   The Tulare County Sheriff’s Department’s Narcotics Division responded and took over the investigation. 

The suspect was booked at Tulare County Sheriff’s Department Main jail for the listed charges.

245 PC- Assault with a Deadly Weapon
LOCATION:  12800 block of Miller Ave          DATE:  11-10-13          TIME:  2030 hrs
CASE NUMBER:  13-14830         VICTIM:  Hispanic Female Adult          CITY:  Orosi

Deputies from the Tulare County Sheriff’s Dept. Orosi Substation were dispatched to the 12800 block of Miller Ave, Orosi, in regards to a female advising she had been stabbed.  Upon arrival deputies discovered a Hispanic Female Adult with puncture wounds to her left upper arm.  The victim advised a Male Hispanic was the person that attacked her and gave a description of her attacker.  Responding deputies located a subject running from the area fitting the description of the suspect.  A short foot chase ensued and the suspect was located and taken into custody without incident.  

 

The victim received medical aid from responding medical personnel and refused further treatment at this time.  The suspect was identified by the victim and determined to be 17 yrs of age.   After being cleared medically due to being intoxicated, he was booked into the Juvenile Detention Facility for assault with a deadly weapon.

After further investigation, it was learned the 17-year-old female had been at a party in the area of Front Rd and Franklin Ave in the Community of Earlimart and was assaulted. The female juvenile sustained severe head injury from the assault and was eventually transferred to a hospital in Bakersfield for further treatment.

On 11-5-13 at 2113 hours, Deputies were dispatched the 33200 block of Road 132, Visalia in regards to a burglary in progress. Upon arrival deputies contacted the vicitms who where home at the time of the incident. The victims advised several suspects arrived to their residence and forced entry into the residence. The suspects ransacked the residence and took $3,900.00 in cash. During the investigation three suspects were apprehended and later booked into the Tulare County Main Jail.

Assault With A Deadly Weapon, Criminal Threats
LOCATION:  Richgrove          DATE:  11-4-13          TIME:  1545
CASE NUMBER:  13-14539         VICTIM:  Carlon Camillo          CITY:  Richgrove

On 11-4-13 at 1600 hours, Deputies responded to a residence in Richgrove regarding a victim reporting a gunshot wound to his arm.  Upon arrival Deputies contacted the victim and two suspects.  The two suspects were detained for further investigation and the victim was transported to Kern Medical Center by ambulance for a non-life threatening gunshot wound to his arm.  

South End Property Detectives were called to the crime scene.  After the interviews were completed, the two suspects were arrested for an assault with a deadly weapon and making criminal threats toward the victim.  Both suspects were booked at the Porterville Substation without incident.  The victim is currently being treated at the Kern Medical Center for the non-life threatening gun shot wound.

Two additional suspects were arrested in Case #13-14474 - pirated and counterfeit DVDs and CDs at the Richgrove Swapmeet. Those two suspects are:

PRIOR NEWS RELEASE:

On 11/3/13 at approximately 1030 hours, Tulare County Sheriff’s South End Investigations Detectives, Patrol Deputies and Investigators from the Movie and Recording Industry conducted a sweep at the Richgrove Swap Meet for pirated/counterfeit DVD movies and music CD’s. Approximately 14,184 music CD’s and 13,154 movie DVD’s were seized. The Movie and Recording Industry Investigators estimated that the sale of these movie DVD’s and music CD’s would have been an estimated loss of $101,982.96 to the recording industry and $131,154.00 to the movie industry. Two female juveniles, two male juveniles and an adult male, Elias Romero age 59 from Earlimart, were arrested in connection with the possession for sale of the pirated/counterfeit movie DVD’s and music CD ’s and were subsequently booked into the Juvenile Hall and the Porterville Substation.

Gang Violence Suppression Detail

On 11-01-13 Detectives from the Sheriff’s Gang Violence Suppression Unit were in the Dinuba area conducting continuing efforts to curb gang violence.  Shortly after 8:00 pm Detectives stopped a vehicle east of Dinuba for a traffic violation. Subsequent investigation with the assistance of the California Highway Patrol found the driver was under the influence of a controlled substance and the passenger was in possession of a modified homemade firearm.  Further investigation revealed the passenger was an ex-felon in possession of ammunition. 

Arrested were:  1) Tonya Anderson (37 years old from Selma)   Arrested for driving under the influence.                           2)  Joe Fernandez (45 years old from Selma)  Arrested for weapons charges and                                          possession of ammunition by an ex-felon. 

Both subjects were booked into the Tulare County Jails without further incident.

Cultivation of marijuana and possession for sale

S1 – Adrian Lopez, 27yoa,  Orange Cove.  Charged with 11358 & 11359 H&S
On the above 11/01/13 STEP detectives responded to the 42500 block of Rd. 136 near Orosi to conclude a month long investigation into marijuana cultivation and sales with the service of a search warrant at a large marijuana grow. This location and several others were brought to detectives attention by nearby residents who came to the substation to report a large marijuana grow which smelled so bad that conditions for local residents were getting unbearable. Marijuana, once it starts budding, produces a skunk like odor which blankets the area. A large scale marijuana grow can be smelled from 100’s of yards away. A check of the area by detectives found a large marijuana grow at the above location. Detectives were able to see and smell the marijuana from a public access area.

Upon arrival officers found 235 heavily budded standing marijuana plants. S- Adrian Lopez was found to be out of compliance with state laws regarding medical marijuana. He was charged with the above listed narcotic related crimes. Several other subjects are also being sought in regards to this case.

STEP detectives responded to the 3000 block of Payson Ave. in the city of Visalia in regards to an ongoing investigation of marijuana cultivation, hiding behind medicinal needs, for sales to medical marijuana dispensaries.  The investigation led to the service of a search warrant at the above noted residence. Upon arrival detectives noted the strong smell of growing marijuana. When nobody answered the door detectives forced entry into the residence. Upon entry detectives found the entire interior of the residence had been gutted, carpeting and walls removed to facilitate the entire residence being turned into an indoor marijuana grow. Detectives noted rough wiring running throughout the residence into various areas of what was a three stage marijuana grow. Because of the unsafe wiring conditions S.C. Edison was contacted and responded. Their investigation found that the suspects had by-passed the residential electrical meter to run the numerous grow lights, fans and cooling units needed for a large scale indoor marijuana grow. It was determined that approx. $10,000 in power had been stolen by the suspects over the past (5) months. Once S.C. Edison cut power to the grow rooms, detectives continued the investigation.  298 marijuana plants were located in various stages of growth. All plants were seized along with a pound of processed marijuana. Indoor marijuana is generally higher in quality that outdoor marijuana because of the controlled conditions.

Nobody was home at the time of the service of the warrant however several suspects are being sought as persons of interest in this case.  Visalia Code Compliance officers responded to the residence found it was uninhabitable and posted it as such. S.C. Edison cut all power to the property at the street. The Gas Company also responded, cut the natural gas line to the residence and removed the residential meter.

It should be noted that because of increased violence and with increasing controls on large outdoor marijuana grows by city and county ordinances, many growers are moving operations indoor by buying or renting homes, gutting out the inside and converting them to indoor marijuana grows. Since a profit cannot be made if indoor grow power costs are figured in, suspects routinely bypass the meter and steal power. Haphazard wiring is run throughout the structure to power high pressure lights, fans and portable air conditioning units. This presents a huge danger of electrical fires due to heat buildup, bare wires and close proximity to the water used around the marijuana. Neighbors are forced to live with the fire danger and property owners are left with the cleanup costs. In this case it will be in the tens of thousands of dollars to bring the structure back into code.

The sale of marijuana is a crime under California law. It has become common practice for people to grow excessive amounts of marijuana hiding behind a medical recommend, then sell it on the street or to a dispensary. With each marijuana plant able to produce in excess of one pound of processed bud and the street price for high quality marijuana in the $3,000 per pound range, illegal sales of marijuana can be very profitable. These cases are still under investigation.

     On 10-30-13 at about 3:00 pm, personnel from the sheriff department’s gang violence suppression unit were investigating gang graffiti in the area of Avenue 414 and Road 130 Orosi when they observed a car make a vehicle code violation.  An enforcement stop was made upon the vehicle and the driver, identified as Cayetano Cruz (31 years) was found to be in possession of about four pounds of processed marijuana.  Through further investigation, Gang Unit personnel, along with members from the department’s narcotic division obtained search warrants for locations in the 42300 block of Road 130 Orosi and 30600 block of Road 72 Goshen.
     Between both locations, detectives seized approximately 20 pounds of processed marijuana packaged for sale, a firearm, scale and a large sum of U.S. Currency.
     Four adults were arrested and four children aged between 3 to 5 years were placed into protective custody.  Those arrested and booked into the Main Jail & Bob Wiley Detention Facility were;
     Cayetano Cruz (31 years) out of the Goshen and Orosi area for transportation and sales of marijuana, maintaining a residence for the sales of marijuana, felon in possession of a firearm, child endangerment and conspiracy to sell marijuana for profit.
     Alejandro Mercado (38 years) out of the Goshen area for possession of marijuana for sale, maintaining a residence for the sales of marijuana and conspiracy to sell marijuana.
      Sandy Sanchez (21 years) out of the Orosi area for maintaining a residence for the sales of marijuana, conspiracy to sell marijuana and child endangerment.
     Kathy Aguilar (23 years) out of the Goshen and Orosi area for maintaining a residence for the sales of marijuana, conspiracy to sell marijuana and child endangerment.

On 10/29/2013 at 2100 hours, Tulare Couny Sheriff Deputies from the Porterville Substation were conducting a saturation patrol within the community of Poplar. Deputies conducted a traffic stop on a vehicle near the intersection of Kilroy and Avenue 146 in Poplar. The vehicle was being driven by Roberto Pedraza, 36 of Porterville. Pedraza had two active Tulare County warrants for his arrest. He was also found to be under the influence of a controlled substance and was in felony possession of prescription narcotics.

The passenger of the vehicle, Ernesto Herrera, 36 of Poplar was in possession of one-half ounce of methamphetamine packaged for sales and a large amount of cash. Pursuant to their investigation, Deputies performed a search of Herrera's residence where they located an additional substantial amount of methamphetamine, packaging materials and scales all used for the sales of methamphetamine.

Both Pedraza and Herrera were booked into the Tulare County Main Jail under numerous narcotic related charges. This case is currently under investigation by the Tulare County Sheriff's Department.

Ontiveros was in possession of approximately fifteen grams of methamphetamine which was found in a hidden compartment within the vehicle. Ontiveros was booked into the Tulare County Main Jail pursuant to being in possession of methamphetamine. This case is currently under investigation by the Tulare County Sheriff's Department.

Assault With A Deadly Weapon, Home Invasion

On Monday, 10-29-13 at approximately 2230 hours, Deputies responded to a dairy in the area of Ave. 120 and Rd. 72  in Tipton, regarding an assault and home invasion. Deputies learned that two unknown male subjects entered a residence brandishing weapons, and took a cell phone and other electronic devices. During the course of the assault the suspects struck two of the victims with a blunt object causing injuries before fleeing.  The injured victims were treated and released from a local hospital. Grand Theft

On 10/24/13 deputies from the Tulare County Sheriff’s Department were dispatched to the  victim’s address in the Pixley area.  They were informed by a representative of the company that they suspected someone of taking over $20,000 worth of taking commodities during the month October.  The commodities are used in the production of dairy feed.

Detectives from the TCSO Ag Crimes unit were contacted to assist in the investigation.   During the investigation information was developed which led to the arrest of Pablo Baltazar on charges of grand theft.  He was booked into the Tulare County Main Jail.

On 10-27-13, deputies serving an arrest warrant at a residence located a marijuana grow operation.  A search warrant was obtained for the residence and approximately 100 marijuana plants, 100 pounds of processed marijuana and a small amount of concentrated cannabis was located.  Three persons located in the residence were arrested.

Assault on a Peace Officer

Narrative:

On 10-26-13, Detectives from the Tulare County Sheriff’s Department Gang Violence Suppression Unit continued gang suppression efforts in the Cutler / Orosi areas. Shortly before 9:00 pm Detectives contacted a male subject at the rear of his vehicle parked in the 40600 block of George Rd. in Cutler. Upon contacting the subject, he immediately stuck the Detective and was taken into custody after a struggle. The Detective was not injured in the incident however the suspect received minor injuries as a result of the struggle. The male was taken to Kaweah Delta Medical Center, treated and released and subsequently booked into the Main Jail without further incident.

Arrested was: Antonio Mendoza Chavez (32 yrs. old from Cutler)

On above date and time Deputies from the Cutler / Orosi Substation were dispatched to a residence located in the 12500 block of Second Ave, in the community of Cutler, regarding a fight in progress. Upon arrival, Deputies were contacted by the adult male victim who claimed to have been physically assaulted by (S) Gilberto Morales Victoriano.

Deputies observed the adult victim to have sustained injuries consistent with his statement. Deputies subsequently made contact with Victoriano and took him into custody without further incident. Victoriano was booked into a Tulare County Jail where a photograph can be collected upon request.

On 10/24/13, at 1920 hours, Tulare County Sheriff Deputies were dispatched to a home in Dinuba regarding a man who wanted to make a report that occurred in Sultana.

Upon arrival the male victim reported while driving west on Avenue 416, leaving Orosi toward Dinuba, another vehicle pulled up behind him and began shooting an unknown type of firearm at him.  He stated he accelerated away from the shots, turned off Avenue 416 and drove straight home.  Once there, the victim discovered his vehicle had been struck by several bullets. 

On 10/25/13, at 0155 hours, Sheriff Deputies located suspect Wilfredo Lara, age 40 at his home in Orange Cove for the shooting. He was arrested, transported to the Tulare County Main Jail and is being held on a $50,000 bail bond. 

This case is still being investigated by the Tulare County Sheriff’s Department.

 On October 25, 2013 at approximately 8:45 AM the Tulare County Sheriff’s Department was contacted regarding a suspicious item/package on Avenue 308 west of Drive 68 in Goshen. Deputies were dispatched to the area.

 Upon arrival the suspicious item was located on the sidewalk on the north side of Ave 308, located across the street from the Goshen Elementary School and on the same side of the street as a gas station/convenience store.

 The item had been discovered by business customers and parents of students. It was then reported to school officials who reported the suspicious item/package to the Tulare County Sheriff’s Department.

 To ensure the safety of the students and the public the area was cordoned off. School officials were contacted and the school was placed on lockdown.

 The Sheriff along with department staff met with school officials and provided a briefing, discussed a safety plan and alternative student release locations. Deputies were positioned within the school to assist school staff. Parents were met outside the school, provided briefings and directed to locations where they could wait to be connected with their children.

 The Tulare County Consolidated Explosive Ordinance Disposal Unit responded to the scene. An evaluation and examination of the suspicious item/package was conducted. The item was discovered to be an inert and harmless item. The components within the suspicious item/package were collected as evidence and are being evaluated for further investigation.

 At 11:10 AM the school and area businesses returned to normal operation.

Arrests made on marijuana case

 On 10/24/13 at approximately 1600 hrs, STEP detectives were contacted to conduct a follow-up investigation after Sheriff’s Patrol units in the Visalia area made a traffic stop on a vehicle found to be transporting a pound of processed marijuana.  The investigation into this vehicle and subjects in the car showed the marijuana was being transported to, and sold at, a local dispensary.

The investigation also found that a residence in the 1000 block of S. McAulif was being used as a processing/packaging center for marijuana grown at various locations around the county. A search warrant was obtained for the residence and served without incident.

S1-Modesto Garcia was detained at the residence.  The other suspects were arrested out of the vehicle when it was stopped.

During the search of the property, detectives found a sophisticated marijuana processing center. In addition to various items of indicia, approximately 200 lbs. of packaged marijuana was found already packed into 55 gallon drums and plastic totes, (4) firearms, including (1) Assault weapon and a large amount of U.S. Currency was also seized. The investigation at this location also led detectives to believe the marijuana was to be transported to the Los Angeles area and sold at various dispensaries.

The above listed suspects were found to be out of compliance with state laws regarding medical marijuana. They were charged with the above listed narcotic related crimes.

246.3PC/Gross Negligent Use of a Firearm

On 10-22-13 at approximately 1515 hours Deputies were dispatched to a call of shots fired in the area of Road 184 & Avenue 32 in Earlimart.  A BOL was immediately issued, and the suspects were stopped by assisting Officers from the Delano Police Department on Browning Road, just south of County Line. During the investigation, Deputies seized two firearms, which included a shot gun and one AK 47 assault rifle.  The suspects were identified as David Fernandez Jr., 29 years old of Bakersfield and Ernest Sierra, 25 years old of Delano.   

More than 200 farm working employees were said to be within one square mile of where the shots were fired.  They suspects were arrested and booked into custody for firing a weapon in a gross negligent manner.  Both firearms were seized and the suspects were booked into Main Jail without incident.

The case remains under investigation by TCSO.

Possession of a Controlled Substance

On 10-22-13 at approximately 1215 hours Deputies responded to a residence in the 500 block of N. Market street in Earlimart.  Upon arrival the property owner allowed Deputies into his house where they contacted his son, Pablo Ambriz 23 years old who was found smoking marijuana in a bedroom.  During the contact Ambriz was searched, found in possession of methamphetamine, and a glass pipe.  He was also evaluated and found to be under the influence of a controlled substance.  He was arrested and booked into jail without incident.

On the above date/time the victim reported that unknown person(s) entered her residence by breaking a rear window and then removed a shotgun, jewelry and a TV for a loss of $3,100 The suspect(s) then stole the victim’s 1997’ Teal Chevy 4X4 Silverado #7U41196 and the dual axel car hauler trailer #1HY6801 that was attached to it. For an additional loss of $5,750 dollars. The vehicles were entered into CLETS Deputy Woolem located/lifted fingerprints from a rear window that was removed from the truck to gain access, he also located/photographed two sets of shoe tracks.
